President Muhammadu Buhari-led federal government on Thursday inaugurated the Central Ogbia Regional Water Supply Project in Bayelsa state, NAN reports.

The Minister of Water Resources, Mr Suleiman Adamu, who inaugurated the project, said 13 communities, including former President Goodluck Jonathan's hometown, Otuoke, would benefit from it.

According to him, the Federal Government is committed to complete all abandoned water projects to improve livelihood.

Adamu said adequate water supply for human and livestock production was a crucial aspect of social and economic development.

“This project commissioning, therefore, further demonstrates that the Buhari administration is committed to completing all viable projects that have positive impact on the lives of our people without any political sentiments,’’ the minister said.

The Secretary to Bayelsa State Government, Mr Serena Dokubo, commended the Federal Government for the project, saying such project was needed in other communities.

Speaking at the occasion, Sen. Ben Murray-Bruce (Bayelsa East), noted that lives were saved every time a water project was inaugurated.

“A lot of children die from consumption of unclean water, a lot fall sick, you have to spend more to take them to the hospital to get cured,’’ Murray-Bruce said.

Information of news on social media, blogs and other platforms reached us accusing the Family of the late Rev. Sammoses Odiba Enenche who has just been laid to rest barely seven days ago of ejecting his widowed wife from a rented apartment in a certain area in Abuja which she lived with her late husband before his sudden demise.




The family of our late brother Rev. Sammoses Odiba Enenche who we are still grieving and mourning received this news with great shock and initially decided to pay deaf ears to it as we believe that mourning time is a period for reflection on our own lives while we are still on earth.
After much consideration, we deem it necessary to clear the air and share the untold side of the story haven received messages from concerned friends of our family who know us and what we stand for.

Rev. Sammoses Odiba Enenche, a promising and fast rising man of God suddenly met his death without illness. Glory to God for a family who without doubt and suspicion received the sad news of their brothers demise from his wife at mid night and decided to make all arrangements to lay his body to rest in peace without medical procedures of autopsy as required in our present times.

Thus, it may sadden you to know that the late Rev. parted suddenly with a lot that needed to be addressed and executed both in his ministry and his private dealings before his sudden departure whose cause was never known, as the family outrightly refused the need to run any form of medical examinations but chose to accept the fate.

In the bid to assist carry on the legacy of our late brother Rev. Sammoses Odiba Enenche, it was first pertinent to coordinate the affairs of his ministry Jesus Glory Chapel International in conjunction with his widow for which a lot needed to be put in place.

The Siblings of the Late pastor came together with his widowed wife as expected to discuss the need to move on and to assist her move on in any capacity required.

It is however sad that despite the immense love and contributions made by the members of the family to support our Late Brothers widow and to help offset outstanding bills in the ministry which she would not have been able to meet up with, the family was shocked with the stage -managed reaction from a rented apartment, the rentage of which had expired since July.

The mischievous unwarranted accusation and defamation of the Character and personalities of the entire family is suspected to have been prompted by the reaching out of the family to help ORDER the affairs of her husband's ministry and concerns, to which she seems to be allergic. She is also showing signs of resistance to sound counsel, order, and wisdom.

So much love has been shown to her, shielding her from every negative tradition and culture against Widows after burials.
Therefore, for the purpose of clarity we wish to state categorically and in emphatically the following:

1. The Family of our late brother Rev. Sammoses Odiba Enenche are by the special grace of God well blessed and fortunate and have no need to desire any form of possession or acquisition of our late brother to whose life and ministry we have immensely contributed both in cash and kind over the years and up till this moment, being the last born his mother.

2. The Family of our late brother who suddenly passed on without illness are all known for philanthropic activities with track record of assisting widows and orphans in thousands.







You may recall that massive supply and relief was sent by the family to Agatu in Benue State to assist widows and orphans who were displaced and with their husbands killed by recent attackS. As a principle the family stands against the oppression of Widow's and the less privileged.

3. The family was willing and ready with the full knowledge of the widow to make payment for the renewal of the rent of the 5 bedroom apartment in Abuja where our late Brother before his demise lived with his wife as the rent had expired a couple of months before his demise , all geared towards ensuring the comfort of his widowed wife.

4. We agreed with our late brothers wife that the Ministry of our Late Brother will have to continue as a legacy and therefore should move on.

