The National President of the Oodua People’s Congress, Chief Gani Adams, has said the Federal Government must hold talks with the Movement for the Actualisation of Sovereign State of Biafra and others agitating for Biafra.

According to Adams, it is only through dialogue that the agitators can be made to drop the idea of a Biafra state; as the use of force is incapable of guaranteeing the unity of the country.

The OPC leader spoke about the agitation and the clash between the Nigerian Army and the Islamic Movement of Nigeria in Osogbo after he was honoured as a culture ambassador by the Nigeria Union of Journalists Correspondents Chapel, Osun State.

He said, “I will just say that they (Biafra agitators) are entitled to their own self-determination. Look, there is a law in Africa that recognises right to self-determination. Also, there is a law in United Nations that recognises right to self-determination. There is a country in the United Nations that has a population of not up to 50,000 and their flag is at the United Nations.

“You can’t use force to co-opt people for the unity of Nigeria; you have to listen to their agitation. If we cannot give you secession, should we give you statism or regionalism? That is a process of negotiating. The British did not use force against Scotland when it seceded from Britain, and there is Catalona in Spain that wants to pull out, they didn’t use force against them.”

He warned that the killing of five supporters of Biafra, who were celebrating the Federal High Court ruling ordering the unconditional release of Radio Biafra Director, Nnamdi Kanu, was a very serious problem and uncalled for.

Adams condemned the killing of members of the Islamic Movement of Nigeria by soldiers in Zaria.

He said it was wrong for soldiers to have opened fire on the defenceless members of the sect for allegedly blocking the road and attacking the Chief of Army Staff, Lt. Gen. Tukur Buratai.

“What happened in Kaduna is not what Nigerians are expecting right now, especially with the crisis of Boko Haram, the agitation of the MASSOB. I will appeal to the military and other security agencies to be calm when they have provocation from different citizens of this country,” he said.

“In civilised country, you don’t kill your citizens like that, even when they provoke you, you should pamper them in order to avoid such ugly situation. Even though they embarrassed the Chief of Army Staff, they (the army) should have disarmed them and arrest the leader for questioning and not using weapon to kill people like that. International community will not overlook such a thing.

“Killing armless and innocent people like fowl should not be accepted in any sane democracy. The president have to be very careful, he should not play into the hands of some people.”

53 make first class at University of Ibadan NAN Fifty three students graduated with first class degrees from the University of Ibadan, out of 2,362 graduands in Ibadan on Friday. The first class graduates emerged from the institution’s Faculties of Arts, Science, Clinical Science and Public Health. Prof. Emilolorun Ayelari, the Ag. Vice-Chancellor of UI, disclosed this at the 67th Foundation Day and Convocation 2015 held at the International Conference Centre in Ibadan. The News Agency of Nigeria, reports that 14 of the 53 first class graduates were of the Faculty of Arts, 32 from Faculty of Science, one each from Clinical Science, Public Health, Distance Learning and four from affiliate institutions. Ayelari said 494 had Second Class (Upper Division), 822 secured Second Class (Lower Division), 185 had Third Class, 40 in the Pass category, 177 from unclassified degrees and 48 diplomas. He said the 53 first class graduates had become UI scholars, adding that the university would bear the cost of their studies up till their doctorate (PhD) degrees. Ayelari urged the graduands to be good ambassadors of the institution wherever they find themselves. Responding on behalf of the graduands, Ms Ejemenare Daodu, from the Faculty of Clinical Sciences, said they had come a long way but thanked God that they had succeeded. “It was not all rosy. We experienced many challenges. There were times for laughter and times of despair. “All the challenges we faced have shaped us into intellectuals that we are today”, she said. Daodu, who secured the highest number of awards at the ceremony, urged the students of the institution to be fully prepared for the task. She called on the management of the institution to embrace the digital world that is growing fast. “I look forward to a day when Nigerian students will on admission know the date they will graduate. “What I mean is an educational system devoid of incessant industrial strikes”, she said. Alhaji Hazeem Gbolarumi, former Deputy Governor of Oyo State, who graduated from the Faculty of Law, said he was glad he succeeded, despite the his responsibilities. Ayelari presented the incoming Vice Chancellor of the institution, Prof. Idowu Olayinka, to the audience. He would assume duty on December 1.

