Rebels say they have taken control of the city of Goma in eastern Democratic Republic of Congo, although this has been denied by the government.

Residents shared videos of M23 rebels patrolling Goma's main streets following a lightning advance against the Congolese army on Sunday that saw tens of thousands of people fleeing neighbouring towns.

After hours of gunfire and explosions, the streets of Goma - home to more than a million people - are now quiet, according to local media.

It comes hours after DR Congo's foreign minister accused neighbouring Rwanda of declaring war by sending its troops over the border to support the M23.

Rwanda does not deny backing the M23 but accuses the Congolese authorities of supporting militias trying to the topple the government in Kigali.

Kenya has called for a ceasefire, and announced that the presidents of both the DR Congo and Rwanda will attend an emergency regional summit in the next two days.

Kenyan President William Ruto, the current chair of the East African Community, said it was incumbent on regional leaders to help facilitate a peaceful solution to the conflict.

The M23 group has taken control of vast parts of mineral-rich eastern DR Congo since 2021. In the past few weeks the group has been advancing swiftly on Goma amid intense fighting.

Since the start of 2025 more than 400,000 people have been forced from their homes in the provinces of North and South Kivu, near the border with Rwanda, according to the UN's refugee agency.

One woman, Alice Feza, said she was at a loss about what to do next, as she had fled from Kiwanja, Rutshuru, Kibumba and now, Goma.

"People are fleeing everywhere, and we don't know where to go any more, because we started fleeing a long time ago," Ms Feza said, adding: "The war catches us here among the host families, now we have nowhere to go."

Key roads surrounding Goma are blocked and the city's airport can no longer be used for evacuation and humanitarian efforts, the UN has said.

In a statement early on Monday morning, the government said its forces were still controlling strategic parts of the city including the airport.

"Contrary to the manipulative messages circulating on social networks the FARDC [the DR Congo army] hold the Goma airport... and all the strategic points of the capital of the North Kivu Province," it said.

It added that the army was "more than determined to defend the homeland at the cost of the supreme sacrifice".

A resident told the Reuters news agency that there was "confusion in the city; here near the airport, we see soldiers. I have not seen the M23 yet", adding that there were also some cases of looting of shops.

Local journalist Akilimali Selah Chomachoma told the BBC Newsday programme that gunfire was continuing and the situation was "complicated".

Reverend Damiri, chaplain of the HEAL Africa hospital in Goma, told the BBC that it was calm where he was, although he could hear gunshots from another side of the city.

"Goma is a large city... We still have quite a number of soldiers that have gathered together, governmental soldiers, but a big part of the city is controlled by the rebels," he said.

There have been reports of heavy artillery hitting the centre of Goma, and of a mass escape from a prison in the city, with unverified videos being shared online appearing to show prisoners fleeing.

A security source told the AFP news agency that the prison holding 3,000 inmates was "totally torched" and that the jailbreak had resulted in deaths.

Power and water has reportedly been cut to many areas of the city.

The rebels had ordered soldiers to surrender their weapons and imposed a 48-hour deadline that ended early on Monday.

UN peacekeepers said that some Congolese soldiers had surrendered their firearms with them before the deadline.

UN Secretary General António Guterres has called on Rwanda to withdraw its forces from the DR Congo's territory and on the M23 to stop its advance.

Guterres, in a statement through his spokesman, called on Rwanda to "cease support to the M23 and withdraw from DRC territory". He also called on the M23 to "immediately cease all hostile actions and withdraw from occupied areas".

This comes after 13 soldiers serving with peacekeeping forces were killed in clashes with the rebels.

The UK has called for an end to attacks on peacekeepers, while France's UN representative, Nicolas de Rivière, reiterated Guterres' call for Rwanda to withdraw its troops from the DR Congo.

Both DR Congo and the UN say the M23 group is backed by Rwanda.

Rwanda has not denied this, but the country's leaders blame the DR Congo for the current conflict.

