The special adviser to the Senate president on media and publicity, Hon. Eseme Eyiboh, on Sunday, August 4, denied that Senator Godswill Akpabio made a derogatory statement against protesters against hunger and bad governance in parts of the country. The social media had been awash with a viral video where Akpabio had alleged said that the “youths can protest, while we will be here eating” during a programme organised by the Niger Delta Development Commission (NDDC) in Port Harcourt last week before the commencement of the August 1 protests. However, Eyiboh who was answering questions from Dr Reuben Abati on the ARISETV programme “THIS DAY” on Sunday, said the statement was allegedly made by the Managing Director of the NDDC, Dr. Samuel Ogbuku, during a programme organised by the commission. When asked by Abati if Akpabio said the words in the video, Eyiboh said they were not the words of the Senate president but that he only repeated what the NDDC’s MD said, adding that that circulating statement was driven by malice and hate. Eyiboh said: “What I am trying to say is that whoever sent a text to you or sent a message to you, of course, it is intentioned by malice and hate. "I am saying that it is the Managing Director of NDDC who made a statement, that statement if you go to the NDDC website you will see it. "Anywhere you go, we have also made efforts to popularize it so that we will know where the fact lies. “All the Senate President said and did was ‘thank you very much, Mr MD, for making that statement’, and he went ahead to thank the Niger Delta people and said they should not go on protest by the should own the government because the benefits of this government to Niger Delta is tremendous and enormous. A few hours after President Bola Tinubu’s plea in a nationwide address on Sunday seeking an end to the ongoing #EndBadGovernanceInNigeria protest which started on August 1, the protesters have vowed not to heed his call. Rather than ending the protest, the demonstrators, tweeting on X.com under #OccupyAbuja on Sunday, said they would be shifting focus to the nation’s capital, Abuja. One tweep, Stephen Osemwegie, tweeting as #PeterObiUSA, tweeted, “What Next? #EndBadGovernancelnNigeria. All roads lead to Abuja. Nigerians, wake up now. Every state, region, religion and people. Stand up for your country now or never.” Also, a pro-democracy activist and presidential candidate of the African Action Congress in the 2023 general elections, Omoyele Sowore, in a response to Senator Ireti Kingigbe, wrote, “You have a chance to lead the #EndBadGovernmentInNigeria protest to the Eagle Square tomorrow (Monday). If your current health situation allows you to collect an SUV and all those jumbo allowances at the #NGRSenate, a trip to the protest ground would not kill you, Senator!” One tweep, Morior Invictus, tweeting as #PeterObIsComing, wrote, “Abuja protesters are doing their best but the number needs to quadruple for Tinubu and Wike to understand how angry Nigerians are. 100,000 people can #OccupyAbuja and shut it down. On Friday, the second day of nationwide protests under the hashtag #EndBadGovernanceInNigeria, a demonstrator was shot by the Nigerian police at the Otovwodo junction in Ughelli, Delta State. The ongoing protests have been driven by widespread frustration over economic mismanagement, which has exacerbated hunger and escalated the cost of living in Nigeria. In a video obtained by SaharaReporters, the victim was seen conveyed in a motorcycle in a pool of blood. Since the beginning of the the #EndBadGovernanceInNigeria protest on August 1, protesters have voiced their anger against government failures, emphasising the severe impact of economic decisions on their daily lives. Meanwhile, SaharaReporters had reported that one of the #EndBadGovernanceInNigeria protesters in the Federal Capital Territory, Abuja, disclosed that Nigerian policemen shot directly at them while he was holding the Nigerian flag during the protest on Friday. Former Vice President, Atiku Abubakar, has condemned a protest tagged #IgboMustGo, aimed at demanding that people of South-East extraction living in Lagos and other states in the South-West region of Nigeria must leave the region and go back to the South-East region. Atiku, a former presidential candidate of the Peoples Democratic Party (PDP) in the 2023 general elections, warned against the dangers and consequences of such protest, stressing that it fundamentally opposed the principles of unity and co-existence that defines Nigeria. Atiku said this while reacting to a post on X by a pro-Lagos government X handle, @lagospedia, calling on stakeholders in Lagos and other South-West states to prepare for massive #IgboMustGo protest from August 20 to 30. The post warned that people of South-East extraction, popularly known as Igbos have one month from July 27 when the post was made to leave the entire South-West region. The