Nigerian army killed at least 15 members of the Niger Delta Avengers (NDA) militants and arrested 12 in an operation to secure oil and gas facilities in the region. The operation followed three violent attacks on oil facilities by the NDA last week. According to military sources, soldiers of the Nigerian Army on Sunday encountered the militants at Gulobokiri and Eweleso around Brass area in Bayelsa State. The group is suspected to have been plotting to blow up Nigeria’s Agip Oil Company pipeline at Gulobokri. The troops The suspected vandals opened fire on the patrol team and the troops responded with superior firepower. The military sources said several militants were killed in the encounter with others sustaining gunshot injuries. A member of Nigerian Security and Civil Defence Corps (NSCDC) reportedly sustained a gunshot injury. Soldiers also encountered three speed boats suspected to have been transporting militants to attack another critical oil infrastructure in the area. Were arrested The troops opened fire on them, killing most of them and injuring others. Twelve suspected militants were arrested in the encounters. The Army on Sunday paraded the 10 suspects in Benin, the Edo State capital. Sea exercise The Nigeria Chief of the Naval Staff, Vice-Admiral Ibok Ete-Ibas, had described militants attacking oil and other critical infrastructures as enemies of state who must be dealt with accordingly. He spoke at the Gulf of Guinea (GoG) during an international maritime sea exercise organised as part of activities to celebrate the Nigerian Navy’s (NN) 60th anniversary. The Navy on Sunday deployed four gun boats with special forces in the Niger Delta creeks to flush out Niger Delta Avengers and other threats to economic stability.

A Professor of Philosophy at the University of Lagos, Kolawole Ogundowole, has said it is wrong of the Federal Government to control the resources produced by the various regions of the country. Describing the control of resources by the Federal Government as an act of corruption, Ogundowole said each tribe should be allowed to control the resources in its domain. Ogundowole also said no contemporary political party in the country had shown the political will to change the country. He described Nigerian politicians as “internal colonialists” who were merely building on the sad legacies of the British colonialists. He said real change would take place when each tribe of the country was given the power to manage its resources and territory. He said rather than “shrink the country into geopolitical zones,” each tribe should be identified by its real name and given territorial sovereignty. Ogundowole spoke in Lagos on Thursday during the presentation of his two books titled, “From Kakistocracy to Institution of Democracy,” and “US Africa: The path not taken.” The don, who defined ‘Kakistocracy’ as the rule by the worst in a society, described the sharing of national resources by the Federal Government as “colonialism” in a new form. Tracing the country’s political history to the British colonial era, Ogundowole said the colonialists foisted an irregular system on the country which successive Nigerian leaders had refused to change. He said, “It is unethical for anybody that has no territory to lay claim to a mineral deposit that he never owns. The Federal Government’s claim and power over resources owned by each ethnic group is, in itself, corruption.”

Windows Mobile is a failure.

Lackluster app store, poor support for apps. Several key productivity apps are either not in the store, or appear via third party apps.

90% of angry birds titles are not on wp10.

Meanwhile Ms is pushing its office apps on ios and android with ferocity.

I have reset my 640xl multiple times because it keeps having WiFi issues where it forgets hidden networks. It has been having similar issues where you have to restart it four times before it can work with data/wifi

Right now changing quick actions fails. I set my wallpaper to Bing , that fails too. Phone keeps refusing to respond when some tiles in settings are activated.

Even more disgusting, the windows phone recovery tool takes the phone back to 8.1

Ms has all but given up on Windows Mobile, and it shows.

The lack of windows mobile popularity means workarounds are hard to find.

