There is no bad blood between President Muhammadu Buhari and Bola Ahmed Tinubu, a chieftain of the All Progressives Congress (APC).


Garba Shehu, senior special assistant to the president on media and publicity, released a statement to this effect on Wednesday.

He said both individuals remain strong allies and are committed to the APC’s vision of bringing “change” to Nigerians.

“Recent reports of a rift between the two leaders of our party are false; the handiwork of some media mischief makers,” the statement read.

“It is quite unfortunate that certain sections of the media feed on birthing controversies, providing a nexus for naysayers who work behind the scenes planting such stories which are absolutely false.

“This administration is aware of pessimists and cynics who willfully spread misinformation to create doubts in the minds of the people about the relationship between its leaders and whether the party will remain intact or not. There is no doubt that the President and the party are focused on development, peace and security, restructuring of the economy and war against corruption in the country and will not be diverted to anything else. This desperate attempt to fool the people will not succeed.

“To President Buhari, Asiwaju Bola Tinubu remains one of the most respected political leaders in the country who has stuck to his principles in the face of all adversities. He was instrumental to the formation, growth and development of the APC into a formidable political party and the political alliance is waxing even stronger.

Education / UI Releases Cut-off Marks For 2019/2020 Admission by imeyalo09: 1:49am On Sep 23, 2019
The University of Ibadan, over the weekend, released the cut-off marks for candidates who chose the institution in the 2019/2020 Universal Tertiary Matriculation Examination.

The cut-off marks for all departments in various faculties in the institution was fixed by the faculty admissions committee

The Vice-Chancellor of the institution, Prof. Idowu Olayinka, announced the cut-off marks in a statement issued on Saturday.

Olayinka said the committee agreed to the respective cut-off marks “in the spirit of openness and transparency for which the institution is known.”

He said, “They agreed to the respective cut-off marks which we are publishing in the spirit of openness and transparency for which our institution is reputed.

“Good luck to all the candidates as you seek to join this citadel of learning,” Olayinka added.

The cu-off marks come in two categories — general cu-off marks for all applicants, and lower cut-off mark for Educationally Less Developed States.

The following are the departments and their cut-off marks:

Nigeria has recalled its High Commissioner to South Africa, Ambassador Kabiru Bala and also pulled out of World Economic Summit holding in Cape Town on Wednesday.

A presidential source told News Agency of Nigeria (NAN) that Nigeria also demanded for full compensation for the loss of life and property of Nigerians affected by the xenophobic attack.

He also disclosed that Nigeria has pulled out of World Economic Forum on Africa billed for Capetown, South Africa, from September 4-6 over the xenophobic attacks.

Vice President, Yemi Osinbajo was to represent Nigeria at the forum.

Earlier, the Democratic Republic of the Congo, Rwanda and Malawi pulled out of the event.

Presidents Paul Kagame (Rwanda), Felix Tshisekedi (DRC) and Peter Mutharika (Malawi) have all withdrawn from the event.

The source said that Nigeria has also demanded for full compensation for the victims of the attacks.

According to the source, this is the outcome of President Muhammadu Buhari, Osinbajo and Foreign Affairs Minister, Geoffrey Onyeama, brainstorming session on the raging Xenophobic attacks of Nigeria in South Africa.

Onyeama had on Tuesday during at a joint news briefing with the South African High Commissioner to Nigeria, Mr. Bobby Moroe, insisted: “In the first place, we must address the issue of compensation. There has to be accountability and there has to be responsibility for compensating all those Nigerians that have suffered loss and we are going to absolutely push forward.”

Operatives of EFCC, Port Harcourt’s Zonal Office have arrested 19 staff of a fake investment company floating an alleged Ponzi Scheme that have defrauded members of the public to the tune of N2,000,000,000.

The company, Bluekey Investment Club, operating from Sonia Mall, 42 Woji Road, YKC Junction, Port Harcourt, Rivers State, was registered with the Corporate Affairs Commission( CAC) as a Software Development and General Contracting Firm.

However, it veered into an interest-yielding Ponzi Scheme with 10% weekly returns on investment over 6 Months. The Scheme also promised total returns of invested capital after six 6 Months.