It was in the light of this that arrangements were being made to offset all the bills running into Millions of Naira owed by the ministry due to his sudden demise. It may interest you to note that actions had already been taken as salaries owed some workers were already paid on Monday by the family before this mischievous outrage of Tuesday.

The Tuesday meeting was intended to continue the next stages of
actions from the families own personal accounts just to shield her.

5. We wish to inform the general public that the news making rounds on social media, blogs and news platforms accusing the family of Rev Sammoses Odiba Enenche of ejecting his widow out of a rented house, whose rent expired 2 months ago.

And asking her to go back to the village with a pay of N50,000 for allowance for 6 months, and all sorts of accusations are false, mischievous , unrealistic and a conspired and constructed attempt to dent the image of the family. Family matters are not meant for the media but to be settled privately within the family.

6. We wish to inform the general public that the entire Family are still till this moment willing to show our relentless love and total support towards the widow and ministry of our Late Brother Rev.Sammoses Odiba Enenche and we await her return to the house she voluntarily vacated without our prior notice and amidst all pleas to restrain her from her unilateral decisions and actions.

7. We wish to state at this point that she is free to do everything she wishes with her late husband's affairs and ministry. We have no intention to interfere in the affairs and ministry of our late brother Rev Sammoses Enenche since our attempt to assist has been misconstrued and violently resisted.

Every attempt to reach her since her decision to move out of the house has been futile as her phones and contacts have not been accessible. We however are available and open for discussions and conclusions on any pending issues as soon as she is willing to respond to our gestures.

God bless us and may we please understand that life is a seed; what we sow in time, we reap in eternity. Let's hear people out before rushing to conclude on issues. Let's be careful of making comments on issues we don't understand.

Ex-husband of Senator Stella Oduah, Lt-Col. Satchie Emmanuel Etoromi (rtd.) pleaded on Wednesday with the ex-Aviation Minister to return the body of his late son, Maxwell Chinedu Toritseju Etoromi, for proper burial in Warri, Delta State.

Cief Etoromi, who spoke with journalists in Warri shortly after sending a powerful delegation to his royal majesty, Igwe D. O. Oduah, the Igwe of Akili Ozizor, Ogbaru in Anambra State, expressed sadness over the death of his son and how he was treated by the Senator.

In his letter to the royal father titled, “Appeal To Intercede to Ensure Senator Stella Adaeze Oduah Brings My Son, Maxwell Chinedu Obiechina Wereyesigha Toritseju Etoromi To MeIn Warri For Burial,” the bereaved father said he read about the death of their 28 years old son in the newspapers without being informed by his ex-wife.

“His Royal Highness Igwe Oduah 1 betrothed Stella Oduah to me on 18th November 1984 in Akili Ozizor. We married on the 16th of December 1984 in His Highness`s Palace in Akili Ozizor. After the payment of dowry and exchange of gifts, we were taken to Nde-Mili where we performed the final rites.

“I am surprised to see in the internet stories that my son Maxwell Omabuwa Temisanre Obiechina Wereyesigha Toritseju Chinedu Etoromi who Stella delivered for us on 14th March 1988 at 05.00 hour in St Mary`s Hospital Ugboroke Warri is dead”, the bereaved father said in the letter.

He alleged that up till now, his enstranged wife had not contacted him on the death of their son only for her to commence preparation to bury him last Friday in her home town.

“Up till now Stella has not told me my son died in her custody. There is rumour that my son will be buried in Akili Ozizor. That is not acceptable at all. My son must be brought to me in Warri for internment”, he lamented.

In the letter which was copied to Most Reverend Valerian Okeke, The Arch-Bishop of Onitsha, and the Parish Priest, Father, Donald Uzoh of Sacred Heart Parish, the bereaved father insisted that his late son must be returned for proper burial in his father’s place.

Chief Etoromi explained to the monarch that the stories needed not be told now, but his grief at Omabuwa`s transition was too much to bear, hence he is is reacting this way.

It would be recalled that Akili Ozizor,the quiet country home of Nigeria’s former Aviation minister and presently the Senator representing Anambra North Senatorial Zone,Princess Stella Adaeze Oduah, last Monday witnessed an unusual heavy vehicular and human movement when sympathisers,friends and dignitaries from across Anambra state rallied for vigil mass for the peaceful repose of the soul of late master Maxwell Chinedu, son of Senator Oduah who died last Friday at the age of 28.

