Nigeria has the highest number of examination irregularities among the five member countries of the West African Examinations Council, the Head, National Office of the Council, Charles Eguridu, has said. Speaking at a Road Show on Examination Malpractices Sensitization held in Abuja, the Head, National Office of the Council, Charles Eguridu, added that WAEC has not introduced stricter measures and the use of advanced technology in its bid to curb malpractice in the country. He warned candidates and schools that engage in organised examination malpractice of dire consequences including prosecution. “We have regulation that governs the conduct of our examination,” he said, warning that malpractice will no longer be tolerated. He said the council has the power to withhold results and carry out investigation on whoever is involved in examination malpractice. Mr. Eguridu said after the investigations, the entire result of such a candidate will be cancelled and the centre, derecognised. He added that WAEC has introduced a technology that verifies candidates that registered for the exam. Mr. Eguridi explained that at the point of registration, the biometric features of each candidate will be captured. “All these will be uploaded into our database and on the day of the exam, these features are uploaded into a handheld devise at the centre and like the card reader does, we verify that it is the candidate that writes the exam,” he said. He further explained that WAEC remains the only examination body that has introduced the use of the technology in the conduct of examination in the whole of Africa. The Permanent Secretary, Federal Ministry of Education, MacJohn Nwaobiala, said the increasing rate of examination malpractice in the country is high. “In the recent years, we have seen the multifarious manifestation of exam malpractices, from cheating in examination to contracting mercenaries to write exams, among others,” he said. Mr. Nwaobiala appealed to WAEC candidates to avoid situations that could implicate them in the examination hall, so that their future would not be jeopardized. |

One person was shot dead and many injured in renewed clashes between Ishiagu community in Ivo local government area of Ebonyi state and Lokpanta community, Umunochi LGA of the neighboring Abia state over boundary dispute. Also one person identified as Chukwuma Akwa was declared missing. The renewed boundary dispute between the two neighboring states has spanned more than 60 years and appears to have remained intractable. Oliver Ossi, representing Ivo state constituency, raised the alarm in a motion of urgent public importance on Thursday plenary of the Ebonyi State Assembly. He noted that the renewed boundary dispute between the two communities was generating a concern and needed urgent and expedited action to quell the situation before it worsens. Mr. Ossi said, “When we got a report that one person from our community has been shot dead and one Chukwuma Akwa declared missing, we alerted the police but these people went further to attack a company trying to do a bypass and carted away their working tools and took them to their place. “This land dispute has lasted for over 50 years and I remember that when we were in the south-eastern region, there was a boundary settlement committee set up by the then south-eastern region government headed by one S. W. Holland around May 1949. “In that committee, there were over 17 members and the committee resolved that a place called Ekenyi should be the boundary between us and Lokpanta community. “The people of Lokpanta in 1950 reneged on the resolution of the committee and decided to challenge the matter in the High court sitting in Owerri and the judgment delivered by Justice Egbuna ruled in our favour and further directed that there should be delineation of the boundary.” The lawmaker said efforts several times to invite the National Boundary Commission to delineate the disputed boundary in the past have proved abortive. He recalled that the former Secretary to the Federal Government, Pius Anyim, had personally written to the Boundary Commission in the past inviting it to come and delineate the boundary but the commission was yet to honour the invitation. “Also several high powered committees had been set up in the past to resolve the matter to no avail”. Mr. Ossi condemned the continuous invasion by people from Abia state into the territory of Ishiagu community in Ivo LGA of Ebonyi state, describing it as unacceptable to the people and illegal. In response, the state House of Assembly set up a 7-man committee immediately to be headed by Chris Usulor representing Ezza south state constituency to wade into the dispute before it worsens. The speaker, Ogbannaya Nwifuru, while announcing the members of the committee during the plenary, disclosed that he had contacted the speaker of Abia state House of Assembly on the matter and that the committee set up would liaise with the one to be constituted by their Abia Assembly to find a lasting solution to the dispute. The All Progressives Congress, APC, has said what Deputy Senate President Ike Ekweremadu interpreted as the worsening cases of Boko Haram attacks under the current Administration are actually the desperate pangs of a dying monster. In a statement issued in Lagos on Friday by its National Publicity Secretary, Lai Mohammed, the party said if Mr. Ekweremadu had leveraged his high office to get the necessary information from those involved in the Boko Haram fight, especially the Nigerian military, he would not have made the kind of partisan and incautious comments attributed to him – and which he has