Oil marketers, on Sunday, indicated that the cost of Premium Motor Spirit, popularly called petrol, would rise to between N680/litre and N720/litre in the coming weeks should the dollar continue to trade from N910 to N950 at the parallel market.

They also hinted that dealers seeking to import PMS were being forced to put the plans on hold due to the scarcity of foreign exchange to import the commodity.

The warning came barely one week after the local currency crossed the N900/dollar ceiling, with the naira selling at over 945/dollar at the parallel market on Friday.

Oil dealers said the CBN Importers and Exporters official window for foreign exchange, which boast of a lower exchange rate of about $740/litre, had remained illiquid and unable to provide the $25m to $30m required for the importation of PMS by dealers.

Operators told The PUNCH that the only marketer, Emadeb, who imported the commodity recently, was now finding it tough to recoup its investment due to the depreciation of the naira.

Senior officials of major oil dealers, who spoke to The PUNCH in separate interviews on Sunday, said PMS price hike was imminent unless the local currency appreciates in the coming weeks.

Leaders of the Major Oil Marketers Association of Nigeria of Nigeria, Independent Petroleum Marketers Association of Nigeria, and Petroleum Products Retail Outlets Owners Association of Nigeria said there was a need for the Federal Government to intervene to address the crisis.

The National Public Relations Officer, Independent Petroleum Marketers Association of Nigeria, Chief Chinedu Ukadike, explained that the price of petrol was now driven by the fluctuations in forex, hence Nigerians should expect a hike soon.

Asked whether oil marketers were considering an increase in petrol price, he replied, “Once there is a slack in the naira against the dollar, there is going to be an effect. The demand and supply of forex is a key factor. We should also understand that it is not only petroleum products that use forex.

“Other manufacturers who import one thing or the other are also searching for dollars. So, the surge for dollars has continued to increase. So now that the dollar is hitting N910 to N940, and approaching N1,000, you should expect to buy PMS at the rate of N750/litre.

“It is simple mathematics, once the dollar is going up, have it in mind that the prices of petroleum products would definitely increase because the products are dollar-driven.”

Ukadike stated that oil marketers were still sourcing dollars from the parallel market, as the CBN’s Importers and Exporters official window was illiquid.

“Nigerians should brace for a price regime of between N680 to N720 if the exchange rate stays around N910 to N950/$, but the price is going to hit N750 once the dollar rises to N1,000.

This is because marketers still source dollars from the parallel market, and not only marketers but virtually all importers in Nigeria. There is no subsidy any more on petroleum products, so you expect the cost to fluctuate with the dollars,” he stated.

The IPMAN PRO also stated that the Nigerian National Petroleum Company Limited was still the major importer of petrol into Nigeria, though another importer, Emadeb, imported the commodity recently.

“NNPC is still the major importer for now. One other company, Emadeb, imported products recently, but because this product is being sold in naira, getting back their funds is another issue since the naira keeps depreciating, while PMS imports is in dollars.

“This is why it is often difficult to go back and buy again as an independent importer. That is the problem we are facing,” Ukadike stated.

On when Nigerians would start seeing the price increase, he said, “NNPC is like the sole distributor of petroleum products now, so once you see a change in the price of petrol at their outlets, then other marketers will implement it.”

Marketers not importing

The Executive Secretary, Major Oil Marketers Association of Nigeria, Clement Isong, alluded to the fact the dealers were not importing petrol despite the fact that the government recently issued licences to about six marketers to bring in products.

Asked to speak on the import of PMS by other marketers and whether they were sourcing forex from the I&E window or the parallel market, Isong replied, “The I&E window is illiquid. There’s no money there.

“To buy products, it costs you between $25m to $30m. You can’t find it in the I&E window. So it doesn’t work and that is why people are not importing.

“We can’t find dollar again, you can’t find it right now. Nigeria has to sort out the security issues in the Niger Delta so that we can increase our daily crude oil output. If we increase it to 1.8 or two million barrels per day, then there’ll be dollar in the market. So we need to stop oil theft.”

FG should intervene

On the apprehension of a possible hike in petrol price, Isong stated that this was inevitable if the dollar continued to rise against the naira, but noted that the government might have to intervene.