Speaking at the Security Council meeting, Rwanda's UN representative Ernest Rwamucyo said he regretted that the international community had chosen to condemn the M23 group rather than the Congolese army, which, he said, had violated a ceasefire.

On Saturday, the UN said it would be pulling all of its non-essential staff out of Goma.

The M23 formed as an offshoot of another rebel group in 2012, ostensibly to protect the Tutsi population in the east of DR Congo, which had long complained of persecution and discrimination.

Rwanda has previously said the Congolese authorities were working with some of those responsible for the 1994 Rwandan genocide, who then fled over the border to DR Congo.

However, Rwanda's critics accuse it of using the M23 to loot minerals such as gold, cobalt and tantalum in eastern DR Congo.

Foreign AffairsTrump Proposes Relocating Gaza Residents To Egypt, Jordan by God1000(op): 8:58am On Jan 26, 2025
US President Donald Trump floated a plan on Saturday Saturday to “just clean out” Gaza, and said he wants Egypt and Jordan to take Palestinians from the territory in a bid to create Middle East peace.

Describing Gaza as a “demolition site” after the Israel-Hamas war, Trump said he had spoken to Jordan’s King Abdullah II about the issue and expected to talk to Egyptian President Abdel Fattah al-Sisi on Sunday.

I’d like Egypt to take people. And I’d like Jordan to take people,” Trump told reporters aboard Air Force One.

“You’re talking about probably a million and half people, and we just clean out that whole thing. You know, over the centuries it’s had many, many conflicts on that site. And I don’t know, something has to happen.”

The vast majority of Gaza’s 2.4 million people have been displaced, often multiple times, by the war that began with Hamas’s attack on southern Israel on October 7, 2023.

Trump said moving Gaza’s inhabitants could be “temporarily or could be long term.”

“It’s literally a demolition site right now, almost everything is demolished and people are dying there,” added Trump.

“So I’d rather get involved with some of the Arab nations and build housing at a different location where they can maybe live in peace for a change.”

A fragile truce and hostage release deal between Israel and Hamas — which was signed on the last day of former US president Joe Biden’s administration but which Trump has claimed credit for — has entered its second week.

Trump’s new administration has promised “unwavering support” for Israel, without yet laying out details of its Middle East policy.

Trump confirmed on Saturday that he had ordered the Pentagon to release a shipment of 2,000-lb bombs for Israel which was blocked by his predecessor Biden.

“We released them. We released them today,” Trump said. “They paid for them and they’ve been waiting for them for a long time.”

Israel’s retaliatory offensive has left much of the Palestinian territory in ruins, with infrastructure destroyed, and the United Nations estimates reconstruction will take many years.

In October during his presidential campaign, former real estate developer Trump said that war-torn Gaza could be “better than Monaco” if it was “rebuilt the right way.”

Trump’s son-in-law and former White House employee Jared Kushner suggested in February that Israel empty the Gaza of civilians to unlock the potential of its “waterfront property.”

For Palestinians, any attempt to move them from Gaza would evoke dark historical memories of what the Arab world calls the “Nakba” or catastrophe — the mass displacement of Palestinians during Israel’s creation 75 years ago.

Israel has denied having any plans to force Gazans to move.

But some extreme-right members of the Israeli government have publicly supported the idea of Gazans leaving the Palestinian territory en masse.

The flight, which had 245 passengers, eight flight attendants and three pilots, made a direct return to the Murtala Muhammed International Airport, MMIA, while outbound over Ivory Coast airspace.

According to one of the passengers, who spoke under anonymity, the incident happened after they had unfastened their seatbelts.

Foreign AffairsTrump Pardons DC Officers Convicted In Death And Cover Up by God1000(op): 7:26am On Jan 23, 2025
President Donald Trump has issued a “full and unconditional pardon” to Washington, DC, police lieutenant Andrew Zabavsky and officer Terence Sutton for their roles in the death of 20-year-old Karon Hylton-Brown, a case that drew protests on the heels of the murder of George Floyd.

