Boomboom ASUU suspends NEC meeting indefinitely over Iyayi’s death ASUU President – Nasir Fage The Academic Staff Union of Universities, ASUU, has suspended its National Executive Council, NEC, meeting initially scheduled to hold at Bayero University, Kano, on Wednesday. The meeting was suspended indefinitely. The ASUU National President, Nasiru Fagge, stated this on Wednesday afternoon. The meeting was suspended because of the death of Festus Iyayi, a former ASUU President, who died in a car accident on Tuesday on his way to the NEC meeting. Mr. Iyayi was involved in a ghastly auto accident allegedly caused by the convoy of the Kogi State Governor, Idris Wada. Several members of the executive council from various universities across Nigeria were already in Kano for the meeting. ASUU has been on strike since July 1 and the NEC meeting was to deliberate on the resolutions of various chapters of ASUU on whether the strike should be suspended or not. |

Varsities vote to end strike congresses at the various institutions and voted to suspend the strike, but insisted that the federal government begins to fulfil its promises immediately. The vote is expected to be ratified by the national executive council of ASUU at a meeting scheduled for tomorrow. ASUU executives will then meet with President Goodluck Jonathan the next day where the deal will be affirmed and the strike called off thereafter. Boomboom ASUU Strike Updates: UNILAG, UI, Others Voted In Congresses To Call Off Strike CAMPUSTIMES Barring a last-minute change, the National Executive Committee of ASUU will at its meeting on Wednesday night suspend the lingering ASUU strike to allow public university students to return to their classes as reports from the various local congresses of the union today has shown. Campus Times gathered that at the University, members of ASUU in the University who have been front-liners in the industrial action today accepted the new offer from the FG and voted that the strike be suspend. Other Universities that have so far voted for the suspension of the industrial action are Ahmadu Bello University, Zaria, Uthman Dan Fodio University Sokoto, Federal University of Technology MINNA, and the University of Lagos. Others are, the University of Calabar, Federal University of Technology Akure, and Ekiti State University. As of Press time, only the University of Benin has refused to yield to the call that the 4-month old ASUU strike be suspended. Boomboom LATEST ON STRIKE: Indeed ASUU sets to suspend strike week – Union leaders PUNCH NIGERIA Indications have emerged that the Academic Staff Union of Universities may call off the over four-month-old strike on Thursday. Barring a last-minute change, the National Executive Committee of ASUU will meet on Wednesday night to consider the position of the congresses of the over 50 public universities on the offer made by the Federal government to revamp the institutions. The union met with a Federal Government team led by President Goodluck Jonathan last Tuesday in Abuja. The ASUU leadership, after briefing the zonal coordinators on the offer, had directed the local branches to organise congress meetings between Friday last week and Tuesday (tomorrow). This is to enable all the lecturers to make input into the action the union would take after its NEC meeting on Thursday. However, feelers from most universities that had organised their congresses revealed that ASUU would suspend the strike after the Thursday NEC meeting. In some universities, including the Obafemi Awolowo University and the Lagos State University that have scheduled their congress meetings for Monday (today), union leaders and lecturers expressed hope that the strike would end this week. Also, some top officials of the union in some of the nine zones of ASUU said even though they were not happy with the plan by the government to inject N220bn yearly into the public universities for the next five years, they were pleased that a commitment had been obtained by the union. Though the Ibadan Zonal Coordinator of ASUU, Dr. Nasir Adesola, confirmed that the NEC meeting would hold on Wednesday, he did not say whether the strike would be called off or not. “Yes, the NEC will hold on Wednesday evening but ASUU has a process which we are going to follow. NEC reserves the right to call off the strike after due consultation with members and this is why congresses are being called in all the chapters of the union. Please, wait till after the congress,” he told one of our correspondents on the telephone. But another source said, “Our NEC meeting will hold between Wednesday night and Thursday. Our chapters have started holding meetings to discuss the Federal Government’s offer. This is to allow input from all the lecturers. We have to carry them along to avoid disunity since there are moves by some elements to infiltrate us.” Another source told one of our correspondents that some members had expressed mixed feelings about the Federal Government’s new offer based on its refusal to honour past agreements. “The radicals among us are sceptical about this latest offer. They do not believe that government will respect the agreement. Their view is that government only wants to deceive the union to call off the strike before it will jettison it.” A top official of the union, who confirmed the fears, told one of our correspondents that although members’ opinions at the zonal congresses were divided over the government’s offer, the majority still decided to give the government the benefit of the doubt. He also said that the majority opinion was that the review of the agreement which was supposed to