Ios is a rich man's OS, but there are deals every other day where you get polished apps for free. Most Deals on Windows Mobile are literally 419, where free to play

The Federal Ministry of Power, Works and Housing on Friday said it had terminated any contract with Lead Consultant on its National Power Sector Apprenticeship Scheme. This was contained in a statement signed by Timothy Oyedeji, the Director Press of the Federal Ministry of Power, Works and Housing, obtained by the News Agency of Nigeria in Abuja. The statement stated that the notice became necessary as the ministry in its letter of notification dated October 28, 2015, conveyed government’s approval to end its phase-one of the scheme. It added that this was pending until a full audit as directed by the present administration was done. It stated that the Divisional Police Officer at the Federal Secretariat was notified that the Ministry’s contract with Lead Consultant, Sybil Williamson of Wittengeisen and Walter Limited was terminated. It added that a letter to that effect was also sent to the former co-ordinator. It stated that from this development, the contractors no longer worked for or acted on behalf of the Ministry. It stated that henceforth public should not entertain any request through advertisement or direct solicitation for selection of trainees from the former co-ordinator in respect of the National Power Sector Apprenticeship Scheme

‎ABUJA – The Supreme Court, Monday, gave reasons why it upheld the April 11, 2015, governorship election that brought Governor Udom Emmanuel of Akwa Ibom state to power. Adducing reasons for the unanimous judgment it delivered on February 3, a seven-man panel of Justices of the apex court, maintained that neither the All Progressives Congress, APC, nor its gubernatorial candidate in the state, Umana Okon Umana, was able to prove that the election was rigged. The Supreme Court panel faulted both the Abuja Division of the Court of Appeal and the Akwa Ibom State Governorship Election Petition Tribunal, which it said failed to properly evaluate the evidence and case that the contending parties filed before them. It will be recalled that the Abuja Division of the Court of Appeal had on December 18, 2015, nullified the outcome of the April 11 governorship election in Akwa Ibom State. The appellate court equally vacated the judgement of the Akwa Ibom State Governorship Election Petition Tribunal which had on October 21, ordered a re-run poll in 18 out of 31 Local Government Areas in the State. Umana Umana In their unanimous judgment, ‎a five-man panel of Justices of the appellate court said there was sufficient evidence that the election that produced Governor Udom Emmanuel of the Peoples Democratic Party, PDP, was not conducted in substantial compliance with provisions of the Electoral Act 2010, as amended. The court held that the Justice Sadiq Umar-led tribunal, failed to properly evaluate both oral and documentary evidence that were presented before it by the All Progressives Congress, APC, and it governorship candidate in the state, Mr. Umana Okon Umana. Justice Adefunke Okojie who delivered the lead verdict, stressed that the lower tribunal erred by not according probative value to a document that indicated that the ‎election was characterised by “massive over-voting”. She noted that exhibit -322‎ that was tendered before the tribunal, showed that the number of ‎votes recorded at the end of the election, exceeded the total number of accredited voters. Besides, it was the position of the appellate that the said exhibit, ‎which was a report on number of voters that were captured by the Smart Card Reader Machines, indicated ‎that there was an excess of 685,78 votes. ‎Justice Okojie said it was not enough for the tribunal to anchor its reason for nullifying election in only 18 LGAs on the fact that a total of 566, 436 voters in the affected areas were disenfranchised during the governorship poll. She faulted the ‎tribunal for holding that the petitioners failed to prove that allegation of electoral fraud and non-compliance was not substantial enough to warrant the outright cancellation of the governorship election. More so, the appellate court held that the petitioners, having adduced evidence that the election was not properly conducted as required by the law, ‎it said the onus was on the respondents- Governor Emmanuel, PDP, and the Independent National Electoral Commission, INEC, to prove that there was substantial compliance. It held that the tribunal was wrong by laying the whole burden of proof on the petitioners, saying “whichever way one looks at it, facts show that votes recorded at the end of the election where far in excess of the total number of accredited voters”. ‎The court therefore declared that the 1st respondent, governor Emmanuel, was not duly elected by majority of lawfully cast votes. “The tribunal was wrong by failing to invalidate the entire election. The appeal succeeds. The judgement of the tribunal sustaining election in 13 LGAs of the state is ‎hereby set-aside. “The entire governorship election is hereby nullified. Consequently, the election and return of the 1st respondent as the duly elected governor of Akwa Ibom state is hereby