The Minister of Finance, Mrs Kemi Adeosun, says Africa loses over $50bn yearly to illicit financial flows through money laundering, corruption and tax evasion. Adeosun said this at the opening ceremony of a capacity building workshop on the use of beneficial ownership information and the recovery of assets in Africa on Wednesday in Abuja. The Minister was represented by the Director, Technical Services in the ministry, Mrs Larai Shuaibu. “As a result of illicit financial flows, an estimated $50bn is lost every year in Africa. “The Nigerian government has put in place a number of processes and has undertaken a lot of activities to trace these assets. “I believe some of you have been witnessing some of the recent revelations that have been going on and a lot of things that have been coming to light. Adeosun expressed concern that tax evasion, money laundry, corruption and other issues had also continued to be a problem within the society. A major crackdown on tax evaders is on the way, Finance Minister Kemi Adeosun said yesterday. They will be named and shamed – in a desperate move to improve the tax to Gross Domestic Product (GDP) ratio and expose evaders. The minister, who spoke at the end of the 2017 IMF/World Bank Spring Meetings in Washington, said Nigeria has the worst tax to GDP of six per cent in the world, as only 13 million people pay their taxes. She spoke of collaboration with the British Government to ensure that Nigerians who own properties in the UK pay taxes in Nigeria. Nigeria, Africa’s largest economy, has been ranked 19th most attractive destination for investments flowing into the continent’s 54 countries, according to the latest Africa Investment Index (AII) 2016 by Quantum Global’s independent research arm, Quantum Global Research Lab. The country, alongside Algeria, Tunisia, Equatorial Guinea and Seychelles, among others, showed a worsening of their positions in the rankings over the past three years. The AII Index is based on a range of factors that include improved credit rating, current account ratio, import cover and ease of doing business. It is the resulting relative position of a country’s total rank score. The higher the rank score, the worse is the country’s position. It measures the The AII is a combination of individual indicator’s rank into a single numerical ranking. It averages the country’s macroeconomic and financial indicators rankings on the six different factors. Each indicator, and hence factors, receives an equal weight. Their rank score is then averaged to produce the total average score, which is consequently ranked from 1 to 54. The lower the value of the ranking, the better the implied business investment climate. To produce an index score that captures medium-term changing aspects, individual country’s ranking is scaled relative to a benchmark or reference value (the past 3-year rolling average ranking). Nigeria amassed a total rank score of 20.846 with a three-year average ranking of 13 over the period covering 2013 to 2015 on the AII. It also garnered 21.103 average scoring 13 in 2013, 13 in 2014, and 18 in 2015. The top five African investment destinations attracted an overall FDI of $13.6 billion, according to the report. Morocco ranked second on the Index based on its increasing solid economic growth, strategic geographic positioning, increased foreign direct investment, import cover ratio, and an overall favourable business environment. Egypt ranked third buoyed by an increased foreign direct investment and real interest rates, and a growing urban population. South Africa, which ranked fourth on the list, scored well on the growth factor of GDP, ease of doing business in the country and significant population, while Zambia was the fifth country on the list due to its significant domestic investment and access money supply. An Economist, Prof. Uche Uwaleke, has expressed optimism that the Federal Government would meet its target of 15.74 inflation rate as contained in the 2017 budget. Uwaleke, the Head of Banking and Finance, Nasarawa State University, made this known in an interview with journalists on Sunday in Abuja. He said the government could meet this target if there was absence of any serious shock to the economy either from oil price or output. He also expressed optimism that in the coming months Nigeria’s inflation rate would trend further downwards in the wake of favourable developments in the international oil market. The don said: “The drop in headline inflation from 17.78 per cent in February to 17.26 per cent in March is a welcome development. “Given the import-dependent nature of the economy, the appreciation of the Naira in recent times came as no surprise due to the CBN’s sustained intervention. “The CBN’s sustained intervention in the forex market is moderating inflationary pressure from pass-through effect of high exchange rates. “It was also expected that the high food and non-food prices recorded in the corresponding period of 2016 provided a base effect on the inflation rate for March 2017. “Be that as it may, the key driving factors; namely electricity, fuel, housing and transportation services remain. “This is understandable though as these challenges are fundamentally structural and will take some time to address.” Newsmen recall that a recent report by the National Bureau of Statistics (NBS) showed the country’s inflation rate dropped by 0.52 per cent in March to close at 17.26 per cent.
