Apparently the visitors on your blog are from tier 3 countries, mostly Nigeria and other African countries, hence why your cpc is very low, what's your blog all about?

if it's based on entertainment, normally it should be very low, but I think targeting tier 1 countries like US and the likes will improve your CPC, I once owned an health and gaming blog which I later sold because I had alot of things doing.

the health blog cpc was between 0.70/0.90 while gaming blog CPC was around 0.50/0.60. and they were making around $200/$300 monthly, the health blog was making alot because I was rendering solution to people, I also employed writers with vast knowledge of health from fivérr and most of the visitors are from tier 1 countries, mostly USA, UK, Canada.

Blogging is lucrative if you take it as a serious business, you need very good writers, work on your blog seo, page optimization, etc and lastly your keyword targets should be targeting tier 1 countries if you want to earn big monthly and blogging require patience, it took me 1 year and a month before I started earning on my blogs back then, blogging isn't a get rich quick scheme.
