Trump wants to force mentally ill homeless people into hospitals and treatment. He’s cutting the programs that fund them

Last month, a homeless man with a history of serious mental illness killed a woman on a Charlotte train. The murder, shown on video, spurred calls from some for a tougher approach to dealing with the rise of homelessness and mental health issues across the United States.

A record number of Americans are living on the streets, roughly a quarter with schizophrenia, bipolar disorder or other severe mental illness. The overwhelming majority pose no public danger, and research links only 3% to 5% of violent acts to those with serious mental illness.

President Donald Trump, however, frames homeless people with mental illness as a public safety threat. The solution, he says, is to commit more people into psychiatric hospitals and treatment programs against their will.

Trump released an executive order in July encouraging states to expand involuntary commitment laws — a legal process forcing people considered a danger to themselves or others into inpatient psychiatric care.

“Shifting homeless individuals into long-term institutional settings…will restore public order,” Trump’s order said. He also said in August that he would support the government reopening “insane asylums” for people with serious mental illness.

But psychiatric hospital beds, treatment slots and mental health care workers have been in short supply for years. And Trump’s cuts this year to Medicaid, housing assistance and mental health programs will make it harder to add psychiatric beds, undermining his goal of increasing involuntary commitment.

“The big problem is that the mental health care system we have is grossly inadequate. It’s underfunded and overburdened,” said Jeffrey Swanson, a professor in psychiatry and behavioral sciences at Duke University.

In 2022, the United States had just 18 psychiatric beds per 100,000 people, according to the Substance Abuse and Mental Health Services Administration (SAMHSA) — this was far below the roughly 60 beds experts estimate are necessary so anyone who needs a bed can get one. About 20% of the 14 million adults with serious mental illness do not receive treatment.

Trump’s order isn’t just about hospitalizing people. He also wants states to expand assisted outpatient treatment (AOT) — a court-ordered program for people who are deemed unable to live safely without supervision by a judge. AOT programs offer therapy, medication and other intensive services for people outside a hospital setting.

Expanding AOT alone is not a silver bullet, Swanson said. AOT’s effectiveness depends on pairing treatment with affordable housing, services and other support, he said.

Yet the Trump administration has not pledged any new federal money for AOT programs, psychiatric hospital beds or other treatment.

“The administration wants to force people into treatment that may not exist. It’s a bridge to nowhere,” Swanson said.

The White House did not provide comment to CNN’s questions for this article.

Attorney-General of the Federation) that land use and physical planning fall under concurrent jurisdiction, and states retain the authority to regulate development control within their territories, including federal lands, except for core areas like military formations or exclusive federal enclaves

This is a catch. The military or other Federal structures are exclusive. Then why is trade fair different.

Nepal chooses a 2-year-old girl as new living goddess worshipped by both Hindus and Buddhists

KATHMANDU, Nepal (AP) — A 2-year-old girl chosen as Nepal’s new living goddess was carried by family members from their home in a Kathmandu alley to a temple palace Tuesday during the country’s longest and most significant Hindu festival.

Aryatara Shakya, at 2 years and 8 months, was chosen as the new Kumari, or “virgin goddess,” replacing the incumbent, who is considered by tradition to become a mere mortal upon reaching puberty.

Kumaris are chosen from the Shakya clans of the Newar community, indigenous to the Kathmandu valley, and revered by both Hindus and Buddhists in the predominantly Hindu nation.

The girls are selected between the ages of 2 and 4 and are required to have unblemished skin, hair, eyes and teeth. They should not be afraid of the dark.

During the Indra Jatra festival earlier this month, the former Kumari was wheeled around on a chariot pulled by devotees. The Kumari always wears red, pins up her hair in topknots and has a “third eye” painted on their forehead.

The weeklong Indra Jatra festival was the first of a series of celebrations in October including Dashain, the main festival, and Tihar or Diwali, the festival of lights.

