Many people appear to be ignorant of the existence of the official charges for Merriment and Entertainment in certain parts of Lagos.

What this means is that, as Lagos resident, each time you want to hold a social gathering such as birthday party, burial ceremony, wedding, and such like, you need a permit — the Merriment and Entertainment Permit — being issued by Agege Local Government Area as ratified by law.

The local government authority on Thursday confirmed that residents need to obtain the permit before they could legitimately hold social gathering.



The Area Officer, Iloro area of Agege, Mr. Badmus Nurudeen Olugbenga, confirmed that the local government issues the permit as needed.

Olugbenga said that residents who want to have a party are required to pay a total of N10,500 into the coffers of the local government, while the invoice would be raised in the office.

Punch Online had put a call through to the number on an Agege LG letterhead, which has been trending on the social media.

The letter stated that the recipient, whose house was on 100, Dopemu Road, Agege, had held a party on 13th May, 2018 without seeking and obtaining the permission of the local government area office in Iloro.


The letter therefore asked the recipients to pay N10,500 being “Merriment/Entertainment permit in accordance with the Merriment bye-Laws enacted by the Local government.”



Mr. Olugbenga clarified that the permit was necessary for all social gatherings, whether they are held in private residences or at rented event centres.

He was, however, clear that the council would not grant a permit for a party to be held on the road.

CrimeLagos Printer Abducts, Rapes Pupil He Met On Facebook by Helpfromabove1(op): 6:24am On May 25, 2018
A screen printer, Oluwaseun Badejo, has been arrested by operatives of the Lagos State Police Command for allegedly abducting and raping a 15-year-old girl, identified as Lateefat, in the Somolu area of the state.

PUNCH Metro learnt that the Senior Secondary School two pupil of a public school at Ifako, Gbagada, was alleegdly drugged before the suspect had rounds of sex with her.



Our correspondent gathered that the duo met on a social media platform, Facebook.

Badejo, who claimed to be a pastor, was said to have started by sending prayer messages to the victim.

The 25-year-old was reported to have later invited her to a shop on Ayepe Street, Somolu, from where he lured her to his friend’s house.

PUNCH Metro was told that the suspect, with the help of his friend, drugged Lateefat and raped her.

The victim, who missed school and did not return home, was said to have been declared missing by her parents.

After some search, she was reportedly traced to the Ita Baale area of Somolu, where she was rescued.

Her brother told our correspondent that she could not stand up and had to be taken to a hospital for treatment.

He said, “She went to school on Monday and did not return home. On Tuesday, her mother became worried and called me to ask if I knew her whereabouts. That was because her school was near my house.



“When I got to her school, I did not see her and I reported back to her mother that she was also not in school. The mother and I went to meet her teacher to ask for her whereabouts.

“The teacher called some of her friends, who seemed to know her movements. They took us to the man’s shop, but she was not there. They suggested we go to the man’s house.

“We hid somewhere, while her friends went to check. They reported back that they found her sandals at the man’s apartment. I am a scout member. So, with my training, I barged in and got the man arrested. We saw Lateefat on the bed; she could not stand. We took her to a hospital and handed the man over to the police.”

The teacher, who spoke on condition of anonymity, said Lateefat’s friends identified Badejo as the man she had been chatting with on Facebook.

She said she pretended to be a detective to be able to drag the suspect to the Onipanu Police Station, where he was detained.

A police source said Lateefat’s drink was drugged by the suspect, adding that she woke up around 1am on Tuesday and found herself in bed with Badejo.

The source said early that day, the suspect had another round of sex with her.

He said, “Actually, the girl’s brother gave her a mobile phone sometime in January 2018 and she opened a Facebook account. That was how she accepted the friendship request of the suspect in February and they started chatting.

“After her mother collected the phone from her, the man gave one of her friends his telephone number and succeeded in luring her and the friends to his shop. He bought drinks for them that day.

“The girl in her statement said he later invited her to his house. The first time she went, he did not do anything to her. It was the second time that he abducted her; she was in her school uniform that day.

“Despite the fact that the girl was menstruating, he forcefully made love to her after drugging her drink. She woke up at 1am after midnight. That morning again, he raped her. When the girl tried to shout, he covered her mouth. The girl said all her begging fell on deaf ears.”

The Lagos State Police Public Relations Officer, SP Chike Oti, confirmed the incident, adding that the state Commissioner of Police, Edgal Imohimi, had ordered that the case should be transferred to the gender unit of the command headquarters.

He said the pupil was deceived by the suspect’s pretence on the social media.

He said, “The girl is 15 years old, while the man claims to be 25 years old. They met on Facebook, where the man claimed to be a pastor and sent her prayer messages. The girl thought she was talking to a pastor, not knowing that he is a wolf in sheep’s clothing. As a friend, he invited her to a place and she accepted. On getting there, he took her to his friend’s house and had his way with her.

“We suspect that the girl was drugged before he had the marathon sex with her. This was because when police operatives got there, they met a half-filled bottle of soft drink, with a chemical like sodium. We are trying to analyse the substance and the drink the girl took.”

Oti said the suspect’s friend, who aided the crime, had also been arrested.

The Supreme Court has ordered a former Managing Director of the defunct Intercontinental Bank Plc, Dr. Erastus Akingbola, to return to the Federal High Court in Lagos to face his trial on N5bn fraud charges.