Nineteen( 19) staff of the company were rounded up on Friday, August 30, 2019 in Port Harcourt. Among them are five Principal Officers: Princess Tsaroigbara( Public Relations Officer) ; Onwusa Frances Chineze( Accountant); Naabe Gunugu( Payment Confirmation Staff), Tambari Success( Customer Service) and Anorue Maureen( Receptionist). The Chairman of the company: Neenwi Swanu was at large as at the time of arrest.

Scores of defrauded customers thronged the premises of the Company seeking the intervention of the EFCC.

Crime / Gunmen Kill 13 In Fresh Kaduna, Plateau Attacks by imeyalo09: 2:40am On Aug 31, 2019
Gunmen on Thursday killed five persons and razed several homes in  Kiri Village, Attakar Chiefdom of Laura Local Government Area of Kaduna State.

Also on Thursday, at least eight people were confirmed dead and five others missing after a fresh attack on  Atakar community,  Riyom Local Government Area of Plateau State by gunmen suspected to be herdsmen.

Attakar Chiefdom is in Southern Kaduna.

A spokesman for the police in Kaduna  State, DSP Yakubu Sabo, confirmed the incident on Friday.

The attack is coming after the several months of relative peace Southern Kaduna.

Sabo said they had launched an investigation into the attack.

Sabo said, “Some hoodlums came to the village on Thursday shooting indiscriminately. One man named Daniel was hit.

“Following a distress call, the area commander of Kafanchan rushed to the scene and chased the hoodlums who ran into the hill bordering Kaura and Ryom LGA.

“And this morning while our men were combing the area they discovered four corpses, and the 35- year-old  Daniel, who was injured during the attack, later died, making five people who were killed.

“We  have taken over the situation as everywhere in the village is calm and we are patrolling the area.”

Sunday Bulus, who witnessed the incident, told one of our correspondents that the gunmen invaded the village at about 4 pm, shooting at the villagers.

According to him, the hoodlums shot dead five persons and injured others. He said two villagers had yet to be found.

Bulus said the new police post in the village was among the buildings razed by the gangsters.

One of our correspondents learned on Friday that the victims of the Plateau attack were mostly farmers.

It was learned that the hoodlums who attacked Atakar community killed six people on Thursday while two others who sustained gunshot wounds died on Friday.

A community leader, Musa Gabriel,  who escaped being killed by the hoodlums,  said the gunmen swooped on the farmers around 3.30pm  and killed four on the spot, while others fled in different directions.

Gabriel said, “We were harvesting groundnuts on our farm when we suddenly noticed that we had been surrounded by gunmen suspected to be Fulani herdsmen. They fired gunshots and killed four on the spot while the rest of us escaped.

“They trailed us to our camp because many of us had just returned to the community after we were displaced two years ago. Two people were also killed in the camp while many of us sustained bullet wounds.  The  five people missing are  yet to be found.”

He  said government forces could not respond immediately because they could not access the community due to the deplorable road.

Police spokesman, DSP Mathias  Tyopev,  said he had yet to be briefed about the incident.

However, a member of the Plateau State House of Assembly representing Riyom Constituency, Timothy Dantong, confirmed the incident.

He called on the security agencies to come to the rescue of the natives and ensure that they were not chased away from their ancestral home for the second time by hoodlums.

The leader of the Islamic Movement of Nigeria (IMN) also known as Shi’ites, Sheikh Ibraheem El-Zakzaky, is heading back to Nigeria after a failed medical trip to India.

Confirming this, one of the leaders of the Movement, Abdullahi Musa, said plans to bring the Sheikh back became necessary after the Nigerian government allegedly frustrated his plan to be treated by doctors he trusted in India.
El-Zakzaky had, on Wednesday, said things changed when he got to an Indian hospital, alleging that the Federal Government had changed the plans with the Indian authorities, which he said was a breach of an earlier arrangement made before he left Nigeria with his wife.

He alleged that his condition and that of his wife, Zeenat, were subjected to at the Indian hospital when they arrived Tuesday evening for medical treatment, was worse than that of Nigeria.