hold this year should be postponed till next year in the interest of peace. The official added, “Members were persuaded because President Goodluck Jonathan personally met with the union. They felt since the President was involved in the negotiation this time around, the government would not say that it was arm-twisted to make the offer. “This is the problem we are having with the 2009 agreement. By now we should be talking about a review but we are still having troubles with implementation. “Although feelers across the zones are that we should call off the strike, we are going to put down the government offer in black and white and make it public so that nobody accuses us tomorrow of asking for too much.” Some universities are expected to hold their congresses on Monday (today) to discuss the outcome of the zonal congresses held at nine centres across the country last week. A source at the meeting between the government and ASUU told one of our correspondents that the government after a long debate agreed to inject N220bn yearly for the next five years beginning from 2014. He had said, “The meeting should be the longest that we have ever had on this crisis but I can tell you that both parties were frank all through the discussions. The parties also showed commitment towards ending the crisis. The President in particular showed that he was serious about ending the strike and that was why he offered to release over N1tn to the universities in the next five years. “The money will be released on a yearly basis at N220bn per annum beginning from 2014. For the outgoing year, the Federal Government will only release N100bn and this has been processed. “In order to show commitment to this deal, the money will be kept at the Central Bank of Nigeria and will be released on a quarterly basis to the universities. So, there won’t be any problem about funding the deal.” The source added that the National Universities Commission and the Trade Union Congress would be joint guarantors of the new agreement while the Minister of Education would be the implementation officer. Boomboom Strike: ASUU gives FG fresh conditions to be met Members of the Academic Staff Union of Universities have given the Federal Government certain conditions to be met before the union could call off its four-month old strike. Part of this condition, Saturday PUNCH learnt, is that all federal parastatals in charge of fund, labour, and education must sign the agreement purportedly reached between its leadership and the Federal Government on Tuesday. A prominent member of the union, who craved anonymity because he was not authorised to speak on behalf of the union, told Saturday PUNCH that doing this would give the association the confidence that “the Federal Government knows what it is doing when it signed the agreement.” He said, “I must tell you that our mandate remains. The only mandate we have is that 2009 agreement must be met. We have not reached any agreement with the Federal Government. “Since the Federal Government wants to be releasing N220bn every year for five years, then all monetary and regulatory agencies must sign. The Central Bank of Nigeria, Ministries of Finance and Labour, National Assembly, Office of the Presidency, National Universities Commission, Tertiary Education Trust Fund, Trade Union Congress and our umbrella body, the Nigeria Labour Congress, must sign with consequences stated. “The reason we will ensure this is that we don’t want argument tomorrow that the agreement was entered in error or that they don’t know the implication of signing the agreement. If possible, documents that will provide for automatic deduction of the agreed money at a particular/agreed date must be provided.” The leadership of the union had engaged in a 13-hour marathon meeting with government delegation led by President Goodluck Jonathan in Abuja between Monday and Tuesday. Though it was generally perceived that both ASUU and the Federal Government achieved breakthrough in negotiation for the first time after the lengthy meeting with the President, Saturday PUNCH learnt that the lecturers might not be in a hurry to go back to class. Another source close to ASUU who was also part of the marathon meeting with the President in Abuja, said there was nothing new in what the President promised members of the union. According to him, government had always failed in implementing agreements reached with ASUU. He said, “Truly the President sat down for more than 13 hours with us. He told us that we were not leaving the venue until the issues were resolved. The Federal Government also promised to inject funds into the system, but a promissory note is not enough. “Where would the money come from? There is no assurance that government will provide money especially with the mop-up policy in place that ensures that unspent money is refunded to government’s coffers at the end of every year.’’ Asked when the lecturers would call off the strike, he said, “I doubt if the strike is ending soon. The problem is with the Finance Minister. Where is government getting N1trn from? A government that could not implement agreement between 2009 and 2013, what is the guarantee that they would honour this agreement. “It is all politics. We are still awaiting directives from our branches. We have told them the outcome of the meeting with the President but we are waiting for them to tell us what they think of government’s proposal. “Imagine the Minister of Education has travelled out of the country. He was appointed Vice President for UNESCO General Assembly. How can he travel out of the country without resolving the crisis in the education sector?’’ He said the Federal Government should spend the trillions of dollars in its Sovereign Wealth Fund to finance university education and improve infrastructure in the country. A key component of the agreement reached by both ASUU and the Federal Government was that government would inject N1.1trn into public universities in the next five years. Government is expected to inject N220bn yearly into the public university sector beginning from 2014. But government said it could only release N100bn this year, noting that the amount had already been processed. The Federal Government also indicated that the N1.1trn would be domiciled at the Central Bank of Nigeria to show its commitment to the agreement. The money is expected to be released on quarterly basis to the universities so that there won’t be any problem about funding the deal. The National Universities Commission and the Trade Union Congress will be the joint guarantors of the agreement while the Minister of Education will be the implementing officer. Government, according to sources at the meeting, also agreed to revamp public universities by ensuring that all the issues that always lead to strike are dealt with once and for all. Asked to confirm if lecturers were planning to call off their strike, ASUU Chairman, University of Calabar branch, Dr. James Okpiliya, said the local chapter was yet to get formal briefing on the meeting with President Goodluck Jonathan. He, however, said the union would make its position known to the press on the President’s offer after the end of a meeting scheduled for mid-night Thursday. Also, Chairman of ASUU in Obafemi Awolowo University, Ile-Ife, Prof. Adegbola Akinola, said that members must be properly briefed on the resolution between the Federal Government and representatives of ASUU in the last marathon meeting. He said the only condition that could make its members accept any offer would be the provision of necessary documents. He said, “The NEC meeting may not hold now. It is the local congress that is expected to hold first which is either tomorrow or Monday. “Our members are not yet briefed about the details, so it is when we meet that we will know the details and then discuss whether what we got is sufficient enough to justify our action or demand. “I can’t really pre-empt the mind of other members. But if we are to accept any offer, there must be document to back that up. We need to obtain documents on that. Maybe if there is a document, people may look at it critically.” However, the Federal Government said it would include the N1.1trn promised ASUU in the education budget starting from next year. It also said it was waiting for the union to know the next step to take. The Director, Press and Public Relations of the Ministry of Education, Mr. Olu Lipide, told one of our correspondents on Thursday that government was waiting for ASUU to take the necessary steps. Meanwhile, the Dean of Social Sciences, University of Lagos, Prof. Omololu Soyombo, has said that the general ASUU body must agree before the strike could be called off. He said, “It is difficult to believe the President but we give him the benefit of doubt. We believe that the President is noble, the ASUU president promised to give him a feedback. If this had been done earlier, the strike wouldn’t have extended for so long.” Corroborating his view, the Chairman, Lagos State University, ASUU, Dr. Jamiu Oluwatoki said, “It won’t be long again. By next week there should be a NEC meeting and subsequently the congress meetings before the president can call off the strike.” |

This disclosure was made by the chairman of the University of Calabar, UNICAL, branch of ASUU, Dr. James Okpiliya. Okpiliya, who spoke exclusively with Saturday Mirror, further disclosed that the report of the chapter congresses will be submitted to an enlarged National Executive Committee, NEC, of the union. According to the Senior Lecturer at the Department of English and Literary Studies, “Nigerians should understand that ASUU is structured in a way that the national president has no power to call off or suspend strike. “In fact, even NEC cannot on its own suspend strike, and that is why all the universities will hold chapter congresses to decide whether to suspend the strike or not. “When we are done on Monday, we will simultaneously submit our individual reports to NEC on Wednesday,” Okpiliya said. He noted that the strike will be called-off if the number of branches for is more than those against. Asked to be categorical on when a decision will likely be made, he said “may be Saturday”. It will be recalled that President Goodluck Jonathan had held a marathon meeting with the leadership of ASUU on Monday, where he was said to have offered the union N220 billion as part of its “enhanced allowances.” Consequently, ASUU president, Dr. Nasir Fagge, who led his members to the over ten hours’ meeting, said he was taking “a message” from President Jonathan to NEC. The PUNCH gathered on Tuesday evening that a key component of the agreement reached by the parties was that the Federal Government would inject N1.1tn into public universities in the next five years. A reliable source, who made this known, also hinted that the strike would be called off anytime next week. He said the government team which was led by President Goodluck Jonathan would release N220bn yearly into the sector beginning from 2014. Though the details of the meeting were not known as of 11.22pm on Tuesday, it was gathered that ASUU might call a National Executive Council meeting on or before Saturday where the deal would be tabled before all its branch executives. Jonathan had while shaking hands with Fagge after the marathon meeting in the Presidential Villa, Abuja said, “My President, I hope it (strike) will end today(Tuesday). Our children have suffered enough. We must find a solution.” All those in attendance responded with a loud “Amen.” When greeting Omar, he said, “My President with you around, there will be no problem; our agreement is signed, sealed and delivered.”