“Well, the President himself said in his speech that if they find petrol prices moving too high, they would intervene. We don’t want prices to move too high, nobody wants that.

“So if the dollar continues to climb, we are expecting some sort of intervention from the government based on what the President said,” the MOMAN official stated.

He further explained that PMS was different from diesel in terms of pricing because petrol was newly deregulated.

“The dealer that has bulk of the stock is the NNPC. So it influences the price in the market. Diesel, on the other hand, is different, because it has been deregulated for a very long time. So people will sell petrol depending on their cost structure, loans they took from the banks, forex, etc.

“Many things are put into consideration by dealers before coming up with their selling prices. There’s no one person who sets or controls the price. Nobody is controlling the price of PMS. Right now, NNPC, however, will continue to control the flow of the price. But after a while, that will stop,” Isong explained.

Earlier, the President, PETROAN, Billy Gillis-Harry, while speaking on the matter, had said, “So long as the naira is losing against the dollar, the price of petrol in our retail outlets will continue to increase. To address this, he called on Tinubu to make sure that Nigeria’s refineries were put back to use.

“We have requested that the President should declare a state of emergency on our refineries in order to speed up their repairs.

“That is the one sure way to go, in order to be able to predict the price of petroleum products, because for now, every PMS you buy in any retail outlet is dollarised,” Gillis-Harry stated.

Meanwhile, the CBN last week attributed the continued fall of the naira against the dollar to the diversion of Diaspora remittances to the parallel market.

The CBN Acting Governor, Folashodun Shonubi, spoke while delivering a lecture titled ‘Diaspora Remittances and Nigeria Economic Development’ at the National Institute for Security Studies in Abuja.

Shonubi said a lot of Diaspora remittances arrived in Nigeria in dollars and end up in the parallel market without being officially documented.

It is still unclear at what point the President Bola Tinubu administration plan to intervene in the market to arrest the unfolding crisis.

Amid concerns around the high cost of governance, the 48 ministerial nominees whose names were forwarded to the Senate for clearance by President Bola Tinubu, and about 560 commissioners-designates in 27 states of the federation, where elections held in May this year may cost the country about N23.4bn in salaries, findings by Saturday PUNCH have shown.

The figure was based on the recommended salaries and allowances for ministers and commissioners by the Revenue Mobilisation and Fiscal Allocation Commission.

Aside from the annual basic salaries, the figure includes such as allowances for accommodation (200 per cent of basic salary), domestic staff (75 per cent of basic salary), utilities (30 per cent of basic salary), house maintenance (five per cent of basic salary), wardrobe (25 per cent of basic salary), furniture (300 per cent of basic salary), motor vehicle fuelling allowance (75 per cent of basic salary), and entertainment allowance (45 per cent of basic salary), among others.

The furniture allowance is paid once every four years.

Tinubu has set the record for the highest number of ministerial nominees in Nigeria’s Fourth Republic (1999 to date) with 48, which experts said would likely worsen the high governance costs.

The President’s nominees topped the 42 appointed by his predecessor, Muhammadu Buhari, in 2019 by five more persons.

A week ago, Tinubu nominated 28 persons to be cleared by the Senate as ministers. On Wednesday, the President sent another list of 19 nominees, making a total of 47 potential cabinet members.

However, on Friday, Tinubu withdrew the nomination of Maryam Shetty as a ministerial nominee from Kano State and replaced her with Dr Mariya Mahmoud Bunkure, also from Kano State. He also added the name of Festus Keyamo, a Senior Advocate of Nigeria from Delta State, as a nominee for screening.

In his first term, Buhari named 36 ministers, while the number increased to 42 during his second term.

Former President Goodluck Jonathan in 2011 named 33 nominees to be ministers in his cabinet, including nine from the Umar Yar’Adua administration.

In 2007, Yar’Adua named a 39-member cabinet made up of 32 men and seven women.

Former President Olusegun Obasanjo initially named 42 ministers in 1999 but reviewed his cabinet to reduce the number of ministries and ministers to 27 and 40, respectively, before he left office in 2007.