not denied. It said the truth of the matter is that Boko Haram, having been uprooted from its hideouts and put on the run, has become very desperate, hence it is now using its last arsenal to inflict as much damage as it can before it is annihilated, which is just a matter of time. ”Lone wolf suicide bombings and the choice of soft targets by retreating gunmen are now the order of the day, as against the terrorists’ previous coordinated actions of seizing and holding territories,” APC said. The party said contrary to what Senator Ekweremadu said, the terrorists have been weakened by the more methodical and focused approach of the present Administration to the anti-terror fight, which includes the tightening of security at border locations that has made it difficult for the terrorists to manoeuvre. This approach is a far cry from the previous haphazard activities, the APC said. It said the necessary structures for the effective coordination of the battle against the terrorists have been put in place both within and outside the country, thanks to the regional rallying efforts of the Buhari Administration. ”Now, due to the government’s broad consultations, vital international input and support have become more real and are adding value to the counter-terrorism campaign. With the Nigeria-led Multi-National Joint Task Force due to be deployed by month’s end, it is a matter of time for Boko Haram to be defeated. On the list of "shoulda-been-Expendables," Jackie Chan ranks pretty highly. He's one of the more highly-decorated members of the Action Hero Hall Of Fame, and he's done movies with several of the people in The Expendables 3, including Sylvester Stallone (Burn, Hollywood Burn: An Alan Smithee Film), Arnold Schwarzenegger (Around The World In 80 Days) and Jet Li (Forbidden Kingdom). So why hasn't he got the call to show up in any of the movies in the trilogy? Perhaps the better question is, why hasn't he answered the call? In an interview with Den Of Geek, Chan claims that while he's obviously being sought for Expendables 4, he's simply not a fan of the format of these films. "...this morning I did hear - the office called - Sly [Stallone] wants me for Expendables 4. I said, ‘Okay.’ Because they already asked me to be in two and three, but I refused. Well, I didn’t refuse, but I said, ‘Sly, can’t we just do you and me? Not just a bunch of people and me only coming out for five minutes.’ Because then the audience is, ‘Oh!’ And then I’m gone." These movies so far have been overstuffed to the point of parody. The latest film tries to find space for two full Expendables teams, reducing Jet Li to a tiny cameo and four spoken lines, and he doesn't even throw any kicks. And Wesley Snipes seems like a selling point for the new movie, but after a major break-in that frees him, he and the rest of the Expendables are (temporarily!) fired and replaced by the new crew. It's gimmicky because every new actor gets a big introductory scene, and we're supposed to act like its an event because its a certain actor, not because it's an interesting character or because something exciting will happen. Stallone and Chan are reportedly good buddies, to the point where even in the nineties he was trying to get the star to come to America for Demolition Man. Chan has been reluctant, not only because of the quality of the roles and the inadequacy of the American stunt teams, but because it's a very big commitment for him to leave home. He's already talked about how the Rush Hour films were a chore and he's gone on record having difficulty with English. Chan's a fairly reserved, personal guy, and in a foreign land, speaking a foreign tongue, certain personalities can feel alienated. Chan also mentions that he's been talking to people about Shanghai Dawn, the sequel to Shanghai Noon and Shanghai Knights – at least that film would involve him doing some martial arts and having a good time. From what I hear, The Expendables sets are pretty basic, serious, low-key affairs where everyone keeps to themselves, particularly all the supposedly "bigger" personalities. Maybe they should just let Chan direct an Expendables 4 with a much smaller cast, and just please everyone? |

The Nigerian National Petroleum Corporation, NNPC, generated about N8.1trillion between 2012 and May 2015, but paid only N4.3trillion to the federation account, Edo State governor, Adams Oshiomhole, said Monday, citing new details from the federal economic council meeting. The balance of the oil money — about N3.8trillion — was withheld and spent by the NNPC unilaterally without approval or National Assembly appropriation, the governor told journalists. Also, the governor confirmed at the meeting that from November 2014, about $2.1billion was withdrawn from the excess crude account without the approval of the National Economic Council, NEC. Mr. Oshiomhole, who, alongside the governors of Kaduna state governor, Nasir El-Rufai, and Zamfara governor, Abdulazeez Yari, briefed journalists, said following the discovery, the NEC has set up a four- member committee to comb the books of the NNPC to confirm its remittances and how the excess crude account was utilised. President Muhammadu Buhari dissolved the board of the NNPC on Friday, to pave way for full investigation of the corporation. Mr. Oshiomhole said Monday’s meeting was the first time the NNPC and the office of the Accountant General of the Federation, briefed the National Economic Council, as directed by President Muhammadu Buhari. The governor said Mr. Buhari “compelled” the NNPC to provide information in “black and white” on issues relating to the total sales of Nigeria’s crude