PoliticsInfectious Disease Bill: Speaker Reacts To The Surrounding Controversy by imustmakeit(op): 1:50pm On May 05, 2020
REMARKS BY THE SPEAKER OF THE HOUSE OF REPRESENTATIVES, REP. FEMI GBAJABIAMILA ON THE CONTROVERSY GENERATED BY THE PROPOSED CONTROL OF INFECTIOUS DISEASES BILL, 2020 ON THE FLOOR OF THE HOUSE OF REPRESENTATIVES ON TUESDAY, 5TH MAY 2020.

1. When the House last sat in session on Tuesday the 28th of April 2020, we considered the proposed Control of Infectious Diseases Bill, amongst other things. Since then, there has been a barrage of criticisms and accusations, including allegations that the proposed Bill is a product of inducement by foreign interests. The Bill, which is still a proposal subject to consideration, amendment and improvement has been assailed as a sinister attempt to turn Nigerians into guinea pigs for medical research while taking away their fundamental human rights.

2. Suffice it to say that none of these allegations are true. Unfortunately, we now live in a time when conspiracy theories have gained such currency that genuine endeavours in the public interest can quickly become mischaracterised and misconstrued to raise the spectre of sinister intent and ominous possibility. This House of Representatives will never, take any action that purposes to bring harm to any Nigerian here at home or abroad. As we have thus far shown by our conduct, the resolutions and actions we take in this 9th House of Representatives will always be in the best interests of the Nigerian people who elected us, and no one else.

3. In the recent uproar, certain fundamental truths have been lost and are worth remembering. Our current framework for the prevention and management of infectious diseases is obsolete and no longer fit for purpose. The current law severely constrains the ability of the Federal Government of Nigeria and the Nigeria Centre for Disease Control (NCDC) to take proactive action to prevent the entry into Nigeria of Infectious diseases and the management of public health emergencies when they occur. Even now, the government remains vulnerable to claims that some directives already being implemented to manage the present crisis do not have the backing of the law and therefore cannot withstand judicial scrutiny.

4. I disagree wholeheartedly with the suggestion that this is not the ideal time to seek reforms of the infectious diseases and public health emergency framework in the country. The weaknesses of the present system have already manifested in the inability of the government to hold to proper account those whose refusal to adhere with Nigeria Centre for Disease Control (NCDC) guidelines led to the further spread of the coronavirus in Nigeria. We have had people break out from isolation centres, and others, who fully aware of their status chose to travel across state lines on public transport.

5. The number of those currently infected by the coronavirus continues to rise alongside the number of those who have died. There is no timeline for when this disease will pass, and nobody can predict when the next public health crisis will occur, just as nobody predicted the present predicament. It bears restating that we do not have in our country, a healthcare system or for that matter, a national economy that is sufficiently robust to withstand the dire consequences of a sustained infectious disease pandemic. We cannot tie our own hands in the fight against this disease.

6. Whether we choose to accept it or not, the world we live in has changed irretrievably. There is no ‘normal’ to return to as this present crisis has laid bare the fundamental weaknesses in our systems of law and policy and left our nation at risk of devastating outcomes on all sides. Our current task is first to survive and then to set about building a new world. Inevitably, this demands that we should be willing to consider new ideas, explore novel possibilities, rejecting those ancient shibboleths we have long adhered to without benefit.

7. We may sometimes disagree with the how and the why of policy proposals. The parliament of the people is not an echo chamber. It is a marketplace of ideas where only those proposals that gain currency with the majority should carry the day. However, our disagreements must be grounded in a shared recognition that our present travails demand urgent interventions. And we must not allow ourselves to become victims of the cynical assumption that every policy proposal or response is a result of personal inducement or a grand conspiracy to bring harm to the people on whose behalf we hold political office.

8. The Control of Infectious Diseases Bill will be put forward to a public hearing where stakeholder contributions will be sought to make improvements to the Bill before it is reviewed and debated by the Committee of the whole. It is from the accumulation of these myriad views, suggestions and good faith critiques from within and outside the House that we will arrive at final legislation that meets the present and future needs of our country, and which we all can support in good conscience.