Irate youths in Lokoja, Kogi State began pelting stones at Governor Yahaya Bello yesterday during the Jumaat prayers, according to eyewitnesses.

The stoning, it was learned by SaharaReporters, is likely connected to corruption allegations rocking Mr. Bello’s administration and from growing resentment against the Kogi government for not paying workers salaries or pensions. Kogi residents have noted that bailout funds were made available to Mr. Bello but they have not been used to pay worker debts.

Mr. Bello, who was attending prayers at the Lokoja Central Mosque, arrived to the location in a long convoy of state cars including Armored Personnel Carriers, according to Kogi residents.

The governor reportedly arrived late to the prayers, missing one raqa’at prayer, but was forced from completing his remaining prayers when worshipers inside the mosque began booing and jesting him.

Mr. Bello was forced to flee the humiliating scene based on “security advice” from his aides, according to sources at the scene.

However, when the embattled governor left the mosque he was met by a horde of disgruntled youth who began to pelt stones and castigate him with insults.

The scene erupted when security agents began shooting their weapons into the air to disperse the crowds and firing tear gas canisters at them.

Eyewitnesses disclosed that nearby youths retaliated by throwing the canisters back at the security detail as Mr. Bello cowered from the scene.

Mr. Bello was eventually smuggled into his car and whisked away accompanied by his convoy.

According to an NGO Egalitarian Mission for Africa, the Kogi State government, under the leadership of Mr. Bello, has been accused of looting N11 billion in state funds and not paying its workers as a consequence.

The Federal Inland Revenue Service (FIRS) sealed off the Haf Haven Hotel, located at 24 Atiku Abubakar Way in Makurdi, Benue State on Thursday. According to statements made the hotel, owned by Senator George Akume, was shut down due to unpaid taxes.

Regina Chinazor Edeh, the leader of the FIRS enforcement team, said that the hotel owed N13.5 million in taxes since 2011 which includes unpaid company income tax, education tax, withholding taxes, and value added tax.

A management staffer of the hotel, Margaret Hinger, phoned Mr. Akume’s wife saying that Mrs. Edeh insisted that unless full payment of the tax liabilities was made the hotel would be sealed.

''I am duty-bound to seal off the hotel and am under instruction not to speak with anyone on phone. Please, pay the money, so we can leave your premises,'' Edeh reportedly said.

The team ordered the hotel to discharge its guests while staff closed for the day.

The hotel was subsequently sealed.

The enforcement team also shut down Treaties Bukka at Old Oturkpo Road Makurdi. According to the Warrant of Distrait, the eatery owes N52 million in Withholding Tax and Value Added Tax from 2013 to 2015.

The same fate befell Gwalina Suites Nigeria Limited, which owes N4.4 million in Withholding Tax and VAT.

Earlier in the week the FIRS sealed off the operational office of Skyjet Aviation Services Limited, located at the Kaduna International Airport. The aviation firm owes N‎178.4 million in Company Income Tax and Withholding Tax.

The ongoing business crisis facing Emeka Offor, one of Nigeria’s most controversial contractors in recent decades, is far deeper than SaharaReporters revealed last week, a fresh investigation has revealed. Mr. Offor’s financial downfall has led to the closure of his offices in Abuja, his companies’ failure to pay staff salaries for more than a year, and long drawn fights with numerous suppliers and creditors. Last week, SaharaReporters had disclosed that the controversial government contractor, who was once frequently described in the media as a major financier of the Peoples Democratic Party (PDP), had fallen on hard times since Muhammadu Buhari became president on May 29, 2015, following his defeat of former President Goodluck Jonathan of the PDP in last year’s presidential election.

Sources within Mr. Offor’s family and erstwhile corporate circles disclosed that the hamstrung businessman, who hails from Oraifite in Anambra State, is experiencing serious health challenges and an unprecedented family crisis.

One of Mr. Offor’s cousins told our investigator that the embattled businessman’s eyesight has been deteriorating progressively in recent years, leaving him a step away from blindness. A former corporate aide who had traveled with the businessman in the past revealed that Mr. Offor also has a heart problem as well as a problem with diabetes. “It is possible that it is the diabetes which led to the other complications, including his failing sight,” a medical expert told our correspondent.