Despite calls to reduce the cost of governance, Tinubu has now surpassed Obasanjo, Yar’Adua, Jonathan and Buhari to name 48 would-be ministers, setting a new record since the country returned to democracy 24 years ago.

Saturday PUNCH learnt that the total salary and allowances for each minister amounted to N11.85m annually plus the furniture allowance of N6.08m that would be paid once in four years.

Based on the RMAFC template, each minister is expected to earn a total of N650,136.65 monthly or N7,801,640 annually or N31,206,560 in four years, but when allowances for furniture and accommodation are added, it amounts to N53.49m in four years, which translates to N2.57bn for the 48 members that will make Tinubu’s cabinet.

However, the immediate past Minister of Labour and Employment, Dr Chris Ngige, said on Channels Television’s Politics Today programme on, May 1, 2023 that his and other ministers’ monthly salary was N942,000 after taxation; this adds to N11,304,000 annually. When accommodation allowance of N4,052,800 annually or N16,211,200 in four years and furniture allowance of N6,079,200 is added to the salary, it amounts to N67,506,400 in four years. When multiplied by the 48 ministerial nominees, the country may likely spend N3,240,307,200 on Tinubu’s ministers in four years.

He said, “My salary is N942,000 a month. That is my salary with my PA. That is the total after-tax — my feeding, my transport, the transport of one PA, the salaries of my gardener and my cook.

“They are all consolidated. After huge taxation, they paid me N942,000. Every minister you see, that is what you will see. The special advisers get around that amount too.

“The allowances are not anything. We don’t have any allowances except if you travel, you can get duty tour allowance, like every other public officer.”

Ngige noted that the federal government recently reviewed the travel allowance of ministers, permanent secretaries and others.

“It was reviewed to N100,000 for a minister, and I think ministers of states, N75,000; permanent secretaries, N70,000, and down the line. Level one, everybody else’s own was reviewed, not only our own,” he said.

However, there are provisions for duty tour allowance of N35,000 per night, estacode of $900 per night, unspecified medical allowance, leave allowance of N202,640 annually, severance package of N6,079,200 after successful completion of tenure and an optional motor vehicle loan of N8,105,600 to be repaid before expiration of tenure, which are not added to the total package.

For a special adviser to the President, RMAFC put the monthly pay at N590,957,81 or N7,091,493.75 annually in addition to N3,885,750 annually for accommodation, N5,828,625 furniture allowance payable once in four years. This means that for each special adviser, the country will spend N49,737,600.

The President recently sought the approval of the Senate to appoint 20 special advisers. This means at the end of his first term of four years and if the number remains at 20, the nation will pay the special advisers N994,752,000.

However, the special advisers will earn other allowances including N25,000 per night for duty tour, $800 in estacodes, unspecified amount for medicals, severance gratuity of N5,828,625 and optional motor vehicle loan of N7,771,500, among others.

When added together, the President’s ministers and special advisers will earn from the treasury a minimum of N4,235,059,200 in four years.

In June, RMAFC recommended an upward review in the basic salaries of political and judicial office holders.

The Chairman of the commission, Alhaji Muhammadu Shehu, who was represented by the RMAFC Commissioner from Kebbi State, Mrs Rakiya Tanko-Ayuba, disclosed this in Birnin Kebbi during the presentation of the reviewed remuneration package of political and judicial officeholders to the state Governor, Dr Nasir Idris.

The commission stated that the last review was done in 2007, which led to the 2008 Act on the remuneration of political office holders.

“The commission, having considered that the consumer price index of some selected baskets of commodities has collectively grown by an average of 371 per cent from 2008 to 2022, the current annual basic salary of all categories of political, public and judicial office holders in the country is adjusted upward by 114 per cent. ”

The commission explained that the reviewed remuneration packages required “legislation by the National Assembly” for beneficiaries at the federal level and the Federal Capital Territory, while the review for those in states and local governments would need legislative backing by state assemblies.

It admitted that the review would lead to an increase in personnel cost of government at all levels, adding that the remuneration packages were inputs from workshops it held on February 1, 2023.

However, following severe criticism of the planned review at a time the petrol subsidy had been removed, leading to over 400 per cent in pump price of the product, and galloping inflation of over 22 per cent that has eroded household’s purchasing power, the Presidency quickly issued a statement that it had not approved the increment in political office holders’ remuneration.

