CrimePFIPC Scandal: Police To Arraign Adeniyi Adeyemi Tuesday by Ironfaceman(op):
The police are to arraign Prince Adeniyi Adeyemi, the Director-General of ‘the Presidential Foreign Intervention Promotion Council, PFIPC, in the Federal High Court on Tuesday.

The police, in a fresh court document marked FHC/ABJ/CR/562/2025, presently charged Adeyemi and two others with eight counts of forgery and impersonation, among others.

The charge was filed on November 27, 2025, by Wisdom Madaki, a police prosecutor

The News Agency of Nigeria, NAN, reports that on June 16, when the case came up for the suspects to take their plea, Adeyemi was said to be indisposed and Justice Mohammed Umar adjourned the matter.

According to the court documents, the witnesses listed in the case are the Chief of Staff to the President, Mr Femi Gbajabiamila; Paul Emmanuel; Jeremiah Imoukhede; and Ituah Sylvester. ExecutiveBranch

Other witnesses are civil servants working in the Office of the Accountant General of the Federation, AGoF, Akimbo Shola and Adamu Balongu, a Deputy Superintendent of Police, who were on the list.

Also listed as witnesses are Ojo Victor, Omeh Amarachukwu, and Wakili Saidu, all of whom were allegedly posted to work with Adeyemi at the non-existent agency

Others are Joy Ngwoke, the owner of Kachi Hotel in Abuja, and Ven Okoriko, the pastor of St. Matthew’s Anglican Church, Maitama

The documentary evidence expected to be tendered by the police include the police investigation report, Gbajabiamila’s petition dated October 17, 2025; and Adeyemi’s fake presidential appointment letter dated March 8, 2024.

These also include the request for a note verbally by Adeyemi sent to the Ministry of Foreign Affairs and the approvals he got to open accounts with the Central Bank of Nigeria, CBN, request for approval of self-accounting Adeyemi sent to the AGoF and the conveyance of approval for take-off of the PFIPC.

Other documents listed by the prosecution are a letter of request for collaboration with the ministry in the area of land acquisition and offices across the 36 states of the federation; statements of all the witnesses and the defendants; and pictures.



The police, in the court document, said “the prosecution shall at the trial call any other related witness or witnesses to prove its case.”

Adeyemi was alleged to have operated the fictitious agency from the 2nd Floor of the Federal Secretariat Complex in Abuja, Phase III, before his arrest.

NAN reports that President Bola Tinubu directed the Independent Corrupt Practices and Other Related Offences Commission, ICPC, on Tuesday to conduct a thorough investigation into the activities of the fictitious agency.

The president gave the ICPC 30 days to complete the investigation

President Bola Tinubu has directed the Independent Corrupt Practices and Other Related Offences Commission (ICPC) to investigate a fictitious body operating as the Presidential Foreign Intervention Promotion Council (PFIPC), and has given the anti-graft agency 30 days to unravel the alleged fraud and submit a comprehensive report.

The directive was conveyed yesterday in a statement by the Special Adviser to the President on Information and Strategy, Bayo Onanuga, who said the PFIPC was never established by the Federal Government and has no legal, constitutional or executive basis.

According to Onanuga, the investigation followed the discovery that one Adeniyi Adeyemi Matthew allegedly masqueraded as the Director-General of the non-existent council and falsely claimed to be a presidential appointee.

The presidential spokesman said Tinubu directed the ICPC to investigate the alleged use of forged appointment letters and other official government documents, as well as claims that the fake presidential appointment was used to seek official recognition, diplomatic support, including visa facilitation, and open multiple bank accounts in the names of purported government agencies.

Beyond the principal suspect, the President instructed the commission to identify and investigate all collaborators and determine how the fictitious organisation acquired the appearance of official legitimacy.

The probe, Onanuga said, will examine the origin and use of forged official documents, the processes through which official recognition or diplomatic support may have been sought or obtained, the opening and operation of related bank accounts, the source and movement of funds, and the role of any public official, financial institution, intermediary or private individual that may have facilitated or participated in the alleged scheme.

