APC Exposes Plans By The PDP/Jonathan Administration To Manipulate 2015 General Elections, Implicate Opposition Leaders

Being the text of a press conference addressed by the National Publicity Secretary of the All Progressives Congress (APC), Alhaji Lai Mohammed, in Lagos on Wednesday, March 4th 2015

Good morning gentlemen and welcome to this press conference.

It’s just about three weeks to the start of the rescheduled 2015 general elections, and the expectations across the country and outside our borders are very high, just as the tension among Nigerians!

The eyes of the world are focused on our country, Nigeria, to organize a free, fair, credible and violence-free election that will not only deepen our democracy but will also show to the world that our leadership position in the West African sub-region and the African continent is not a fluke.
While we in the All Progressives Congress (APC), and definitely most Nigerians, also expect nothing less than very transparent elections, indications are that those at the helms have grown so desperate that they do not even want the elections to hold. And even if the elections must hold at all, they must be held on their own terms: No PVCs, No Car Readers, No Jega, and the military must be deployed to intimidate voters!

These dangerous conditionalities by the ruling party, the PDP, and the Jonathan Administration have been playing out publicly, no thanks to the inauspicious comments by elements of the ruling party, who could no longer hide their disdain for credible polls and, indeed, for democracy itself.

But what has not played out openly are some of the criminal and unlawful actions being secretly hatched by the PDP and the Jonathan Administration to rig the forthcoming general elections and perpetuate themselves in power.

The handwriting is clear: This Administration knows it can never win in a free, fair and credible elections because of its appalling record in office. Nigerians want change through the ballot box, and they are determined to effect that change with their PVCs.

Let me now take you through some of those evil plots being hatched to deny the people of Nigerians their right to vote for change.

1. There is a plot to transfer a humongous amount of money into the bank account of the INEC Chairman, Prof. Attahiru Jega, and then claim that the money came from Asiwaju Bola Ahmed Tinubu and the APC in order to justify the ongoing plan to sack Prof. Jega so he won’t organize the elections.

Beyond Jega, there is also a plan to credit the bank accounts of some key national institutions with huge amounts of money purportedly from our party, the APC, ostensibly to compromise those institutions.

2. There is plan to use some political parties that are satellites of the PDP to push for the postponement of the elections again. The plot is to get the parties to address a press conference to say the elections should not hold in the North-east until Sept. 2015 because of the ongoing counter-insurgency battle there. The intention is to make sure Jega’s tenure expires before the polls, so that they can appoint a malleable card-carrying member of the PDP as INEC Chair to conduct the polls.

3. There a plan to use the security agencies to intimidate key opposition leaders as well as the Nigerian Communications Commission (NCC) and telecommunications service providers to disrupt voice and data transmission, especially in APC strongholds, on election day.

As we have said earlier, the telephones of our leaders have been bugged and their movements are being daily monitored.

Top on the list of the security agencies to be used against the opposition is the DSS, which will be used to compel all Resident Electoral Commissioners in the 36 states and the Federal Capital Territory to hand over the names and telephone numbers of all INEC’s regular and ad
hoc staff who will conduct the elections, as part of the Jonathan Administration’s rigging plans.

It is no longer news that a signal has been sent to all state commands of the DSS to get the list of all INEC Returning Officers and Adhoc Staff before March 10th.

4. There is also the ongoing illegal recruitment over 500 new cadets into one of the country’s security outfits, 50% of whom are from the home state of the outfit’s top brass, in violation of the provisions of the Constitution, especially as the recruitment does not reflect the Federal Character

5. Nocturnal meetings are being held between various heads of national security agencies and the leadership of the PDP to undermine the coming elections;

6. The Presidency has retained the services of two Israelis and a Belgian who are currently holed up in the Aso Rock Villa to hack and corrupt INEC computers on election day, with the trio having already been paid 25 percent of their contract fees upfront.

7. There is an ongoing effort to compromise the card reader, which the Jonathan Administration sees as inimical to its rigging plans.

8. Huge funds are being provided for retired and serving security personnel to buy up PVCs, with the hope that they can be used once the card reader is compromised. Remember, gentlemen, that there is a case in court seeking to declare the use of the card reader in the forthcoming elections unconstitutional.

