ASUU meets in Minna to end strike at last

After a five-month nationwide strike, the Academic Staff Union of Universities (ASUU) will today meet at the Federal University of Technology (FUT), Minna, Niger State, to decide on when to resume classes.
All chairmen of local chapters of the union, the zonal coordinators and past leaders have been invited for the meeting.
The lecturers, it was learnt, may also use the session to design how to cover the lost grounds for students.
The Federal Government and ASUU reached a compromise during a negotiation brokered by the President of the Nigeria Labour Congress (NLC) Comrade Abdulwaheed Omar.
A source said: “We have been communicated that ASUU may likely hold a National Executive Council (NEC) meeting on Monday at FUT Minna to take a final decision on the strike action.
“The meeting is going to be a formality because ASUU leadership has signed a Memorandum of Understanding with the Federal Government.
“ASUU’s National President Dr. Nasir Fagge said the union’s NEC would meet and revert to the Federal Government within a week.
“We will use the meeting to make the MoU available to all the branches and design modalities for monitoring the implementation of the agreement.
“The union will also design ways to cover up for missed lectures by students in such a manner that it would not affect academic standards in all universities.”
The source noted that the NEC meeting was required, in line with the constitution of the union, because Dr Fagge could not unilaterally call off the strike.

It is true that democracy is the best form of government however, for a third world country like Nigeria military rule is a better option simply because in most third world country basic resources and amenities are grossly insufficient thereby creating a state of "every man for himself God for us all". This leads to people breaking rules and laws at the expense of others in other to get their share of survival.
This desperate attitude would better be tackled not by a civilian government where optimum leniency is expected being government of the people and by the people but rather a stiff yet sane military system. This is simply because the military naturally commands respect and fear that is enough to make everyone do what is right while the nation develops without people marginalizing one another in an impatient bid to get maximum share of survival.

During some past military regime strong measures were taken again indiscipline which may not have really been effective in a civilian system since the people themselves will criticise their own elected as being too harsh and for the fear of not being reelected the right things won't be done.

It may be argued that the military does not give room for checks and balances but the question is of what difference then is the civilian where although checks and balances are in place but never effective. Take for instance, many public office holders have been tried many times for corruption, misuse of power and other offences. Thanks to the civilian checks and balances but majority of such cases ended up being covered, totally rendering the so called checks and balances system useless.

It may be defended that majority of developments in Nigeria are carried out by the military simply because they stayed so long in government but the question again is was it not political struggles/advantages the civilians are busy running after during their own stay in office.

Lastly it is said that democracy is the government of the people, for the people and by the people but do we really have democracy or illegal military rule? When people cannot even vote their desired candidates willingly again but by the fear of guns, cutlasses and machetes from political thugs and hooligans, when snatching of ballot boxes at gun point is the order of the day. I call that illegal military rule, so why not just allow the legal military rule by the men in Khaki.

ASUU Strike Update: ASUU meets to decide today
AS the leadership of the Academic Staff Union of Universities


(ASUU) meets today in Abuja, the issue of resumption from their five months-old strike will top the agenda of the meeting as expectations of Nigerians is to see the universities resume for lectures soonest.
The ASUU president, Comrade Nasir Isa Fagge’s demand that the Federal Government should show commitment of meeting the disbursement of N200 billion for the year 2013 allocation to the universities through the Central Bank of Nigeria (CBN) was said to have been met, according to the Senior Special Assistant to the President, Dr. Doyin Okupe, last week.
The Federal Government’s threat to disengage any lecturer that fails to resume lectures on December 4, earlier conveyed by the Minister of Education, Nyesom Wike, has also been denied by President Goodluck Jonathan. With all these expected areas of conflict removed, many Nigerians are pleading with ASUU to suspend the strike and resume work.
Indeed, feelers after the burial of the former ASUU President, Professor Festus Iyayi, are that the consensus among majority of ASUU members are that the universities should resume for lectures against the backdrop of various consultations.

announces Dec. 8 resumption date

The Authorities of the Obafemi Awolowo University, Ile-Ife have announced Sunday, 8th December, 2013 as the resumption date for the 2012/ 2013 rain semester.
Accordingly, students of the university are expected to come into residence on the above date as lectures will commence immediately on Monday.

