Despite Atiku resigning from the PDP, he has not officially joined the ADC. He would do so if he intends to contest the party primaries. People mistake this coalition for the merger that birthed the APC. The arrangement is slightly different.

You take out benefits that previously acrued to the citizens and handed them over to the governors and then turn around to blame the citizens.