Mr. Offor’s home front is probably more in disarray than his health. Last January, his first wife, Nkiru Offor, whom he married in December 1982, as well as her children stormed Mr. Offor’s village of Irefi in Oraifite, Ekwusigo Local Government Area of Anambra State, and created mayhem in the near-bankrupt businessman’s palatial country home. Along with her children, Mrs. Nkiru Offor, who resides on Osborne Road in Ikoyi, Lagos, arrived at her husband’s home in Oraifite and chased away all the domestic staff, changed all the door locks, smashed most of the expensive drinks in the house and destroyed all the pictures Mr. Offor took with his third wife, Adaora, a dropout from the Law Department at the Enugu Campus of the University of Nigeria at Nsukka (UNN). The businessman’s wedding to the former law student was celebrated at Oraifite on January 3, 2014, at a lavish ceremony where thousands of iPads were handed out as gifts to hundreds of guests.

“Nkiru came with her children to take physical control of the Oraifite residence because they are afraid that our brother [Mr. Offor] will hand it over to the third wife,” said a close relative of the businessman. He added: “You see, Nkiru had just survived a mild stroke in Lagos. She told some of us that she believes the stroke was a spiritual attack from Sir Emeka Offor and Adaora [Mr. Offor’s third wife] in an attempt to kill her. She also complained that our brother [Mr. Offor] hates her children.”

The source revealed that Chuka, Mr. Offor’s thirty-something year old first son with his first wife, continues to reside in London where he loiters daily because he has no job. The source declared that Mr. Offor had refused all entreaties to employ the young man in one of his companies. “Sir E. [a fond name for Mr. Offor] said Chuka should not work in his companies, claiming his son is not a graduate. And when Nkiru now bought a Range Rover for Chuka, a big fight took place between her and Sir E.”

Mr. Offor’s troubled relationship with his first wife has been exacerbated by the fact that their first daughter has two children out of wedlock for a young man who hails from Ondo State. Several family sources disclosed that Mr. Offor’s first daughter has been living with the father of her children for several years. “The young man wants to marry Sir. E’s daughter, but Sir E. refused to accept him as a son-in-law, insisting that he is above his daughter marrying a man who is not from a very wealthy home.”

But some of Mr. Offor’s relatives said they found the embattled businessman’s aristocratic airs quite laughable. “Was he [Mr. Offor] not a truck driver with a construction company before he made money during the time of Abacha?” one female relative wondered. She added, “Did he pass even one subject when he took his West African School Certificate examination at Abbot Boys Secondary School in Ihiala [Anambra State]?”

Another family member told our correspondent that Mrs. Nkiru Offor, the first wife, is about the only person Mr. Offor fears. Said the source: “When our father died in February and our eldest brother traveled to the village, he slept in a hotel because he could not gain access his house in Oraifite.” The source said Mr. Offor left quietly when he was told what his first wife had done with the locks, including locks of the residence he built overnight for his third wife toward the end of 2013. “Nkiru knows all his dark secrets, so he is careful not to provoke her easily,” said the relative.

Most family members appear to support Mr. Offor’s first wife, despite accusations against her by her husband that she is obsessed with fetish practices. “Even if she is into occult things, we know he [Mr. Offor] introduced her to those practices,” a female member asserted. “So why is he now complaining?” she queried.

SaharaReporters learned that Mr. Offor’s father was the only person who attempted to stop Mrs. Nkiru Offor the day she and her children were smashing and slashing things at his country residence. One family member alleged that Mr. Offor’s feeble father, who had suffered a stroke a few years earlier, got pushed down in the melee. “He [Mr. Offor’s father] soon slipped into a coma in a hospital and died one and a half months later,” said the source.

Some of the family members who spoke to our correspondents made no secret of gloating over Mr. Offor’s financial and other crises. They accused him of bluntlyrefusing to offer financial assistance to most of his siblings and other relatives when he wallowed in immense wealth.

“We strongly believe he belongs to a secret cult to which he swore never to assist family members, including those in desperate need,” one of them stated.

The relatives disclosed that only two members of Mr. Offor’s extended family benefited from his wealth. “The first person was our father who died since February but has yet to be buried because Sir E. is looking for big cash to spend during the burial so he can create the impression that he is still very loaded,” said one relative.

