By declaring that "stealing is not corruption" GEJ was wrong in terms of law. Under Nigeria’s Corrupt Practices and Other Related Offences Act of 2000, the term corruption does indeed apply to crimes such as the theft or embezzlement of public funds, but also to bribery, fraud and “other related offences”.
