No. If you take the principle of fiscal federalism seriously, then it should start from your local policy. One reason I've always thought the whole Biafran agitation was deeply unserious was that the agitators never seemed to have given any serious thought whatsoever to the heavy net dependence of the SE on Federal allocation - feeding off the oil wealth of the Niger Delta and Lagos tax revenue. No, all groups do not benefit equally in other states. There are axes of development (usually centered around the state capital) and many much poorer constituencies with much poorer infrastructure. This is not in any way unique to Imo, though compared to a state like Anambra it seems the imbalance is more pronounced in Imo state. This is for you to sort out in your internal politics as rational, civilized adults and it must not be left to outsiders to bail you out. If a multi-ethnic state like Delta can live together harmoniously and find mutually beneficial arrangements between competing groups, then I can't take seriously an Orlu man trying to claim he cannot co-exist with Owerri people, and how they have "less in common". You're shaming the Igbo race here and I'm deeply embarrassed.

Yes, Niger state should be 3 states before creating a state out of Imo. Nobody is saying landmass is THE main factor. It should certainly be a significant factor. When you consider the tiny landmass of the SE (BY FAR the tiniest among the geopolitical zones) and ADD other factors like population, and ethno-linguistic and religious homogeneity, the SE is the least deserving region in Nigeria of an extra state. BY FAR. Other regions should fight to equal the NW's 7 states before the SE even achieves 6. If we can add territory from Igbo groups outside the SE in the SS or Middle Belt to create a 6th SE state, that's fine, but no division should ever come from within the SE's current borders. And even if that came, Orlu is not in any way more deserving than Adada or Aba.

At this point, I realised that you are a most uninformed person writing out of prejudice. Niger delta region includes Imo state. You don't know. Orlu zone has the largest reserve of natural gas in Nigeria. You don't know. It's the oil producing area of Imo state.

The state proposed between Imo and Anambra states is most viable, many times more viable than those you go for in the SE zone. Apart from that, going from the history of state creation in the SE region, a 6th state in the SE zone MUST come from between Imo and Anambra states; or from any of the two states.

The SE is BY FAR the most ethnically (and religiously) homogenous geopolitical zone in this country and we continue to have this stupid clannish fights. You deserve your own states because Owerri people are different clans from you. What if they were an entirely different tribe with an entirely different religion like the many states of the Middle Belt who learn to live together? What would you now do?
If you had known how many years of efforts many of us had put crying for return of True and Fiscal federalism to the regions of Nigeria, you would not be so condescending in rest of your take above. Do you pluck True and Fiscal federalism from a tree in Nigeria, or do you want to war for it? Not even many states in Nigeria will opt to return to their former regions. Owerri in Imo state, for example will not. Did you not hear Owerri dragging international airport for SE for Owerri, instead of Enugu Akanu Ibiam International airport; that was when one Owerri woman was Minister for Aviation?
The other multi ethnic states learnt to live together because all groups benefit, however little, from spread of government development infrastructures in the state among the various ethnic groups in the state. In Imo state, Owerri hid under state capital during the military era and dragged all federal universities, polytechnic, even state university, all state ministries and federal parastatals in Imo state and located them in Owerri zone.
YES, because Owerri people know they have less in common with Orlu is reason why Owerri swore after the present Imo state was created, that no public institution or parastatal of federal government in Imo state must be allowed outside Owerri zone. Owerri believe a new state will come to Orlu. Face reality and stop using ONE IGBO to hide the truth.

Owerri zone is now nearing Abuja in modern development, whereas Orlu zone left with no government institutions and parastatals to induce modern development in it has gone down.

1. Igbos outside SE are disunited with those in SE, and the disunity is deeply rooted in political boundaries which started when Bernard Burdillion divided Igboland into Eastern Igbos and Western Igbos in 1939. It's an anomaly our people have sought to correct since then.

2. What stake in oil rich SS are speaking of? Anioma have enough oil and gas for themselves and don't need those of Itsekiri, Isoko, Ijaw and other Minorities to be fine. Under Anioma state, they will have full control of their own resources and grow on their own pace outside the noise and drama from Minorities of SS! Anioma is not a parasite dependent on SS for sustenance, Anioma is fully viable and capable of independence. If anyone needs each other, it's minorities that have always needed Anioma. They are the ones that came begging in 1960s for Dennis Osadebey to rescind his reunification with Eastern region agenda and accept Midwest arrangement with the minorities.
Anioma has never needed or begged the minorities to be in same political arrangements with them, it has always been the other way round.

3. You are the divisive one, you claim you want a 6th state for "SEners" when in actual fact, what you want is a state for Orlu! If I ask you to bury your Orlu state agitation and support Adada, Etiti, Aba states agitations who are all in SE and all have merits to demand for state, you will not. You will find a way to claim that Orlu should be the front state. So in essence, your interest is myopic, parochial, atavistic and lacking in pragmatism or foresight, you haven't outgrown your clannish loyalty. You need help.

4. You can't know what SE want more than SEners. Go to the Facebook and Twitter pages of Senator Ned Nwoko, see SEners all supporting the proposal,, our people have grown in maturity and now know that nothing is more important at this point in time in our history than Igbo unification!