The source said the second member of the family to have benefited from Mr. Offor’s now dwindled wealth “is Onyebuchi whom he put into the Anambra State House of Assembly as a legislator last year, despite protests from voters and stakeholders in our constituency who said the election was not free and fair.”

Two relatives told SaharaReporters that Mr. Offor was close to his late father, but detested his mother because she often questioned his excesses. One family source said the controversial businessman had on several occasions sent his father on trips abroad, but never allowed his mother,who hails from Esanland in Edo State, to travel even to Lagos. Mr. Offor’s deceased father was a police officer, and was once demoted from inspector to sergeant because of a successful petition of bribery against him by Ignatius Nwabueze, the late leader of the Rosicrucian Order in Ihiala Local Government Area of Anambra State.

Bismarck Rewane, one of Nigeria's most respected economists and the chief executive of Financial Derivatives Consulting, has argued that, with the emergence of Mr. Buhari as president, many Nigerian millionaires, especially those enriched by fraudulent government contracts, would soon become ex-millionaires.

Mr. Offor, who has been pushing close friends like former Senate president Ken Nnamani to join the ruling All Progressives Congress in a move to ingratiate himself with President Buhari, may be one of the most dramatic examples of financial catastrophe striking erstwhile profiteers from corrupt contracts. Mr. Offor’s combination of financial woes, marital troubles and crash from political relevance, appear to make Mr. Rewane’s statement very prophetic.

MANIFESTO OF ALL PROGRESSIVES CONGRESS (APC)

