Credit schemes and mortgages make the 'fruit' a bit closer to more people. These are things we've been seeing in 'working' countries and asking for. In those countries, you don't need to have 100% of your money to buy houses, appliances, laptops, phones, etc. You can get them via credit, many of them pay for these things including their education for decades. Ever heard of credit cards? It is these ideas that the government is starting to make more possible and real. It's a great start.

This one is a kind that has a single digit interest rate as envied in some developed countries, as well as option of paying for as long as 20 years. That was never available; it's new and praiseworthy.
There are government many workers that can afford it. They are not all same price or same location, and they are not forced. If you cannot afford it, go build or buy elsewhere. The scheme is not for everybody. Not everyone has houses in developed countries. People pay rent all over the world. As for transparency, you'll need to ask the organisations like ARMs and other mortgage bodies and developers that are part of it. You can also be part by the way.