5. If at all there will be 6th SE state, you can be rest assured that it will be Anioma that SE commoners will back, and woe betide any SE politician that doesn't play along.
The only thing that will kill Anioma state agitation is Anioma people themselves.
If they reject Ned Nwoko proposal and decide to continue swimming in dirty pool with minorities that see their land as conquered territory and themselves as slaves , then we move on, maybe back Orlu state and let them stew in their folly, but atleast posterity will be fair on us and Senator Ned Nwoko.
But it will be a big shame on us in SE that a big chance to bring Anioma back to SE was presented and we chose a meaningless Orlu state creation over it. Our children will look at us in the future and shake their heads in disgust.
History you don't know; you need to get to know the history of state creation in the southeast zone: Old East Central state was divided into Anambra and Imo states in 1976.
Anambra state had Enugu, Abakaliki, Nsukka, Awka, Onitsha and Nnewi areas. Imo state had Owerri, Aba, Umuahia, Orlu and Okigwe areas.

Again another state creation exercise: Anambra state was divided into Enugu and Anambra states. Enugu state had Enugu, Abakaliki and Nsukka areas, while Anambra state had, and still have Onitsha , Awka and Nnewi areas. At the same time, Imo state was divided into Abia and present Imo states. Abia state had Umuahia and Aba areas. Imo state had Owerri, Orlu and Okigwe areas.
For the 5th and last state in the south east: Ebonyi state was created from Enugu state mainly through taking out Abakaliki from Enugu state. Enugu state is now left with Nsukka and Enugu areas. Afikpo local government area of Imo state and Isuikwuito local government area of Abia state were joined to Abakaliki to form Ebonyi state. Imo and Anambra states still remain more or less the same. Why would you talk about dividing Enugu state again, whereas Imo and Anambra states still remain the same like before Ebonyi state was created?

Also, a lot of the local government areas in Anambra south belonged to Orlu political division before states were created, and they share common ancestry with parts of Orlu zone; ask people of Uli, Amorka, Uga, Orsumoghu in Nnewi south, etc, local govt areas in Anambra south, Methinks, your disrespect for the name Orlu and its people, or desire for your Anioma state, is what is making you write falsehood as well as spit on the faces of people from Orlu zone. 1. You don't know your geography. Imo state is among the 4 smallest state in Nigeria. Anioma zone aka Delta North is bigger in size than the entire Imo state, let alone Orlu zone. You are being deceived by the number of LGAs in Orlu. Those are small LGAs by land mass.

2. There are internal resistance against Orlu state, for example the Southern Anambra and Egbema/Ohaji people might not necessarily want to be part of a future Orlu state.

3. Orlu is developed just enough, it is more developed that many other zones in the SE. So if development is your criteria for state creation, then Orlu will not even be in contention in SE.

4. You are ignorant of history. Anioma state demand has been on even before Imo state itself was created. It was initially called Alidimma zone. The minorities in Midwest convinced Osadebey to drop the demand for Alidimma zone for a unification with Midwest minorities to create midweek region, in return Osadebey was compensated with the position of Premier of the Midwest region.
So for you to claim that demand for Orlu state precedes that of Anioma shows how ignorant you are.

5. Enugu is the biggest state by landmass in SE, Adada state creation demand has also been on for decades. Infact Adada offers better proposition for Ndiigbo as the state offers us the option to bring back parts of Igboland currently trapped in Kogi and Benue states back!

6. Ohaneze Ndiigbo knows nothing about Igbo history. They are more interested in cash and carry politics.
By the way it's Ohaneze, meaning the Oha( the commoners) and the leaders (Eze). I'm part of Ohaneze being a commoner, and we are more in numbers, we know Igbo history more than those Ezes occupying position in the organisation, and we will make sure the right thing is done!
Orlu state demand must be rescinded and Anioma state demand for SE will take centre stage, that's what the Oha wants!

7. In this era of Igbo unification agenda, the only way Orlu state creation makes sense for Ndiigbo is if Orlu state is dropped, and replaced with Orashi state. In the sense that instead of unifying Orlu zone with Anambra south, we unify Orlu zone with Ndoni, Egbema, Ogba and Ekpeye in Rivers state and zone then to SE.
The above proposition is the only one that is of strategic importance to Ndiigbo. But this proposition is not yet ripe as Ogba and Ekpeye are still swimming deep in the murky waters of Igbophobia that Ijaws and other Minorities prepared for them.

8. In conclusion, Orlu state is not a viable option for Ndiigbo at this age and time. It only serves the parochial interests of some Orlu indigenes who can't outgrow atavistic sentiments for the sake of a higher vision that Igbo unification agenda represents.
You continue with sale of snake oil with your fake talk of unifying Igbos outside the SE zone with Igbos in the SE zone. Igbos inside and outside the SE zone are not disunited, except a few Ikwerres who say they are not Igbo. Given a choice, an average Igbo man would want a stake in the oil-rich SS zone.
And by the way, no state was created through giving land mass a consideration. Political interests and expediency guarded the soldiers when they created the 36 states. The soldiers never encountered parochial people's arguments, including yours here, when they created the states.
How can you hide under unifying Igbos to rant all the way here with pure blackmail of Igbos in the SE zone; blackmail in the sense, "if you don't want to help us to get Anioma state as 6th state for SE zone, you don't want Anioma people"? You are most divisive, man. If indeed they are creating a 6th state for the SE zone which merits it, the politicians and Ohaneze Nd'Igbo who have continued, since 2006, to ask and adopt a state between Anambra and Imo, are not fools. They love Igbos in Anioma. When the next round of state creation comes, they will side Anioma proposal, but for the SS zone. talk for now is about a merited 6th state in the SE zone.

Serious question. Issue is that southern politicians are meant to suffer inferiority complex before northerners since northern military dictators restructured Nigeria politically through creating 20 new federating units in one region - north, but only 17 federating units in two southern regions.
And the southern politicians are mostly not politically informed enough to understand that land mass or population figures are not used as criterion to create new federating units in a country formed by different regions. There should have been more states in the two southern regions than in the northern region.