THE CONSTITUTION
Initiate action to amend our Constitution with a view to devolving powers, duties and responsibilities to states and local governments in order to entrench true Federalism and the Federal spirit;
Strengthen INEC to reduce/ eliminate electoral malpractices;
Attract the best and brightest into our politics and public service by aggressive recruitment of private sector people, academics and professionals within Nigeria and in the Diaspora through internships, fellowships, executive appointments and special nomination to contest elective offices;
Prevent abuse of executive, legislative and public offices through greater accountability, transparency and strict enforcement of anti-corruption laws whilst strengthening the EFCC and ICPC;
Amend the Constitution to remove immunity from prosecution for elected officers in criminal cases;
Restructure government for a leaner, more efficient and adequately compensated public service;
Require full disclosure in all media outlets of all government contracts over N100m prior to award and during implementation at regular intervals;
Reform and Strengthen the Justice System for efficient administration and dispensation of justice along with the creation of special courts for accelerated hearing of corruption, drug trafficking, terrorism and similar cases of national importance;
Ensure full implementation of the Freedom of Information Act so that government held data sets can be requested and used by the media and the public at large, and then published on regular basis;
Seek to amend the Constitution to require local governments to publish their meeting minutes, service performance data and items of spending over N10M.
NATIONAL SECURITY – APC Will:
Urgently address capacity building of law enforcement agents in terms of quantity and quality as this is critical in safeguarding the sanctity of lives and property;
Establish a well-trained, adequately equipped and goals driven Serious Crime Squad to combat terrorism, kidnapping, armed robbery, militants, ethno-religious and communal clashes nationwide;
Begin widespread consultations to amend the Constitution to enable States and Local Governments to employ State and Community Police to address the peculiar needs of each community. This would mean setting boundaries for Federal, State and Community Police through new Criminal Justice legislation to replace the Criminal Code, the Penal Code and the Police Act.
Push for more support in the security and economic stability of the sub-region [ECOWAS] and AU as a whole and maintain a strong, close and frank relationship with West Africa, South Africa, UK, USA, Canada, and other African countries.
CONFLICT RESOLUTION, NATIONAL UNITY, SOCIAL HARMONY – APC WILL
Establish a Conflict Resolution Commission to help prevent, mitigate and resolve civil conflicts within the polity;
Bring permanent peace and solution to the Niger Delta and other conflict prone areas such as Plateau, Taraba, Bauchi, Borno and Abia in order to engender national unity and social harmony;
Initiate policies to ensure that Nigerians are free to live and work in any part of the country by removing state of origin, tribe, ethnic and religious affiliations and replace those with state of residence.
JOB CREATION AND THE ECONOMY APC Will:
Maintain sound macro-economic policy environment, run an efficient government and preserve the independence of the Central Bank;
Restore and strengthen financial confidence by putting in place a more robust monitoring, supervising and regulating of all financial institutions;
Make our economy one of the fastest growing emerging economies in the world with a real GDP growth averaging 10% annually;
Embark on vocational training, entrepreneurial and skills acquisition scheme for graduates along with the creation of Small Business Loan Guarantee Scheme to create at least 1 million new jobs every year, for the foreseeable future;
Integrate the informal economy into the mainstream and prioritize the full implementation of the National Identification Scheme to generate the relevant data;
Expand domestic demand and consider undertaking associated public works programmes;
Embark on export and production diversification including investment in infrastructure; promote manufacturing through agro based industries and expand sub-regional trade through ECOWAS and AU;
Make Information Technology, Manufacturing, Agriculture and Entertainment key drivers of our economy;
Balance the economy across regions by the creation of 6 new Regional Economic Development Agencies (REDAs) to act as champions of sub-regional competitiveness;
Put in place a N300bn regional growth fund (average of N50bn in each geo-political region) to be managed by the REDAs, encourage private sector enterprise and support to help places currently reliant on the public sector;
Amend the Constitution and the Land Use Act to create freehold/leasehold interests in land along with matching grants for states to create a nationwide electronic land title register on a state by state basis;
Create additional middle-class of at least 2 million new home owners in our first year in government and 1 million annually thereafter; by enacting a national mortgage system that will lend at single digit interest rates for purchase of owner occupier houses.
AGRICULTURE AND FOOD SECURITY APC Will:
Modernize the sector and change Nigeria from being a country of self-subsistence farmers to that of a medium/commercial scale farming nation/producer;
Create a nationwide food inspectorate division with a view to improving nutrition and eliminating food-borne hazards;
Inject extra N30bn to the Agricultural sector to create more agro-allied jobs by way of loans at nominal interest rates for capital investment on medium and commercial scale cash crops;
Guarantee a minimum price for selected crops and facilitate storage of agricultural products as and when necessary.
INDUSTRIALIZATION : APC WILL:
Formulate a robust industrialization policy and provide a conducive environment for a private sector led industrial base for the economy, promote entrepreneurship that would help usher in new industries, new jobs, new knowledge and utilization of information and communication technologies;
Create growth centers through the promotion of industrialization in all regions by encouraging the use of local resources.
Promote innovation by investing heavily in research, development, science and technology.
Support diversification of our economy from export of primary materials to value added goods through supporting the establishment of a solid industrial base.
Ensure that key agricultural products such as cocoa and rubber go through value addition as opposed to exporting raw materials for industries in other countries.
INFRASTRUCTURE: APC Will
Undertake an urgent review of the Public Private Partnership(PPP) enabling environment with a view to addressing the legal, regulatory and operational challenges including introducing enabling legislation where necessary. In addition, we shall create a National Infrastructural Development Bank to provide loans at nominal interest rates exclusively for this sector to help rebuild our infrastructure and provide gainful employment;
