Yoruba media at it again. Igbos open your eyes...the plan is to suspend all work going at Enugu International Airport until investigation( to be announced soon) is completed; similar excuse used to stop Second River Niger. The objective as usual...always plotting to savage SE economic gateway...to render the Enugu International Airport potential useless, encouraging Igbos to use Lagos and Abuja Airports...enrich their state tax coffers. Any attempt to stop work at Enugu Airport must be resisted by the Igbos!

Exposed: Stella Oduah's Fraud At Enugu International Airport

The stench of contractual fraud left behind by Senator Stella Oduah during her tenure as Minister of Aviation remains unceasing. Oduah, whose time as a minister under the administration of former President Goodluck Jonathan was headlined by the dodgy contract of two bullet-proof BMW cars for her use, was elected senator in the last general elections.

The latest installment of controversy of her legacy as a minister is coming from the Akanu Ibiam International Airport, Enugu, which was closed down for over two years to allow for its upgrade into a real international airport. To this end, a  contract was awarded at the cost of N86billion.‎

The airport runway, built in the 70s,  stretches over a distance of 2.6km ‎, which was to be extended to 3.6km to meet the global international runway standards. The old 2.6km runway was pot-hole ridden, making it risky for landing.

Palliative measures were occasionally carried out on the runway at night to arrest further deterioration of the runway, but they did not eliminate the risk.

The contractor’s brief was to scrape off the original  2.6km runway that and construct an entirely new one. However,  what was done the dressing of its surface and the addition of a new one-kilometer stretch to make it 3.6km. But even the new one was shoddily built, making it unable to meet the standard specifications for runway construction.

Sources revealed to this medium that no soil analysis was conducted before construction.  ‎This has been blamed for the regular flooding when the rains come.

Being the only one runway at the airport, not more than one plane can land or take off at the same time. The runway, as it is,  cannot accommodate bigger planes like Boeing 747 and 777, a situation that makes the airport less than a lucrative destination for airlines. The airport is made more unappealing regarding profit by the absence of cargo warehouse facilities.

And currently, despite the vast amounts expended, ‎there is no perimeter fencing around the runway. A case of a loiterer blocking a plane from taking off was reported late last year.
Also, ‎the airport does not have instrument landing systems, ILS

It has an improvised solar lighting on the runway; the airport authorities said works for between two to three hours daily. Ideally, it should work all day.‎ Similarly unavailable are CCTV cameras. The shuttle bus service for passengers has been discontinued by the Federal Aviation Authority (FAAN). As a result, passengers are left to trek to the aircraft even when it is raining.

The decrepit situation at the airport has led to the decision of Lufthansa and Emirates airlines to defer the commencement of their o‎pe rations on that route.‎ Moreover, the runway represents a clear and present danger to flight safety.

AgricultureRice Importation Ban Good For Economy – RMIDAN by hmuhammad(op): 7:04am On Mar 26, 2016
The President, Rice Millers, Importers and Distributors Association of Nigeria, Mr. Tunji Owoeye, who also doubles as the National Chairman, Association of Rice Investors, has hailed the banning of the importation of rice through land borders by the Federal Government, saying the policy will remove the major obstacles faced by local producers.

He said the policy would boost diversification of the economy.

While addressing journalists in Lagos during the week, Owoeye said the key challenge to the rice farmers in the country had been removed by the government with the reversal of the earlier policy which allowed importation of rice through the land borders.

He said the policy had allowed illegal smuggling of rice from neighbouring countries, which he said affected the revenue generation for Nigeria while improving the revenue generation of the countries which exported the rice.

Owoeye said, “This was our stand before, but the Federal Government claimed that we should allow goods to move freely within ECOWAS countries into Nigeria.

“Secondly, the government believed that our much needed revenues would be generated from land borders. Meanwhile, from our experience, we let the government know then that we didn’t have the resources to manage to align with the rice coming through the border because we have many unmanned borders through which illegal importation could be done.”

Apart from the policy reversal, Owoeye disclosed that the governments at both the federal and state levels had also been supporting local farmers along the rice value chain with various intervention funds.

