They are not insalubrious to health live slums and have full amenities unlike slums.

They are just places where the poor live and are not that clean and are crime-ridden, even though developed.

They are more developed than a Nigerian village and most Nigerian villages are not slums.

A slum is what that UN definition I quoted states, even IF IT IS CRIME FREE. They are under-developed without basic amenities (no toilets, water etc), insalubrious, lack infrastructure, full with dirth poor people and are not planned constructions. They are crime free because there is nothing to steal.
