By now you should know that the man is an impulsive liar. I do not think he was employed at any time to assist with any port congestion. He being an importer probbably just happen to be one of those who complain, so it is possible that the ports management were asked to do something about it. But as lamba that he is, he wanted to use that previous interview to claim glory for something that he most likely had no hand in solving, just that the thing backfired which is why he is now backtracking.

Even now, he is not able to still say the truth that he had nothing to do with the issue of helping to clear the port because that will expose the initial lie.
