UK prime minister Sir Keir Starmer has said he is "ready and willing" to put UK troops on the ground in Ukraine to help guarantee its security as part of a peace deal.
Writing in the Daily Telegraph, the UK prime minister said securing a lasting peace in Ukraine was "essential if we are to deter Putin from further aggression in the future".
Before attending an emergency summit with European leaders in Paris on Monday, Sir Keir said the UK was prepared to contribute to security guarantees to Ukraine by "putting our own troops on the ground if necessary".
"I do not say that lightly," he wrote. "I feel very deeply the responsibility that comes with potentially putting British servicemen and women in harm's way."
The prime minister added: "But any role in helping to guarantee Ukraine's security is helping to guarantee the security of our continent, and the security of this country."
The end of Russia's war with Ukraine "when it comes, cannot merely become a temporary pause before Putin attacks again", Sir Keir said.
UK troops could be deployed alongside soldiers from other European nations alongside the border between Ukrainian-held and Russian-held territory.
Sir Keir's announcement comes after the former head of the Army, Lord Dannatt, told the BBC the UK military was "so run down" it could not lead any future peacekeeping mission in Ukraine.
The PM has previously only hinted that British troops could be involved in safeguarding Ukraine after a ceasefire.
He is due to visit President Donald Trump in Washington later this month and said a "US security guarantee is essential for a lasting peace, because only the US can deter Putin from attacking again".
Sir Keir is meeting with other European leaders in response to concerns the US is moving forward with Russia on peace talks that will lock out the continent.
US Secretary of State Marco Rubio plans to meet Russian officials in Saudi Arabia in the coming days, US officials say.
On Saturday the US special envoy to Ukraine, Keith Kellogg, said European leaders would be consulted only and not take part in any talks between the US and Russia.
A senior Ukrainian government source told the BBC on Sunday that Kyiv has not been invited to talks between the US and Russia.
Trump earlier this week announced he had had a lengthy conversation with Russian President Vladimir Putin, and that negotiations to stop the "ridiculous war" in Ukraine would begin "immediately".
Trump then "informed" Zelensky of his plan.
On Sunday, Trump said that he expected Zelensky to be involved in the talks. He also said he would allow European nations to buy US weapons for Ukraine.
Asked by the BBC about his timetable for an end to fighting, Trump said only that "we're working to get it done" and laid the blame for the war on the previous administration's Ukraine policies.
Writing in the Telegraph, Sir Keir said "peace cannot come at any cost" and "Ukraine must be at the table in these negotiations, because anything less would accept Putin's position that Ukraine is not a real nation".
He added: "We cannot have another situation like Afghanistan, where the US negotiated directly with the Taliban and cut out the Afghan government - in reference to a deal negotiated by Trump's first administration, which was later enacted by the Biden administration.
"I feel sure that President Trump will want to avoid this too," said Sir Keir
Sir Keir said Ukraine's path to Nato membership was "irreversible" and European nations "must increase our defence spending and take on a greater role" in the alliance.
The UK currently spends around 2.3% of GDP on defence and has committed to increase defence spending to a 2.5% share of the economy, without giving a timeframe for this.
Trump has called for Nato members to spend 5% of GDP on defence, while Nato secretary general Mark Rutte has suggested allies should spend more than 3%.
Lord Dannatt - who was head of the Army from 2006 to 2009 - told the BBC up to 40,000 UK troops would be needed for a peacekeeping mission in Ukraine and "we just haven't got that number available".
He said, in total, a force to keep the peace would require about 100,000 troops and the UK would have to supply "quite a proportion of that and we really couldn't do it".

Europe will be excluded from talks aimed at ending Russia’s war in Ukraine, the United States lead Ukraine envoy said.
General Keith Kellogg made the announcement on Saturday after the US sent a questionnaire to European capitals to ask what they could contribute to security guarantees for Kyiv.