. Faggae told State House correspondent on his way out of the Villa, that his team would take back a message to varsity teachers before a decision would be taken on the next line of action. “We had a lengthy meeting with Mr. President, and we looked into how best to address the problem of university education in this country. We now have a message from Mr. President that we are going to take to our members and we are expecting that our members will respond appropriately to his message,” he said. Fagge added that since the message was meant for members, he would not divulge it to the press. When asked whether university teachers would be called upon to return to the classrooms, he said that the decision was left for them to take. When further asked if he was impressed by the President’s message, Faggae cautioned journalists against putting words in his mouth, insisting that only ASUU members would determine that. The Minister of Labour, Chief Emeka Wogu, who listened to Faggae’s encounter with journalists, later said progress was made during the discussion. He said, “We made progress. The President of ASUU told you that they are going back with a message from the Federal Government back to their members and the message is full of high expectation and hope.” When asked whether ASUU would call off the strike, Wogu said that was why he described the message as full of expectation. “Our prayer is that they will come back with positive outcome. They might even not come back to meet us. They might take decision there that will meet your expectations “ he said. He added that the offers made by the government during the meeting were those that were in line with the contentious 2009 agreement. He said since the issues that led to the strike bordered on the 2009 agreement, the government did not go beyond the pact. The President was joined at the meeting that started at 2.40pm on Monday by Vice-President Namadi Sambo; Minister of Finance, Dr. Ngozi Okonjo-Iweala; the Secretary to the Government of the Federation, Anyim Pius Anyim; the Supervising Minister of Education, Nyesom Wike; Wogu among others. Faggae led the union team which included past presidents such as Prof. Abdulahi Sule-Kano, Prof. Dipo Fashina and Prof. Festus Iyayi. President of the Nigeria Labour Congress, Abdulawahid Omar and his Trade Union Congress counterpart, Bobboi Kaigama, also attended. Other members of the delegation were Prof. Biodun Ogunyemi, Prof. Victor Osodeke, Prof. Suleiman Abdul, Dr. Victor Igbum and Mr. Michael Odunmoraye. The marathon meeting was the first between ASUU and Jonathan since the strike started. The Presidency took over the negotiations with ASUU on September 19 with Sambo in charge. |

Speaking with State House correspondents, he said that the meeting with President Goodluck Jonathan discussed how to tackle the problem of University education system in the country. He said: “Well we have had lengthy meeting with Mr. President, rubbing minds on how best to address the problem of University education in this country.” “And we now have a message from Mr. President we are going to take to our members. And we are expecting that our members will respond appropriately to the message of Mr. President.” On whether the lecturers are going back to the classroom, he said: “That is up to our members.” Asked what the message was, he said: “I can’t tell you. Its not for you. It is for our members.” If impressed with the message, he said: “Don’t put words into my mouth. Our members will determine that.” Also speaking with journalists at the end of the meeting, the Minister of Labour Emeka Wogu said: “We made progress, the President of ASUU told you that they are going back with a message from the Federal Government back to their members. And the message is full of high expectations and hope.” On whether the strike will be called off, he said: “That is why the message is full of high expectations and hope. So our prayers is that they come back with positive outcome. ASUU warns FG against forced re-opening of varsities AS the strike embarked upon by the Academic Staff Union of Universities enters the fourth month, the union has flayed alleged plans by the Federal Government to forcefully order the re-opening of the universities today, saying this will only complicate the situation. Chairperson of the Uniport chapter of ASUU, Professor Anthonia Okerengwo, urged the Federal Government to toe the path of honour in its effort towards resolving the lingering strike. His University of Benin counterpart, Dr Anthony Money-Emina, described as laughable, reports that President Goodluck Jonathan will order the union members to go back to work today. Similarly, ASUU, University of Ibadan chapter, through its Secretary, Dr Ayodeji Omole, said such a report would further dent the image of the government as anti-democratic, cautioning President Jonathan to allow a sleeping dog lie by implementing the 2009 ASUU/FGN agreement which the Federal Government had already signed. ASUU vowed that it would not be intimidated into going back to the classroom, “unless our demands are met by the Federal Government.” ASUU Uniben said that the solution to the current industrial action embarked upon