9. In the days leading up to the elections, the Jonathan Administration is planning to give the opposition the Ekiti treatment by massively arresting key opposition leaders, with a view to destabilizing their ranks, putting them away and paving the way for a free rein of their rigging agents. Towards this end, thousands of signed blank detention orders have been procured.

10. As part of the plan to implicate our leaders, illegal substances may be put into their checked-in luggage during local and international flights. That is why we are calling on our leaders to travel only with their carry-on baggage.

Let me say that the detailed plans by the desperate Jonathan Administration and the PDP are part of the massive intelligence we are receiving daily from patriotic Nigerians, within and outside the government, who are eager to see the organization of a free, fair, credible and violence-free elections that will catapult Nigeria to the league of truly democratic nations.

We have decided to share the information we are receiving with Nigerians because we believe that no power is strong enough to stop a people who are determined to effect change in the way and manner they are being governed, and that the ultimate power resides in the people.

We have no doubt that the information will fortify the local and international observers who are coming for the elections, in addition to enhancing the vigilance of the citizenry before, during and after the polls.

How Jonathan, IBB, Are Plotting Interim Govt Instead Of Presidential Polls

More details are emerging on the plot to install an undemocratic Interim National Government (ING) and pre-empt Nigeria’s presidential election scheduled for later this month.

Informed sources disclosed over the weekend that a key element in the plot is the need to forestall a Buhari presidency, for which reason the schemers of the plot have tried to woo the former Lagos State Governor, Bola Tinubu, now a chieftain of the opposing All Progressives Congress (APC) with the offer of being the Vice President in the interim structure.

Even though there are now major obstacles to the plan, it is yet unclear if the schemers have completely set the idea aside.

If Tinubu accepts, then he will be expected to rally the South-West, while IBB would rally the North, and Jonathan the South-East and South-South to accept the idea of an interim administration.  They will use the excuse that the present times are not good to hold elections in the country, especially because of what David Mark had already called a state of war with Boko Haram.

But it was Tinubu’s rejection of any form of compromise that now appears to be the greatest obstacle to the ING plot.  Sources say this explains the recent outburst of Femi Fani-Kayode, the Goodluck Jonathan Campaign spokesperson alleging that the former Lagos State Governor intends to take over presidential power after the generally-awaited victory of the Buhari-Osinbajo campaign at the polls.

Fani-Kayode wildly alleged that Tinubu has entered into an oath to compel Osinbajo to relinquish the office of VP to him after the election, an allegation and scenario that watchers of the Nigerian polity simply dismiss as both untenable and unrealistic.

Investigations spanning over one week by Empowered Newswire on the interim government plot revealed that the two major schemers in the plot are the President himself, Dr. Jonathan, and former Military president Ibrahim Babangida.

IBB, as he is popularly known, has told close aides that he would have to leave Nigeria the day Buhari is declared winner of the presidential election, a prospect he is working hard to avoid by all means. Jonathan is also said to be under intense pressure to negotiate a soft landing for from power since handing over to Buhari would likely expose the intense corruption that he and the Petroleum Minister Diezani Maduekwe, among others, have perpetrated.

In fact the oil minister is said to be one of the hardest protagonists of a soft landing for the Jonathan presidency, mortally afraid of what a Buhari-Osinbajo ascendancy could mean for her.

Knowledgeable Empowered Newswire sources confirm that IBB held two meetings with Tinubu to discuss the issue of the Interim National Government.  The first was held in Lagos before the Council of State meeting the week before the February 14 elections were postponed. The second took place in Abuja home of IBB’s son on the night of the said Council of State meeting.

The sources said that for the first meeting, IBB told Tinubu he had a wedding in Lagos and would like to use that opportunity to greet the former Lagos State Governor.  Arriving with his son, he told Tinubu about the need to proceed with an interim government and forget about the election.  Tinubu, who was shocked at the proposition, reportedly told IBB to forget the idea.

But on the night after the Council of State meeting in Abuja which considered the subject of the readiness of the Independent National Electoral Commission (INEC) to conduct the election, IBB again invited Tinubu to his son’s house in Abuja.  At that meeting, former Head of State General Abdusalami was also present, and to the utter shock and annoyance of the former Lagos State Governor, President Jonathan showed up in a two-car convoy in the thick of the night.

It was at that meeting that IBB and Jonathan promised Tinubu the slot of the Vice President in the Interim government.  The sources say Tinubu promptly repeated his rejection of the idea, insisting that the elections are the best and only viable option to choose Nigeria’s next president and vice president.