ASUU Strike Latest: Nigerian Government Has Fully Met Lecturers’ Demand on N200 Billion Funding- Okupe

The Senior Special Assistant to the President on Public Affairs, Doyin Okupe, has provided proof of the account opened for public universities at the Central Bank of Nigeria, CBN by the Federal Government of Nigeria.
The opening of the account and disbursement of N200 billion to the universities within two weeks was one of the demands made by ASUU before they would call off the five months old strike.
ASUU president, Nasir Fagge, had stated in an interview with Channels TV that the opening of the account and the disbursement of the money to the Universities would make the lecturers call off the strike.
“Once that is done, and the committee that is supposed to disburse the funds starts working, our members will have no reason not to suspend the strike action,” he said.
Mr. Fagge had also addressed a press conference on Monday in which he stated that a central monitoring committee should be established to monitor the usage of the revitalisation fund and should submit quarterly reports to the Minister of Education.
Speaking to journalists in his office on Wednesday, Mr. Okupe showed reporters evidence of correspondences between the office of the Accountant General of the Federation, AGF, and the Central Bank.
The documents showed that on November 13, the AGF authorized the banking and payment system department of the Central Bank of Nigeria via a letter with reference number FD/OAGF/220/ADC/1/4DF to open a “revitalization of Universities Infrastructural Account” with the CBN.
Also, on November 29, the Central Bank confirmed in a letter reference BPSD/BSD/CON VOL 17/088 to the Accountant General of the Federation that the said account had been opened and an account number was given.
Mr. Okupe said prior to these, the Director of Funds in the Office of the Accountant General of the Federation, M.K. DIKWA, through a letter reference FD/LP2008/37/C/I/DF, and dated November 8, communicated with the Executive Secretary of the Nigeria Universities Commission, NUC, Julius Okojie, requesting for the list of federal universities in Nigeria for the purpose of opening a Special Account for them.
Mr. Okupe said that on November 12, Mr. Okojie’s office, in a letter referenced NUC/ES/444/VOL15/280, responded to the request and gave the list of the universities with their various account numbers domiciled with the Central Bank.
“Following this, the Accountant General has communicated with the Executive Secretary requesting for the details of amount payable to each of the listed Universities which is currently being processed by the NUC,” Mr. Okupe said.
While speaking to Channels TV over the weekend, Mr. Fagge had wondered why the government failed to make the money available.
“Why won’t government make available this money so that we know the money is there and the universities commence drawing from this money to address the problem of decay in infrastructure, teaching and research facilities? When that is done, our members will suspend the strike,” he said.
Mr. Okupe did not comment on the other major demands by ASUU that non-victimization of lecturers that partook in the strike be included in the final agreement to be signed by the lecturers’ union and the federal government; and that the agreement be signed on behalf of the federal government by the chief law officer of the country, the Attorney General of the Federation.
He also did not comment on why a renegotiation of the controversial 2009 agreement between both parties be done in 2014, as reportedly agreed at a meeting with President Goodluck Jonathan, was not contained in the ‘resolution’ of the meeting prepared by the government and sent to ASUU.
The presidential aide did not entertain questions after the media briefing.
The Federal Government, through the NUCH, had given an ultimatum that all university lecturers resume by December 9 or face sack.