He added that through the intervention, many moribund rice mills across the country had been revived and were fully operational.

Owoeye explained that with the massive intervention and support from the Federal Government, the Central Bank of Nigeria, the Bank of Agriculture and Bank of Industry, among others, the insufficient gap in rice production in Nigeria would be drastically reduced.

PoliticsKwara Group In Ilorin Stages Protest In Support Of Corruption Trial Of Saraki by hmuhammad(op): 4:09am On Mar 26, 2016
A non governmental organization, Movement for Genuine Change on the state of affairs in Kwara State has declared their support for the trial of Senate President Bukola Saraki at the Code of Conduct Tribunal.

The group, which staged a peaceful rally at the Flower Garden, Ilorin yesterday urged federal government to repatriate all the alleged stolen money from the former governor to Kwara State for the payment of civil servants, pensioners and workers in the state.

They displayed different placards such as:” Buhari, No compromised on Corruption; Nigeria is bigger than anybody; Saraki killed Trade Bank; Return all stolen money to Kwara to pay pensioners, workers; Saraki resign now; No more hiding place for the thieves, among others.

While addressing journalists, the group spokesman, Alhaji Tunde Muhammed said Senator Saraki has brought shame to the people by all his actions and with his current trial at the Code of Conduct Tribunal.

“He has turned Kwarans to a laughing stock. However we, the People of Kwara are happy that he is now being prosecuted even though, we expected that long before now, he should have been made to face all corruption related matters that he is alleged to have committed.

“While we support Senator Saraki’ ongoing trial at the Code of Conduct Tribunal, we warn that nobody should attempt to erect any barrier against justice by trying to shield Saraki’s prosecution.

“While we support President Buhari’s anti-corruption war, we noted with sadness that it is only in this country that when the poor and the week transgress the law, the full weight of the law through its punitive mechanism is crushingly brought to bear on them but when the ‘powerful, the mighty, and the rich” offend the law, they do so with relish without the mildest punitive reaction”

Muhammed added that before the emergence of Senator Saraki’s in Kwara state politics, the people of the state and their leaders have no history of “this type of indecent behaviours”.

“Senator Saraki’s case is that of shameless leadership that has always been jumping fence in the face of legitimate prosecution process.”

He said the people of Kwara State are grateful to President Muhammadu Buhari and law enforcement agencies for having the courage to take Saraki to court.

Meanwhile, the group alleged that the Chairman of Peoples Democratic Party (PDP),Kwara State, Chief Iyiola Akogun was invited by the police for questions over their protest on Senator Saraki.

Muhammed who confirmed his arrest after the group protest said he received a phone call by OC Operation of the Kwara State Police to come and he honoured the invitation.

He told journalists that when he got there, he was asked whether the PDP is holding rally today and he said no but he was not released and was still in custody till the time of the rally was over.

When contacted, the Police Public Relation Officer (PPRO), Kwara State Command, ASP Ajayi Okasanmi denied the arrest of Chief Iyiola Akogun. He said “there was nothing like that”.

AgriculturePalm Oil Farmers To Get 73 Motorised Harvesters – FG by hmuhammad(op): 2:44pm On Mar 25, 2016
Barring any unforeseen circumstances, palm oil producers in the country will soon upscale their production capacity, as the Federal Ministry of Agriculture and Rural Development (FMARD) has promised to boost the sector with 75 motorised harvesters.

This was made known when members of the Oil Palm Growers Association (OPGAN) paid a courtesy visit to the Minister of State for Agriculture and Rural Development, Heineken Lokpobiri, in Abuja.

The minister, according to a statement, said that the Federal Government has already procured 73 motorised oil palm harvesters to ease the suffering and loss that the farmers experience while harvesting and also to help in providing quality and world standard palm oil.

Lokpobiri said that the motorised harvester will be given to the farmers at a subsidised price and that farmers will be trained on how the harvester will be operated.

He gave assurance that to the leadership of the association that they are going to be carried along in all the activities between the government and the farmers.

Besides, he said that government is committed to helping the farmers to access a single digit loan from Central Bank of Nigeria (CBN) and Bank of Agriculture and Bank of Industry (BOI), which will help the farmers to expand their farms and boost production to attain food security.