Trump took European allies by surprise this week by calling Russia’s President Vladimir Putin without consulting them or Kyiv beforehand and declaring an immediate start to Ukraine peace talks.
The Trump administration has made it clear to European allies in NATO to take primary responsibility for the region, stating that the US has other priorities, such as border security and countering China.
Asked if he could assure the audience that Ukrainians and Europeans would be at the table for talks, Kellogg told a global security conference in Munich that “the answer to that last question, just as you framed it, is no”.
Ukrainians, however, will “of course” be at the table, he said, adding it would be foolish to suggest otherwise.
European leaders were swift to react.
“There’s no way in which we can have discussions or negotiations about Ukraine, Ukraine’s future or European security structure, without Europeans,” Finland’s President Alexander Stubb told the same security conference in Munich. “But this means that Europe needs to get its act together. Europe needs to talk less and do more.”
A European diplomat said the US questionnaire included six queries, with one specifically for European Union member states.
“The Americans are approaching European capitals and asking how many soldiers they are ready to deploy,” one diplomat said, the Reuters news agency reported.
NATO Secretary General Mark Rutte chimed in by urging Europeans to get their act together.
“To my European friends, I would say, get into the debate, not by complaining that you might, yes or no, be at the table, but by coming up with concrete proposals, ideas, ramp up [defence] spending,” he said in Munich.
France is discussing with its allies the possibility of holding an informal meeting among European leaders on the issue, a French presidency official said on Saturday.
Kellogg told the conference that talks aimed at ending the war between Russia and Ukraine could focus on territorial concessions from Russia and targeting Putin’s oil revenues.
“Russia is really a petrostate,” he said, adding that Western powers needed to do more regarding effectively enforcing sanctions on Russia.
Kellogg’s announcement came shortly after Ukraine’s President Volodymyr Zelenskyy called for the creation of a European army, saying the continent could no longer be sure of protection from the US and would only get respect from Washington with a strong military.
“Let’s be honest – now we can’t rule out the possibility that America might say no to Europe on issues that threaten it,” said Zelenskyy.

M23 rebels in the east of the Democratic Republic of Congo have entered Bukavu, the eastern region's second-largest city.
Corneille Nangaa, leader of the Congo River Alliance which includes M23 rebels, told Reuters news agency the rebels had entered the South Kivu provincial capital on Friday evening and would continue their advance on Saturday.
The Rwandan-backed militants' progress comes despite international calls for a ceasefire and a resumption of peace talks.
Hundreds of thousands of people have been forced from their homes in recent weeks as a result of the rebel advance.
Last month, the Tutsi-led M23, which is backed by neighbouring Rwanda, seized Goma, the main city in the mineral-rich east. The Congolese government accuses Rwanda of sowing chaos in the region in order to benefit from its resources, a claim Rwanda has denied.
The M23 briefly captured Goma in a previous conflict in 2012, but the taking of Bukavu, which is the capital of South Kivu province, would represent a new phase in the turbulent recent history of the region.
The city, which borders Rwanda, is on the southern tip of Lake Kivu and is an important transit point for the local mineral trade.
Earlier on Friday, rebel fighters had entered the airport some 30km (19 miles) north of Bukavu, as the Congolese army and a militia allied with it withdrew without putting up much resistance.
But there were heavy clashes on the outskirts of Bukavu, South Kivu's Deputy governor Jean Elekano, had told the BBC.
In a village further north - Mayba - 70 bodies were found in a church, according to local media reports.
A local community coordinator in North Kivu, Vianney Vitswamba, told the DR Congo news agency 7Sur7 that the bodies were found tied up. Allied Democratic Forces (ADF) rebels - an Islamic State-linked group - were blamed, but the BBC has not confirmed the report.

Speaking at the Munich Security Conference, DR Congo's President Félix Tshisekedi called for Rwanda to be sanctioned, accusing it of having "expansionist ambitions", the AFP news agency reports.