by members was for the Federal Government to come up with a clear agenda on how to implement the 2009 agreement and the Memorandum of Understanding, MoU, entered with the union in 2012. Describing as laughable, reports that government will order the union members to go back to work, ASUU urged government to shun “authoritarian approaches to resolving issues in dispute with the union.” Money-Emina said, “The attention of our union has been drawn to news report in the media, alleging that the President will direct the re-opening of Nigerian universities with or without ASUU from Monday.” Professor Okerengwo in a statement said: “Arm twisting has never worked as a dispute resolution strategy. It is unacceptable to the union that while the President has invited the union leadership for a dialogue, some overzealous assistants to the president are clandestinely working to jeopardise the process. The surest and shortest route to industrial harmony in the university system and the fastest approach to revitalising university education is the implementation of 2009 agreement and the 2012 MOU,” the union said. UI-ASUU, while welcoming an invitation to ASUU for a meeting today, warned that it would be unacceptable to its members if government failed to come out with a clear agenda for implementing the 2009 agreement. It said “The attention of our union is drawn to news reports in the media alleging that President Goodluck Jonathan will direct the re-opening of all Nigerian universities with or without ASUU. “We wish to state that while the President had issued an invitation to the leaders of our union for dialogue, it will be unacceptable to our members if government fails to come out with a clear agenda for implementing the 2009 agreement. “Authoritarian posturing has never solved and will not solve the impasse. We are calling on Mr President to tow the path of honour and respect the 2009 Agreement.” It sounded a note of warning that “Any proposal not based on a clear acceptance of a framework for implementing the 2009 agreement will, instead, seek to impose a solution regarding the impasse, and will not be a solution to the present crisis.” Omole said it was laughable that a government which had earlier claimed to have released N100billion has not, in actual fact released even a kobo. He said ASUU as a body of intellectuals, which is ready to pursue the revatilisation of public education in Nigeria will purse same to its logical conclusion even with the stoppage of salaries. |

Sc,sciology,Econs,Geo,Hist,Hist/Int'l studies etc) it is meant for social sc courses but u can easily swap with art and humanities courses if u don't meet social sc cut off mark. Int'l relation was my original course so when I didn't meet the cut off I didn't waste any time in swaping in to humanities and I didn't have any problem na one hand they offered me adm |

Boomboom Ignore ASUU’s demands, NASU, NAAT, SSANU tell FG on november 01, 2013 at 8:57 pm in news By JOHNBOSCO AGBAKWURU Abuja NON Teaching staff in tertiary institutions in Nigeria, have advised the Federal Government to ignore the Memorandum of Understanding it entered into with the striking lecturers on the aegis of Academic Staff Union of Universities, ASUU, saying its implementation would lead to another round of crisis. The Non Teaching Staff comprising Non-Academic Staff Union of Education and Associated Institutions, NASU, National Association of Academic Technologists, NAAT, and Senior Staff Association of Nigerian Universities,SSANU rather advised government to implement the 2009 agreements it entered with the unions in tertiary institutions. In a statement signed by Samson Ugwoke, President of SSANU and spokesperson of NAAT, SSANU and NASU tited, ‘Our stand on the on-going ASUU strike’, the unions sympathised with ASUU but noted that the MoU was not in the best interest of the education sector. Cross section of stakeholders at a meeting to review the ongoing strike by ASUU held at the Trenchard Hall of the University of Ibadan on Monday. Photo by Dare Fasube It stated “We sympathise and solidarise with our sister union, ASUU over their long drawn struggle for the welfare of their members. We urged the government to build more confidence in governance, at all times, by respecting agreements it freely enters into with unions. ”However, we caution that any settlement of the current dispute must take into account the interests of all the university-based unions (NAAT, SSANU, NASU and ASUU). The three Non-Teaching Staff Unions of NAAT, SSANU and NASU are opposed to any extraneous demands by either ASUU or any group in the university which are prejudicial to the welfare of our members. ”Our stand is that government should jettison the so called ASUU’s Memorandum of Understanding (MOU) and concentrate on full implementation of the 2009 FGN/Unions agreements which border on staff conditions of service and welfare, and increased funding to universities. ”The MOU being referred to by ASUU is for their selfish end and it is bound to generate more crises in the university sub-sector. The Non-Teaching Staff Unions in the universities will stoutly resist any attemp t to ‘sell’ the universities to ASUU. ”All university based unions signed agreements in 2009 with the government, it is therefore advised that all contentious issues in all the agreements be settled holistically to avoid a ‘relay race’ in strike actions in the universities. ”The implementation of any union’s MOU should not come in between the period of implementation of signed agreements rather, such items in the MOU should wait to be re-negotiated in another agreement(s).” |