On issues of land tenure and land clearing, the Minister also said that Federal Government will partner with State Governments and the communities to achieve the required result.

He said that state governments will be sensitised and encouraged to key in to the programme so that with their support the farmers will have more support because the issue of food security is everybody’s concern.

Earlier in his remarks, the National President of OPGAN, Hilary Uche, thanked the Federal Government for the response and urged the government to come to their aid in assisting the oil palm farmers with high yielding seeds.

He said that farmers need less than nine million high yielding seeds, land clearing and loans from banks at a single digit.

The president also urged government to invest in oil palm because with falling crude oil price, only oil palm will sustain the economy of the country due to its potential.

He advised the 24 oil palm producing state governors to assist the oil palm farmers in their respective states so that all the problems will be solved.

PoliticsSaraki Loses Again As Tribunal Refuses To Quash Corruption Charges by hmuhammad(op): 7:45am On Mar 25, 2016
The Code of Conduct Tribunal has dismissed an application by the senate president, Bukola Saraki, for false asset declaration charges against him to be dropped.

Mr. Saraki’s lawyer, Kanu Agabi, had argued that the 13-count charge was invalid procedurally because the Code of Conduct Bureau which filed the charges, failed to allow Mr. Saraki explain discrepancies in his assets declaration forms as required by law.

But in his ruling Thursday, the chairman of the tribunal, Danladi Umar, said there was no breach of law as the Code of Conduct Bureau and Tribunal Act, 1989, still allows the senate president raise his clarifications at the level of the tribunal.

Mr. Danladi said by law, the CCB could receive complaints of breach of the Act and refer such complaints to the Tribunal, provided that it will allow the person involved to give a statement affirming or denying the said misconduct.

Also, upholding the argument made by the prosecution, Mr. Umar said Section 3 (e) of the 3rd schedule of the 1999 Constitution gives the bureau the right to receive complaints of such nature and where necessary refer such matter to the tribunal.

According to Mr. Danladi, Section 174 of the Constitution also gives the Attorney General of the Federation the prerogative to file criminal proceedings and does not owe any explanations to any one on how to go about it.

He therefore ordered the continuation of the trial.

Mr. Saraki had earlier lost his bid to stop the trial after the the Supreme Court dismissed his initial objections.

PoliticsBadeh: N558.2m Monthly Diversion A Common Practice In NAF — Witness by hmuhammad(op): 6:24am On Mar 25, 2016
Federal High Court in Abuja heard yesterday that the monthly diversion of N558.2 million from the salary account of the Nigeria Air Force (NAF) predates the former Chief of Air Staff, Alex Badeh.

A ex-Director of Finance and Account of NAF, Air Commodore Aliyu Yishau (rtd), told the court that the practice had become a tradition in NAF and that he served Badeh’s predecessor, Mohammed Dikko Umar, who equally benefited from the diversion.

Yishau, who testified yesterday in the trial of Badeh, said the diversion was always done under the sub-head:”General Administration of the Chief of Air Staff.”

Badeh and a firm, Iyalikam Nigeria Limited, are being tried on a 10-count of money laundering, in which the ex-COAS is accused of N3.97 billion belonging to NAF, which he allegedly used in buying property through the firm.

Yishau testified that he assisted Badeh to divert N558.2 million, which he always converted to dollar before handing same to Badeh at his official residence all through his time as COAS between September 2012 and December 2013.

Yishau said the N558.2 million is part of what was left after salaries and allowances of permanent and temporary workers have been defrayed from the N4 billion received monthly by NAF in its Personnel and Emolument Account.

Yishau said NAF received monthly allocations in its Capital Vote account with the Central Bank of Nigeria in Lagos; the Overhead Vote account with Zenith Bank Plc and Personnel and Emolument Vote account with UBA.

He admitted assisting Badeh to acquire and develop a land in Abuja with the N558.2 million taken monthly from the NAF Personnel Emolument account.

Yesterday Yishau, who was cross-examined by lawyer to Badeh, Akin Olujinmi (SAN), said the N558.2 million was usually set aside from NAF headquarters at Mogadishu Barracks.