Generate, transmit and distribute from current 5,000 – 6,000 MW to at least 20,000 MW of electricity within four years and increasing to 50,000 MW with a view to achieving 24/7 uninterrupted power supply within ten years, whilst simultaneously ensuring development of sustainable/renewable energy;
Embark on a National Infrastructural Development Programme as a PPP that will ensure the (a) construction of 3,000km of Superhighway including service trunks and (b) building of up to 4,800km of modern railway lines – one third to be completed by 2019;
Enact new legal and regulatory frameworks to establish independent regulation and incentives to accelerate public and private sector investment in seaports, railways and inland waterways;
Embark on PPP schemes with a view to ensuring that at least one functioning airport is available in each of the 36 states.
OIL AND GAS INDUSTRY APC WILL:
Make the industry and Nigeria one of the world leading/cutting edge centers for clean oil and gas technologists, scientists, mega structure installation, drilling, processing, production engineers supported with best services and research facilities;
Fully develop the sector’s capacity to absorb more of the nation’s new graduates in the labour market. The sector will produce more home-grown world class engineers and scientists;
Modernize the NNPC and make it the national energy champion. Consider breaking it up into more efficient, commercially driven units and strip it of its regulatory powers and enable it tap into international capital market;
Enforce the government master plan for oil companies to end flaring that pollutes the air and damages people’s health and ensure that they sell at least half of their gas production within Nigeria;
Speedily pass the much-delayed Petroleum Industry Bill (PIB) and ensure that local content issues are fully addressed;
Make Nigeria the world’s leading exporter of LNG through the creation of strategic partnerships.
EDUCATION: APC Will
Fully implement and enforce the provisions of the Universal Basic Education Act with emphasis on gender equity in primary and secondary school enrollment whilst improving the quality and substance of our schools;
Targeting up to 15% of our annual budget for this critical sector whilst making substantial investments in training quality teachers at all levels of the educational system;
Implement performance based education as against the current certificate based qualification;
Enhance teacher training and improve the competence of teachers along with vigorous national inspection;
Make learning experiences more meaningful for children and make education more cost-effective;
Develop and promote effective use of innovative teaching methods/materials in schools;
Ensure a greater proportion of expenditure on university education is devoted to Science and Technology with more spaces allocated to science and technology oriented courses;
Establish at least six new universities of science and technology with satellite campuses in various states;
Establish technical colleges and vocational centers in each state of the federation;
Provide more conducive environment for private sector participation in all levels of education;
Establish six centers of excellence to address the needs of special education;
HEALTHCARE – APC WILL:
Prioritize the reduction of the infant mortality rate by 2019 to 3%; reduce maternal mortality by more than 70%; reduce HIV/AIDs infection rate by 50% and other infectious diseases by 75%; improve life expectancy by additional 10 years on average through our national healthy living program;
Increase the number of physicians from 19 per 1000 population to 50 per 1000; increase national health expenditure per person per annum to about N50,000 (from less than N10,000 currently);
Increase the quality of all federal government owned hospitals to world class standard within five years;
Invest in cutting edge technology such as telemedicine in all major health centers in the country through active investment and partnership programs with the private sector;
Provide free ante-natal care for pregnant women, free health care for babies and children up to school going age and for the aged and free treatment for those afflicted with infectious diseases such as tuberculosis and HIV/AIDS;
Boost the local manufacture of pharmaceuticals and make non adulterated drugs readily available.
SENIOR CITIZENS, YOUTH SPORTS AND CULTURE APC Will
Ensure timely payment of retirement benefits for all pensioned senior citizens and create a poverty safety net for all aged citizens above the age of 65;
Provide the opportunities for youths to realize, harness, and develop their full potentials and to facilitate the emergence of a new generation of citizens committed to the sustenance of good governance and service to the people and the country;
Establish world class sports academy and training institutes and ensure that Nigeria occupies a place of pride in global sports and athletics;
Revive the Nigerian football league and put incentives in place to make it as competitive as other national leagues;
Put in place measures to identify talents early and ensure their participation in local and international games to enable them become professionals;
Mandate schools and communities to create playgrounds/sports centers with needed equipment to develop skills;
Assist Nollywood to fully develop into world class movie industry that can compete effectively with Hollywood and Bollywood in due course.
WOMEN EMPOWERMENT APC Will
Ensure the rights of women are protected as enshrined in our Constitution;
Guarantee that women are adequately represented in government appointments and provide greater opportunities in education, job creation and economic empowerment;
Recognize and protect women empowerment and gender equality with special emphasis on economic activities in development and in rural areas;
Promote the concept of reserving a minimum number of seats in the National Assembly for women.
ENVIRONMENT – APC Will
Ensure compliance with policies and measures to halt the pollution of rivers and waterways in the Niger Delta and other parts of the country;
Create shelter belts in states bordering the Sahara Desert to mitigate and reverse the effects of the expanding desert;
Support and accelerate the implementation of regional water transfer initiatives across the country;
Adopt a holistic approach to erosion and shoreline protection across the country;
Create teams of volunteers to plant and nurture economically viable trees in arid regions;
Restructure the Ecological Fund Office to enable it meet today’s environmental challenges;
Regulate the timber industry to ensure that double the number of trees felled are planted by the loggers;
Ensure full compliance with town-planning and environmental laws and edicts.
FOREIGN POLICY – APC Will
Make regional integration a priority within ECOWAS including free trade with a view to ensuring that a common tariff and currency are achieved by 2020 under Nigeria’s guidance and leadership;
Maintain strong, close and frank relationships within the Gulf of Guinea, the Commonwealth, South Africa and the rest of the world;
Establish a new special relationship with the leading emerging markets like Brazil, Russia, India and China (BRIC) and other strategic partners around the world.

