Even Zamfara has the funds to pay minimum wage if they raised taxes. Zamfara GDP in 2017 was N1,100,458,020,000 yet their igr was N6,023,994,930.23. Thats less than 1% of their GDP. 

Assuming the IGR/GDP ratio is 5% they'll collect 55,022,901,000. At 10% it's 110,045,802,000. That should cover minimum wage increase and this is without taking allocation into account.

Problem with IGR/GDP or Tax/GDP is that most state economy are controlled by the informal untaxable sector of the economy, take Zamfara's example for instance , the GDP value is solely due to Peasant Agriculture and Livestock Rearing..