The interim government plan includes the cancellation of the elections and the imposition of a well-known Northerner as the head of the administration, with Tinubu as VP.  The interim government will be put in place for two years, following which new elections would be conducted, with the definite exclusion of Buhari.

Another source revealed to Empowered Newswire that some of the names that have been mentioned as possible heads of the interim government include David Mark, the president of the Senate; General Aliyu Gusau, the current Defence Minister who has always wished to be president “even if for a day”;  and Abdusalami Abubakar, also a former head of state.

All three are known allies of IBB.  But the name of former president Olusegun Obasanjo was also thrown into the picture when a formal statement from the presidency signed by Dr. Ruben Abati said Obasanjo himself wanted to be head of the Interim govt.

Observers say that formal statement by the president’s spokesperson is the best confirmation that indeed interim governmentG plot is real.  Said one source, “If the presidency is saying they know that Obasanjo wanted to be the head of the Interim government, that means the presidency is not only aware of such plans, but is also involved in such a plot.”

There had been previous attempts including monetary and other juicy offers to get Tinubu to prevent the emergence of Buhari in the primaries, and after that, to have Tinubu dump Buhari and enter into a deal with Jonathan to frustrate the potential emergence of Buhari as winner of the presidential polls.

Sources believe that the recent wild allegation from the Jonathan camp that Tinubu was planning to force Osinbajo to relinquish the office of VP after being sworn-in is merely an outcome of the frustration generated first by Tinubu’s insistence that the elections must go on; his rejection of the offer from Jonathan to be VP of an Interim government for two years; and finally his insistence never to dump Buhari.

It is believed that Prof Osinbajo, Buhari’s running mate, has actually never been asked to sign any undertaking or oath of any kind and that he accepted the party and Buhari’s offer to be VP unconditionally.  Both he and the APC also over the weekend formally denied any such arrangements.

In the absence of a key figure in the South-West to support and sell the idea of an Interim government, sources said options left on the table is to ensure the elections are “decently rigged” in favor of Jonathan or a crisis precipitated that will lead to Jonathan handing over power to David Mark as the Senate President, as was the case in the First Republic when power devolved to Senator Nwafor Orizu in the absence of the then President Nnamdi Azikiwe.  In that scenario, in 1966, the elected civilian leaders had to voluntarily hand over power to the military.

Speculations, backed by a comment by the Supervising Minister of Information Edem Duke, are rife that the INEC chairman, Professor Attahiru Jega, may be asked to proceed on terminal leave sometime this month in line with civil service rules.  This option, sources say, would boost the plan to “decently rig the election” in the incumbent president’s favor.

But several legal opinions have been articulated that not only will such a move by the federal government to remove Jega be unconstitutional, it would also rubbish the credibility of the entire electoral process and will result in a definite tailspin into national and international crisis.

Some Peoples Democratic Party (PDP) members in the National Assembly have launched a bid to pit top officials of the Independent National Electoral Commission (INEC) against the commission’s chairman, Professor Attahiru Jega.

It is the latest of alleged moves by the party to destabilise INEC as the nation prepares for the March 28 and April 11 elections.

The plot, The Nation gathered, will see several officials, including commissioners, confront Jega on official matters   with a view to creating a crisis of confidence in the agency, and distracting its attention ahead of the polls.

A meeting to perfect the plan took place recently  at a posh hotel in the Asokoro District of Abuja.

Present at the dead of the night meeting discussion were several influential members of the National Assembly and some INEC officials.

They were said to have reviewed mainly Jega’s ‘uncompromising attitude’ on the use of card readers and the Permanent Voter Cards (PVC).

The PDP does not want both to be used during the elections.

It was gathered that some forces in the party got the National Assembly members to meet the INEC officials on how to frustrate Jega.

Some INEC commissioners were card-carrying members of the PDP before their appointment, according to sources.

A source familiar with the development said:  “Some forces are working desperately to break the rank of the commission before the general election. I think some past officials of INEC are part of the plot.

“What they are planning now is to cause disaffection between Jega and his team in order to show that INEC is not ready for the general election.

“If they force Jega out before the poll, the nation will lose because the credibility of the general election would have been lost.”

An INEC director said the meeting was an open secret.

But he said Jega remains unmoved and is focused on conducting free and fair elections.