"We will no longer put up with our strategic resources being plundered for the benefit of foreign interests under the complicit gaze of those who feed on chaos," he is quoted as saying.
As well as being accused of backing the rebels, which Rwanda has denied, the country is also said to have its own troops in eastern DR Congo.
Rwandan President Paul Kagame has said his country's priority is security. He has said Rwanda is in danger from Hutu rebels in DR Congo and has dismissed any threat of sanctions.
The news of the latest advance comes as the continent's heads of state are due to meet at an African Union (AU) summit in Ethiopia on Saturday.
The head of the AU commission, Moussa Faki Mahamat is quoted by AFP as saying that a ceasefire "must be observed" adding that "military campaigns are not going to solve these problems. Washington — The U.S. is deporting unauthorized migrants from nations in Africa and Asia to Panama, a major diplomatic breakthrough for the Trump administration's mass deportation efforts, internal federal documents obtained by CBS News show.
On Wednesday, an American military flight deported Asian migrants who were in U.S. immigration custody to Panama, the first known deportation of its kind under the Trump administration. They included adults and families with children from Afghanistan, China, India, Iran and Uzbekistan, according to the documents.
Another U.S. military flight to Panama planned for Thursday is expected to deport more Asian migrants, in addition to some African deportees. The documents show they include migrants from Cameroon.
In a statement Thursday, Panama's foreign ministry confirmed it received on Wednesday the first flight under an agreement with the Trump administration that allows the U.S. to deport non-Panamanians to the Central American country.
The ministry said Wednesday's deportation flight included 119 deportees from Afghanistan, China, India, Iran, Nepal, Pakistan, Sri Lanka, Turkey, Uzbekistan and Vietnam. The costs of the deportations under the agreement will be covered by the U.S., the ministry added.
The deportations to the Central American country, a corridor for the mass migration that has gripped the region in recent years, represent a significant diplomatic win for President Trump and his government-wide crackdown on illegal immigration.
The U.S. has long had difficulty deporting migrants from Africa and Asia, due to the long distances involved in deportations to the Eastern Hemisphere and decisions by governments in those continents to limit or reject American deportations flights. The New York Times first reported Wednesday's deportation of Asian migrants.
The flights also underscore how aggressively and quickly the Trump administration is moving to convince countries across the region to accept migrants who are difficult to deport, even though they are not citizens of their nations.
The governments of El Salvador and Guatemala have already agreed to accept migrant deportees from the U.S. who are not from their countries. El Salvador's President Nayib Bukele has even offered to accept and detain suspected members of the Venezuelan gang Tren de Aragua who are expelled from the U.S.
The Trump administration has pushed more deportation agreements, though it's unclear how many more arrangements will be agreed to. One plan that had been considered would have sent third-country nationals to the South American nation of Guyana, two U.S. officials told CBS News, requesting anonymity because they were not authorized to talk to the media.
Panama's willingness to accept the deportees also comes as Mr. Trump has expressed an interest in retaking control of the strategically important Panama Canal, which the U.S. ceded to Panama in 1999. Panama's leaders have rejected the idea outright, and disputed claims by Mr. Trump and U.S. officials about China's influence on the canal's operations.
Secretary of State Marco Rubio visited Panama in his first international trip shortly after taking office, and the State Department said last week that the U.S. had reached a deal that would allow its military ships to transit the canal for free. Panama's president said no such deal had been reached and that the State Department's statement was "based on a falsity."
Representatives for the Departments of Homeland Security and State did not respond to requests to comment on the deportation flights to Panama.
Like the U.S., Panama has faced significant migration challenges in recent years.
The Darién Gap, a once-impenetrable roadless and mountainous jungle that divides Panama and Colombia, has become a busy transit route for migrants hoping to make their way through Central America and Mexico to enter the U.S.
In 2023, more than half-a-million migrants, most of them from Venezuela, crossed the Darién jungle into Panama, a record.