post also asked Yoruba citizens living in the South-East to return to the South-West. The post read, “Lagosians and every South-West stakeholders should prepare for the massive protest of #IgboMustGo on the 20th-30th of August. "They have one month from now to leave and relocate their business from all South-West states. By Donatus Anichukwueze The National Drug Law Enforcement Agency (NDLEA) says its operatives have raided the Lagos base of a high-profile cocaine syndicate where large consignments of the class A drug meant for export and local distribution were recovered. According to the NDLEA, the syndicate is headed by a couple: Agbakoba John Mmadu, and Agbakoba Ijeoma Chinwe as well as their associate, Okoye Ifeoma Maryjane. The Agency’s spokesperson, Femi Babafemi, who disclosed this in a statement on Sunday, said the raid carried out by a special operations unit of the Agency followed months of intelligence gathering and surveillance on the syndicate notorious for packaging, distributing and trafficking of cocaine within and outside Nigeria. The 54-year-old Agbakoba John Mmadu was said to have been arrested at Ago Palace Way in Okota area, while his wife, Agbakoba Ijeoma Chinwe, 39, and associate, Okoye Ifeoma Maryjane, 31, who doubles as their stash keeper, were nabbed at Plot 2205 Eugene Ndubisi Close, Lilly Estate, Amuwo Odofin area of Lagos, all on Wednesday 3rd July 2024. The Agency disclosed that while seven parcels of cocaine with a total weight of 7.652 kilograms were recovered from Mmadu at Ago Palace Way, not less than one hundred and twenty-two (122) compressed pellets of the same drug weighing 2.42kg were seized from the duo of Ijeoma and Ifeoma at Lilly Estate, bringing the total seizure to 10.1 kilograms valued at over N2.1 billion in street value. In the same vein, NDLEA said its operatives in Benue state on Thursday 4th July intercepted a consignment of 350 grams of cocaine at a checkpoint along Enugu road, Otukpo. The illicit drug was concealed in an MP3 speaker sent as a waybill parcel. It added that a swift follow-up operation at Flight Motor Park in Otukpo led to the arrest of the owner, 25-year-old Odeh Anthony. Meanwhile, NDLEA officers on a stop and search operation along Ngurore – Yola road in Adamawa state on Wednesday 3rd July arrested a Chadian, Yves Ahmat Gali in a commercial bus coming from Kano to Yola. The suspect was said to have been found with a loudspeaker used to conceal 20 compressed blocks, and nine plastic containers of Loud, a strong strain of cannabis weighing 5.200kg. The statement further added, “In Kano, operatives on Wednesday 3rd July arrested a youth corps member, Yusuf Abdulrahman, 25, at Corpers Lodge, Sumaila area of the city, with 1.250kg of Loud, while in Osun state, the head of Akarabata community in Ile-Ife, Ba’ale Ige Babatunde, 50, was on Friday 5th July arrested with fresh cannabis plants that weighed 5kg. “Two suspects: Monday Ali, 49, and Jimoh Alewi, 37, were arrested when NDLEA operatives raided Ikota forest in Ifedore LGA, Ondo state where a total of 42,500kg cannabis was destroyed on 17 hectares of farmland while 73.5kg of the same substance was recovered for the prosecution of the suspects during a five-day operation that ended on Monday 1st July. “In Abuja, the FCT, NDLEA operatives on Saturday 6th July arrested the duo of Sanusi Mamman, 28, and Usaini Ibrahim, 20, in a vehicle along Abaji- Gwagwalada with 1,132 bottles of codeine syrup; 13, 540 pills of tramadol; 50,000 pills of diazepam and 59 pills of rophynol. The suspects claimed they were bringing the opioids from Onitsha, Anambra state. "With the same drive, Commands and formations of the Agency across the country continued their War Against Drug Abuse, WADA, sensitization activities in schools, worship centres, workplaces and communities among others in the past week. “These include WADA enlightenment lecture for students of Community Grammar School (Junior), Aroro, Ibadan, Oyo state; students of Candy Secondary School, Agu Awka, Anambra state; students of Community High School, Umuida, Enugu Ezike, Enugu state; students of School for Arabic and Islamic Studies, Kofar Nasarawa, Kano state and WADA sensitisation lecture organized by Zone M Zonal Command of NDLEA at Sabo motor park, Kaduna, among others. “While commending the officers and men of the Special Operations Unit, Osun, Benue, Ondo, Kano, and FCT Commands for the arrests and seizures, Chairman/Chief Executive Officer of NDLEA, Brig. Okechukwu Nnodim and Dare Olawin Operators in the downstream oil sector, on Monday, called on the Federal Government to intervene by ensuring the provision of crude oil to the Dangote Petroleum Refinery as marketers now prefer to buy cheaper imported refined petroleum products rather than patronising Dangote refinery. They also slammed the international oil companies operating in Nigeria for selling crude oil to Dangote refinery above the