FOR those that are eager to hear President Muhammadu Buhari name his cabinet members, they will have to tarry awhile because the President’s cabinet members may not be announced untill the end of August or early September.

A source very close to the President confided in The PUNCH on Sunday that Buhari would not form any cabinet until the “rot left behind by the past administration” is cleared.

“Mr. President is reluctant to build on a rotten foundation he inherited from the Peoples Democratic Party administration. You cannot even begin to imagine the situation we have met on the ground; almost everything is in a state of decay.

“There is absolutely no way the new government can hope to achieve anything long-lasting without first building a new foundation,” the source said.

The source added that clearing the PDP rot was not a month’s job and said those that had been heckling the President over lack of cabinet were politicians looking for jobs.

“They have tried doing it other ways and those haven’t worked. They only want their cronies appointed to ministerial posts anyhow and they are fuelling the agitation,” the source said.

He also said Buhari was taking his time to know the ministries that would survive government’s planned pruning and the desire to cut cost of governance.

The source likened President Buhari’s plan of action to that of a doctor, who first has to break a poorly set bone afresh, before resetting it to allow for smooth and proper growth.

Over the past week, Buhari has come under criticism because he had yet to appoint his cabinet members, despite having more than three months since his election, including a month since his inauguration.

The President was sworn in on May 29, exactly one month ago today.

Responding to the criticism, the source pointed out that it would be impossible to appoint ministers to portfolios without first knowing which portfolios exist and which will be abolished.

He said, “The President plans to cut down the number of ministries and parastatals. He wants to cut down the cost of running government. He wants to make sure that all the loopholes that enable corruption to thrive are blocked. All these are procedures that require time and careful planning. You cannot do it in a rush.

“Remember that he has to make sure that all this is done without any job losses or mass retrenchments. All this is not a day’s or one-month job.”

He added that Buhari could not have realistically commenced the process of forming a cabinet without first receiving the full report of the transition committee and ascertaining exactly the situation his government faced.

The source also denied news reports which stated that President Buhari’s lack of cabinet appointments had grounded the government, insisting that civil servants had been supervising the day-to-day running of ministries and that Permanent Secretaries of the various ministries all have full access to the President.

The source concluded by referring to the current crisis in the National Assembly as one more reason why forming a cabinet would be impossible until further notice.

“Look at how they are fighting among themselves. The Senate has now adjourned till July 21. That means no one to scrutinise or approve any ministerial list until the end of July,” he submitted.

But when reminded that the Senate had agreed to reconvene to consider the President’s ministerial nominees as soon as such list was ready, the source asked our correspondent to await the President’s intervention in the crisis between the party and the National Assembly. “The President wants to walk his talk on stable politics and being a leader for all. He has a plan for the National Assembly,” he said.

When contacted on Sunday, the Senior Special Assistant to the President on Media and Publicity, Mallam Garba Shehu, said the information at the disposal of The PUNCH was “not far from the truth.”

“This narrative is the nearest to the truth than all others that are being peddled around. It is not far from the truth,” Shehu said.

Meanwhile, our correspondents learnt in Abuja on Sunday that Buhari would adopt the recommendation of the Ahmed Joda-led transition committee of the All Progressives Congress to prune down the number of ministries to 19.

The PUNCH learnt that the President would appoint 19 senior ministers and 17 ministers of state as recommended by the Joda committee.

It was also learnt that besides adopting the recommendation, the administration would place emphasis on the appointment of technocrats to man some ministries, including education, finance, works, housing and environment

The 18-man committee inaugurated on April 27, 2015 to prepare the ground for Buhari’s inauguration on May 29, 2015 submitted its report on June 12.

There were 28 ministries and corresponding number of ministers manning them under the immediate past administration of former President Goodluck Jonathan.

The Jonathan administration also appointed 14 ministers of state.

A reliable source, who is familiar with the activities of the new administration, said the President, no doubt, had accepted and had been working on the recommendations of the Joda committee on the number of ministries to remain.

The source, who did not want to be named as he was not authorised to speak on the issue, said though the President had not made his proposed ministerial list open, the President had not hidden it from top presidency officers, including the Vice President, Yemi Osinbajo, that “the President will be guided by the Joda committee’s report.”

The source said, “I can confirm that the President is going to work with the recommendation of the Joda committee, which means he will operate only 19 ministries to be manned by 19 ministers.

“There will also be 17 ministers of state so that the President will not run afoul of constitutional requirement, which expects him to appoint ministers from all the 36 states of the federation.