ASUU STRIKE UPDATE

President Goodluck Jonathan literally disowned the seven-day ultimatum to striking university lecturers to return to work, yesterday, saying the Committee of Vice Chancellors (CVC) issued the deadline.
According to him, the supervising minister of education, Mr. Nyeson Wike, only made the ultimatum public.
The ultimatum, which began counting last Thursday, ends on Wednesday.
Jonathan, also, yesterday, described the ASUU prolonged strike as subversive.
The industrial action, which started on July 1, enters the sixth month today.
“We didn’t give them ultimatum. It was the committee of Vice Chancellors that took that decision. The supervising minister of education only passed on the decision. What ASUU is doing is no longer trade dispute but subversive action”, the president said.
Saying, however, that government will consult on the deadline to ASUU members, he said, “So that we will not be perceived to be insensitive, we will consult on the deadline”.
Jonathan spoke, yesterday, while responding to an appeal by a former governor of Bayelsa State, Chief DSP Alamieyeseigha, that government should reconsider its ultimatum to the ASUU members to return to work or be sacked.
Alamieyeseigha made his plea at Bayelsa State Government House, Yenagoa, during a meeting of the Peoples Democratic Party (PDP) state caucus.
According to the President, “What ASUU is doing is no longer trade union. I have intervened in other labour issues before now, once I invite them they respond and after the meeting they take decision and call off the strike. At times we don’t even give them a long notice unlike in the case of ASUU that were given four days notice before the meeting.
As you are meeting to resolve trade disputes, you expect the trade unions to get their officials ready, what was expected having met with the highest authority in the land for long hours, was for ASUU to immediately issue statement within 12 or latest 24 hours to state their position whether they were accepting government’s offer or not. And if they are not accepting they state the reason why.
”But despite the fact that I had the longest meeting with ASUU in my political history, we did not start that meeting until around 2 p.m. and the meeting ended the next day in the early hours of the morning. As far as the government of Nigeria was concern all the critical people that should be in a meeting were there, so what else do they want?
”After that they didn’t meet until one week, despite the fact that you met with the highest authority. It was unfortunate one of them, Prof. Iyayi died.
”The way ASUU has conducted the matter shows they were extreme and when iyayi died they now said the strike was now indefinite, our children have been at home for over five months”.

The Inspector-General of Police, Mr Mohammed Abubakar, has ordered immediate provision of adequate security in and around university campuses nationwide.
This is contained in a statement issued by CSP Frank Mba, the Force Public Relations Officer, on Thursday in Abuja.
The statement said the measure was designed to secure life and property in the institutions and provide enabling environment for lecturers, students and other members of staff to go about their lawful businesses without hindrance.
“The directive is a proactive and confidence-boosting measure designed to ensure that nothing untoward happens in our academic communities,” it said.
The statement directed all Command Commissioners of Police to personally oversee the intensification of surveillance in universities in their states.
It ordered them to “take all necessary security measures needed to provide for the safety and security of members of staff and students as well as property within the various Campuses”.
It urged lecturers, students and Nigerians within the institutions to remain law-abiding and go about their legitimate businesses without fear of molestation or intimidation from any quarters.
It will be recalled that the Federal Government on Thursday gave universities lecturers, who had been on strike since July, one week ultimatum to resume academic activities.