Elections were held in 28 states in May this year and most of the state governors have sent a list of commissioner nominees to the respective state houses of assembly.

The states include Abia, Adamawa, Akwa Ibom, Bauchi, Benue, Borno, Cross River, Delta, Ebonyi, Enugu, Gombe, Jigawa, Kaduna, Kano, Katsina, Kebbi, Kwara and Lagos,.

Others are Nasarawa, Niger, Ogun, Oyo, Plateau, Rivers, Sokoto, Taraba, Yobe and Zamfara.

However, Saturday PUNCH could not obtain the number of commissioners for Yobe, but the Osun State Governor, Ademola Adeleke, recently forwarded the names of his commissioner-nominees to the state House of Assembly.

As stipulated by RMAFC, each commissioner is expected to earn about N7.56m annually alongside a furniture allowance of N4.01m that will be paid once in four years. This means each commissioner will earn N4,880,871.25 as basic salary annually and a total of N19,523,485 in four years plus accommodation allowance of N2,674,450 annually over four years at N10,697,800, furniture allowance of N4,011,675 and leave allowance of N133,722.50 in 12 months over four years.

Each commissioner is expected to get a total of N34.25m in four years, which means the 560 commissioners would get N19.2bn.

The Lagos State Governor, Babajide Sanwo-Olu, recently sent the names of 39 nominees for clearance as commissioners to the state House of Assembly.

In June, Ebonyi State Governor, Francis Nwifuru, swore in no fewer than 35 appointed commissioners.

The Niger State House of Assembly last month unveiled 30 commissioner nominees sent in by the governor.

Kaduna State has 14 nominees; Taraba, 22; Borno, 18; Kwara, 20; Delta, 26; Kano, 19; Katsina, 20; Abia, 19; Sokoto, 16; Bauchi, 24; Nasarawa, 17; and Akwa Ibom, 23.

Others are Cross River, 24; Adamawa, 23; Enugu, 15; Gombe, 17; Jigawa, 14; Kebbi, 16; Ogun, eight; Rivers, nine; Plateau, 19; Zamfara 18; Oyo, 16; and Benue, 14.

It should be noted that the governors are entitled to the appointment of unspecified numbers of special advisers, senior special assistants and special assistants, among other aides, all of who will draw salaries and allowances from the treasury.

Saturday PUNCH had earlier reported that there were indications that Tinubu would restructure some of the ministries of the Federal Government by merging some, creating new ones and scrapping others.

It was revealed that the decision to restructure the ministries was in line with the recommendations of the Stephen Oronsaye report on the restructuring of the civil service, as this paper had earlier reported that Tinubu would implement some of the recommendations in the report.

The Chief of Staff to the President, Femi Gbajabiamila, during a recent interaction with journalists following the submission of the list of ministerial nominees, hinted at the restructuring of the Ministries, Departments and Agencies of the Federal Government.

However, it seems that the restructuring will lead to a bloated system based on the high number of ministerial nominees.

Experts give opinions

An economist, Prof Akpakpan Edet, stated that the increase in the number of ministers was unnecessary and would escalate the cost of governance.

He said, “What they have done is dangerous. For a long time, we have been complaining about the cost of governance. We looked at the number of institutions that they had and then said the government should reduce them. And they did, but there were so many overlaps. To now talk of 48 ministers doesn’t make sense.

“The implication is that they will further increase the cost of governance. At this level of our democracy, we don’t need this number of ministers; you can merge the ministries and still get the functions delivered. We need a leaner but very effective government.”

On his part, another economist, Dr Akin Akinyele, said the number of nominees would increase the poverty rate in the country.

According to him, the country does not need more than 36 ministers as provided by the constitution.

Akinyele stated, “The simple truth is that the number of ministers to be appointed is bloated; I don’t think we need more than 36 and that is only to play along with the constitutional provision, otherwise, we don’t really need that much.

“The rate at which poverty level is increasing is seriously alarming and uncontrollable, and for me, I don’t see any change with this.”

