•Police dispel terrorism fear Two pupils of the Federal Government College, Okigwe, Imo State have caused a stir in Umuchime Ubahu community in Okigwe Local Government, with the launch of a “rocket” they built from local materials. The rocket, which was supposed to travel five kilometres, went further than programmed and landed in a residential area, causing a stampede. The residents of the house where the rocket landed, alerted the police, thinking it was a bomb. Commissioner of Police Muhammad Musa Katsina, however, dispelled fears of terrorism, saying the “amateur scientists”, who launched the home-made rocket, did not intend any harm. Katsina, however, urged the residents to remain security-conscious and report suspicious movements to the police. The police boss, who briefed reporters yesterday, said there was a bomb scare in the community when the two science students launched their rocket. He said police investigation showed that there was no criminal intent, adding that it was a case of innovation and adventure. “There was no terrorism motive in the act. We enjoin people to go about their activities without fear,” Katsina said. He went on: “The manufacturers of this rocket are not terrorists, they are rather talented science pupils keen on developing their scientific skills. They should be encouraged. “The rocket has been deactivated and is safe. The components as discovered by the Police Bomb Disposal Unit do not contain any radioactive or toxic element. “Because the boys intended no harm, no punitive measures will be taken. I will rather recommend that they be encouraged so that they can achieve greater things.” The teenage scientists asked for Federal Government’s sponsorship to enable them improve on their skills. They said they built the rocket as part of a school exercise, which earned them a second position in a competition. The House of Representatives has accepted the challenge by a former Minister of Education, Oby Ezekwesili, to conduct a public hearing on its alleged scandalous N1 trillion wage bill since 2005. A spokesperson for the House said in a statement on Thursday that the National Assembly “wholeheartedly” welcomed Mrs. Ezekwesili’s request because of its belief in transparency in governance. A statement by Rep Victor Afam-Ogene, Deputy Chairman, House Committee on Public Affairs, however said the former minister should prepare to explain her understanding of cost of governance and provide reasons for narrowing the concept to the National Assembly, leaving out the Executive. The statement reads, “Nigerians would remember that in the course of a similar misadventure in January 2013, Mrs. Ezekwesili had made wild claims bordering on the alleged frittering of $45bn of the country’s external reserves, and $22bn in the excess crude account. “While she has yet to fully justify those allegations, the former minister is this time seeking a fresh sparring partner in the Legislature. “If it were not so, why would an address which centered on a “Cost of Governance in NIgeria” be curiously limited to an inquest into the operations of the National Assembly, leaving out the other two arms of government (the Executive and Judiciary) and arriving at the rather simplistic suggestion of the introduction of a unicameral or part-time legislature as the panacea for all Nigeria’s problems? “Since it is public knowledge that whosoever wishes to go to equity ought to do so with clean hands, we restate our earlier posers which Mrs. Ezekwesili conveniently glossed over in her latest statement on this issue, to wit: What is the percentage of the National Assembly’s N150bn allocation in a budget of N4.9tr? “Is it right to insinuate that the budgetary allocation for the National Assembly is for ‘members salaries and allowances’, while deliberately leaving out capital projects component, salaries of legislative aides and the bureaucracy, as well as allied institutions such as the Institute for Legislative Studies? “What is the total disbursement to the Executive and the Judicial arms of government over the same eight-year period? “For an ex-official of government, who between the 2006 and 2007 federal budgets, superintended over a total of N422.5bn as Education Minister, what percentage of the public fund was expended by her as recurrent cost?” Mrs Ezekwesili , had on Wednesday challenged the federal lawmakers to a public hearing, where she indicated she would defend her call for the scrapping of an arm of the National Assembly which, as presently structured, has gulped over N1 trillion in federal budget since 2005. Mrs. Ezekwesili’s earlier call on Monday had stirred a fresh debate about government spending on salaries. Speaking at an event hosted by the Civil Society Legislative Advocacy Centre that day, Mrs. Ezekwesili said Nigeria’s 469-member National Assembly, comprising a Senate and a House of Representatives, had gulped N1 trillion since 2005. She criticized the lawmakers’ huge wage bill as well as Nigeria’s budgets that have given more money to recurrent expenditure, and called for a single arm of the legislature. As expected, the comments sparked angry reactions from lawmakers on Tuesday, who asked the minister to also shed light on how much she spent or drew first as a minister of solid minerals, and later as minister of education. Mrs. Ezekwesili was first appointed a minister of solid minerals in 2005, under former President Olusegun Obasanjo. She was later moved to the education ministry. “She was part of several reform committees that ended up being reformed themselves. In view of this, the best way to go to equity is to go with clean hands,” a spokesperson for the House of Representatives, Victor Ogene, said. “It would, however, suffice for Ezekwesili to tell us what recurrent expenditure was during her tenure and what it cost Nigerian taxpayers to maintain her and her aides for a year.” Mrs. Ezekwesili, also a former World Bank executive, fired back in a statement on Wednesday, challenging the lawmakers to contest her figures, and set a day for a public hearing where the issues of their scandalous pay would be taken up. “The NASS in its prestige as the most important symbol of our democracy has a duty to promote at all times the democratic culture of