“We got a phone alert about the said meeting but since Jega has nothing to hide, we did not respond to the move,” the INEC director said.

“What is important is that we are focused on how to conduct free and fair polls.”

The Abuja meeting may have been an alternative to the initial move to sack Jega.

Top members of the PDP including the president’s confidant, Chief Edwin Clark, and the president’s campaign organisation had openly demanded Jega’s sack for allegedly working against the interest of the party and its flag bearer.



The call was roundly condemned across the country.

Only last Thursday, APC senators alleged at a press conference in Abuja that there was a plan by the federal government to send Jega on terminal leave this week even when his tenure will end on June 30.

Asked about government’s position on Jega’s fate last Friday, the acting Minister of Information, Edem Duke, only said Jega’s exit will “take its natural course.”

However, an INEC national commissioner told The Nation that contrary to the permutations of the anti-Jega forces, his tenure will end on June 30, 2015.

He said Jega is not contemplating going on terminal leave because he is not a career civil servant who is about retiring from public service.

“There is so much ignorance about the exit date of Jega. He is expected to leave office on June 30 and he will complete his tenure two months after the general election.

“ Jega is also not contemplating going on any terminal leave because this is not an assignment you retire from. The position of INEC chairman is that it will be irresponsible of him to abandon his duties for a strange terminal leave which he is not supposed to enjoy any way.

“Jega is not even drawing his salary from INEC in order to remain impartial and avoid being compromised.”

He said there is need to explain these perspectives to enable Nigerians appreciate the fact that some people are just out to distract INEC from its electoral duties.

Meanwhile, INEC chairman has summoned all the Resident Electoral Commissioners (RECs) in the 36 states and the FCT for a meeting to evaluate the preparation for the general election.

The meeting might review the distribution of the Permanent Voters Cards(PVCs), the status of the training of ad hoc staff for  the use of Card Readers and logistics for the election.

It was learnt that Jega invited the RECs for a session on Wednesday in order to get an update on the preparation for the poll.

INEC has about 27 days to put everything in shape. This is why Jega is meeting with his team to avoid any slip.

Any REC with unresolved challenges can now feel free to draw the attention of the commission to these problems before the D-Day.

A document released by the Chief Press Secretary to INEC chairman, Mr. Kayode Robert Idowu, said the commission  might conduct mock election to test-run the card readers at least two states in each of the six geopolitical zones in the country.

The document said: “The Card Reader units have been broadly subjected to simulation Quality Assurance, Integrity and Functionality tests and INEC has full confidence in their performance for election purposes.

“The device has also been subjected to Performance and Conformance Test, both locally and in Texas, United States laboratories by the Radio Frequency Identification (RFID) Research Centre and found to be of the highest quality grade. Besides all these, and with additional time resulting from the rescheduling of the 2015 general elections, the Commission has directed that Stress Test be conducted on the Card Reader device in mock election scenarios – two states in each of the six geo-political zones – ahead of the new election dates.”

The commission is poised to  release the list of the 12 states for the  mock election on or before Wednesday.

Ok, the gist is that the All Progressives Congress (APC) leader and former Governor of Lagos State, Asiwaju Bola Ahmed Tinubu, raised an alarm concerning military personnel stalking his home which is nestled in highbrow Bourdillon, Ikoyi in Lagos. He didn’t quite like the sight of the soldiers milling about the place and said so here.

The army debunked Tinubu’s claims with a statement of its own; to the effect that no soldiers were deployed to Asiwaju’s home and that the APC leader is only crying wolf where none exists. See the army’s riposte here.

Anyhoo, we saw this banner resting on the fence of Bola Tinubu’s home this morning as we drove past Bourdillon. Two banners were hung on the fence of the main house and the adjoining building.



It was a message for the army, more or less. One that suggested that their skills were better suited elsewhere. “This is not Sambisa Forest. Wrong Posting,” the banner read.

Now, in case you’ve been submerged in some cave in the last decade, Sambisa Forest is the swathe of thick forest and shrubs under the control of the terrorist Boko Haram sect. The army has found the area impregnable, billions of dollars in military budgets after.

We can wager that APC stalwarts and Tinubu supporters must have put up these mischievous banners while men slept.

Just before midnight last Thursday, a lorry load of soldiers traversed Bourdillon Road and Falomo Roundabout for about an hour before disappearing into the night, one eyewitness said.