Tinubu also directed the commission to identify institutional and procedural loopholes that may have been exploited and recommend immediate reforms to prevent a recurrence.

To ensure a speedy investigation, all Ministries, Departments and Agencies (MDAs) have been instructed to provide the ICPC, upon lawful request, with all relevant records, documents and any other assistance required to conclude the probe within the stipulated period.

Reaffirming his administration’s commitment to safeguarding the integrity of public institutions, the President stressed that the Presidency and institutions of the Federal Government must be protected against impersonation, forgery, abuse of official identity, and the exploitation of weaknesses in the public service.

He further directed that anyone found culpable at the conclusion of the investigation should be prosecuted in accordance with the law.

Senate distances self from PFIPC controversy, says no petition before it
THIS came as the Senate distanced itself from the controversy surrounding the alleged Presidential Foreign Intervention Promotion Council, saying it has received no petition on the matter to warrant legislative intervention.


Chairman of the Senate Committee on Media and Public Affairs, Yemi Adaramodu, stated this yesterday while responding to journalists’ questions after plenary.

The controversy, which has dominated public discourse in recent weeks, involves the self-acclaimed Director-General of the PFIPC, Adeniyi Adeyemi Matthew, and the Chief of Staff to President Bola Tinubu, Femi Gbajabiamila.

While the Presidency has maintained that the PFIPC is not a recognised government agency, Adeyemi has insisted that the council is legitimate, alleging that Gbajabiamila collected N400 million from him to facilitate his appointment and later demanded 48 per cent of the N1.3 billion allegedly appropriated for the agency in the 2026 budget.


Adaramodu said the allegations and counter-allegations were matters within the executive arm of government and should be resolved there.

He also dismissed suggestions that the National Assembly created or inserted the budgetary provision being referenced.

“It is also not the responsibility of the Senate or the House of Representatives to conduct security or background checks on those appointed to head Ministries, Departments and Agencies,” he said.

According to him, if the alleged Director-General had been a presidential nominee requiring Senate confirmation, the upper chamber might have had a basis to be directly involved.

Adaramodu added that the matter had already become the subject of litigation, making it inappropriate for the Senate to comment further in line with parliamentary practice.

He, however, said, “If any of the feuding parties or any concerned Nigerian forwards a petition to the Senate on the existence or non-existence of the agency or its Director-General, the matter will be considered through the appropriate legislative process.”

Jonathan breaks silence on alleged N500 billion offer to contest against Peter Obi

Former President Goodluck Jonathan says he was never offered N500 billion to contest against the National Democratic Congress, NDC, presidential candidate, Peter Obi, in the 2027 general election to divide votes in the South-South region.

Jonathan made this clarification in a statement through his Special Adviser on Media, Dr Ikechukwu Eze, on Sunday.

Eze described the speculation as completely false, baseless and a deliberate attempt to drag him into needless political controversy.

According to him, the report falsely claimed that Jonathan disclosed receiving an offer of N500 billion to challenge Peter Obi in the presidential race.

He noted that the publication failed to provide basic details expected of a credible report, including when and where the alleged statement was made, the identity of those who supposedly made the offer, or any witnesses to support the claim.

The ex-president’s media aide added that the story bore all the characteristics of fabricated news designed to mislead the public and create unnecessary political tension ahead of the 2027 general elections

Jonathan was never involved in the ‘N500 billion offer to divide the South’s votes against Peter Obi in the 2027 general elections.

Nigerians should disregard the report entirely and exercise caution by verifying sensational political claims before circulating them

A trail of correspondence between top government agencies and the disowned Director-General of the non-existent Presidential Foreign Intervention Promotion Council (PFIPC), Adeniyi Adeyemi, has revealed how he penetrated the highest level of the Nigerian government to execute what now appears to be illegal activities.