global market prices, describing this as “anti-country practice.” This came as the Independent Petroleum Marketers Association of Nigeria explained that the reason marketers were shunning the diesel and aviation fuel produced by the Dangote refinery was that the products were higher in cost. The National President, IPMAN, Abubakar Maigandi, stated this while reacting to claims by the Dangote refinery that it had sold about 3.5 billion litres of refined products to Europe and other countries because some marketers were importing dirty fuels into Nigeria. According to Maigandi, the refusal of the President of the Dangote Group, Aliko Dangote, to collaborate with IPMAN is another factor affecting the $20bn refinery. The PUNCH reported on Monday that the Vice President of Oil and Gas at Dangote Industries Limited, Devakumar Edwin, had accused international oil companies in Nigeria of plans to frustrate the survival of the new Dangote refinery. Edwin said the Federal Government issued 25 licences for the construction of refineries in Nigeria, but only the Dangote Group delivered on its promise. He, however, noted that more than 3.5 billion litres of Dangote diesel and aviation fuel had been exported to Europe by the refinery in the past few months, being 90 per cent of its output. But the IPMAN leader, while speaking with one of our correspondents on Monday, blamed Dangote for the importation of diesel by operators, saying his (Dangote) diesel is more expensive. Maigandi disclosed that Dangote did not heed the advice of marketers that the current price of diesel and aviation fuel be reduced to beat competitors in the market. The IPMAN boss maintained that nobody would be encouraged to import the so-called dirty fuel if the products from Dangote refinery were cheaper. “The major challenge is the cost of the Dangote diesel. We are looking for a reduction from him. He should bring it to a little bit lower rate. "The fact that people bring in diesel from other countries into Nigeria is his fault. It is because of his price. You know I said earlier that he should bring his price down so that he would discourage importation by the other marketers. His price is higher. If it is lower, why should people buy outside?” the marketer stated. The Dangote refinery official had accused the Nigerian Midstream and Downstream Petroleum Regulatory Authority of granting licences indiscriminately to marketers to import dirty refined products into the country. The NMDPRA has since stayed mute on this, ignoring several calls for its reaction to this allegation. Edwin had said the NMDPRA continued to issue import licences at the expense of the nation’s economy and at the cost of the health of Nigerians “who are exposed to carcinogenic products.” Edwin lamented that even though Dangote was producing and bringing diesel into the market, complying with the regulations of the Economic Community of West African States, “licences are being issued, in large quantities, to traders who are buying the extremely high sulphur diesel from Russia and dumping it in the Nigerian market.” He reiterated that as much as a quarter of the petrol and diesel available in West Africa originated from the ports of Amsterdam, Rotterdam, and Antwerp, stressing that these fuels contain sulphur and other pollutants, such as cancer-causing benzene, in quantities up to 400 times the limits permitted in Europe. Edwin said, “The decision of the Nigerian Midstream and Downstream Petroleum Regulatory Authority to indiscriminately grant licenses for the importation of dirty diesel and aviation fuel has made the Dangote refinery expand into foreign markets. "The refinery has recently exported diesel and aviation fuel to Europe and other parts of the world. The same industry players fought us for crashing the price of diesel and aviation fuel, but our aim, as I have said earlier, is to grow our economy.” No deal Meanwhile, the IPMAN president stated that Dangote refused to sign a deal with the independent petroleum marketers for the distribution of its products. Despite efforts to enter into a business agreement with him, Maigandi said Dangote held on to multinationals whom he said were sabotaging his efforts. “Again, we gave him a policy that he should involve independent petroleum marketers in direct purchases from him. Up till now, he didn’t do that. “The idea is, immediately you hold independent petroleum marketers, definitely you are the one who is having the market of the country. "We told him that he should allow independent marketers to start buying fuel directly from him, but he refused. He just holds on to all these multinational companies. These multinational companies will sabotage his efforts because they will tell him that they would buy, but if they buy a little from him, they will go outside to buy another one that is cheaper than his own,” he stated. Maigandi said Dangote currently sells his refined