Ibrahim Musa, the spokesperson of the IMN, who also confirmed the development on Wednesday, said the group had received an audio message from El-Zakzaky where he narrated the “terrible condition” they had been subjected to in India.

In the full transcript of El-Zakzaky’s message, he said that they were only brought to another detention facility where they did not feel safe, as he only met with a new set of doctors who were brought in to handle their case but whom he had not made any prior arrangement with.

It will be recalled that a High Court in Kaduna granted the IMN leader, El-Zakzaky, and his wife medical leave to be treated in India under the supervision of the Nigerian government.

Since the Sheikh and the wife left Nigeria for India for medical attention, there have been controversies on how the Sheikh was handled in India and the unruly attitude of the Islamic leader towards the Indian government as alleged by the Nigerian government.
However, in a video released by the Sheikh on Thursday, he accused the Nigerian government of frustrating his plans of getting his doctor to attend to him.
He further said in the video that if the trend continues, he would have no option than to return to Nigeria.
He insisted that only the doctors he trusted could attend to him and his wife, else they would leave for another country for medical attention.
Meanwhile, the Nigeria government in a statement released from the Ministry of Information and Culture on Wednesday accused the Islamic cleric of complicating issues and making his medical attention impossible.
The Nigerian government and the IMN have both exchanged counter-allegations on the true situation in India.

Social media platform, Facebook, in partnership with Africa Check, has added new local language support for several African languages to fortify its third-party fact-checking programme.

The initiative helps to assess the accuracy of news on the platform, thereby reducing the spread of fake news.

Launched in 2018 across five countries in Sub-Saharan Africa, including South Africa, Kenya, Nigeria, Senegal and Cameroun, Facebook entered into the collaboration with the continent’s first independent fact-checking organisation to expand its local language coverage across Nigeria in Yoruba and Igbo in addition to Hausa; Swahili in Kenya; Wolof in Senegal and Afrikaans, Zulu, Setswana, Sotho, Northern Sotho and Southern Ndebele in South Africa.

The company made the announcement yesterday in Johannesburg, the commercial capital of South Africa.

The Guardian check showed that as at the beginning of the year, of the about 67 million Facebook users in Africa, Nigeria had 27 million with 14 million being active daily users. There are, however, projections that the figure would rise to 30.4 million by 2023.

Commenting on the additions, Facebook’s Head of Public Policy, Africa, Kojo Boakye, said: “We continue to make significant investments in our efforts to fight the spread of false news on our platform while building supportive, safe, informed and inclusive communities. Our third-party fact-checking programme is just one of many ways we are doing this, and with the expansion of local language coverage, this will help in further improving the quality of information people see on Facebook. We know there is still more to do, and we are committed to this.”

Also speaking, the Executive Director of Africa Check, Noko Makgato, noted: “We are thrilled to be expanding the arsenal of the languages we cover in our work on Facebook’s third-party fact-checking programme.

In countries as linguistically diverse as Nigeria, South Africa, Kenya and Senegal, fact-checking in local languages is vital. Not only does it let us fact-check more content on Facebook, but it also means we will be reaching more people across Africa with verified and credible information.”

Facebook’s fact-checking programme relies on feedback from its community, as one of many signals it uses to raise potentially false stories to fact-checkers for review.

The American company explained that local articles would be fact-checked alongside the verification of photos and videos.

The Kaduna State government has released fresh conditions that must be met before it will allow the leader of the Islamic Movement in Nigeria, Sheikh Ibraheem El Zakzaky and his wife, Zeenat travel to India for medical treatment.

This was made known in a statement issued on Wednesday evening, by Kaduna state commissioner for Internal Security and Home Affairs, Samuel Aruwan.

He said though the state government will appeal the ruling of the Kaduna High Court allowing El Zakzaky to travel to India for treatment, it will not seek a stay of execution because it believes that people should have access to treatment.

But the statement issued by Kaduna government highlighted some of the conditions to be met by the leader of the proscribed Islamic Movement of Nigeria, IMN, to include: “The confirmation of his appointment with the hospital by the ministry of foreign affairs; an undertaking by the defendants to produce two prominent and reliable persons as sureties, one being a first class chief/emir of national repute and the other a prominent person within Kaduna State who shall undertake to produce the defendants whenever they are needed.”