A professor of Economics at the Federal University of Technology, Owerri, Imo State, Baldwin Asiegbu, stated that cutting the cost of governance was commonsensical and needed no expert opinion.

In an interview with Saturday PUNCH, he said, “As the federal and state governments claim that there are meagre resources, it is very vital to cut costs where possible, especially in governance.

“Cutting costs now is one of the ways of making optimum use of the meagre resources.”

A chartered economist, Mr Ade Dayo, said it seemed as though the government was taking the Nigerian people for granted.

He added that he did not expect Tinubu’s ministers and aides to be more than 25, considering the nation’s scarce resources.

Dayo stated, “I was shocked when I learnt that the President had a first and second list. What for? With the way the country is right now, the President would have merged some ministries and shut down some parastatals so the country can breathe.

“A bloated cabinet is a sure recipe for disaster, and Tinubu must try his best not to end up like former President Muhammadu Buhari.”

A public policy analyst and lecturer in the Department of Political Science, University of Nigeria, Nsukka, Enugu State, Dr Ikechukwu Ugwueze, said the ruling class must not be seen as playing on the intelligence of Nigerians.

He said, “They are the ones who said the country was poor and had no money. They asked us to manage and they are appointing hundreds of aides.

“I learnt one appointed over 50 media aides alone. That is pure insensitivity.

“The masses are the only ones expected to make sacrifices. Our leaders are not interested in making sacrifices. This is why even as the NLC and TUC are protesting the harsh economic situation; they are packaging unseen palliatives for Nigerians.

“How can they share N500bn for 200 million people and give N70bn to just less than 800 persons? Is that not wickedness?”

Also commenting, a professor of Sociology at the University of Port Harcourt, Rivers State, Ifeanacho Ikechukwu, said many Nigerian leaders knew nothing about what true governance was all about.

He stated, “This is a trying time and Nigerians are looking up to leadership to explain how poor we are by adjusting the cost of running the government.

“This will make Nigerians endure, adjust and be patient and wait for a change. But when this elitist politics is carried to the extreme, where the government officials are the ones enjoying, leaving the poor to suffer, it pricks my conscience.

“This is the time for both the leaders and Nigerians to be patriotic by cutting costs at both ends, beginning from the leadership.

“It is clear that this bloated size of the cabinet would have clear negative effects on the economy of the nation since these appointees’ salaries are meant to be paid with the scarce resources.”

A financial expert, Philip Durojayeola, stated that having 48 ministers was a route to doom in terms of the country’s finances.

He said, “I’ve seen that some governors have also taken this route by appointing several unnecessary aide and SSAs. One appointed aides on content creation. It’s so sad that we have found ourselves in this situation as a country. President Tinubu came out some days ago and outlined ways in which the country could scale through the crisis. As a leader, he told us that we needed to sacrifice, but he’s showing no sign of sacrifice.

“Why do we have so many ministries? In the first place, why do we have a minister coming from each state? I don’t know who created that rule but it doesn’t make any sense to me. Many of the ministries we have are not necessary. The President has a plan to separate some ministries and expand them to 47. There’s no way the cost of governance will not increase. There’ll be allocations for those ministries, there’ll be provision to take care of the ministers as well in a country where we do not have money, a country where we can’t finance federal universities or unity schools again, but we have money for more ministries. How do we get money for that? This money is coming from the country’s reserves.”

Durojayeola added, “In a state like Adamawa where people took to the streets to protest that they were hungry, the next thing the governor did was to appoint 35 SAs on social media and content creation alone. What exactly do you want to put out there that one or two persons can’t handle? What are they creating?

“This is bad for Nigeria’s economy and it is a wrong signal to foreign investors. These actions have ripple effects. As an economist, I can assure you that the economy will take a downturn based on all of these because we are going to be spending a lot to maintain many offices when we don’t have money.”

Another economist, Deborah Oluwagbenga, explained that Nigeria was not in a financial state to employ the services of many ministers.

She stated, “Let’s not forget that this country is in huge debt and the best way to go is to reduce the cost of governance. If the President is appointing this huge number of aides, he’s already laying a foundation for governors to do the same.

“This is not developmental and can crush the economy of the country. What we should be looking at this time is to ensure that we reduce our expenses and try to make good use of what we have in areas that need adjustments. We cannot continue like this.”