In October 2020, Sutton and Zabavsky of the Metropolitan Police Department spotted Hylton-Brown driving a moped helmetless and pursued him at high speeds until he was eventually struck and killed by an uninvolved motorist.

As Hylton-Brown lay dying in the street, the officers covered up the incident, according to investigators, turning off their body cameras, tampering with the scene and misleading their commanding officers about the nature of the incident.

Sutton was found guilty of second-degree murder, conspiracy to obstruct, and obstruction of justice and sentenced to 66 months in prison. The same jury found Zabavsky guilty of conspiracy to obstruct and obstruction of justice and he faced 48 months behind bars.

The DC Police Union had sought a pardon from the Trump White House for the two officers, who had been out on bail pending appeal of their case, and lawyers for the officers had been actively pursuing clemency from the administration, as well.

Zabavsky’s attorney, Christopher Zampogna, thanked Trump following the pardon, saying, “We’re very grateful to [President Trump] for doing it.” Zampogna said he and his client are working out the final details with the Department of Justice.

Sutton, for his part, told CNN that he was “just overwhelmed” and expressed his thanks to the president. “I want to go back to the police department and finish my career,” he added, admitting that he “has no clue” if it will be possible.

Sutton’s attorney, Kellen Dwyer, said in a statement that, while he and his client were “confident that the D.C. Circuit would have reversed this conviction, we are thrilled that President Trump ended this prosecution once and for all.”

Trump had referenced the potential pardons several times in recent days, including Tuesday at an unrelated press event at the White House when he was asked whether his decision to pardon the January 6, 2021, US Capitol rioters sent the message that it’s OK to assault police.

No, the opposite. In fact, I’m going to be letting two officers from Washington police DC, I believe they’re from DC, but I just approved it,” Trump said. “They were arrested, put in jail for five years, because they went after an illegal, and I guess something happened where something went wrong and they arrested the two officers and put them in jail for going after a criminal. A rough criminal, by the way. And I’m actually releasing… no I’m the friend, I am the friend of police more than any president who’s ever been in this office.”

While he didn’t specifically reference Sutton or Zabavsky – and Hylton-Brown is a US citizen, police say, and not in the country illegally as the president claims – the comments mirrored prior remarks from Trump about the case. Trump had also posted a link on his Truth Social platform to an op-ed calling for the officers to be pardoned.

Hylton-Brown’s death and the subsequent coverup by the officers, which came just months after Floyd’s murder, sparked days of unrest and violent protest in the nation’s capital in October 2020.

Hylton-Brown’s mother, Karen Hylton, who was outspoken after her son’s death, told CNN before the pardon announcement that she was shocked and started crying when she learned of the potential pardons.

Do not pardon these murderers,” Hylton had said, adding that she sent a letter to Trump on Tuesday. “I’m asking him, do not pardon them.”

Police officials and rank-and-file members of the department have argued that the officers faced excessive charges – noting especially the murder charge against Sutton – in a case where no contact was made between the officers’ vehicle and Hylton-Brown.

“It is my opinion that had this case not occurred on the heels of the George Floyd murder, these officers would not be facing decades of jail time,” former DC Police Chief Peter Newsham said at the time, according to CNN affiliate WUSA9 News.

But prosecutors on the case have stood by the charges and convictions.

Public safety requires public trust,” US Attorney Matthew Graves said in a statement after the officers were sentenced in September. “Crimes like this erode that trust and are a disservice to the community and the thousands of officers who work incredibly hard, within the bounds of the Constitution, to keep us safe.”

“The community and fellow law enforcement officers deserve trusted officers that do not abuse their positions of trust and power or put the public at risk,” FBI Acting Special Agent in Charge David Geist added, saying the sentences “show the weight of the crimes and the significance of the criminal justice system and processes at work.”