The Committee of Pro-chancellors of Nigerian Federal Universities, on Tuesday, unanimously ordered immediate re-opening of universities across the country.
The communiqué signed by the Chairman of the Committee, Professor Kimse Okoko, was made available to newsmen late Tuesday in Abuja.
The communiqué was issued at the end of the committee meeting to discuss the protracted strike by Academic Staff Union of Universities (ASUU) and other issues affecting the Nigerian university system.
The communiqué stated that the decision to re-open the universities was unanimously agreed by all pro-chancellors in the overall interest of all concerned.
The pro-chancellors, in the communique, directed all vice chancellors to comply with the committee decision.
Nigerian Tribune gathered that the decision of the pro-chancellors was predicated on the earlier referendum held by various chapters of ASUU that voted 60-40 in favour of suspension of the over four months old strike.
They expressed dismay that all efforts to resolve the crisis, including the intervention of President Goodluck Jonathan, has failed.
The communiqué recognised “all effort by Federal Government to address the major issues involved in the strike action including the bold and the supportive intervention by Mr President.”
It also stated that the committee noted “with satisfaction the outcome of the referendum conducted in all branches of ASUU nationwide which voted 60-40 in favour of the suspension of the ongoing strike by ASUU.”
The pro-chancellors called for the understanding of ASUU and indeed all staff of the various universities in Nigeria.
This order is coming on the heels of polarisation that has already crept into the ASUU, following the meeting they had with President Goodluck Jonathan penultimate week.
Nigerians were amazed that the emergency National Executive Council meeting, held in Kaduna last weekend, came out with fresh conditions for suspension of strike after it was rumoured that a deal was struck with President Jonathan.
ASUU has been on strike since July 1 and the NEC meeting was to deliberate on the resolutions of various chapters of ASUU on whether the strike should be suspended or not based on the offers by the government.
Nigerian Tribune gathered that the pro-chancellors were aggrieved that even when majority of the members of ASUU want the strike called off, few elements in the union have refused to yield to the popular desire of the members.
Meanwhile, the crisis rocking the University of Lagos (UNILAG) chapter of ASUU, over its continued participation in the ongoing strike action by the union’s national body, worsened on Tuesday as the two factions in the crisis openly traded insults.
The congress, called on Monday, saw a sharp division in the chapter with a faction favouring a pull-out from the strike action, giving a week ultimatum to open the institution.
The faction also promised undisclosed further actions if the ultimatum was not met, after it held a separate congress following the disruption of the earlier one.

The worst crack in ASUU emerged on Monday as a group of lecturers under the platform of Movement for the Restoration of Normalcy in Nigerian Universities gave ASUU Leadership one week to call off strike or face the wrath of the mass movement.
This is even as the ASUU meeting at the University of Lagos Chapter on Monday snowballed into a free-for-all fight between lecturers who support the continuation of the strike and those insisting that the referendum in which members freely voted for the strike to be called off be respected.
At the briefing attended by members of the Movement for the Restoration of Normalcy at the Faculty of Arts Theatre in UniLag on Monday, the aggrieved lecturers stated that the ASUU leadership has completely derailed and are no longer doing the wishes of the vast majority of lecturers.
Speaking on behalf of the lecturers, Dr. Adeyemi Daramola declared that over 75percent of lecturers and ASUU branches who voted at the last referendum were clear that the strike must be called off as a mark of respect for the personal commitment of President Jonathan and the concrete steps taken by his administration fundamentally address the challenges facing the university system.