Tuesday marked the eighth day of Dashain, a 15-day celebration of the victory of good over evil. Offices and schools were closed as people celebrated with their families

Family, friends and devotees paraded the new Kumari through the streets of Kathmandu before entering the temple palace, which will be her home for several years.


Devotees lined up to touch the girls’ feet with their foreheads, the highest sign of respect among Hindus in the Himalayan nation, and offered her flowers and money. The new Kumari will bless devotees including the president Thursday.


“She was just my daughter yesterday, but today she is a goddess,” her father Ananta Shakya said, adding that there were already signs she would be the goddess before her birth. “My wife during pregnancy dreamed that she was a goddess and we knew she was going to be someone very special.”


The former Kumari Trishna Shakya, now aged 11 years old, left from a rear entrance on a palanquin carried by her family and supporters. She became the living goddess in 2017.

Families of the Shakya clan who qualify for the prestigious seat compete to have their daughters selected. The family of the Kumari gains an elevated position in society and within their own clan.

But Kumaris live a sequestered life. They have few selected playmates and are allowed outside only a few times a year for festivals.

Former Kumaris face difficulties adjusting to normal life, learning to do chores and attending regular schools. Nepalese folklore says men who marry a former Kumari will die young, which has resulted in many of the girls remaining unmarried.

Over the past few years, there have been many changes in tradition and the Kumari is now allowed to receive an education from private tutors inside the temple palace and even have a television set.

The government also offers retired Kumaris a small monthly pension of about $110, which is slightly above the minimum wage fixed by the government.

Russia is turning to African women and conscripted North Koreans to tackle its defence worker shortage

US president Donald Trump has said Ukraine could win back all of the territory it has lost in the ongoing war, but Russia’s president Vladimir Putin shows no signs of wanting a peace deal, or reducing the military offensive.

Instead, night after night Russia continues to launch hundreds of drones and missiles at Ukraine, killing civilians and destroying homes, public buildings and infrastructure.

Russia can only continue this war if it has enough workers. It has one of the world’s largest armed forces (composed of 1.32 million active military personnel), but its military recruiters face a challenging job in outpacing the enormous losses of soldiers who are killed or seriously injured in Ukraine.


However, the staffing needs of Russia’s military are tiny compared with its defence industry. Russian factories that produce weapons and equipment for the war employ approximately 4 million workers – and they have been suffering from a serious labour shortage.


According to a statement made in the Russian parliament in 2024, the country’s defence industry needs approximately 400,000 more workers than it currently employs.

But how can Russia, with a population of 143 million people have a labour shortage in a sector of the economy that is so crucial for the war?

There are a variety of reasons. An estimated 1 million Russian citizens fled Russia in 2022 – either because they opposed the war in principle or because they wanted to avoid being forced to join the military and fight – or both. Although as many as 45% of those who fled are believed to have returned to Russia over the past three years, that would mean Russia lost approximately 650,000 people from its workforce, at least for the duration of the war and perhaps permanently.

Russia’s defence industry is also in direct competition with the army for workers. The Russian state has substantially increased the salaries and various benefits that it offers to new military recruits. Salaries of 200,000 roubles – more than US$2,000 (£1,481) – a month are typical, putting combat soldiers in the top 10% of Russia’s earners.

The defence industry has had to raise the wages it offers during the war, increasing average salaries by 65% between 2022 and 2024, up to about 89,700 roubles per month. New recruits to the military, however, can expect a one-off signing bonus of as much as 4 million roubles in addition to their monthly salary.

Declining birth rate
Demographic patterns also play a part. There was a sharp drop in the birth rate in Russia in the 1990s, which means there are fewer people in their 20s and 30s seeking employment.

The defence industry has introduced a number of initiatives since the start of Russia’s mass invasion of Ukraine in February 2022 to cope with the increased demand for the production of new weapons and equipment along with the need to repair damaged and broken military hardware.