Documents reviewed by PREMIUM TIMES showed that the Office of the Secretary to the Government of the Federation (OSGF), the Office of the Accountant General of the Federation (OAGF), and the Central Bank of Nigeria (CBN) acted on letters received from Mr Adeyemi’s PFIPC, believing them to have originated from a legitimate agency under the Nigerian presidency.

In some letters reviewed by this newspaper, Mr Adeyemi “forged” the State House letterhead to address other government agencies, but signed them in his name as the DG of PFIPC.

The presidency alleged that Mr Adeyemi concocted all of those letters and the claims therein, and has charged him in court. In the eight-count charge, Mr Adeyemi faces a maximum prison sentence of 21 years without the option of a fine on each charge, and up to three years’ imprisonment or a fine on one additional charge.

But despite evidence that he operated a fake agency and made false claims, Mr Adeyemi has insisted he did nothing wrong. Instead, he is accusing the government of simply trying to shut him up and vowing to prove his innocence in court.

He also accused Femi Gbajabiamila, the chief of staff to President Bola Tinubu, of falsehood and corruption. But Mr Gbajabiamila was the first official to disown Mr Adeyemi and his organisation publicly. It was also the chief of staff who requested the Police and the State Security Service to investigate Mr Adeyemi for criminal activities.

Believing that the letters from Mr Adeyemi were from a genuine government official, the OSGF and OAGF processed a request for an office space for his non-existent agency at the Federal Secretariat and directed the CBN to open two domiciliary accounts for the organisation.

The OAGF also granted the organisation self-accounting status and assigned it a budget code, ensuring it received a budgetary allocation. A self-accounting status grants an MDA full control over its accounting records and enables it to prepare and submit transcripts directly to the Treasury.

How Mr Adeyemi unravelled

On 16 October 2025, the foreign affairs ministry wrote to Mr Gbajabiamila and the National Security Adviser (NSA), requesting clarification on Mr Adeyemi’s status.

A letter signed by the ministry’s Director, Economic, Trade and Investment Department, Anderson Madubike, said the request followed Mr Adeyemi’s meeting with members of the diplomatic community on 10 October 2025, without recourse to the foreign affairs ministry.

“It should be noted that this act contravenes extant rules and regulations guiding diplomatic practices globally,” the letter reads in part.

“Consequently,y it has become necessary to seek clarification on the status of Prince Adeyemi to enable the ministry to appropriately respond to some diplomatic missions requesting information on the council and the Director-General, following the receipt of the invitation extended to the members of the diplomatic community.”

In his reply on 27 October, Mr Gbajabiamila told the ministry that Mr Adeyemi’s PFIPC “is fake.”

“In future, it is advised that any letter supposedly issued by the Chief of Staff to the President should be cleared from this Office before further action is taken,” Mr Gbajabiamila wrote.

PREMIUM TIMES reported that Mr Gbajabiamila then prompted the police investigation that led to the arrest and prosecution of Mr Adeyemi.

But before the unravelling, Mr Adeyemi had widely paraded himself as a government appointee, met with senior officials, including the then Ministers of Foreign Affairs, Yusuf Tuggar; Minister of State for Education, Suwaiba Ahmed; Chairman of the Economic and Financial Crimes Commission (EFCC), Ola Olukoyede, and members of the diplomatic community.

Appointment letter

]Mr Adeyemi’s saga began with a purported letter of appointment dated 8 March 2024 and titled “Conveyance of Approval Appointment as the Director-General of the Presidential Foreign Investment Promotion Council”

The letter claimed President Bola Tinubu approved Mr Adeyemi’s appointment, effective 1 March 2024. That claim has now turned out to be false.

“His Excellency, as well as the good people of Nigeria, expects that you will discharge your duties with absolute loyalty, dedication and diligence,” reads part of the letter.

The letter was written on what appeared to be the letterhead of ‘State House’, and a signature was placed on Mr Gbajabiamila’s name. The Chief of Staff has now said he never wrote or signed such a letter.

PREMIUM TIMES has also gathered that all letters of appointment issued by the presidency are issued and signed by the Office of the SGF, not the Office of the Chief of Staff to the President.