“He (Badeh’s predecessor, Umar) was aware of it and he controlled the expenditure from the balance of N558.2 million.

“The practice of setting aside the N558.2 million had been there before I became director of Finance and Account of the Nigeria Air Force. I did not know how the previous administrations before Air Chief Marshal Umar were using the money,” he said.

Yishau said he, at no time specifically advise Badeh on the N558.2 million, which was usually set aside as “General Administration of the Chief of Air Staff” when Badeh assumed office.

”I gave the Chief of Air Staff, Air Chief Marshal Alex Badeh, a complete brief of the financial position of the Nigeria Air Force when he was appointed chief of Air Staff,” he said.

The witness said Badeh became chief of Air Staff in September 2012. But Olujinmi faulted the claim, saying his client was appointed on October 4, 2012, but took office on October 8, 2012.

Earlier, Justice Okon Abang acceded to a request by Olujinmi to do away with the aspect of his ruling requiring the prosecuting agency, the Economic and Financial Crimes Commission (EFCC), to confirm some documents submitted in respect of the bail granted Badeh.

The judge, on March 10, granted Badeh N2 billion bail, with two sureties at N1 billion each, among other conditions. The judge requested the EFCC to confirm and verify the documents submitted by the defendant.

Unable to perfect the bail on time, Badeh applied to the court for a verification of the bail conditions.

Yesterday, Olujinmi elected to withdraw the application for the variation of bail conditions. He said his client was able to meet the bail conditions, but the EFCC failed to play its role by verifying his client’s documents within 24 hours.

Olujinmi urged the court to do away with the role the EFCC ought to play, since it was unable to do so within the time allocated to him.

Justice Abang agreed with Olujinmi and agreed to sign Badeh’s bail documents.

He endorsed the documents around 5 pm yesterday after the court had risen.

The case has been adjourned till April 8.

Federal Government will start cleaning Niger Delta in three weeks time

– The exercise will commence with the clean up of Ogoni land

– Niger Delta ex-militants under the amnesty programme made milestone progress in production

The damages caused by oil spillage in Ogoni land.

President Muhammadu Buhari has assured the people of Niger Delta that his administration would commence the clean up of oil spill in the region in three weeks time.

Vanguard reports that the special adviser to the president on Niger Delta and coordinator of the presidential amnesty programme, Brig- General Paul Boroh (retd), made the disclosure on March 24 in Enugu state.

Speaking at the commissioning of the skills acquisition and training in automobile technology and manufacturing of plastics by about 200 former Niger Delta militants under the sustainable reintegration programme in the presidential amnesty initiative, he said the clean up will start from Ogoni land.

Boroh disclosed that the skill acquisition programme was in collaboration with Innoson group, manufactures of Innoson vehicles and plastics manufacturing assembly plant, Emene, Enugu.

“The clean up exercise will begin at Ogoni in three weeks time and progress to other parts of the Niger Delta region. We have gone to visit the area to assess the level of damage and a lot of people from the region will be involved in the exercise,” he said.

The presidential aide, who described the facilities at Innoson Kiara academy as fantastic, said the amnesty programme has significantly achieved its main aim of restoring peace and stability in the Niger Delta region.

“It has substantially achieved its core mandate of restoring peace and stabilizing the security in the Niger Delta region. Ex-militants have now been trained and graduated from formal and informal trainings. The programme is now at its critical stage of sustainable reintegration of beneficiaries who have been trained.

“Though conceived as a national response to security conditions in the Niger Delta between 2009 and 2011, it has been able to substantially meet its mandate and has been able, through its formal vocational programmes, trained approximately 17,000 beneficiaries in various skills and set up or employed more than 3,583 beneficiaries. The process is ongoing and 1,040 will conclude their refreshers and set up their own business by the end of this quarter,” he said.

The Minister of Environment, Amina Mohammed, during a courtesy visit to Governor Nyesom Wike of Rivers state on March 5, said President Buhari’s administration would commence the cleanup of Ogoniland in the coming weeks.