Many facilities are working around the clock: introducing compulsory 12-hour shifts and work weeks of six days on, one day off. Other parts of the defence industry are reportedly using inmates from local prisons to fill staffing gaps, including Uralvagonzavod, which is Russia’s largest manufacturer of tanks.

Russia has turned to ally North Korea to fill some of its military and labour shortages. Thousands of Koreans have been sent to Russia to work in factories and in construction, as part of a deal between Putin and North Korea’s leader Kim Jong-un. There have been reports of “slave labour” conditions and 18-hour days. North Koreans have also been sent to bolster the Russian military


Attitudes to women
Despite all the shortages, the military industry is not recruiting Russia’s women to work in most roles. Although some Russian women do work in defence industry, labour regulations introduced in the 1970s exclude women from many roles that are important to defence production, such as working with hazardous chemicals or heavy metals.

These restrictions are designed to protect pregnant women and the fertility of future mothers. Considering Putin’s emphasis on increasing the birth rate and on presenting Russia as a bastion of traditional gender roles, this is unlikely to change.

However, the reluctance to recruit Russian women into jobs in the defence industry does not extend to women from other countries. Around 200 women, mainly from central and west Africa, have been hired to work in defence industry factories located in the Alabuga special economic zone in Tatarstan, a Russian republic located east of Moscow. Many of these factories build drones assembled from components imported from Iran – weapons that have been used extensively by Russia in its attacks on civilians in Ukraine.

The African women employed to build drones in Tatarstan were recruited through a programme called Alabuga Start, which targets young female migrant workers.

It is advertised extensively on social media, including through paid influencers on TikTok. The salaries offered are high in relation to the wages that these women could earn in their own countries. However, Alabuga Start recruits earn around 40,000 roubles a month – less than half the amount that Russian defence industry workers receive.

[b]The programme is focused on recruiting foreign women for a mix of practical, financial reasons and gender stereotypes. African women will work for less money than Russians. They are also believed to be easier to control than foreign men, while women are perceived to be better than men at tasks that require patience and precision.

The Alabuga Start website appears to offer an attractive package of work experience, on-the-job training, accommodation, Russian language lessons and free flights to Russia. The sectors for employment identified include catering, hospitality and service jobs with no mention of drone assembly.

However, once they arrive, the young women can find themselves living very different lives to those they had anticipated. There are reports of working long hours and exposure to dangerous chemicals, with passports being withheld to prevent women from leaving. For instance, Kenya has launched an investigation into Alabuga Start, which may see the programme shut down in that country.

The difficulties of recruiting and retaining labour for Russia’s defence industry, including bringing in foreign migrant workers and their treatment, reveal some serious weaknesses in Moscow’s military planning. While those are probably not enough to stop Russia’s war effort, they do indicate some of the strains that the war is placing on the country’s economy.

President Donald Trump on Tuesday once again called on all European partners in the NATO alliance to cut dependence on Russian oil.

In his lengthy address to the United Nations General Assembly, Trump accused NATO allies of "funding the war against themselves."

"Who the hell ever heard of that one?" Trump mocked.

European nations have drastically cut their reliance on Moscow’s oil following Russian President Vladimir Putin’s February 2022 invasion of Ukraine, though they have not cut it off entirely.

Hungary, Slovakia, France, Belgium and Spain remain Europe’s top importers of Russian energy.

While Hungary and Slovakia continue to purchase Russian oil, France is the second-largest European purchaser of Russian energy and continues to import liquefied natural gas (LNG).

"In the event that Russia is not ready to make a deal to end the war, then the United States is fully prepared to impose a very strong round of powerful tariffs, which would stop the bloodshed, I believe, very quickly," Trump said. "But for those tariffs to be effective, European nations, all of you are gathered here right now, would have to join us in adopting the exact same measures."

"You're much closer to the city. We have an ocean in between. You're right there, and Europe has to step it up," he added. "They have to immediately cease all energy purchases from Russia, otherwise, we're all wasting a lot of time."

Trump said he will speak with Euroepan leaders about the issue while at the UN this week.