products through MRS, some depot owners and other major marketers. “But it is better he sells to us directly because anywhere he takes his product to, independent marketers are buying it there. And when we buy, those selling it in those places will also add their profit margin, making the product a bit higher. The Head of the Civil Service of the Federation, Dr Folasade Yemi-Esan, has asked workers with Higher National Diploma to undergo one-year mandatory training before their conversion from Executive to Officers cadre. According to a statement on Saturday, Yemi-Esan said this at a virtual interactive session with civil servants in commemoration of the 2024 Civil Service Week with the theme, “Educate an African Fit for the 21st Century: Building Resilient Education Systems for Increased Access to Inclusive, Life-long, Quality and Relevant Learning in Africa.” The one-year mandatory training programme to bridge the gap between polytechnic awarded Higher National Diplomas and university degrees has been controversial between the National Universities Commission and the National Board for Technical Education. A bill was passed at the Ninth National Assembly in 2021 to end the dichotomy but was not signed into law by the last administration of President Muhammadu Buhari. Thus, NBTE, which regulates technical and vocational education, had to introduce what it describes as a one-year top-up programme which offers a platform for HND holders to level up towards obtaining a bachelor’s degree. While fielding a question from one of the civil servants during the virtual meeting, Yemi-Esan, said, “The curriculum for HND and B.Sc holders were not the same, hence, HND graduates would have to undergo mandatory one-year training before conversion from Executive to Officers’ cadre.” Adebayo Hassan in Grade Level 14 had earlier asked about the dichotomy between B.Sc and HND holders in the Service and what the Federal Government was doing to bridge the gap. Speaking on the 2024 Civil Service Week theme, Yemi-Esan emphasised the need for education to be accessible, inclusive and of high quality, while highlighting the need for it to constantly remain relevant to the rapidly evolving demands of the modern world. According to her, “The theme also speaks to how the Nigerian Civil Service is leveraging learning and development to enhance the capacity and capability of its workforce with a view to delivering on national priorities.” The Head of the Civil Service disclosed that the rapidly changing work environment as well as demands for greater efficiency have necessitated the adoption of a Performance Management System by the Nigerian Civil Service, adding that PMS Policy and Guidelines have been developed and circulated to all Ministries, extra-ministerial Departments and Agencies. She pointed out that core teams for its implementation have been duly constituted. According to her, “PMS implementation has been cascaded to the Ministries, with the Permanent Secretaries serving as the primary drivers. "In this regard, performance contracts are to be further cascaded down to the last officer in each MDA. “This new system will assess each officer’s performance solely based on their respective Key Performance Indicators and it will enable tracking of job objectives across all MDAs. "By implication, each officer across the Service can clearly link his goals and objectives with those of his department, those of the respective Ministry and the national KPIs. She described the digitalisation of work processes in the Service as another reference point in the ongoing transformation of the Federal Civil Service. Tinubu spoke at the 2024 Civil Service Award and Gala Night, the climax of the week-long 2024 Civil Service Week, held at the Abuja Continental Hotel. During the media parley to mark the 2024 civil service week, the Head of the Civil Service of the Federation shared the revelation regarding employees who had relocated abroad while drawing salaries without formally resigning. She, however, said that measures have been taken to address this issue. Speaking on Saturday, Tinubu insisted that “we must ensure those responsible are held accountable and restitution is made.” “The culprits must be made to refund the money they have fraudulently collected. Their supervisors and department heads must also be punished for aiding and abetting the fraud under their watch,” the President said. He noted that the Civil Service cannot just be a workplace where ‘anything is possible, ‘where workers violate rules without the fear of punishment or repercussions. “The civil service of any nation is too important for such misconduct to take root or be tolerated. “The Civil Service is the bedrock, the engine, the locomotive of government, which is necessary for the government to deliver public goods to citizens. Former Vice-President, Atiku Abubakar, in what has been called a Sallah tour to Nigerian