A 25-year-old woman, Ogechi Njoku, and two accomplices have been arrested by the police in Lagos after they allegedly stole a week-old baby from Imo State, and sold him to a couple in the Cele, Mile 2 area of the state for the sum of N1m.

PUNCH Metro learnt that Njoku was arrested by policemen attached to the Makinde division around 2am on Wednesday, November 4, on her way to deliver the baby to the couple.

Our correspondent gathered that during investigation, Njoku led the State Intelligence Bureau, which handled the matter, to arrest her two accomplices – Patience Nwaogbo and Ngozi Izuora.

It was learnt that Njoku, a sales girl in Omuwa Town, Imo, was sent by her accomplices last Tuesday to Lagos, and had travelled in a car with the baby throughout the night.

PUNCH Metro learnt that the commercial driver, however, became suspicious when Njoku could not breastfeed the baby when he cried, but instead gave him baby food.

The driver was said to have alerted the police on patrol when they got to the Oshodi Oke area of the Apapa-Oshodi Expressway, and Njoku was interrogated and arrested.

According to the police, Njoku, Nwaogbo and Izuora have made confessional statements, while their collaborator, said to be Njoku’s aunt, is still on the run.

Speaking with PUNCH Metro, Njoku, who claimed to have four children in Imo, said the plan was that she would give the baby to the couple in the Cele area, adding that he, however, started crying when they got to Lagos.

She said, “I have not been to Lagos before. I work as an apprentice in a shop in Onitsha, Anambra State. It was my aunt, Madam Ngozi, who asked me to bring the baby to the couple after they had made payment to her.

“My aunt collected the baby from a lady in Imo who wanted to dispose of him. I do not know how much she gave the mother of the baby. I started off this journey at about 11am on Tuesday. I took a private car and my aunt paid the fare.

“She had collected the N1m, but she had yet to give me any share as of when I travelled. While in the car, I could not breastfeed the baby. I was giving him only baby food.

“When we got to Lagos, the baby started crying and I gave him more formula. I had not met the buyers before. I was only given their phone number and I was to meet them in the Cele area. The wife of the man is barren, and she wanted to adopt the baby. The police have arrested the couple too, but they were released on bail.”

Njoku, who noted that she did not mean any harm to the baby, said her children were with a guardian in Imo.

“The driver suspected that I was not the baby’s mother and reported me to policemen on patrol. I have four children too in Imo. They are with a guardian. But I am not living with my husband. We had a quarrel,” she added.

Our correspondent learnt that the baby, who was under police care, had yet to be reunited with his parents.

The Lagos State Commissioner of Police, Fatai Owoseni, who paraded the suspect, said the police were on the trail of other members of the syndicate in Imo State.

He said, “We have always enjoined members of the public to report suspicious persons or movements to the police. This time we were alerted by a commercial driver that the suspect was not the mother of the baby.

“Upon arrest and interrogation, she confessed that her aunty, a co-suspect, had given her the baby to sell. We have the baby now in police protection under the Family Support Unit, and investigation is ongoing to apprehend other members of the syndicate in Imo State.”

A suspected bank robber, Aitlabor Gelebele, who was arrested with explosives by the Ogun State Police Command, has said he is not a bank robber but a fisherman.

He told journalists while being paraded that he used the explosives to kill large number of fish in the river and then sold them.

According to the police authorities, Gelebele and three others – Moses Demene, Friday Saborom and Mohammadu Kaidiri – were arrested while planning to rob a bank in the Ijebu Ode area of the state.

The Deputy Commissioner of Police in charge of Finance and Administration, Celestine Okoye, said the suspected robbers were arrested last month with four explosive devices and connection wires.

He explained that bank robbers usually use explosive devices to blast bank security doors.

But Gelebele denied any knowledge of the robbery operation, explaining that the explosives were used for fishing in Delta State before Demene called him that he was ready to pay N150, 000 for the devices.

According to him, he agreed to sell the explosives because he needed money to take care of his pregnant wife.

He said, “I normally use the explosives for fishing by putting the explosives in the water and then connect them to wires.

“When the explosives go off, they shock the fish to death and I catch them.”

In his reaction, Demene who identified himself as the leader of the gang, said he was aware of a robbery plan on a bank in Ijebu Ode and had to call Gelebele who was in the possession of the explosives.

