Leke Baiyewu, Abuja The Senate on Wednesday considered a request by President Muhammadu Buhari for legislative confirmation of five nominees as members of the board of the Central Bank of Nigeria. The President wrote to the Senate to confirm the appointments over one year ago. Buhari had, in March 2017, sought Senate’s approval for the appointments of Prof. Ummu Ahmed Jalingo (North-East), Prof. Justitia Odinakachukwu Nnabuko (South-East), Prof. Mike Obadan (South-South), Dr. Abdu Abubakar (North-West) and Adeola Adetunji (South-West) as CBN board members. Considering the request on Wednesday, President of the Senate, Bukola Saraki, referred the request to the Committee on Banking, Insurance and Other Financial Institutions, which will screen the nominees and mandated it to report back in two weeks. Lawmaker representing Kaduna Central Senatorial District, Senator Shehu Sani, had, at the plenary on May 9, 2018, raised a point of order to urge the Senate to lift the embargo on executive appointments and confirm the Buhari nominees for the board of the CBN. This was to protest against the retention of Mr. Ibrahim Magu as Acting Chairman of the Economic and Financial Crimes Commission despite the rejection of his appointment by the lawmakers. Sani urged the Senate to be mindful of the fact that the work of the legislature would be lessened if there was a board that could perform an institutional oversight over the apex bank. In his remarks on the prayer, Saraki had said, “We have taken note of your comments and we will look into it.” Earlier in March, Chairman of the Committee on Banking, Insurance and Other Financial Institutions, Senator Rafiu Ibrahim, had pleaded with the Senate to lift the embargo on those Buhari appointed as CBN deputy governors and members of the Monetary Policy Committee. He had warned that the non-existence of the MPC was threatening the country’s economy, forcing the Senate to consider the President’s request for legislative approval. The Presidency had on March 19, 2018, when the nominees were screened, urged the Senate to further lift the embargo placed on executive appointments made by Buhari, particularly for the CBN board members. The Special Assistant to the President on National Assembly Matters (Senate), Senator Ita Enang, expressed the plea when the Committee on Banking, Insurance and Other Financial Institutions screened Enang had said, “Let me on behalf of the executive express the sincere gratitude of the executive to the Senate for lifting what appears to be an injunction and considering this matter at this time. I want to really appreciate that. “Again, I know that with the magnanimity of the Senate, you will extend this goodwill to other nominees, in particular those of the board members because some board members are also members of the Monetary Policy Committee.” The Senate had later on March 22, 2018, confirmed Mrs. Aishah Ahmad and Mr. Edward Adamu as CBN deputy governors; and three of the four MPC members Prof. Adeola Festus Adenikinju, Dr. Aliyu Rafindadi Sanusi, Dr. Robert Chikwendu Asogwa. |
Don’t order Diezani’s return to Nigeria, EFCC begs court Oladimeji Ramon The Economic and Financial Crimes Commission has urged the Federal High Court in Lagos not to order the return of a former Minister of Petroleum Resources, Diezani Alison-Madueke, from the United Kingdom to Nigeria. The anti-graft agency described Diezani’s prayer to be brought back to Nigeria as a ploy to escape justice in the UK, where, according to the EFCC, she is being investigated for several financial crimes by the Metropolitan Police. According to the EFCC, investigation by the Metropolitan Police in Diezani’s case had reached an advanced stage and her prosecution in the UK was imminent. It, therefore, said it would not be in the interest of justice to grant Diezani’s application seeking to return to Nigeria. The EFCC said this in a counter-affidavit it filed in opposition to Diezani’s application before Justice Rilwan Aikawa, wherein she is seeking an order compelling the Attorney General of the Federation to facilitate her return to Nigeria. In the said application, which she filed through her lawyer, Mr. Onyechi Ikpeazu, Diezani said she wished to appear before the Federal High Court in Lagos to defend a criminal charge, bordering on alleged laundering of N450m, where her name was mentioned. The main defendants in the charge are a Senior Advocate of Nigeria, Mr. Dele Belgore; and a former Minister of National Planning, Prof. Abubakar Suleiman. But opposing the application, the EFCC, in a counter-affidavit deposed to by one of its operatives, Usman Zakari, explained that when it began investigation into the case involving Belgore and Suleiman sometime in 2015, Diezani spurned its invitation to explain her role and rather absconded to the UK. It said its subsequent efforts by its operatives to interview her in London were blocked by her lawyer in the UK, John Binns of BCL Solicitors, who contended that Nigerian investigators could not interview her as she was outside Nigeria’s jurisdiction. The EFCC said Diezani’s bid to now return to Nigeria was nothing but a ploy to escape justice having realised that her trial might soon begin in the UK. |

There is tension and frantic scheming among former army chiefs and other top officers of the Nigerian Army as the Presidential Committee on Defence Equipment Procurement in the Nigerian Armed Forces has concluded its task and is set to submit its report to President Muhammadu Buhari in the coming days, online platform Premium Times, has learned. A reliable source close to the committee, which was set up by President Buhari to probe the procurement of arms, ammunition and equipment in the military from 2007 to 2015, said that that several top retired army officers were indicted, with some already scheming to suppress the content of the report. “The committee members are putting things together and will present their findings to the President next week or so,” a source said. The source explained that the committee uncovered a lot of things, including the outright stealing of money meant for equipment for the army, inflation of contract, diversion of money for soldiers’ welfare, money for the rehabilitation of barracks and military facilities and many other corrupt practices. In March 2016, the committee, predominantly made up of retired military officers, had summoned 292 retired and serving top army officers. Last August, President Buhari directed the National Security Adviser, Mohammed Monguno, to set up a 13-member investigative committee on the procurement of hardware and munitions in the Armed Forces from 2007. A statement by the Special Adviser to the President on Media and Publicity, Femi Adesina, stated that the investigative committee’s mandate was to identify irregularities and make recommendations for streamlining the procurement process in the armed forces.