9. The social distancing guidelines under which this House and the whole country operates for the time being means that the usual format of public hearings is not tenable. If a socially distant public hearing becomes workable, we will certainly explore that option. Nonetheless, the House will provide alternative platforms for all Nigerians who desire, to send in written documents that articulate their concerns, make recommendations on amendments and perhaps present other formulations for a new framework for managing infectious diseases in Nigeria. All the contributions we receive will be considered and aggregated to improve the proposed legislation.

10. Finally let me say that all things are to be examined, and there are no limits set to the thoughts and imaginations that should animate the conversations about our nationhood. Yet these conversations must be factual and informed rather than conspiratorial and divisive. All Nigerians must ensure that the views we share publicly are well informed so that we can more effectively resist the winds of false doctrine that debase this collective enterprise of democratic governance. The commitment to informed public debate is a legacy we must all seek to leave behind.

11. Honourable colleagues, I thank you all for being here this morning, and I welcome you once more to today’s plenary session of the House of Representatives.

12. God bless you, and God bless our Federal Republic.

Good point you've made ...I'm not saying she's right or wrong what I'm concerned with is being polite to the other person while pushing your point.

You can disagree with someone during a discourse BUT don't use hurtful or insulting words to show your disagreement. You can say 'sorry but I don't agree with your point and this are my reasons' Don't just say ....'You are talking rubbish ....blah blah' or 'This is bullshit...blah blah' Its not good. We are all humans BUT that does not mean we know everything ...we all stand to learn from each other.

Seun has been gracious to grant us this platform to express ourselves freely but lets not abuse that generosity to degrade our fellow humans.
ok,thank you, I'll be civil from now on.. Thanks again

You just jumped in on someone's post and say she's talking 'rubbish'... why not be civil and polite about it? We need to learn how to be polite when having a constructive discussion on this platform and not shout down or rub in the mud, someone's point. Make yours and leave. undecided
that it is her opinion doesn't make it right. Mentally deranged people also do have their opinions, let's accepts what's right and forget opinion bullshit... "More like saying someone saying rape isn't a bad thing ", is the person's opinion and should be respected, hell No! What is wrong is wrong! Sending your child to school and he boycotts examinations is irresponsibility and not correcting him is bad parenting. You should know

And you think the rewards ends here, there is still reward in heaven, if he helped them because of God he will surely get his reward from God, if you are blessed on Earth doesn't mean you will be equally bless in the here after, God gave him money for a purpose and that is to help those in need not for oppression and publicity...
salvation is what will take him to Heaven and not whether he gave publicly or privately...

Well for me he has gotten his reward, what is the motives behind the video coverage, he is doing it for publicity, he will get his reward from the public and not from God.
God has blessed him already... His aim was obviously to get the public praise... Doing it for public appraisal isn't a sin, at least you should know that someone in his career line needs that

And after his university education, he ended as an actor? Is that in line with what he studied? Which goes to show he still went back to doing what he has interest in. And like I said, they can later in life decide to go back to school but this time with a knowing of what they intend to achieve from it.

Anyways, yuls father could have seen that he has what it takes to go to school hence the encouragement. Did this guys father know his child capabilities? He obviously didn't know and went ahead to waste such money on him.
Everyone is about the man's money, no body cares about the boys concerns and feelings.

Enough of forcing our will on them already. All they need is our support in what ever career they chose in life, provided its in the right direction. That is why I like the whites. They introduced education to us the blacks but we are now overdoing it more than them in a way its not producing the desired results. Reasons so many graduates today find themselves in the wrong career and are disgruntled and not passionate or satisfied with their profession.
you are saying rubbish! We are talking about basic education here not all about specialty or whatever. Enhlish, Maths, Music etc are basic education courses, the lad needs them, after his high school, he can decide whatever he wants. You want him to making grammatical errors and all later in life right? If that happens, even he, won't be happy with his father

Christianity EtcIs FG Supposed To Build Chapels And Mosques In Federal Universities? by imustmakeit(op): 7:34am On Dec 29, 2019
Happy Sunday NL...
So there was an argument between a friend of mine and me last week after our school made voluntary a chapel levy for Christian students to complete the university chapel instead of mandatory as earlier perceived.
So this guy said, the federal government on establishing a university, supposed to have built places of worship for both religious organizations. Is it supposed to be so or it's the responsibility of the organizations to build for themselves? huh