leaders, visited former President, Muhammadu Buhari, in Daura, Katsina State, on Saturday. Atiku was one of Buhari's main challengers during the 2019 general elections which was the latter's disastrous second term in office. According to AbdulRasheed Shehu, the Special Assistant to Atiku on Broadcast Media, the former Vice President was in Daura to pay a courtesy call and offer Sallah homage to Buhari. The visit is, however, coming few days after Atiku paid sallah homage to former Heads of State, Ibrahim Babangida and Abdusalami Abubakar in Niger State. Among those who accompanied Atiku on the visit was Aminu Tambuwal, former Sokoto State Governor and the 12th Speaker of the House of Representatives. By Matthew Atungwu The Economic and Financial Crimes Commission, EFCC, has arrested two former staff of Union Bank in Makurdi, the Benue State capital, over the alleged theft of N4,199,500 belonging to a deceased customer of the bank. A statement by EFCC spokesperson, Dele Oyewale, on Saturday in Abuja said the suspects, Idah Ogoh and Agbo Okwute were arrested on Friday in Makurdi. Oyewale said their arrest followed a petition against them by the bank on fraudulent debits on the account of a deceased customer, Emmanuel Azer Agenna. According to him, their dealings were uncovered when the family of the deceased approached the bank for the balance on the account of the deceased for probate processing. According to him, the family disputed the balance given to them by the bank and subsequently sent a complaint to the bank regarding unauthorised debits on the account. He added that based on their complaints, the bank carried out an internal investigation and its findings revealed that a debit card was procured on the deceased’s customer account on May 10, 2023. He said that the debit card was procured by Ifah Ogoh, one of the bank’s Sales and Service associates which was authorised by the bank on the same date. “Further findings by the bank showed that the procured card by Ogoh was handed over to another Sales and Service associate, Agbo Okwute, who eventually delivered the card to an accomplice for transfer and withdrawal of funds from the account of the deceased. "Several withdrawals were allegedly made by the suspects through the accomplice. The Indigenous People of Biafra (IPOB) has warned that investments by South-Easterners in Lagos State are not protected. The Biafran group also opined that it would amount to falling into “deception for Igbos to continue investing in Lagos” This was communicated in a statement issued by the IPOB media and publicity secretary, Comrade Emma Powerful, on Monday. By Okiki Adeduyite A senior police officer was shot dead after he opened fire on a magistrate in a Nairobi courtroom, following a ruling involving his wife, BBC reports. Chief Inspector, Samson Kipchirchir Kipruto, who was in charge of a police station in Londiani, western Kenya, attacked Makadara Principal Magistrate, Monica Kivuti. This occurred on Thursday shortly after she cancelled bail for Kipruto’s wife due to her failure to appear in court. Infuriated by the decision, Kipruto pulled out a gun and shot Magistrate Kivuti, wounding her, as reported by the BBC. Court officers were reported to have immediately intervened, and in the ensuing confrontation, Kipruto was shot dead. Three other officers were also injured during the incident, according to a police report. The judiciary confirmed that Magistrate Kivuti had revoked the bail for an accused person who had jumped bond and did not provide satisfactory reasons for doing so. The judiciary’s statement read, “Immediately this decision was pronounced, a person shot at the magistrate and injured her on the hip.” It noted initial reports that indicated “that the shooter is a police officer who is married to the suspect.” The national police service mentioned that Kipruto was present in court for “unknown reasons,” and investigations are underway to determine the circumstances that led to the shooting. Makinde made these assertions on Tuesday while speaking during the signing of the Executive Bill establishing the Oyo State Mobilisation Agency for Socio-Economic Development (OYMASED). The governor noted that his administration will continue to prioritise economic development in order to solve major challenges in the state. He used the opportunity to announce the appointment of a former Commissioner for Education in the state, Dr. Morohunkola Thomas, who is his Special Adviser on Socio-Economic Development, as the Director General of the agency. Makinde noted that the establishment of the agency is in line with his stance that the administration will not only be defined by the massive infrastructure it has built but by the strong institutions it has put in place. The governor, while speaking further, maintained that a government can’t win the people’s trust if it does not clearly communicate where it is taking the people.
