I agree with you, not totally. The Northerners were mostly illitrate to western culture, which were of the reasons that led to the sucess of in direct rule. But the main reason it worked better in the north was their already existing system of govt and religion. They practised a highly centralized govt with the emir/lamido at the apex. All taxes were collected and paid directly to the emir. They were moslems and thur were united in worship; they had great respect for traditional institutions including their rulers. British had no other intrest in us than busniess gains. So their was an already established pattern of taxation; they had respect for their rulers, so you win over the emir you win over the people.
In the Igbo areas, it was a highly decentralized govt. It was divided into clans(could number into a 100),then villages, then kindreds(umunanna). Plus no centralized taxing.

Section 46 of the drafted finace bill 2019 expands the exempted items to include:
(a)brown & white bread
(b)ceareals including: maize, rice, wheat, millet, barley and sorghum
(c)fish of all kinds
(d)flour and starch meals
(e)fruits, nuts, pulses &vegetable of various kinds
(f)roots such as cocoyam, yam, sweet &irish potatoe
(g)meat & poultry products including egg
(h)milk
(i)salt & herbs of various kinds and
(j)natural water and table water.
Intrestingly this bill exempts MSMEs from VAT registration. It pegs VAT registration below 25million in turn over per year, to allow revenue authorities to focus on compliance from larger busnieses.
What do you think abnut this proposed bill, given this information.

VAT is an indirect consumption tax, under the tax act of 1993, managed by FIRS. It is a multi-stage tax(all stages of production) imposed on goods ame services and are borne by the final consumer. Nigeria and Eriteria has the lowest VAT at a single digit of 5%. Exported services; medical and pharm produbts; basic food items; baby products are among VAT exempted items. During the FEC meeting of Sept 11 2019, the need to increase goverment revenue led to the creation of Strategic Revenue Growth Initiative, which iniatiated the 7.5%increase.
Objectives of the bill:
(a)promote fisical equality by mitigating instances of regressive taxation;
(b)reforming domestic tax laws to align with foerign best practices;
(c)introduce tax incentives for investment in infrastructure and capital market;
(d)support micro, small and meduim size busniess and
(e)raise revenue for goverment.

Make laws that will help grow the economy; encouarge foerign investments; encourage local entreprenuership and invesments. Then see if we will not be willing to pay tax. No concrete econmic blueprint + ressesive tax laws. And you open your mouth to blab. Mtcheww

VAT AND THE 30,000 MINIMUM WAGE:
Nigerian inflation rate for the past 5years have been above 10% with a purchasing power of 50% given our naira devaluation. What this means is: with the current minimum wage of 18,000 naira goods you purchase are actually worth 9,000 naira(purchasing power).
If goverment increases the minimum wage to 30,000 naira (which of course has the purchasing power of 15,000naira) life would be somewhat easier. If this 7.5% vat is introduced, it will further reduce the purchasing power of minimum wage earners. Meaning about 85% of Nigerians will be living below 2$ per day

or a major African language like Swahili can be adopted for the entire Africa. But I doubt most would agree with such method. So i think it's better to simply use English . Even japan,South Korea ,Sweden,Norway etc. are learning English as second language. Everyone born after 1990 understand English and speak English moderately in Sweden,Norway,Denmark,South Korea,Japan,Brazil,and even Mexico. Although most informal communication ARE still done in The native languages.

LANGUAGE: Bantu language should be our major language. It is spoken by most Africans especially along the coastal regions.
GOVERMENT: System of goverment would be a unique combination of monarchy and communism. A king at the local level in charge of the day to day running of the communities. Instead of a governor we have the regional head with a council of regional ministers made up of the heads(kings) of each community they will be charged with the responsibility of making laws . Then at the top seat of goverment is the prime minister and the council of ministers. The council of ministers is an elective position with members from each region, to head various ministries. The council of ministers, the regional heads and prime minister form the legislative. Given our history and our social pattern, this system of goverment would be best. Plus it will cheaper to run.