When Mr Gbajabiamila became aware of the so-called appointment letter in Mr Adeyemi’s possession, he promptly wrote to the Inspector General of Police (IGP), requesting that his agency investigate Mr Adeyemi for alleged forgery.

In his letter dated 17 October 2025, Mr Gbajabiamila accused Mr Adeyemi of forging official appointment letters, falsifying signatures, reference numbers and seals.

Mr Gbajabiamila also wrote to the State Security Service about the matter. He sent reminders on 27 April and 22 May this year, according to copies of the letters seen by this newspaper.

Domiciliary Account

On 29 July 2025, the OAGF, acting on request from Mr Adeyemi, wrote to the Central Bank of Nigeria (CBN), asking it to create four domiciliary accounts for two MDAs, the NUC and PFIPC.

On 13 August 2025, the CBN wrote to the OAGF to confirm that it had created a dollar and pounds account for the PFIPC.

In the letter seen by this newspaper, the CBN listed the account names and account numbers. The account was named “Presidential Economic Advisory Council/Presidential Foreign Intervention Promotion Council World Investment Summit”


A fake takeoff letter?

A year after the purported appointment, on 26 February 2025, a letter on purported State House letterhead and purportedly signed by Mr Gbajabiamila conveyed approval for the takeoff of the PEAC/PFIPC, with effect from 3 March 2025.

“Recall, the council was established through Presidential Executive Order 5 on 24 February 2023,” it reads in part. Mr Gbajabiamila has denied writing, authorising or signing such a letter.

The letter claimed PFIPC was established under Executive Order 5 dated 24 February 2023. However, Executive Order No. 5 was signed by former President Muhammadu Buhari in 2018 and relates to local content in science, engineering, and technology projects. It does not refer to creating the PFIPC.


Office Accommodation

Months before the purported takeoff date, records show that Mr Adeyemi wrote to the OSGF requesting office space and approval for self-accounting status.

On 7 November 2024, Mr Adeyemi wrote to the OSGF requesting office space. He signed the letter as the DG of PFIPC.

On 21 November 2024, the OSGF forwarded the request, along with those of other MDAs, to the Chairperson of the Economic and Financial Crimes Commission (EFCC), requesting that the EFCC allocate offices from recovered Federal Government properties.

Months before the purported takeoff date, records show that Mr Adeyemi wrote to the OSGF requesting office space and approval for self-accounting status.

On 7 November 2024, Mr Adeyemi wrote to the OSGF requesting office space. He signed the letter as the DG of PFIPC.

On 21 November 2024, the OSGF forwarded the request, along with those of other MDAs, to the Chairperson of the Economic and Financial Crimes Commission (EFCC), requesting that the EFCC allocate offices from recovered Federal Government properties.

It is still unclear on what exact date an office was approved for the “agency” at the Federal Secretariat. But court documents showed Mr Adeyemi operated from the 2nd Floor of the Federal Secretariat Complex in Abuja.

Self-Accounting status

On 13 January 2025, Mr Adeyemi wrote to the OAGF, requesting approval for a self-accounting status. Although he used State House letterhead, he signed the letter as the DG of PFIPC.

In the letter seen by this newspaper, he said the institution had been assigned a budget code.

“The institution has been assigned the Administrative Code Number 0111062001 in the National Chart of Accounts for budgeting, accounting and reporting of financial returns to the office of the Accountant-General of the Federation and other relevant agencies,” reads part of the letter.

On 17 January 2025, the OAGF replied, listing the requirements and conditions that must be met before self-accounting status can be granted to the organisation.

Although PREMIUM TIMES couldn’t get the OAGF’s reply of 17 January 2025, a note on the OAGF website listed the conditions to include a fully constituted internal audit unit, existence of approved accounting code, existence of accounting manual, existence of audit manual, a well-equipped central pay office with burglary proof and strong iron safes, conducive office accommodation & other infrastructures, secure voucher room, and adequate manpower.