The full press statement reads: “Malam Ibrahim El-Zakzaky is facing criminal trial before the Kaduna High Court on charges filed in April 2018. The Kaduna State Government is prosecuting Malam Ibrahim El-Zakzaky on an eight-count charge, including culpable homicide punishable with death. He and his wife are the first and second defendants in The State versus Malam Ibrahim El-Zakzaky and Another (charge no. KDH/KAD/60c/2018), and his plea was taken on 2nd August 2018. His application for bail was refused on 4th October 2018, and he has since remained in the lawful custody of the state, and not in unlawful detention as being wrongly disseminated.

On Monday, 5th August 2019, the Kaduna High Court granted an application for medical leave filed by Mr. El-Zakzaky and his wife, Mrs. Zeenah Ibrahim. The court specifically said it was granting the two defendants ‘leave to travel out of Nigeria for urgent medical treatment at Medanta Hospital, India, under strict supervision of the Respondent and to return to Nigeria (for continuation of trial) as soon as they are discharged from the hospital.’

The Kaduna State Government respects the right of anyone to seek treatment anywhere in the world, even for malaria or common cold, so long as they are paying for it. But in the case of persons facing trial for serious offenses, necessary safeguards are required to ensure that such persons do not become fugitives from justice or frustrate trial by claiming asylum or the status of political prisoner in the host country.

In compliance with the court ruling, the Kaduna State Government has filed at the Kaduna High Court terms for strict supervision of the medical leave, as follows:

1. The Ministry of Foreign Affairs of the Federal Republic of Nigeria shall confirm the appointments of the defendants/applicants with the Medanta Hospital, India, and undertake all necessary diplomatic arrangements and protocols to ensure compliance with the conditions of the medical leave.

2. Each of the defendants/applicants shall undertake to return to Nigeria to continue their trial as soon as they are discharged from the hospital, and shall also be responsible for the cost of their travel, treatment and living expenses while on their medical leave.

3. Each of the defendants/applicants shall produce two prominent and reliable persons as sureties, one being a first class chief/emir of national repute and the other a prominent person within Kaduna State who shall undertake to produce the defendants whenever they are needed. The sureties must also produce evidence of landed property within Kaduna State.

4. The Federal Government of Nigeria shall obtain from the Government of India an irrevocable guarantee that it will not entertain any application by the defendants/applicants or any third party seeking asylum under any guise or conferring the status of political prisoners or any other status aside from being medical patients on the defendants/applicants and shall also restrain the defendants/applicants from any act inimical to the corporate existence of Nigeria.

5. Each of the defendants/applicants shall undertake in writing, endorsed by their Counsel, that while on medical treatment in India, they shall do nothing to jeopardize the ongoing trial, the peace and security of Nigeria and the laws of the Republic of India in whatever form.

6. Security agents of the Federal Government of Nigeria shall escort the defendants/applicants and remain with them throughout the duration of their treatment in India and thereafter shall return with them after their discharge from the hospital.

7. The Nigerian High Commission in India shall undertake prior vetting and grant consent before any visitor has access to the defendants/applicants while in the Republic of India.

As is readily evident from the above, many of these terms of supervision depend for their actualization on actions by the Federal Government of Nigeria which is the sovereign power vested with the constitutional responsibility for foreign affairs.

While the Kaduna State Government respects the court’s ruling on medical leave, it disagrees with the premises on which it is based. Therefore, an appeal will be lodged on the matter, but a stay of execution will not be sought as the state government believes that a person may choose to travel abroad for any medical condition at his own cost.

As stated earlier, El-Zakzaky and his wife are defendants in a criminal case. Given the pendency of this case, the proper thing is to await its conclusion. However, the Kaduna State Government notes that perceptions of this case are suffused in a veritable avalanche of deliberate falsehood, disinformation and revisionism, powered by vested interests.