The APC has also sent out a statement to the effect that most of its party officials are being ferreted by the military and that their mobile phones have been bugged as well.

Eerie stuff, won’t you agree?

[b]Contrary to the make believe by the National Security Adviser, Sambo Dasuki that the military will be prosecuting a six weeks war against the Boko Haram insurgents group in the north east and therefore would not be able to provide security if the 2015 general elections were to hold as earlier scheduled in February, Abusidiqu has learnt from very reliable sources that the six weeks postponement of the election as announced by INEC was actually to enable the Jonathan government carry out a marshal plan aimed at winning the 2015 presidential election at all cost.

The Chairman of the Independent National Electoral Commission (INEC), Attahiru Jega had on Saturday announced a shift in the 2015 general election earlier scheduled for February 14 and 28.

Announcing the commission’s decision, Jega said said the elections have to be postponed after the nation’s security agencies indicated to the commission that they were not available to support the elections planned for February 14 and 28.

He said security agencies told INEC that they were commencing a six-week special operation due to start February 14 against Boko Haram insurgents in the north eastern corridors of the country and would rather not be distracted by the elections.

This decision by the security forces, he said, rendered INEC’s readiness and hitherto insistence to go ahead with the elections a risky venture.

But impeccable sources told The Complex that the postponement was necessitated by the impending defeat the Peoples Democratic Party (PDP) was facing had the February 14 election date stood.

Jonathan, one of our source said had in the last few weeks commissioned agencies within and outside the country, including the United State, Israel and Canada to conduct opinion poll on who is likely to win the 2015 presidential election between him and APC rival, General Muhammadu Buhari. But in all of the poll results, Jonathan was roundly defeated by Buhari, a development that did not go down well with the presidency.

The source said the best result the Jonathan had in one of the opinion poll was 40%, while Buhari had the worst score of 60%.

The Complex recalls that several opinion polls organised in Nigeria, most of which were spearheaded by individuals and groups loyal or sympathetic to President Jonathan returned Buhari with the highest number of polled votes. The latest of such poll was the one organised by Africa Independent Television (AIT), which was pulled down as Buhari was leading with about 79% on the grounds the site was undergoing maintenance. The TV station was to claim days later that Buhari supporters hacked the polling site, a claim experts discovered was forged and manipulated to discredit Buhari.

It was on this basis that the plot to postpone the election was hatched so as to give the PDP more time to perfect its rigging plan.

The plot initially was the use the none collection of Permanent Voters Card (PVC) as the basis for the postponement of the election, but when it became clear that this was not going to work, following the insistence by INEC that it was ready for the election, the Service Chiefs were brought in to use security as the determining factor.

The Jonathan govt, using the military and their security report as a kill to get Jega to postpone the election for six weeks as requested by the service chiefs have put together a six weeks marshal plan with which it will perfect its plans to win the election.

The first among the marshal plan of the govt is to revive the 2011 support for President Jonathan by using state resources to curry as many people as possible to support Jonathan the same way he was supported in the last election.

Also included in the marshal plan is to actualise the greed of northern traditional ruler where Buhari is believed to have more support than the president by bribing them with huge boxes of hard currencies and promises of oil wells if President Jonathan is returned to office.

The marshal plan also contained strategies for the rigging of the election with the use of soldiers tointimidate voters on the day of election and rig the votes. This plan seem to have already commence as the Nigerian govt allegedly began a three-day meeting with commanders of army formations in Kaduna today.

With an audiotape of how Ekiti election was rigged by top government functionaries, this should not really come as a surprise.

The Jonathan govt as part of the marshal plan is also planning to win over as many disgruntled PDP members as possible. This they hope to achieve by dangling huge sums of money before them with the believe that many of them have gone broke, especially since the conduct of the party primaries last year.The govt is also considering the option of intimidating the INEC Chairman, Attahiru Jega as well as the states resident electoral commissioner to do to the bidding of the PDP.

The plot is to get Jega to quit his job as the commission’s boss and replace him with a less independent minded person who will do the bidding of the PDP.