She said: “It is hoped that we will have this launch in the coming weeks and the president himself will launch the cleanup. It is really to us a turning point in the history of the struggle. Ogoniland is the first place where actions need to be – cleanup.”

InvestmentNigerian Bond Yields Rise After Rate Hike Aimed At Luring Investors by hmuhammad(op): 6:09am On Mar 24, 2016
https://venturesafrica.com/wp-content/uploads/2012/07/Central_bank_nigeria.jpg

Nigerian bond yields spiked across the curve on Wednesday after the central bank unexpectedly tightened monetary policy in an about-turn to curb inflation and attract foreign investors.

The Central Bank of Nigeria (CBN) yesterday raised its benchmark rate to 12 per cent from 11 percent, having cut rates only four months ago by 2 percentage points, and lifted the cash reserve ratio for commercial banks to 22.5 per cent from 20 per cent.

Yields on the benchmark 20-year bond rose 55 basis points (bps) to 12.7 per cent while the 10-year yield climbed 45 bps to 12.65 per cent. The yield on five-year paper, the most liquid maturity, gained 41 bps to 11.7 per cent.

“The MPC has signalled a tightening and rates have gone up. Lenders can place their funds with the central bank at 7 percent so why buy treasury bills at lower yields?” one trader said.

CBN governor Godwin Emefiele, said extra liquidity had not translated into more lending and cited inflation, at a 3-1/2-year high of 11.4 percent last month, and well above the central bank target of 6 per cent to 9 per cent.

Nigeria is going through its worst economic crisis for years due to a slump in crude prices which has weakened its naira currency and slashed government revenue. Oil exports account for about 70 per cent of national income.

Banks were quoting 10 per cent on the interbank overnight lending market, a jump from yesterday’s 4.8 per cent before the central bank rate decision.

There were no deals on Wednesday.

The stock market, which has the second-biggest weighting after Kuwait on the MSCI frontier market index, bucked two day of gains to shed 1.19 per cent, as domestic funds switch to bonds, traders said.

Traders estimated the new cash reserve requirement will soak up between 350 billion and 400 billion naira. The central bank is also selling N114.97 billion in treasury bills to further drain liquidity.

The central bank vowed to keep the exchange rate stable despite sharp falls on the black market – some 40 percent below the official rate – due to a shortage of dollars.

“Part of the central bank’s intention in the rate hike is to attract foreign portfolio flow (FPI). However, I do not think this will be achieved because the forex policy is unchanged. Until this happens, we will see very little FPIs,” Vetiva Capital’s head of research, Pabina Yinkere, said.

AgricultureLagos And Kebbi To Produce Nigeria’s Rice Requirements (70%) by hmuhammad(op): 5:37am On Mar 24, 2016

Pledge to step up production of wheat, maize, sorghum

Gboyega Akinsanmi
The Lagos and Kebbi State Governments wednesday signed a memorandum of understanding (MoU) which they said would culminate in the production of 70 per cent of Nigeria’s rice requirements annually.

The two states governments also explained the genesis of the agreement, ascribing it to the policy thrust of President Muhammadu Buhari’s administration to diversify the country’s economy and feed its citizens.

The agreement was ratified at the State House, Alausa, Ikeja, Lagos wednesday by the Lagos State Governor, Mr. Akinwunmi Ambode, and his Kebbi State counterpart, Alhaji Atiku Bagudu, along with representatives of the two governments.

The ratification of the MoU was witnessed by members of the State Executive Council from the two states, representatives of the two Houses of Assembly, leaders of All Progressives Congress (APC), traditional rulers, community leaders among others

The agreement, which principally centres on boosting the production of wheat, ground nut, maize, millet, sorghum, sugar cane, cows among others, was the first state-to-state relations in the country.

Before signing the agreement, Bagudu unequivocally disclosed that the goal of Lagos-Kebbi partnership on food production was “to produce 60 to 70 per cent of Nigeria’s rice needs, and replicate same in other food items.”
He therefore explained that in the world of genetically modified food, the partnership between Lagos and Kebbi States was an additional motivation to provide certainties for the people in terms of food production and sufficiency.