Therefore, this statement is issued to set the records straight, as follows:

1. Between 12-14 December 2015, there were clashes in Zaria between the Nigerian Army and the Islamic Movement in Nigeria (IMN). The clashes began when IMN blocked a public highway and refused to lift the blockade to enable passage by the convoy of the Chief of Army Staff. The clashes resulted in the loss of lives and the destruction of property.

2. Following the clashes, IMN leader Malam Ibrahim El-Zakzaky and his wife, Zeenah Ibrahim, were arrested by the Nigerian Army and passed to the custody of the federal authorities.

3. On 29th January 2016, the Kaduna State Government constituted a Judicial Commission of Inquiry into the matter. The 13-member commission of inquiry was chaired by Justice Mohammed Lawal Garba of the Court of Appeal.

4. Among other findings, the Judicial Commission of Inquiry assigned responsibility for the Zaria clashes to Malam Ibrahim El-Zakzaky as leader of the IMN. The Judicial Commission of Inquiry noted that “members of the IMN owe absolute loyalty to Ibrahim El-Zakzaky. He therefore bears responsibility for all the acts of lawlessness committed by the organization and should therefore be held responsible, fully investigated and prosecuted”.

5. The Judicial Commission of Inquiry also recommended the proscription of the IMN, noting its disregard for the Constitution and the laws of the Nigerian state.

6. The Kaduna State Government accepted these findings of the Judicial Commission of Inquiry and commenced the processes for prosecuting Mr. El-Zakzaky.

7. In October 2016, the Kaduna State Government declared the IMN an unlawful society, drawing on powers vested by Section 45 (1) of the Constitution and Section 97A of the Penal Code (Cap 110, Laws of Kaduna State, 1991).

8. While in the custody of the Federal Government, Mr. El-Zakzaky’s counsels filed a case against the Federal Government for the enforcement of his fundamental rights at the Federal High Court.

9. Neither that court nor any other court has made any order against the Kaduna State Government for the release of Mr. El-Zakzaky on bail. After the conclusion of the Judicial Commission of Inquiry process, the Kaduna State Government requested the transfer of Mr. El-Zakzaky to the state for the legal processes to begin.

10. In 2018, the Federal Government eventually acceded to the Kaduna State Government’s request for the transfer of Mr. and Mrs. El-Zakzaky from its custody to facilitate their proper arraignment before the Kaduna State High Court.

11. On 19th April 2018, the Kaduna State Government filed an eight-count charge against Malam Ibrahim El-Zakzaky, Mallama Zeenah Ibrahim, Yakubu Yahaya Katsina and Sanusi Abdulkadir Koki for the offenses of:
a. Criminal Conspiracy
b. Culpable Homicide punishable with death
c. Unlawful Assembly
d. Wrongful restraint
e. Disturbance of public peace
f. Voluntarily causing grievous hurt
g. Inciting disturbance
h. Breach of Public Peace

12. The eight-count charge in The State versus El-Zakzaky (KDH/KAD/60c/2018) were filed under Sections 59,47, 66, 77, 73, 222 and 78 of the Penal Code Law of Kaduna State.

13. On 2nd August 2018, the Kaduna High Court took the pleas of the first and second defendants, Malam Ibrahim El-Zakzaky and Mrs. Zeenah Ibrahim. Also, on that same day, the court heard the defendants’ application for bail which was refused in a ruling made on 4th October 2018.

14. The court ordered that the defendants be kept in prison custody and that the defendants be allowed access to their personal physicians alongside physicians of the State. However, at his request, Mr. Ibrahim El-Zakzaky and his wife are being kept in SSS facilities which were deemed more comfortable than the Kaduna Prison.

15. The trial suffered initial delays because the third and fourth defendants/applicants remain at large. That was the case when the matter first came up in court on 15th May 2018. It was adjourned till 21st June 2018 because the charges had not been served on the third and fourth defendants. An accident involving the trial judge further delayed the hearing scheduled for 21st June 2018. Subsequently, the arraignment of the first and second defendants was done on 2nd August 2018.

16. The substantive charge was adjourned sine die with the agreement of all counsels representing the State and the defendants upon the assignment of the trial judge to duties at the Election Tribunal.