On 12 March 2025, Mr Adeyemi wrote to the OAGF again to inform it that his organisation had met the stipulated requirements for a verification for approval of self-accounting status. This letter also used the State House letterhead but was signed by Mr Adeyemi, the DG of PFIPC.

The OAGF approved the self-accounting status two weeks later, on 26 March 2025, and granted PFIPC a six-month provisional self-accountant status effective from 27 May 2025, according to letters seen by this newspaper.

Collaboration with the Ministry of Lands

In another letter to the Ministry of Lands and Housing, Mr Adeyemi sought approval for offices across the 36 states of the federation and “lands for the establishment of Special Economic Zones”.

The letter, dated January 2025, was titled “Request for collaboration with the Ministry in the Area of Land Acquisition and Offices across the 36 states of the federation”

He also sought intervention in infrastructural development from the lands and housing ministry.

Staff deployment

By April 2025, Mr Adeyemi used a PFIPC letterhead to write to the OAGF, requesting staff to fill five vacancies, including a Principal Accountant, Accountant I, Principal Auditor, Senior Auditor, and Auditor I.

“Kindly note that the office has the requirement(s)/conditions of self-accounting status according to FR1602(2009),” parts of the letter he signed, reads.

In another letter on the same date, he requested the deployment of Ogaba Harry and Esther Orji from the Office of the Chief Economic Adviser to the President (OCEAP) to the PFIPC.

"We are aware that there is a need to formally deploy (post) them for the purpose of records and documentation,” he said.

It is yet unclear exactly when the deployments were approved. But PREMIUM TIMES can report that at least three civil servants from OAGF were deployed on 28 August, 2025, according to a posting letter published on the OAGF website.

Letters to the Ministry of Foreign Affairs

On 1 September 2025, Mr Adeyemi wrote to the Ministry of Foreign Affairs, seeking a Note Verbale to the United States embassy to facilitate visas for seven individuals travelling with him to attend the African Economic Global Convergence (AEGC) Summit 2025. PREMIUM TIMES cannot verify if the note-verbal was processed.

However, the police began investigating the allegations of forgery against him on 23 October 2025. Days later, on 27 October 2025, the police apprehended Mr Adeyemi from the office where he operated at the federal secretariat and obtained a search warrant for the office and his residence in Suleja, Niger State.

US singer Chris Brown has been found liable for a dog attack that left his housekeeper mauled and disfigured at his home in 2020.

Following a two-week trial in Los Angeles, the jury found in favour of Maria Avila, who was attacked by a 200lb (90kg) Caucasian shepherd owned by Brown while she was emptying the rubbish at his house in Tarzana, California.

Brown and his company Black Pyramid LLC must now pay her $12.9m (£9.7m) for negligence, according to US publication Billboard.

BBC News has contacted representatives for Brown for comment.

Avila said the dog, named Hades, ripped off "large chunks of her skin", which subsequently led to permanent facial disfigurement, scarring, vision loss and nerve damage.

Brown had claimed that the dog was kept for security purposes and was not his personal pet.

During the trial, the jury heard testimony that indicated that, instead of calling the emergency services or attending to Avila himself, Brown fled the scene following the attack, Rolling Stone reported.

The jury heard that he left his employees to care for Avila, saying he feared there would be a "media circus" if his voice was heard on the 911 call or was present when police arrived.

'A lot of blood'
Brown said he had been about to shower when he heard the dog growling, and went downstairs to find Avila lying motionless and covered in "a lot of blood".

"The blood kind of freaked me out," he said, adding that he was "in shock" when he followed his manager's advice to leave the scene before emergency services arrived.

Brown admitted some culpability before the trial began, but he disputed the extent of Avila's injuries and argued that she was partially at fault for the incident.

The singer said he had warned the sisters the dogs were "absolutely not" friendly and told them only to go outside when security were present.

The two housekeepers denied that conversation with Brown took place, and said the language barrier would have made such a discussion unlikely.


Brown said the dog was purchased and looked after by his security guards to help protect the house from break-ins, telling the jury: "I get a lot of stalker-type situations."