“Top officers in the Presidency, including Vice President Osinbajo, are aware that President Buhari is going to adopt the 19-ministry recommendation.”

The Joda-led committee had recommended that the new Buhari administration should operate only 19 ministries in the spirit of cutting down the cost of governance.

The committee recommended that the President should appoint only 19 senior ministers and 17 ministers of state to fulfil the constitutional requirement that the ministers constituting the Federal Executive Council must be drawn from the 36 states of the federation.

The Joda committee recommended 19 ministries, some of which would be products of merging of some of the existing ministries.

Those to be retained in their present form are just nine- Trade, Industry and investment; Education; Defence; Federal Capital Territory; Labour and Employment; Finance; Justice; Foreign Affairs; and Budget and National Planning.

Others would either me merged or subsumed under others.

The Speaker of the House of Representatives, Mr. Yakubu Dogara, on Sunday said that a court process instituted by 30 All Progressives Congress members stopped him from acting on a letter from the party’s leadership, nominating four principal officers for the lower chambers of the National Assembly.

He also said that reliance on conventional wisdom alone would not solve the nation’s problems, noting that the country would likely achieve limited success without prayers.

Dogara specifically urged Nigerians to pray for the success of President Muhammadu Buhari and other persons in leadership positions in the country.

A statement issued in Abuja by his Special Adviser on Media and Public Affairs, Mr. Turaki Hassan, quoted the Speaker as making the calls during a church service held at the Living Faith Church, Durumi, in the Federal Capital Territory.

In his very first reaction to the results of the election in which he defeated former Minority Leader, Mr. Femi Gbajabiamila, by eight votes, he admitted that it was a “miracle” that he won.

He had said that looking at the formidable forces against him before the election, it came as a surprise to him that he emerged victorious.

Dogara had polled 182 votes to defeat Gbajabiamila, who scored 174.

At a separate meeting with former members of the House, Dogara said he assumed full responsibility for the fracas which broke out on the floor of the House of Representatives on Thursday last week.

However, he explained that a court process instituted by 30 APC members stopped him from acting on a letter from the party’s leadership, nominating four principal officers.

Enraged APC lawmakers punched one another, tearing clothes and throwing chairs as they fought over the sharing of principal offices in the House.

The leadership of the APC had written Dogara and recommended names to him to announce as Majority Leader, Mr. Femi Gbajabiamila; Deputy Leader, Mr. Alhassan Ado-Doguwa; Chief Whip, Mr. Mohammed Monguno; and Deputy Whip, Mr. Pally Iriase.

But addressing the former lawmakers, Dogara said he could not toe the party’s line because the names did not reflect geographical balancing among the six zones in the country.

He also told the former members that some aggrieved members from the North-Central geo-political zone had already filed a litigation in court on the grounds that the appointments did not reflect the principle of Federal Character enshrined in the 1999 Constitution (as amended).

Dogara added, “Assuming they win the case and the court now rules that that directive of the party breaches the provision of the constitution relating to the federal character.

“So, do we now begin to see somebody vacating his office or principal position so that we can accommodate the court’s ruling?”

According to him, this was his reason for calling for an executive session on Thursday so that all the members could sit in camera to examine the issue.

However, he expressed regrets that his colleagues misread his intention, resulting in the fracas.

“That was why I had to call on the Chairman, Ad Hoc Committee on Media, (Mr. Sani Zoro), to apologise to Nigerians. I have accepted responsibility for everything that transpired and we apologise to the nation,” he stated.

Speaking on how to resolve the nation’s problems, Dogara said, “I want to plead that the problems we have in the country now are not conventional and so conventional wisdom cannot solve them. We need divine wisdom.”

On Buhari and other leaders, the Dogara said, “Without prayers, there is no way we can succeed.

“So, I urge that we offer prayers and supplication for all the leaders, beginning from the President to the least person in authority.”

Men of the Plateau State Police Command have arrested a 40-year-old man for cutting off his daughter’s finger on allegation that she stole his money.

The man, identified as Surulere Raphael, was paraded on Friday at the police headquarters alongside one Ponjue Domsing, who was alleged to have killed his father, Mr. Domsing, for not buying him a motorcycle as promised.

Speaking to journalists, Raphael said he cut off his daughter’s finger because she stole his N1, 500 and meat from her mother’s pot of soup.

The girl’s severed finger has, however, been recovered as an exhibit, while the girl is being treated in the hospital.

The state Commissioner of Police, Nasiru Oki, said the suspects would be charged to court for culpable homicide and criminal conspiracy.