He said they were on their way to meet the leader of the gang after alighting from a bus from Delta State when a commercial motorcycle rider suspected them and invited the police.

The police boss, Okoye, said all the suspects were coming from Delta State to meet another leader of the gang simply identified as Wisdom who was planning a robbery operation.

The police boss explained that the case was still under investigation and the suspects would be charged to court at the appropriate time.

He said, “Information was received by policemen on patrol at Ayepe town that a gang had been seen with bags and on getting the information, they were intercepted by the team.

“When they were searched, four explosive devices with three connection wires were recovered from them. The suspects confessed that they were coming from Delta State to meet their gang leader named Wisdom in Ogun State, now at large, to rob.”

The police also paraded a member of a trans-border robbery syndicate, Atevonou Sesco, who was arrested after successfully snatching a Toyota Sequoia with number plate, EPE 956 DP, in Ilase, Idiroko area of the state.

Okoye explained that efforts to get the owner of the vehicle had yielded no result which gave the impression that the owner might have been killed in the operation.

President Muhammadu Buhari has reaffirmed his administration’s commitment to the rule of law and warned that proven acts of human rights violation by the armed forces will be punished.

Addressing officers, troops and newly-commissioned cadets at the Nigerian Defence Academy, Kaduna, during the passing out of Officer Cadets of the 62 Regular Course and Short Service Course 43 on Saturday, the President said the rule of law applied to the Armed Forces as much as any other institution in the country.

In a statement by the Senior Special Assistant to the President on Media and Publicity, Mr. Shehu Garba, Buhari was quoted as expressing his commitment to overhauling the rules of engagement of the military so that disciplinary measures could be taken against proven human rights violations by the armed forces.

Buhari said, “I wish to remind you of the Federal Government’s commitment to overhaul the rules of engagement and improve operational and legal mechanisms so that disciplinary steps are taken against proven human rights violations by the armed forces.

“We are committed to a thorough investigation of recent and any future occurrences of human rights violations by elements of our armed forces.

“While I applaud the integrity and sterling record of the armed forces as an institution, this administration will insist on the rule of law and deal with any proven cases of deviation from laws of armed conflict, including human rights abuses.

“In operational conduct, Nigerians expect our armed forces to keep law and order, and not to behave like bullies.

“Let me reiterate this administration’s commitment to due process, merit and total observance of the rule of law as central pillars of a prosperous and democratic society.

“Rule of law, as an element of good governance, applies to the armed forces as much as any institution in our country. It is, therefore, gratifying that all three Services have recently taken steps to emphasise strict adherence to rules in recruitment, promotions, procurement, project execution and civil-military relations.”

He stated that security remained the most important challenge to his administration’s ‘Change’ programme, adding that the nation expected exemplary conduct and professionalism from officers and men of its armed forces at all times and in all situations.

The President said, “The objectives of our fight against terrorism cannot be realised without a credible and effective military. You must avoid any behaviour that will tarnish your honour and dignity as commissioned officers.

“Your commitment and loyalty to the armed forces and the nation must be total. I urge you to take your roles in the on-going process of rebuilding our armed forces very seriously.”

Seven-year-old Ngozi (pseudonym) is no longer a child. Her innocence has been stolen by her 41-year-old father, Emeka Igwe, who not only raped her, but got her addicted to masturbation.

It was gathered that anytime Ngozi felt sexual urge and her father was not around to stimulate her, she would invite boys into her parents’ apartment in the Federal Housing Estate, Meiran, Ojokoro, Lagos State, to “play with her private parts”.

PUNCH Metro learnt that the victim’s mother first detected the act in January, 2015, and after reporting to policemen at the Ojokoro Police Division, the case was dismissed as a family matter.

The police reportedly threatened to detain her, while her husband’s family accused her of inciting her four children against their family.

Emeka, a trader, allegedly continued to defile his daughter in their apartment until August, when the matter got to the attention of the estate executive.

The Orlu, Imo State indigene, was apprehended and reported to the Project Alert on Violence against Women, a non-governmental organisation, from where the case got to the Area F Police Command.

Ngozi, who is in primary 3, told PUNCH Metro that her father had been assaulting her since 2014.

She explained that after inserting his fingers into her private parts, he would press her head down and force his manhood into her mouth, adding that he always gave her N10 after the act.