The group which started the conference with a minute silence for Prof. Iyayi regretted that after the death of the committed academic, the Dr Nasir Fagge administration of ASUU resolved to twist issues and have stated manipulating the process via secret meetings and fresh conditions, not supported by ASUU members.
He said that ASUU members from universities across the six geo-political zones are now in contact and will go back to classrooms by next week, should the Fagge leadership continue with its current games.
Also speaking, Dr. Michael Ogbeide said the action of the ASUU National leadership is negatively affecting the credibility of the union built over several years. He said that even after the strike, the movement has set in motion structures to check any further strikes by executives who are interested in scoring cheap popularity with frequent and recurring strikes.
Said Ogbeide: “For us serious minded and committed lecturers, we can no longer stand and watch while some academics in the name of ASUU continue to damage the university system. This strike no longer serves any purpose and lecturers across Nigeria voted to ensure that the strike is called off. Why then has the ASUU National leadership resorted to politics after the President clearly took the most far reaching steps to address the challenges of university education as never before”.
At the University of Lagos ASUU Branch meeting on Monday, it took ASUU national officers a long time to bring the meeting under control after members engaged themselves in fisticuffs over the propriety of the strike or otherwise.
Elderly academics worked hard to reach a compromise in which members finally agreed to discuss issues and reach a common front. The ASUU leadership of the university came under heavy attacks for allegedly attempting to deviate from the position of the members who overwhelmingly voted that the strike be called off.
Investigations by Scan News revealed that President Goodluck Jonathan is not happy with the ungentlemanly manner the ASUU National leadership took negative advantage of the unfortunate death of Prof. Festus Iyayi to renege on the agreement reached at the 13-hour meeting.
Presidency sources say that the Supervising Minister of Education, Barr. Ezenwo Nyesom Wike who is the architect of the involvement of Vice President Namadi Sambo and later President Jonathan has come under heavy attacks by administration hawks. The minister, it was who insisted that the only way forward was for the Presidency to be directly involved, even when senior administration officials maintained that ASUU members were being manipulated by opposition politicians. The u-turn by the ASUU National President who has presented fresh conditions appears to have vindicated these officials who never trusted him.
Wike was summoned to the Presidency on Monday and had to cut short a meeting with State Education Commissioners at the Federal Ministry of Education.
The ASUU National President, Dr Nasir Fagge has suddenly presented fresh conditions after holding a secret meeting in Kano.
Principal amongst the conditions are the immediate release of the salary arrears accumulated since the Federal Government started implementing the no work, no pay aspect of the labour laws. As such they want to receive full pay for work not done and they want President Jonathan to personally sign that the funds will be fully released in less than one week. They also insist on the immediate release of N100billion out of the N220billion, President Jonathan stated his administration will release annually to address infrastructural challenges in universities.
Recall that the Federal Government has already released cheques of the said N100billion to Governing Councils of Universities in a ceremony performed by the Secretary to the Government of the Federation, SGF, Senator Pius Anyim. The full implementation was stalled after ASUU and Governor Gabriel Suswam the NEEDS Implementation Committee chairman engaged in a conflict over the award of the contract.
Indeed, observers have been exposed clearly to the fact raised by President Goodluck Jonathan that the strike was being politically driven. So far, ASUU has made no concession, while the Federal Government has continued to shift grounds. Under the present circumstances, it appears that ASUU leadership are foreigners bent on taking several pounds of flesh from the nation, whilst the Federal Government is the only one desperate to have students back to classes.