The source who is privy to this details said the Jonathan govt are very confident that with this marshal plans to be executed with the next few weeks, the presidency is as good as won for President Goodluck Jonathan. [b]A Nigerian Army Captain, who leaked the audio evidence of how some top officials of the Federal Government and the Peoples Democratic Party, PDP, used the Nigerian Army and other security agencies to rig the governorship election in Ekiti and Osun States last year, has spoken out about the matter.
In a statement entitled: “How Nigerian Army personnel were used to rig Ekiti and Osun States Gubernatorial Elections 2014″, Captain Sagir Koli gave details of all that transpired between himself, his commanding officer, two ministers and some politicians prior to the elections in Ekiti state.
He also spoke about the elaborate plans made to replicate the Ekiti scenario in Osun state last August.

Staff In Confidence
How the Nigerian Army personal were used to Rig Ekiti and Osun States Gubernatorial Elections 2014.
1. I was officially deployed as the 32, Artillery Brigade Intelligence Officer to provide credible Intelligence to the success of Ekiti State governorship election. At about 2030 hours on June 2014, a day to the election proper, the commander, Brigadier General AA Momoh told me to escort him to a place where the State Minister for Defence wanted to see him.
Reaching the place (Spotless Hotel in Ado- Ekiti), which serves as coordinating campaign office for the PDP candidate Mr. Ayodele Fayose, we met the Minister himself, Mr of Police Affairs, Mr Fayose, My Iyiola Omisore, one Honoruable Abdulkareem and host of other top PDP chieftains.
The Outcome of what was discussed that gave the party victory during the election are as follows:
A. They told brigade commander that they are on presidential assignment and they cannot afford to fail. Also, they told him that they were there to remove any obstacles that would block their victory and the commander is the key; therefore, he has no option but to collaborate with them. They said, if the commander play(ed) with them, his promotion is in their hands and the president and the chief of army Staff would be very angry with him and he knows what that means.
B.They directed that soldiers on election duty must work hand in hand with the PDP agents and give them all the necessary support they needed without limitation.
C. They ordered the arrest of selected APC stalwarts that could greatly assist the party during the election including the DG campaign organisation for Dr Fayemi Mr Bimbo Daramola. APC members in Ekiti State should be interviewed of what they went through. We were forced to do a dirty job for them with a threat of court martial.
D.They directed that soldiers must block APC members’ access to the electorates but all PDP supporters’ movement anywhere using a designated sticker with inscription, “National Security Task” it should be noted that some of these PDP agents were given NYSC uniforms because we were well briefed by the commander.
E. Chief Chris Uba who also said he was from the presidency entered Ado- Ekiti a day to the election accompanied by 16 commissioned Army officers (Major and blow) led by Major Ujung of 82 Base Ammunitions Depot from Nigeria Army 82 Division Enugu. Their major task was to effect arrest and move secret materials and money. This money was brought from CBN Umuahia.
F. Chief Chris Uba was physically present with the soldiers and the commander at Forward Operational Base (FOB) close to government house in Ado- Ekiti. He personally supervised the movement of the strike force. This act of a civilian directing military operation is highly unprofessional and tarnishing of the military discipline and regimentation.
G. Chief Chris Uba entered Ado-Ekiti a day to the election accompanied by military/police escort with 2 black tinted Hilux Vans with “secret” materials according to him. Items inside the vans were 1000/500 Naria notes closed and cloned marked ballot papers.
H. Chris Uba, Minster of police Affairs, Obanikoro and Co said this is just a test run that should not fail and its to be done in SS and SW states, moreover, Rivers State to make sure Rotimi Ameachi bow to the federal government.
2. Based on the aforementioned, they succeeded in rigging the Ekiti State election with victory in all the 16 LGAs. These really inspired them and they were with the euphoria that same would happen in Osun State. In preparation of the plans, they confirmed the posting of the commander and task him to prepare for Osun State election (remember that Osun State is not part of 32 Artillery Brigade Area of operations) but they ordered the Nigerian Army Construction Engineers Commander Brigadier General Adeyemi to proceed for 3 weeks compulsory leave until after the election just to pave way for General Momah to repeat the same dirty work that he has done to them in Ekiti State.
3. In build-up towards the Osun State elections, the commander directed me as his intelligence officer who has worked with him perfectly in Ekiti State to go ahead and recce the area as well as familiarize myself with all stake holders for the election. While I and my team were working for the operations, the commander was in Abuja re-strategizing how to use the military to rig the elections. Feelers based on my discussion with him on phone confirmed to me beyond reasonable doubt that we were repeating the same compromise in Osun State. My heart got burnt and become disenchanted and in total disagreement with such being professional junior officer aspiring to become a General tomorrow.
4. However efforts to explain my grievances prove abortive due to the military dictatorial hierarchy in channel of communication vis a vis threat of court martial from the commander. I resorted to alert the APC high level officials with the aim of stopping Army from partisan involvement during election. A week to the election, the commander came back from Abuja and he made revelations being their final arrangement on how the PDP was to become victorious in Osun state as follows:

A. After welcome address by the commander, he thanked all his staff officers, and said “you all know who we are working for, so you guys MUST follow my direction. I am working for the presidency and the ruling party as you all know, is no longer a hidden thing” for those of you who are moles among us, the presidency is watching you, be careful because the consequence will be severe. I learnt that some of you went to Lagos and met with Tinubu without knowing that his line is already bugged at Abuja, then we are in trouble, but before somebody will kill me I have to kill him first” (referring to me). The commander asked how many of us were involved, that I should say the truth, he now held a secret talk with the operation officer and military police officer to tie and handcuff me to Army HQs, from there I know that my life was in danger.
B. The commander categorically told us that the soldiers were to work under PDP agents while their platoon commanders only supervise the soldiers conduct. He briefed the officers that were working the list of agents and those to be arrested at the SGF office in Abuja and once the list is out everybody must work with accordingly.

C. The commander briefed us on the formation of a strike-force in conjunction with police, DSS and NSCDC and he would command the strike force directly. Their duty was to work directly with the PDP aspirant for arrest and intimidation of APC supporters in their strong hold.

D. Money was shared openly at the NYSC Permanent Orientation Camp Ede to the strike force to ensure compliance.

5. Having said all of the above, I must state before concluding that:

A, My brother Adamu Koli a 15yrs old school boy was under detention since on the 2nd August 2014. The boy stays with me at 32 Artillery Brigade Akure.

B. Brigadier General AM Dikko who they consulted initially for the scam insisted that the army must remain professional and apolitical, was disgracefully removed from his command which he served only for 7 months just to allow General Momoh to carry out the dirty work.

6. Last but not the least, to further substantiate my submission and how my dear-loving, hard-achieving noble calling was de-professionalized; here is the recorded voices of the Ministers, the aspirant and the Brigade Commander. Other officers present at the hotel were Major Aliyu and captain Adegoke who were also part of the officers that escorted commander to the venue where the compromise was made. Also conversation between the commander and Abuja could be traced via MTN, GLO, on the under listed phone numbers (between 20-21 June 2014).

The 37-minute recording details the conversation between these PDP leaders and politicians as they bribed Brigadier General Momoh with a promotion for his assistance in carrying out election fraud in Ekiti. In it, Obanikoro is clearly heard informing the group of men, “[I] am not here for a tea party, am on special assignment by the President.”


[b]SaharaReporters has received unimpeachable documents and audio recordings providing substantial evidence that major Peoples Democratic Party (PDP) leaders planned and successfully rigged the gubernatorial elections in Ekiti State, and plotted a similar scenario in Osun in 2014.

The audio recordings and affidavit were provided by Sagir Koli, a Captain in the 32nd Artillery Brigade stationed in Ekiti State, who has since fled the country for fear of retaliation. Capt. Koli recorded the conversation on 20th June 2014 when he was asked to accompany his Commanding Officer, Brigadier General Aliyu Momoh, to the meeting. The venue was held at Spotless Hotel in Ado-Ekiti.

The audio recordings depict the meeting as being attended by the eventual “winner” of the election, Governor Ayo Fayose of Ekiti; Senator Iyiola Omisore; a man identified as Honorable Abdulkareem; the Minister for Police Affairs Caleb Olubolade; and Senator Musiliu Obanikoro who was at the time the Minister of State for Defence. Mr. Chris Uba came to Ekiti with huge stash cash and soldiers from the East to carry out the assignment.

The 37-minute recording details the conversation between these men as they bribed Brigadier General Momoh with a promotion for his assistance in carrying out election fraud in Ekiti. In it, Obanikoro is clearly heard informing the group of men, “[I] am not here for a tea party, am on special assignment by the President.”

SaharaReporters further received credible intelligence that President Goodluck Jonathan had instructed the Chief of Defense Staff, Alex Badeh, to use the army in arresting and intimidating opposition politicians before and during the election. The audio recording provides exact details of the plot, with the collaborators almost degenerating into physical combat.