17. However, the Kaduna High Court heard Malam El-Zakzaky’s application for leave to seek medical attention abroad on Monday, 29th July 2019. At the hearing, counsel to the Kaduna State Government opposed the application for medical leave largely because it was based on medical reports not issued by a government medical facility. The court granted the application on Monday, 5th August 2019.

18. Counsels representing the defendants/applicants in the case have been appearing before the Kaduna High Court. It is baffling that the same counsels to the defendants, led by a senior advocate, Femi Falana, are in their public comments, giving the impression that there is no trial ongoing at the Kaduna High Court, which denied bail to Mr. El-Zakzaky and consequent to which Mr. Ibrahim El-Zakzaky remains in lawful custody.

19. It is the considered contention of the Kaduna State Government that decades of impunity emboldened the IMN to engage in various unlawful activities culminating in the tragic events of December 2015. In prosecuting the case, the state government is affirming simple canons of the rule of law, that no one is above its long arm and that all persons are equal in its eyes. Mob pressure, such as the carnage visited on the streets of Abuja to force Mr. El-Zakzaky’s release without due process, cannot be allowed to succeed.

20. Matters have been joined in court. The two defendants are represented by counsel of their choice and they have taken the pleas. It is left to the court to decide the case. The campaign of violence, disinformation and misinformation on this matter must now stop. Only a court of law can free Mr. El-Zakzaky, and the court before which he is standing trial is the High Court of Kaduna State.

21. It is ridiculous to feign respect for the rule of law while ignoring legal processes ongoing before a state High Court. Campaigns of calumny, abuse, disinformation and disrespect for law and order will not trump due process. Equality before the law obliges everyone to respect the trial process before a court, not to irresponsibly traduce it.

The Central Bank of Nigeria (CBN) on Monday published the consumer protection framework, guidelines on disclosure and transparency.

Available on its website, the bank said this is pursuant to the powers conferred on it by Sections 2 (d) and 33 (1) (b) of the CBN Act, 2007 (as amended) and Section 57 (2) of the Banks and Other Financial Institutions Act [BOFIA] of 2007, as amended.

“The Guidelines” according to the apex bank, is to give effect to the Disclosure and Transparency Principle contained in the Consumer Protection Framework (CPF) for institutions regulated by the CBN. The Guidelines provide minimum Disclosure and Transparency requirements for Financial Institutions under the regulatory purview of the CBN to ensure they provide consumers with all material and relevant information regarding their business relationship in a clear and transparent manner.

To promote transparency and enhance disclosure, Financial Institutions according to the guidelines, shall comply with the following general provisions: Contracts, offer letters, statements of account, notices and other documents provided or made available to consumers shall be written in clear, legible and simple English language and in a minimum font size of 10.

It shall also state the name, contact details of the Financial Institution and the consumer and contain a statement that the Financial Institution is regulated by the Central Bank of Nigeria.

The overall impression of the document, the bank stated must not be misleading or deceptive; Provide a copy of the document to the consumer in a durable medium for future reference among others.

“The objective of the Guidelines is to protect consumers against the provision of inadequate, misleading or failure to disclose material and relevant information and generally guard against lack of transparency by Financial Institutions in their dealings with consumers.

“The Guidelines, therefore, sets out the minimum standards expected from Financial Institutions on consumer protection disclosure and transparency,” it read in part.

The Guidelines according to CBN, shall apply to all transactions by financial institutions licensed and regulated by the Central Bank of Nigeria and their agents, subsidiaries and associates. These include Commercial Banks,  Merchant Banks, Specialized Banks, Micro-finance Banks (MFBs), Development Finance Institutions (DFIs), Finance Companies (FCs), Bureaux-de-Change (BDCs), Primary Mortgage Banks (PMBs), Credit Bureaux, Mobile Money Operators, Payment Service Banks, Switching Companies, Payment Solution Service Providers, Payment Terminal Service Providers, Non-bank Acquirer, Super Agents and Mobile Money Operators.

Financial Institutions shall ensure that the provisions of the Guidelines form part of any consumer-related transaction, product or service agreement they may enter into with any other institutions which are otherwise not regulated by CBN.