ASUU STRIKE: EBSU pulls out

Ebonyi State University, Abakaliki, on Monday pulled out of the ongoing strike embarked on by the Academic Staff Union of Universities (ASUU).
The school authorities took the decision following the failure of the ASUU National Executive Council which met in Kano at the weekend to put to an end to the strike.
A statement issued by the institution’s Registrar, Mr. Sam Egwu, said academic activities will resume in all the university campuses on Tuesday.
The statement said, “Having waited patiently for Federal Government and ASUU to resolve the impasse occasioned by the over four months strike embarked upon by the union to no avail, the management of EBSU on Monday, November 26 resolved to reopen the school.
“We therefore inform all concerned that teaching and learning will begin fully on Tuesday, 26th, November, 2013. This is to enable us cover what we have lost to the strike.”

ASUU STRIKE Update: Lecturers give FG fresh prerequisites to end STRIKE

The Academic Staff Union of Universities has said it will not suspend its ongoing strike until the four months salaries owed its members are paid.
The union also wants the immediate implementation of the N1.2tn offer by the Federal Government to public universities, starting with the release of N100bn this year. The balance of N1.1tn is to be spread over five years from 2014.
These were some of the resolutions reached by members of the National Executive Council of the union who converged on Kano on Friday to deliberate on whether to call off the over four- month-old industrial action or not.
A source, who was privy to the resolutions reached during the President Goodluck Jonathan – ASUU leadership meeting three weeks ago, told The PUNCH on Sunday, that the fresh demands were some of the issues to be tabled before Jonathan by the leadership during their next meeting. A date for the meeting is yet to be fixed.
According to the source, a strong commitment to two demands, among other pending issues, must be obtained from the President before the industrial action will be called off by the union.
He said, “The issue now is on trust and we do not want a situation where promises will not be kept. The authorities have failed us in the past and we do not want a repeat of that.
”That was why we decided at the NEC meeting that the government should pay us the arrears of salaries being owed us since we started the strike on July1 before the strike can be called off. The salaries should not be paid piecemeal.
“We also insist that the Federal Government should start the implementation of the offer made to us when we met the President some weeks ago.
“For instance, the N100bn he (Jonathan) agreed to inject into the university system in 2013 should be released to the universities immediately. So, we decided that before the strike could be called off, these two conditions and others must be met not by promises but by real action.”
The NEC members, who met behind closed doors at the Bayero University, Kano, were said to have reviewed the reports of the various university congresses on the strike.
Our source, who did not want his name in print, added that the death of a former National President of ASUU, Prof. Festus Iyayi, was discussed at the NEC meeting.
Iyayi, a University of Benin lecturer, died in an auto accident involving the convoy of the Kogi State Governor, Idris Wada and an ASUU vehicle, on his way to Kano for the meeting.The union’s National Welfare Officer, Dr. Ngozi Ilo, was injured.
Our source said the accident “almost led to the discontinuation of the ongoing negotiation with the Federal Government.
He added, “Some members expressed the belief that he (Iyayi) was killed by the government and therefore argued that the ongoing negotiation should be called off. Tempers rose but some members argued that the President should be respected because he had created the record of being the first Nigerian leader to meet with the leadership of ASUU on the issue of making the nation’s university system better. They also argued that students and parents should be considered.”
It was also learnt that after arguments for and against, about 60 per cent of the members of the NEC voted in favour of the discontinuation of the strike while the remaining 40 per cent voted no.
But it was gathered that the NEC members unanimously agreed that before the strike could be called off, the leadership should ask the government to pay the four-month salary arrears being owed university teachers while the offer made by the government should be implemented immediately.
A key component of the agreement reached by both ASUU and the Federal Government when the President led the government team was that government would inject N1.2tn into public universities.
The government also agreed that the N1.2tn would be domiciled at the Central Bank of Nigeria to show its commitment to the agreement.
The money is expected to be released on quarterly basis to the universities so that there won’t be any problem about implementing the deal.
The National Universities Commission and the Trade Union Congress will be the joint guarantors of the agreement while the Minister of Education will be the implementing officer. The government also agreed to revamp public universities by ensuring that all the issues that always lead to strike were dealt with once and for all.
A majority of the chapters of the union had agreed to the suspension of the strike following the fresh commitment the leadership of ASUU obtained from the government.[color=#000099][/color]

Strike: ASUU To Meet Jonathan; may end STRIKE on Monday – Leadership Newspaper

Members of the National Executive Committee (NEC) of the Academic Staff Union of Universities (ASUU) yesterday ended their two-day meeting in Kano with a resolve to meet President Goodluck Jonathan today or tomorrow on the outcome of their parley.
It was learnt that the union could, after the meeting, call off the five-month-old strike, but with a caveat that the Central Bank of Nigeria (CBN) and the Revenue Mobilisation Allocation and Fiscal Commission (RMAFC) should monitor the agreement it has reached with the federal government.
A source at the meeting told LEADERSHIP Sunday that the union will issue a communiqué on the decisions it had taken on Monday, adding that “we may call off the strike on Monday. It is one of the decisions we reached at NEC meeting. ASUU will meet President Jonathan today or on Monday”.
The meeting was held at the Centre for Democratic Research, Mumbayya House, Kano.
The source said that ASUU had resolved that, in compliance with the directive of President Jonathan at their last meeting with him, they will present the outcome of the meeting to him directly.
He explained that ASUU had resolved that the CBN and RMAFC had to witness the implementation of the agreement it reached with the federal government.
According to him, it was the unanimous decision of NEC members to involve other parties, especially the financial sector, in the implementation of the agreement.
Other issues discussed at the meeting include the violation of ASUU labour laws by some universities, which have announced resumption dates for students when the strike has not been called off.