The trial was prematurely terminated in April 2012 by Justice Charles Archibong, whose decision in the case later earned him a compulsory retirement from the bench.

A five-man panel of the apex court led by Justice Tanko Muhammad unanimously affirmed the February 20, 2015, judgment of the Court of Appeal in Lagos which had overturned the Federal High Court’s decision striking out the charges.

Justice Sidi Bage, who read the lead judgment of the apex court, said Akingbola’s appeal challenging the Court of Appeal’s verdict lacked merit.
He ordered that the case be remitted to the Federal High Court and handled by another judge in the Lagos Division and be given “expeditions trial”.

Justice Archibong (now retired) had in a judgment delivered on April 2, 2012 struck out the 26 counts contained in a charge numbered FHC/L/443C/2013 filed by the Economic and Financial Crimes Commission against Akingbola on the grounds that the prosecution was not diligent in the handling of the case.

The judge had described the EFCC prosecution team as a drain in the public purse and directed the Attorney-General of the Federation to disband the team.

The judge’s decision in the case later earned him a compulsory retirement by the National Judicial Council.
Commenting on the conduct of the judge in the case, a member of the apex court’s panel, Justice Kumai Akaahs, noted in his contribution that Justice Archibong acted like a military dictator.

Justice Akaahs said Archibong “descended into the arena” and displayed his bias.

I will try to answer your question without expressing arrogance. However, before I proceed, I think I have stated in a previous comment that it is important to read agreements before signing. If your Tenancy agreement stipulates certain conditions, you are obligated to comply with such agreement. Our argument on this thread is based on situations where there are no stipulated obligations between Landlord and Tenants and that area is blurred. In that circumstances, I shall proceed to answer your question

Question 1 - In some houses, I don’t know the one you live in, before you open the light bulb casing, you must inform the Landlord or Estate management Company or their representatives. In fact, a mere escalation of the damage prompts them to send their service/maintenance manager to resolve or replace the light bulb. I know in the average houses in Nigeria, the tenant replaces the bulb. In fact, the tenant don’t even get to meet a bulb in the house before he/she occupies the house. So they buy a new one and replace them when damaged.

Question 2 - Have you ever heard of Building insurance before? The Landlord is responsible to take our insurance for his/her building to mitigate these kind of risk. Also, have you ever heard of Tenancy/Content Insurance before? The Tenant is expected to take our an insurance to protect them of their own content (that is their own property). Some Landlords won’t rent or lease out to you if you don’t have this insurance. Some many ignore it. However, I know many houses, especially on the mainland don’t even have insurance and don’t encourage their tenant to have one. In fact, insurance is weird thing in Nigeria.

Question 3 is a useless question, out of context and unrelated to the main topic. Nonetheless, to answer this useless question of yours - if the building has a comprehensive insurance, the insurance company will cater for incident cause by 3rd parties. However, if this is not cover, the perpetrator should repair the fence.

I have onced lived in a house with a bad landlord and Shitty lease agreement. After our toxic relationship, which I made sure he suffered equally like he made me suffer, I promised myself never to ignore things. Read your lease agreement and where you are not clear, draw the attention of your landlord or their representatives to such matter. Also, know your rights and if you are not clear about your Tenancy rights, ask your lawyer.

May I let you know even when you fail to sign a tenancy agreement you are guarded by the Lagos State tenancy law (please read it up)

And for the various insurance you mentioned, even if the landlord have all the insurance in-law which is not common in Nigeria due to various facts raging from Nigeria's insurance company to we Nigerian ,that does not still indemnity the tenant of damages due negligence , the insurance company with come for him

My friend don't mind those castigating you and urging you pay. Every rent includes house maintenance fee. Maintenance charge is not same as utility charge. If before you packed in, there was water supply to the estate and you probably preferred that place because you were informed that there is water, the landlord has to keep providing it. The much you can do is to pay for fuelling the generator when there is no NEPA light. It is the landlord's responsibility to maintain his house, and its fittings. That's one of the reasons why you pay rent. If you continue to pay like that, one day, electric pole will fall and you will pay to replace it; fence will collapse and you will pay, gate will get old and you will pay. Landlord has that responsibility to provide the facilities and maintain them, while the tenant has the responsibility for settling the running cost (fuelling).
Please get inform Google the Lagos State tenancy law and read it
Stop ignorantly giving him and other wrong advice that will create big problem, as for the gate and fence you mentioned if it collapsed due to natural disasters, wear and tear, low quality material e.t.c the landlord is liable , BUT IF IT COLLAPSED DUE TO HIS DIRECT ACTION eg: knock it with his car or the car of his friends e.t.c he is liable

Very true - someone was distinguishing fixtures from fittings and ironically saying the Landlord is responsible for fixtures and tenants, responsible for fittings. When fixtures and fittings are actually the same thing, a word used together for small items in buildings.

When you can argue from the principle of ownership

- Who owns the asset?

The Landlord owns the building and all accessories, fixtures and fittings to the building

- Who enjoys the proceeds from owning the asset?

The Landlord enjoys rent proceedings from owning the building

- Without the Asset, will the owner enjoy any benefit?

Without pumping machine, there will be no water and tenants will not rent the property. The Landlord stands to lose income as a result of this.

Hence, as a result of his/her incident to ownership, he/she must fix and maintain the asset.

However, because Nigeria is a place where the rights of people are not respected, it is better to behave and avoid problems from draconian Landlords.
