• To open its budget to public scrutiny Damilola Oyedele in Abuja Owing to rising inflation and the depreciation of the naira, the National Assembly, which for years has faced criticism over the lack of transparency and accountability over its budget, has increased its 2017 budget in this year’s Appropriation Bill to N150 billion from the initial proposal of N120 billion. This is just as the Appropriation Committees of the Senate and House of Representatives would Thursday lay the 2017 budget ahead of its consideration next week. THISDAY gathered that the 2017 Appropriation Bill to be laid Thursday would include details of the appropriated expenditure (expenditure line items and sub-heads) of the National Assembly, in line with the promise made by its leadership to make public the details of its budget. THISDAY, however, could not confirm if the federal government’s budget was increased, reduced or retained at N7.3 trillion as proposed by the executive. A source in the Senate explained that the legislature had to increase its budget to N150 billion, as it could no longer deploy the pooled resources for services provided in the National Assembly. May 3, 2017 Sulaimon Olanrewaju The Federal Government of Nigeria’ indebtedness to China stood at $3.22bn at the end of December 2016, according to a report released on Tuesday by the National Bureau of Statistics (NBS). This is part of the total foreign debt stock of both the federal and state government which was put at $11.41bn by the bureau. The domestic debt of the two tiers of government stood at N14.02trn at the end of December 2016. A breakdown of the foreign debt shows that $7.99bn was multilateral; $198.25m was bilateral (ADB) and $3.22bn from the Exim Bank of China credited to the Federal Government. The report added that of the Federal Government’s domestic debt, N7.56 trillion or 68.41 per cent are in Federal Government bonds, N3.28 trillion or 29.64 per cent are in treasury bills and N215.99 million or 1.95 per cent are in treasury bonds. •Industry profit after tax rises to N452bn • Banks bar power Discos over bad debts Obinna Chima in Lagos and Chineme Okafor The audited results of 2016 for 14 banks quoted on the Nigerian Stock Exchange (NSE) have shown a 22 per cent increase in total loans and advances to their customers from N13.315 trillion in 2015, to N16.372 trillion in the year under review. The financial results of the banks reviewed by THISDAY showed deliberate efforts by the banks, mostly to support operators in the real sector of the economy. Similarly, the total profit after tax (PAT) of the 14 banks rose marginally to N452 billion in 2016, up from the N442.451 billion recorded the previous year; just as their total gross earnings climbed to N4.007 trillion in the reviewed year, as against the N3.441 trillion recorded in 2015. The banks’ results reviewed were Zenith Bank Plc, Access Bank, FBN Holdings, United Bank for Africa Plc (UBA), Guaranty Trust Bank Plc, First City Monument Bank, Unity Bank, Wema Bank and Union Bank. Others included Fidelity Bank, Sterling Bank, Stanbic IBTC Holdings, Diamond Bank and Ecobank Transnational Incorporated (ETI). But one of the listed banks, Skye Bank, had notified the Nigerian Stock Exchange (NSE) that its results would be released next week. The Speaker, House of Representatives, Mr Yakubu Dogara, on Sunday said that increasing workers’ salary had become necessary in view of the rising cost of living in the country. In a statement by his Special Adviser, Media and Public Affairs, Mr Turaki Hassan, to mark the 2017 Workers’ Day, Dogara said that the House was committed to passing a new minimum wage bill. The speaker reiterated the resolve of the parliament to enact a new wage bill for Nigerian workers. The speaker further stressed that the eight House of Representatives in particular, was committed to initiating other laws and legislative interventions that would promote the welfare and well being of Nigerian workers. Dogara, however, enjoined workers, especially civil servants to rededicate themselves to duty and support government’s laudable policies and programmes.