An Abuja-based civil society organisation, Egalitarian Mission for Africa (EMA), has accused the Kogi State government of monumental fraud and called on the relevant anti-corruption agencies, especially the Economic and Financial Crimes Commission (EFFC) and Independent Corrupt Practices Commission (ICPC) to immediately commence investigations into the allegations.

This group’s accusation was contained in a statement signed by its Publicity Secretary, Sadiq Jobi. According to Jobi, the depletion of bailout funds and other statutory funds by the Governor Yahaya Bello administration, especially over the last two weeks, is gargantuan. Jobi explained that the state government received N30billion as bailout.

Broken down, he said, the government got N10 billion for infrastructure and N20 billion salaries. “The N10billion out of the N20 billion for salaries is domiciled with Zenith Bank, while the remaining N10billion for local government Salaries is domiciled with Access Bank

“It is instructive to note that on the 27th of July 2016, the sum of N912,648,960.49 million was paid from the Infrastructure account (Number 1010756707 at Zenith Bank) to AG Vision Construction Nigeria Limited’s account no 1920001651 at Skye Bank as part payment purportedly made for the construction of Agasa – Ukpogoro Road, a fictitious non – existing project as at today,” the group alleged.

EMA said it suspects that the huge movement of money is for Bello’s use to fight legal disputations to his electoral victory at the appellate tribunal, where he is being challenged by no fewer than four appellants.

“We also note that towards the end of the case at the lower tribunal, the state governor approved the movement from the infrastructure account the sum of N1.7billion purportedly for a contract to Lebanese Company, MAJ Global Construction Company Ltd, owned by one Michel Abboud.

“The contract was purportedly for the renovation of 17 units of houses within Government House.

“Now the question is: Why did the government award such contracts without advertising them? Even if the contracts were advertised, how could a single company win all the bids in such a competitive environment as we have in Nigeria today? Looking at the contract details and the figures as stated below, how much does it even cost to construct a new building that a poor state like Kogi would be renovating buildings at these staggering sums?” EMA asked.

Figures of the contract, presented by the group, suggest that the government spent N5million on preliminaries, N 56.8million on the residence of the Governor’s Personal Assistant, N55.3million on the residence of the Permanent Secretary (Government House), N85.5million on the Principal Private Secretary’s residence, N64million on the Government House Guest House and N64.6million on the Accountant-General’s residence. The renovation of the residence of the Director-General (Protocol) was awarded at the cost of N 53.3million, while that of the Chief Security Officer took N 52.9million. Other figures showed that the government awarded contracts for the CP’s residence at N 50.5miliion, Secretary to the State Government’s residence at N 52.3million, Imam’s residence at N 47.5million, six units of office buildings at N 857million and other residential buildings at N 669.6 million. The sub-total, said the group, amounted to N1.526billion which, when consultancy fees of N40million is added, amounted to a grand total of N1.566bilion.

Despite the huge outlays, EMA said it found out that no renovation is taking place in most of the buildings. EMA added that most of the payments to contractors are made in cash at the Government House.

The group also stated that its investigations revealed that the salaries account No 1014673585 (Zenith Bank), which had N20 billion in bailout funds currently has less than N1 billion, with civil servants and pensioners owed seven months’ salaries. It similarly claimed that no Infrastructural projects are being executed despite the government getting close to N20billion in Federal Allocations since January 2016.

In January, the state got N2,580,000,000, N 2,690,764,451.52 in February, N 3,516, 357,267.2 in March, N 2,291,476,388.06 in April, N 3,843,118,140.02 in May and N 3,490,878,662.89 in June, making a total of N 18,412,594,909.69 excluding July allocation.

“This is exclusive of the allocation to the 21 LGAs, yet Kogi State Government is not paying salaries; no single drainage being done; students have been home; no subvention to tertiary institutions,” alleged EMA.

The group also accused the governor of deducting N20million monthly from council allocations. The monies are said to be passed on to the governor’s Chief of Staff, Edward Onoja. Of this sum, group stated, N10million is used for the repayment of vehicles bought for political appointees, while the remaining N10 million is shared by the Chief of Staff, Auditor-General and Accountant-General respectively on monthly basis, according to our investigations.

The Chief of Staff, EMA further, alleged, knows when councils’ accounts are credited monthly, as he receives alerts of LGA accounts on his phone in order ensure strict compliance with the N20 million monthly deduction.