Bagudu noted that both states “have had a long history of trade, and that the signing of the MoU was another way of cementing the relationship with the view to making the people get richer. Lagos is the most entrepreneurial part of Nigeria.

“Lagos, if it were a country itself, is a country that other states will be going to establish a relationship with, and so why not state to state. So, what we are doing is to pioneer a collaboration that will bring other states on board later as we believe that our potentials are enormous, and we must have pacesetters to start that process of joint collaboration for our collective good.”

Giving an insight into the signing of the agreement, Ambode acknowledged that the ceremony was to formalise an agreement between Lagos and Kebbi States “to enter into a partnership for food processing, production and distribution.”

He further explained that both states “are embarking on a joint venture to feed our people, establish commercial enterprises, create employment and wealth distribution for the benefit of both states and the country in general.
“The future of Lagos State is partly tied to deliberate resolution on food security. Likewise, food production and self-sufficiency require our immediate attention at policy and strategic levels to sustain ourselves.”

Also, Ambode pointed out that Lagos State “is the largest consumer of food commodities in the country by virtue of its large population. The state has the market, with the required purchasing power. The state has an estimated consumption of over 798,000 metric tons of milled rice per year which is equivalent to 15.96 million of 50 kilogramme bags with a value of N135 billion per annum.

“We have the economic prowess to produce rice locally. The era of imported rice is gone. The reality is for all of us to embrace the consumption of local food and commodities. In addition to rice, the state is presently consuming 6,000 herds of cattle daily which may increase to 8,000 in the next five years.

“The bulk of vegetables produced in the country end up in the Lagos markets. The state is one of the largest producers of poultry and thus has a large demand for maize for livestock feed production. The state also houses most of the industrial users of wheat and sorghum-mostly flour mills, bakeries, breweries and food manufacturers.”
For Kebbi State, Ambode said it “is blessed with a vast arable land suitable for the cultivation of rice, wheat, ground nut, maize, sorghum and sugar cane. It is an agrarian state with over 1.2 million hectares of arable land characterised by very large floodplains, lowland swamps and gentle slopes.

“In the 2014 /2015 wet season, over 600,000 hectares of land was deployed for rice cultivation in the three senatorial areas of the state. The collaboration is in line with the clarion call and policy direction given by President Buhari on the need to feed ourselves.”

RomanceRe: Never Knew How Much I Care About My Girl Until I Tried To Cheat by hmuhammad(m): 10:26am On Mar 19, 2016
corperscorner:
Its been a couple of months since my girlfriend traveled and the frequent rain fall haven't really been helping matters. I initially felt I could contain my urge but sometimes it gets out of hand (GUYS WOULD UNDERSTAND BETTER).

So yesterday, I decided to invite a particular girl over, she happens to have been hoping I would do that a long time though.

To cut the long story short, the touching began and it got to the stage where she gave in and allowed me pull off her entire outfit.....like down to the last. At this point, it must have been so certain to her that we were going to get down.....

But to the glory of God, it suddenly flashed through my mind how my girlfriend would call frequently and how she would often profess her love for me.......the fact that we've grown to become an item over time made me feel a prick in my conscience and all of a sudden I started feeling disgusted with myself. While these activities were going on in my head, this particular girl that came over had already arrived cloud 9....waiting for me to 'enter the place'. But somehow, I was able to knock senses into my head and attempted to help her back into her outfit while she completed the process herself. (IT TOOK AN EFFORT - BLIV ME)

She turned to me and asked? 'Whats the problem?'...........I said 'nothing, its not happening'. Then she pulled away hurriedly and vowed never to visit me again. I was really glad but concealed this so it would not be obvious though.

Anyways, with all that past me now........one thing I can say is that. I have no regrets and if any at all, it would be inviting her to come over in the first place. I realized we guys can be faithful, it only takes a little effort towards self control. I called my girlfriend a few minutes after the drama and we spoke at length for close to an hour..............and from the conversation, all I could deduce was......I care about her feelings much more than I thought.
nice one, but is she 100%. Faithful to you? Can she do same when with a guy? Not all girls are to be trusted.