Speaking in Spanish with an interpreter, Avila told the court she was left with severe scarring on her face and left arm, as well as limited mobility after surgeons grafted skin from her abdomen to repair her arm.

Rolling Stone reported that she showed the jury "a pattern of scars running from beneath her left eye up across her forehead" as well as the "raised and pitted skin" on her forearm.

She stated in testimony that she had not been able to return to work as a housekeeper because of a lack in arm strength, as well as post-traumatic stress that prevents her being around dogs.

Thousands of people marched across South Africa on Tuesday to demand the departure of undocumented foreign nationals after a weeks-long campaign that has sent thousands fleeing and claimed four lives.

Police were out in force for nationwide protests which capped demonstrations led by citizen-led groups who set an unofficial June 30 deadline for foreigners without papers to leave.

There were isolated incidents, including stone-throwing and confrontations near Johannesburg where security forces escorted some foreign nationals away from a mob.

Several people were arrested for looting and soldiers were deployed in Johannesburg and Durban for the night, authorities said.

Demonstrators brandishing sticks and flags moved through central Johannesburg during the day while most shops stayed shuttered, workers stayed home, and transport hubs were quiet.

In the southeastern city of Durban, the Zulu heartland, protesters turned out in traditional warrior attire, carrying spears, whips and shields, and some draped in leopard skins.

One of the continent’s wealthiest countries, South Africa is a magnet for migrant labour while grappling with an unemployment rate above 30 per cent, high crime and a breakdown in services in many areas.

Groups mobilising against illegal immigrants accuse them of taking jobs and services, which analysts say is scapegoating foreign nationals for government failures.

At least two Mozambicans, an Ethiopian and a Malawian have been killed in the past weeks of protests, according to police.

As the tensions mounted, several African governments — including Nigeria, Malawi, Ghana, Zimbabwe and Mozambique — organised voluntary repatriation flights and buses for their citizens.

More than 25,000 people had been processed for departure in recent weeks, authorities said Monday.

In the past few days alone, nearly 4,300 foreign nationals were repatriated and more than 400 deported, Justice Minister Mmamoloko Kubayi told reporters late Tuesday.

The Liberian government said as the latest protests went ahead it was arranging for 29 Liberian nationals to be flown home.

“We want mass deportation,” the leader of the anti-illegal immigrant March and March group, Jacinta Ngobese-Zuma, told a crowd in Durban.

“For the next six months, we want the government to get rid of the people who have not left,” she said, vowing that her group would maintain weekly demonstrations until local elections in November.

– ‘I’m scared’ –

As the protests unfolded in several cities, hundreds of migrants — mostly Malawians and Zimbabweans — gathered in Cape Town, Johannesburg and other centres, still waiting for assistance to go home.

Some said their landlords had evicted them or their employers had fired them, fearing fines from labour inspectors or attacks by vigilante groups.

“The people in South Africa, they don’t want us here. I’m scared,” said a 23-year-old Zimbabwean woman, who asked to remain anonymous, in Cape Town where more than 1,500 people were awaiting repatriation .

Only a few dozen Malawians remained at a site in Durban from where several thousand had been bused out in recent days, either to their country or to a processing site near the border with Zimbabwe.

“I thought I could stay on but neighbours warned us last night,” 32-year-old Adam John told AFP. “I felt that it is better to try and get home while I still can.”


In the lead-up to the June 30 demonstrations, President Cyril Ramaphosa announced stepped-up government plans to combat illegal immigration, including better border controls and inspections.

Previous anti-foreigner riots in South Africa have proved deadly. In 2008, violence left 62 people dead.

It's now undeniable, only a revolution will save this country... They keep squeezing the life out of us, they keep taking money from our accounts under every guise. Everything is tax to them ... They spend extravagantly and tell us to manage.

We must take back this country and divide it. Let everyone go their separate ways. Other countries with less resources are growing faster than Nigeria but Nigeria with almost every important resource the world needs is making it's citizens poorer. We can't continue like this, we keep hustling but the government keeps frustrating our efforts.