She said her nine-year-old brother, Emeka, sometimes watched from a window.

She said, “My dad does it anytime; in the morning and in the afternoon. My mum always goes to the market. He will then give me N10 to buy something.

“He will open his leg and press my head down and put his private parts into my mouth. After that, he will say I should scratch his body. He will now carry me down and put his fingers in my private parts again.

“He started it last year when my mother was washing clothes and I went to buy something. He asked me to come into the parlour and told Ebuka, Chioma and Chibuike (her siblings) to go into the bedroom. I did not know that Ebuka was watching from the window.”

Her mother, Endurance, told PUNCH Metro she had been married to the suspect for more than 10 years, without knowing he was capable of such act.

The 40-year-old said her first child, Ebuka, had been telling her that Ngozi masturbated, but she never believed it.

“The first time she did it in my presence was sometime in January, while I was preparing a meal and I saw her. I beat her up and asked her to stop it because it was bad.

“I later told my husband my observation and he said nothing was wrong with her.

“My four-year-old neighbour’s son came to our apartment and Ngozi took her to our bedroom and asked the boy to put his fingers in her private parts. It was the boy’s mother that saw them.

“I called her and asked if anybody had been playing with her private parts and she said no.”

Endurance said Ebuka later told her what had been happening between father and daughter.

The other children were said to have corroborated Ebuka’s account, before Ngozi also confessed to her mother.

She said she confronted her husband with the allegation, adding that he got angry and started beating the children for every slight offence.

She said when she could no longer bear it, she reported at the Alakuko Police Station, from where she was referred to the Ojokoro Police Division.

PUNCH Metro learnt that a test was conducted on the victim at the General Hosptal, Ile Epo, which showed there was an opening in Ngozi’s private parts.

Endurance said she was advised to run an infection test on her daughter, before her in-laws asked her to withdraw the case.

She said the Divisional Police Officer at Ojokoro threatened to lock her up.

“The DPO said I deliberately set up my husband because he had not been treating me well. I was in tears,” she added.

She said they all returned home and things went back to normal until in August when her first child reported to her that their father had started “playing with Ngozi’s private parts” again.

“I called Ngozi and she told me that her father had started playing with her private parts. She said he asked her to kneel down and forced her to suck his private parts.

“Then, two weeks ago while I was washing clothes, Ebuka came and said their father gave Ngozi N20 and did not give him anything. After he left, Chioma also came and said the same thing.

“Later, I called Ngozi to know what made her father gave her the money. She told me it was N10, adding that he played with her private parts.”

The neighbours were said to have challenged the suspect, but he denied doing anything to the child.

The community youth leader, Olaitan Adebiyi, told PUNCH Metro that he got to know about the case after eavesdropping on a conversation in the street.

He added that he later met the victim’s mother, who narrated her ordeal to him.

He said, “The estate executive met and we decided to go to his house to investigate. His co-tenants confirmed that he had been doing it for a long time. We decided to get him arrested.

“He came into his apartment around 12.30 on Thursday night, and we decided to keep vigil at his door step till day break. He was about leaving the house on Friday when we apprehended him and told him he had a case to answer.”

The suspect, however, denied assaulting his daughter.

He said, “I did not do anything to Ngozi. The day I called her and gave her N10 to buy biscuit, her siblings asked me for their own, but I said I was not the one that gave her the money.

“I have touched her private parts only once. I did not know the time it happened. I touched her last year. I said, ‘Amaka, remove your pants. Why did you soil your pants?’ I then took water and washed her. That was all.”

The Director of Project Alert, Mrs. Josephine Effah-Chukwuma, said the group was ready to take up the case.

“This is a clear case of sexual abuse, and we are having an epidemic in our hand. Hardly a week goes by without us having cases of children between the ages of three to seven being defiled.

“It is clear that this woman and her children can no longer live with him. The victim is seven and she has a five-year-old younger sister, and if this is not well handled, this man will move on to the little girl as well.”

The Police Public Relations Officer, Lagos State Command, Patricia Amadin, confirmed the incident.

She said, “The case is confirmed. The suspect has also confessed to the crime, especially after his first son said he saw him.

“We will be transferring the case to the Area G Command, Ogba. Investigation is ongoing, and justice will be done."