nullified. “The 4th defendant, INEC, is to conduct a fresh election in Akwa Ibom state within 90 days”, Justice Okojie held. Dissatisfied with the verdict, governor Udom, the PDP and INEC took the matter before the Supreme Court, where they challenged both the verdict of the tribunal and that of the appellate court. Similarly, both the APC and its candidate in Akwa Ibom state, Umana, also lodged their own cross-appeals before the apex court. Meanwhile, the apex court panel, yesterday, insisted that the petitioners before the lower court, failed to prove their criminal allegations beyond every reasonable doubt. The Supreme Court further held that APC and Umana, failed to prove their allegation that electorates in Akwa Ibom state were disenfranchised, polling units by polling units. It said the lower courts erred by placing heavy reliance on the evidence of Pw-48, ‎who the petitioners brought to testing that there was dis-enfranchisement of voters in 18 out of the 32 Local Governments Areas in Akwa Ibom state. The apex court noted that the witness had in his Evidence-in-Chief admitted that he was not at his polling unit at the time of the polls . The court also held that the over generalisation that there was anarchy in Akwa Ibom state during the election, was wrong, saying neither the Nigerian Police report nor any of the security agencies that participated in the exercise, confirmed such incidents. It said the evidence of the security agencies before the lower courts, contradicted the testimony of the witnesses the were brought by the petitioners. ‎According to ‎Justice Centus Nweze, who delivered the lead verdict,”The two lower courts metamorphosed into an inquisitory forum shopping for schemishes, even though there was no demonstration in court “. The apex court held that the judgment by the tribunal and the appellate court were consistent with the law and thus accordingly set aside. Similarly, the apex court, yesterday, ‎equally justified its decision to uphold the elections of Governors Ibrahim Gaidam‎ and Ifeanyi Okowa of Yobe‎ and Delta States, respectively. ‎The Supreme Court panel headed by Justice ‎Walter Onnoghen, insisted that petitions that were lodged against the election of the two governors, lacked merit. The Governor of Akwa Ibom state, Mr Udom Emmanuel is partnering with the private sector to establish three oil refineries in the state. The Commissioner for Commerce and Industries in the state, Barr Emmanuel Enoidem gave the hint when he spoke to our correspondent in his office. Enoidem told THE SIGNAL that the state Government is partnering with the private sector to establish three crude oil refineries. The commissioner said the first refinery, Rev Oil Petroleum Limited when completed will have a capacity to produce 50,000 barrels per day. He noted that the interesting part of the refinery project is that it is seated on an oil block. "The oil block was owned by shell and later the Federal Government took it over and sold it to the present company. It is in Iko in Eastern Obolo LGA. There are about 17 oil wells in that region and 15 have been confirmed to be commercially viable. The proximity between where the crude oil is found and the refinery is very short". He added. Enoidem also said that the second Refinery is Resource Petroleum Limited, which will produce over 100,000 barrels per day. He disclosed that all the licenses had been obtained and that the location, about 96 hectares of land has been cleared between Eket and Ibeno local Government Areas. He said that the team from the Department of Petroleum Resources (DPR) is expected soon to inspect the location, so that Preisdent Mohammadu Buhari can visit the state for a ground breaking ceremony between now and April, 2016. Enoidem further said that the ministry of lands and housing is working on the staff quarters and that a lot has been achieved so far on the project. "The unique design for the refinery has been approved. The major engineering design and final designs will be approved soon". The Commerce and Industry Commissioner further expressed Government's desire to make the Amakpe Refinery project a reality. He disclosed that a couple of meetings between parties have been carried out. "It is the first privately owned oil refinery in Nigeria. Government has inspected the facilities and is satisfied. The design and engineering metrics are fine at the manufacturing facility in Pasadena Texas" He said. "There are debts to settle at the Amakpe Refinery. The refinery was built about eight years ago and it has been warehoused by the company that fabricated it. 14.9 million dollars is to be paid. It includes the cost of shipment back to Nigeria, clearing and installation by the technical team. The refinery has a capacity of 6,000 panels per day, expandable to 12,000" He added. He said already the government is sourcing for funding to pay up the debt and bring back the refinery. He appealed to the people of the state to support the Udom Emmanuel Government as it has what it takes to rejuvenate the drowning economy of the State at a time the nation's economy is dwindling. He said that the three refineries would employ more than 500,000 people directly and indirectly when completed. #AkwaIbom