President Bola Tinubu on Saturday in Nairobi, Kenya urged African leaders to respect democracy, rule of law, and ensure political stability.

Tinubu made the call at the ongoing United Nations Development Programme going in the Kenyan capital.

He urged African military institutions and states to recognise and respect the need for democratic renewal saying coups d’état should be discouraged in the continent, especially in the face of challenges like the COVID-19 pandemic, insecurity, and climate change.

The president, in a statement at the event, presented by Ambassador Adamu Ibrahim Lamuwa, the Permanent Secretary in the Ministry of Foreign Affairs, said it was regrettable that West Africa, despite its numerous instruments and mechanisms for promoting democracy and good governance, is leading other regions in the use of unconstitutional means to change governments.

He also warned that the ugly trend of the military straying into the political arena is causing threats to peace, security, and stability, and engendering poverty, displacement, and humanitarian crises.

He said, ”This ugly trend has only succeeded in threatening the peace, security, and stability of the sub-region and by extension the African continent, leaving in its trail poverty, internally-displaced persons, and humanitarian crisis. In the same vein, this ugly trend has also led to food shortages and escalated health challenges.

”We therefore must take deliberate steps to address the root causes of unconstitutional changes and coups d’état in Africa. As a continent, we cannot make progress toward achieving the goals and targets of the UN Agenda 2030 for sustainable development, as well as those of the AU Agenda 2063 for the “Africa We Want”.

”Between 2020 and now, Africa has witnessed six successful coups d’état and three unsuccessful attempts. This rise in military takeovers and unconstitutional changes in government disrupts our democratic processes and undermines stability on the continent.

”It is for this reason that I call on all African leaders at all levels to make concerted efforts in respecting the tenets of democracy and the rule of law, in order to ensure political stability on the continent.”

The plan by President Tinubu to pay ₦8000 monthly to 12 million households as fuel subsidy removal palliatives is commendable. It gives a human face to the harsh economic necessity of petrol subsidy withdrawal.

But to help our nation grow, I would suggest to the President that he ties the ₦8000 monthly payment to the condition that children in recipient families MUST attend school and have their payment vouchers signed by the principal/headmaster of their school proving that they attended school throughout that month, failure of which they will not be paid.

That way, Nigeria will reduce her current population of 20 million out-of-school children. And it will have an immediate impact on our economy, as educated children tend to be healthier, less likely to engage in terrorism and criminality, and also less likely to be teenage parents.

Furthermore, as a nation, we should not only give fish to people experiencing poverty. We should also teach willing Nigerians how to fish.

I, therefore, recommend to the President that he may want to provide free training and business grants (not loans, but grants) to at least half a million Nigerian youths to enable them to start up verifiable small and medium-scale enterprises. Nigeria's situation is similar to that of the United States of the 1930s, and this was how President FDR Roosevelt empowered Americans through the New Deal.

In that way, the President will help Nigerian youths to help themselves as well as to help Nigeria.

Once again, good job, and kudos to the President. If he, however, does wrong, he should also expect knocks.

The Bank of America has said the Monetary Policy Committee of the Central Bank may need to increase interest rates by at least 700 basis points before the end of the year to curb inflation.

In an interview with Bloomberg on Monday, the bank’s sub-Saharan Africa Economist, Tatonga Rusike, said the hike was necessary to tackle soaring inflation occasioned by the fuel subsidy removal and unification of foreign exchange.

Rusike explained that at the current trend, inflation may quicken to 30 per cent by the end of the year from 22.4 per cent in May, noting that the nation’s apex bank may need to push up the rates.

He further warned that if this decision was not taken, foreign investors might exercise caution before investing in the country.

“Inflation may quicken to 30% by the end of the year from 22.4% in May and that will require a monetary policy response from the central bank – effectively, interest-rate hikes by at least 700 basis points.

“If the negative real interest rate is not reversing, then it is less likely to see foreign inflows coming into the country,” Rusike said adding that “it is less likely they (CBN) will do such level of increases,” he said.

The PUNCH reports that the CBN, in record-breaking moves has been increasing the country’s interest rates since last year.