oil from 2012 to May 2015. “This has never happened before and for us this is profound. We are talking about transparency, we are talking about change. And what we saw from those numbers I believe that Nigerians are entitled to know, is that whereas the NNPC claimed to have earned N8.1 trillion, what NNPC paid into the federation account from 2012 to May 2015 was N4.3trillion. “What it means is that NNPC withheld and spent N3.8 trillion. “The major revelation here is that for the entire federation — that is the federal government, the states and all the 774 local governments — the amount the NNPC paid into the federation account for distribution to this three tiers of government came to N4.3 trillion and NNPC alone took and spent N3.8 trillion. Which means the cost of running NNPC is much more than the cost of running the Federal Government. That tells you how much is missing, what is mismanaged, what is stolen, they are huge figures.” He said it had become clear that the NNPC had not respected the Constitution on how government money should be spent. “If NNPC needs to spend money, it is obliged to prepare its budget like every other business enterprise. That budget will be scrutinized by the executive and forwarded to the National Assembly and the National Assembly will accordingly appropriate it. “If the federal government cannot spend without appropriation, why should any agency spend without appropriation?” Mr. Oshiomhole said President Buhari promised that henceforth, all monies must go to the federation account. “What you need you budget for, Nigeria cannot continue with you earn the money and spend it. Where is transparency? Where is the role of the National Assembly? So if you were doing that you won’t have a situation where the NNPC alone will spend N3.8 trillion and remit to the federal, states and local governments N4.3 trillion which means NNPC is taking about 47 per cent and that explains all the leakages you are talking about.” He said parastatals must return to spending on a budget. “We are not reinventing the wheel, that is the way it used to be and that is the way the constitution says it should” EXCESS CRUDE ACCOUNT The Edo governor also disclosed $2.1 billion was withdrawn from $4.1 billion reported to be in the excess crude account as at November 2014 without the approval of the National Economic Council (NEC). The account now has $2.0bilion. “We looked at the numbers for the Excess crude account, the last time the Minister of Finance and Coordinating Minister of the Economy reported to the Council and it is in the minute, she reported by November 2014, that we had $4.1 billion. “But today the Accountant General Office reported we have $2.0 billion. Which means the Honourable Minister spent $2.1billion without authority of the NEC. And that money was not distributed to states, it was not paid to the three tiers of government. This is why the NEC has set up a panel to look at what accrued, what it was spent for, when and by whom. So that Nigerians will have the full picture of all the transactions as regards the much talked about Excess crude,” Mr. Oshiomhole said. The four-member committee, which consists of the governors of Edo, Gombe, Kaduna and Akwa Ibom states. Explaining further, Kaduna State Governor, Mr. El-Rufai, noted that the Federal Government had in the last year been unilaterally withdrawing from the excess crude account without consulting the other owners. According to him “The Excess Crude account was started by President Olusegun Obasanjo around 2004-2005. “It was an administrative arrangement to save for a rainy day. And it was meant to have very clear accountability such that every state and local government, in a particular state knows their balance in the Excess Crude Account, though you can’t spend it but you know how much of it is yours. “That was the arrangement. And in those days, before we spend any money from the Excess Crude Account, the federal and states governments will meet and agree. That is how we agreed to build the seven power stations which is NIPP today, it was from Excess Crude Account. And we also met and agreed to build the Lagos – Kano Standard Gauge Rail Line from the Excess Crude Account. “But what we have seen, in the last few months or years is that the Excess Crude Account was operated unilaterally by the federal government, drawings were made unilaterally without consulting those that actually own the money because the Excess Crude Account is 52 percent owned by the federal government and 48 by the states and LGA. “So the decision of the NEC is to set up this committee of four to look at the operations of the Excess Crude Account and make recommendations to council on its future. “The other thing the committee will do is to look at the operations of the federation accounts particularly the shortfall and again come back to council with very clear recommendations as to what to do. “We have not been given a time frame but as you can imagine states government are under pressure, many of our state governments are unable to pay salaries on time without recourse to borrowing, so this is very important to us. This is an all governors committee, we wear the shoes we know where it pinches. So we are going to do this as quickly as possible,” he said. The Council’s next meeting of the council is on July 23rd, and Mr. El- Rufai said he hopes the committee will complete its work and be in position to report to council on that day. Zamfara governor, Abdulazeez Yari, said the council also agreed that the Federal Government in conjunction with the Central Bank, will see how to support financially ailing states.