tolerance for dissension. Would it therefore not have been more dignifying of our democracy if the spokesmen had used the opportunity of their reaction to offer their own data to contradict or clarify anything conveyed in my speech after reading it?” she asked. The minister then asked for date, and pledged to be available for the hearing that would discuss lawmakers’ remuneration. “I wish to state with absolute respect for our lawmakers and our institution that it will be more valuable and enriching for our democracy if instead of the abusive language of their recent reaction, the NASS immediately offered me and the rest of the Nigerian public, the opportunity of a Public Hearing on their Budgetary Allocation and the very relevant issue of their remuneration,” she said. “I shall make myself available to the NASS as soon as it decides to host a Public Hearing on this and other related issues of the lawmakers’ interest.” Nigerian lawmakers are rated as the world’s highest paid, with approved salaries and allowances over N30 million annually. In addition, they also receive huge quarterly allowance, widely known by Nigerians as “jumbo pay” but tagged “running cost” by the lawmakers. But while much of the legislators’ earnings are known to the public and often come under criticism, lawmakers accuse the executive, comprising the president and his cabinet of earning far ahead of them and spending public funds unchecked. She insisted that she was right in her claims of an unduly high expenditure by the federal legislature. The former minister maintained in a statement in Abuja that Nigeria’s federal law-makers were the highest paid in the world, quoting an analysis of the Economist magazine in a recent publication. Contrary to claims by some legislators that they earn N1 million basic salary, Mrs. Ezekwesili put their basic salary at N30. 6 million annually, as revealed by the Economist. She said that she had been threatened by some legislators and also came under other forms of attacks since she was reported to have criticised the huge expenditure outlay of the National Assembly and criticised the law-makers for attacking her personally, rather than producing their own data to contradict her position. N10.6trn controversy She said: “On Monday, August 19, I was the keynote speaker at a Civil Society Roundtable on “Cost of Governance” hosted by the Civil Society Legislative Advocacy Centre, CISLAC. My presentation approached the topic more broadly, by calling attention to the fundamentally unsustainable economic structure that has caused Nigeria’s development over the last 53 years to lag behind those of countries with similar political history with attendant high poverty level of 69 per cent of our citizens according to the National Bureau of Statistics. “As part of the aspect of my presentation that touched on management of public finance, I provided eight years data on budgetary allocations or transfers to the National Assembly. “The data in question is available from the Ministry of Finance which reveals that the allocations to the National Assembly between 2005 and 2013 were approximately N1trillion as follows: 2005 N 54.79billion, 2006 N 54.79billion, 2007 N 66.4billion, 2008 N114.39billion, 2009 N158.92billion, 2010 N 150billion, 2011 N 150billion, 2012 N150billion, 2013 N150billion. “ I also provided information available in a recent global comparison of legislators’ remuneration across the world recently published by the United Kingdom based The Economist magazine. I stated that the report alleged that Nigerian federal legislators with a basic salary of $189,500 per annum (N30.6m) were the highest paid lawmakers in the world. “In reaction to various versions of news media report of my speech a number of members of the House of Representatives and Senators speaking as spokesmen of the National Assembly (NASS) and perhaps without the benefit of my full speech, strangely chose to haul verbal assaults and threats at me. Assist SM, Subscriber Fraud to review fraud policies, processes and procedures and provides recommendation for improvement. Ensure compliance to laid down Mobile Money operation processes. Review policies relating to AML, Mobile Money and Mobile Number Portability blacklisting and whilst blowing to ensure compliance to MTNN policies. File accurate suspicious activity reports to banks as required by law and MTNN Mobile Money policy. Develop relationships to ensure AML data integrity and completeness. understand subscriber trend patterns and develop alarms to that will proactively flag suspicious transactions. Fine tune AML systems in line with changing trend analysis of subscribers. Maximise the Fraud management System to aid investigation as necessary Validate statistical and detailed information about commissions, service fees and taxes related to Mobile Money services; transaction pattern, profile change and compromised point and customer hotlists. Validate all alerts involving customer, agents, merchant, banks suspected criminal history and report finding to SM, Subscriber Fraud Proactively identify, evaluate and prioritise product development opportunities and advise business on its benefits. Follow up and ensure resolution of all investigations. Review business requirement specifications and user requirements for new product launches or system changes to assess the impact on revenue and fraud Assist to produce required reports, both periodic and ad-hoc. Ensure that fraud analyst compile with monitoring of the system 24 hours a day / 7days a week and report findings. Manage the shift calendar of the Mobile Money team. Ensure all fraud queries and resolutions are properly logged in the fraud management logbook. Prepare presentation material denoting trending, key indicators and performance impacting losses through fraud. Recommend tools and methods that could be deployed in combating Mobile Money fraud. Develop tests to challenge existing fraud processes and make recommendations for change. Job Conditions: Normal MTNN working conditions May be required to work extended hours Willingness to travel at any time Reporting To: Senior Manager, Subscriber Fraud Required Skills: First degree in any numerate discipline with post graduate diploma in computer science.
