If you put in money you expect more returns or profits in return whether by stealing public fund when you win or juicy salary with great packages. Some are lucky they compensate them with appointments or contracts, that way they dont get to loose fund. Many similarities in business also apply into politics. They both have expenses and profits and loss. Once politicians win they deduct their expenses from stolen public funds, the balance is their profits. They mostly don't care about the electorates. One can loose money in any business transactions if things don't go the right way as planned or they fail to plan.