…DEVISES FALSEHOOD AGAINST MAN OF GOD The Akwa Ibom State opposition party, All Progressive Congress (APC), has taken its desperate efforts to gain relevance to another futile level, with tones of falsehood against Pastor Enoch A. Adeboye, the General Overseer of the Redeemed Christian Church of God (RCCG), who was on a two-day visit to the state on Wednesday at the Government House, Uyo. The APC, in one of its media outlets, Global Post newspaper, on Thursday, 21 January, 2016 edition, published a concocted lie under its headline: “Prepare To Vacate Government House –Redeemed Pastor, Adeboye Tells Udom Emmanuel *As Crowd Booed A’Ibom Governor”. In the publication, the APC-sponsored newspaper reported that “The senior pastor of the Redeemed Christian Church of God, Pastor Enoch Adeboye, has informed the Akwa Ibom State Governor, Mr. Udom Gabriel Emmanuel, that the Supreme Court of Nigeria will end his tenure next month.” It also alleged that the state Governor had welcomed the Redeemed Pastor happily with the hope of receiving prophesy of winning, but was shocked when he was informed that his tenure will be terminated at the Supreme Court next month. Misquoting the Man of God, it reported that Pastor Adeboye said “be careful that the glory not depart from you. You may not be favoured by the outcome of the Supreme Court…” The APC is going too far in its lies against a man that God sent on a Divine Visitation to the state and this can incur the wrath of God on the state. Contrary to the false propaganda, Pastor Adeboye, in his speech actually said, "It is well with Akwa Ibom State as it gives God a prime place in its administration through laudable Christian programmes which draws Men to God." He called Governor Udom Emmanuel his "spiritual son." He congratulated Governor Emmanuel on his elevation to the helm of affairs of the State and prayed God to imbue him with divine grace and wisdom to lead the state aright. The governor received a standing ovation when he was introduced, unlike what the APC publication cooked that the Governor was booed. A video of the event published on youtube saw the crowd being on a standing ovation when Governor Emmanuel delivered his welcome address which threw Umana and his wife into a state of total confusion. Umana Okon Umana, the defeated APC candidate who was at the stadium was seen fidgeting and confused amidst the popularity enjoyed by the governor. He was stopped by the protocol officer when he wanted to join the Governor and other leaders of the state on the Red Carpet and to take a seat with them. Gov. Abuja - The Akwa Ibom State Government has dismissed the performance rating of Governor Udom Emmanuel by a Lagos based group.

The Centre for International Advanced and Professional Studies (CIAPS) rated him among the lowly performing Governors during October.

The State described the rating as false and misleading.

The State Commissioner for Information and Communications, Aniekan Umanah, said the purported comparative analysis of Governors' performance in Nigeria was a "spurious fabrication that insults the sensibilities of Akwa Ibom people."

These people were witnesses and beneficiaries of the good governance brought to bear by the Governor, said Umanah.

“Governor Udom is the best performing Governor in his set,” he said.

He accused the CIAPS simply targeted PDP Governors.

A number of these received low ratings.

Criteria used included payment of salaries, new projects, education, security and leadership by example.

Umanah said under such yardsticks, Emanuel would score excellent in all.

"For the avoidance of doubt, Akwa Ibom State Government has paid all its workers salaries to date and has the most robust project rollout as shown in the 100 days score card of the Governor,” Umanah said.

He added that the state is implementing the Free and Compulsory Education Programme and in October, paid subventions to heads of Primary and Secondary Schools for the administration of schoolchildren.

“Akwa Ibom is one of the safest states in the country and Emmanuel has remained exemplary and focused in his pursuit of the wellbeing of the people,” Umanah added.

The Commissioner also outlined some of the achievements of Emmanuel to include; ongoing construction and dualization of about 140 km of roads with nine bridges across the state.

He mentioned the Ibom Deep Seaport development drive, the on-going construction of the second runway, massive electrification projects and the ground-breaking for the establishment of different industries.

"Five months of his administration, the Governor has spiced up the story of Akwa Ibom as over 50 foreign investors are currently discussing with the government on modalities for setting up businesses in the state."
"If CIAPS had sent its members to visit the State for a first-hand feel of the situation on ground, they would not have released their faulty findings," said Umanah.