Authentication of Audio Recordings and Proof of Election Fraud

The audio recordings were analyzed and authenticated by Guardian Consulting, an independent US-based security consulting company. According to a report authored by Guardian Consulting, also in the possession of SaharaReporters, the independent company used Forensic Voice Frequency Comparison technology to identify all voices on the recording with audio available in the public domain.

The then Deputy Defense Minister, Obanikoro clearly states to General Momoh that he was not only sent to the meeting by President Jonathan, but “you can’t get a promotion without me sitting on top of your military council. If I am happy tomorrow night, the sky is your limit.”

Governor Fayose revealed that he had already bribed an official of the Independent National Election Commission (INEC), the non-political commission charged with organizing elections in Nigeria, to bring copies of voter ballots with the INEC logo to him that day. Fayose, upset that his INEC contact was caught in traffic, narrated his day’s frustrations: “Where are we supposed to be collating the thing INEC gave to us? Soft copies we now printed? Why is my [INEC] contact not with [the ballots]…my contact man [was] sitting in the check point…it took me more than two hours to get this man.”

As the plotters began to argue, Omisore, who was running for Governor of Osun State on the PDP ticket, tried to calm the room: “I would just say that we don’t have to argue so much, we have seen some lapses [today] yes. It’s just this evening, there is nothing happening now that we cannot contain before tomorrow morning.”

Plans to Rig Elections in Favor of PDP

The eyewitness testimony and sworn affidavit by Capt. Koli corroborates the audio recordings of the PDP officials’ plans to manipulate the Ekiti elections. The plotters devised several plans intended to bring about an unlawful victory for PDP candidates in Ekiti State races, including the forging of INEC ballots, the use of the military to facilitate access for PDP operatives and supporters, the creation of a list of APC members to be arrested, and the deployment of a Special Team of military personnel to prevent APC voters from reaching the polls.

The PDP officials told General Momoh that those soldiers on election duty “must work hand-in-hand with the PDP agents” and ordered the arrest of selected APC stalwarts as that could “greatly assist the party during the election including DG campaign organization for Dr. Fayemi, Mr. Bimbo Daramola,” Capt. Koli said in his affidavit.

General Momoh, confronted with criticism by the group, defended himself by saying that “we have done a lot of [APC] arrests.” It would be recalled that there were arrests of APC members in Ekiti during the period. It would also be recalled that many members of the security offices paraded around Ekiti in disguise.

The PDP collaborators also demanded that the military block APC members’ access to the electorate and that moles should “be careful because the consequence will be severe.”

Soldiers were instructed set up roadblocks leading to the polling stations and prevent APC supporters’ access. Additionally, vehicles and individuals with a special sticker labeled “National Security Task” were allowed movement anywhere, and were only distributed to PDP agents.

General Momoh informed the group that there were “about 6 special teams. I have one strike force. I have almost forty soldiers after deployment,” evidently an organized system being used to manipulate voter turnout.

Capt. Koli’s statement explained that based on these strategies, “they succeeded in rigging the Ekiti State election with victory in all the 16 Local Governing Authorities (LGAs). These really inspired them and they were with the euphoria that same would happen in Osun State.”

Indeed, leading into the Osun State elections the Brigadier General posted there was told to take a three-week leave during the elections. His position was temporarily filled by General Momoh, who then repeated the same fraudulent tactics in Osun.

Retaliation Against Captain Sagir Koli

SaharaReporters was provided with additional evidence that proves the military retaliated against Capt. Koli when he released this information. Capt. Koli fled before he was arrested, but the military arrested, secretly detained, and chained his brother Adamu to a bed for nearly five months at the Adekunle Fanjuyi’s Cantonment.

In an exclusive phone interview with from his hideout outside Nigeria, Capt. Koli told SaharaReporters that his brother was starved for periods of time and sometimes “fed worms.” Adamu was only released after a petition, which is also in possession of SaharaReporters, was submitted to the National Human Rights Commission by Barrister Chief K. Akinola Ajayi.

The treatment of Capt. Koli’s brother was so poor during his illegal confinement that he had to be hospitalized due to malnutrition.

SaharaReporters contacted Nigerian Defense spokesperson, General Chris Olukolade as well as Nigerian Army spokesperson, Col. SK Usman, for comment on this story. Both officials promised to get back to us but never did