He said, “The Plateau State Police Command, in its resolve to rid the state of crime and criminal activities, has arrested some murder suspects and other individuals for various offences ranging from criminal conspiracy to armed robbery and car snatching.

“May 2, 2015, at Doruwa Vwang village in Shendam Local Government Area of the state, one Ponjue Domsing killed his father, Mr. Domsing, for refusing to buy a motorcycle for him as promised.

“The investigation has been completed and the suspect will soon appear in court when court resumes from strike.

“Also on May 4, 2015, there was a report from Bukuru Division that one Christopher Vincent was stabbed to death by Mondam Pam and dumped his body by the roadside along Zawan Road.

“Detectives arrested the deceased’s girlfriend, Magdaline Fidelis, and upon interrogation, she confessed that the deceased was killed by Monday Pam over misunderstanding between them in her house.”

No fewer than 12 persons lost their lives in a road crash involving a truck and a commercial bus along the Ilishan Remo and the Sagamu Junction of the Sagamu-Benin Expressway, Ogun State, on Friday.

The Sagamu Unit Commander, Federal Road safety Commission, Mr. Abdullahi Lawal, who confirmed the accident, told the News Agency of Nigeria that 15 persons were involved in the accident.

According to him, while 12 of them died, three were seriously injured.

He said, “We went to the scene and met the crash, which involved a truck carrying a container and a commercial bus.

“Three of them were rescued and taken to the hospital, the remaining 12 were killed.

“We could not find the drivers of the truck, we assumed that they ran away when the accident happened.

“Eye witnesses said the truck was driving against traffic. It happened in Ijebu Ode-Sagamu side of the road.

“We recovered the manifest of the vehicle, we discovered that the vehicle loaded from Ago-Iwoye and was heading to Sango Ota.

“All the recovered items, including the original copy of the manifest, are with the police.’’

The commander said the corpses were deposited at Fakoya Mortuary in Sagamu while the injured were taken to Olabisi Onabanjo University Teaching Hospital, Sagamu.

Reports that the victims were students of the Olabisi Onabanjo University, Ago Iwoye, could not be confirmed as of press time.

The men of the Ogun State Police Command have arrested no fewer than 22 suspected criminals for armed robbery, murder, cultism and kidnapping.

The Commissioner of Police, Val Ntomchukwu, paraded the suspects at the police headquarters in Eleweran, Abeokuta, on Thursday.

According to him, 15 of the suspects were nabbed in connection with the recent murder and supremacy clashes between members of Aiye and Eiye confraternities in Ago-Iwoye, Ijebu North Local Government Area.

He said, “They confessed to belonging to cult groups and to the crime. On June, 17, 2015, at about 7pm, a group of the Aiye Confraternity members, led by one Opeyemi Banjoko, invaded Pepsi Junction, New Garage, Ago-Iwoye, and killed one Gbenga Kofoworola. The victim was alleged to be a member of the Eiye Confraternity.”

Ntomchukwu said efforts were still in progress to track down other suspects in connection with the abduction of a 97-year-old man, Amos Samaye, in Ogbere.

He said those arrested included an electrician who used to work for the nonagenarian, a truck driver and another suspect, Emeka Obi.

He said, “On June 16, at about 3.30am, one of the suspects, Emeka Obi, of the Ikotun area of Lagos was arrested as he attempted to collect N2m ransom.

“He later led the detectives to the forest where the victim was eventually found and rescued in Aye forest on the Ijebu-Ode/Benin Expressway.”

Ntomchukwu explained that the cooperation of the victim’s family with the police led to the arrest of the suspects, warning victims’ families against rushing to pay ransom to the criminals.

He said, “Where victims’ family rushes to pay ransom, the police will not be able to help and the crime will remain unsolved. It is the determination of the state police command to sustain this fight until all the kidnappers and cultists are completely routed.”

Items recovered from the suspects include two locally-made guns, one Berretta, one locally-made single- barrel pistol, live cartridges, sword and charms.

The police also recovered a Toyota Highlander Sports Utility Vehicle snatched from a woman in Sagamu by some of the robbers.

The police boss said the suspects would soon be charged to court on completion of police investigation.

On the recent killing of Oluwo of Ikanna, Chief Moses Oyebade, Ntomchukwu said the command had recovered the mobile phone of the slain Ogun chief to assist in unmasking his killers.

He said, “The police are investigating the crime. We have recovered his handset. It is not something you do overnight. We are being careful.”

Crime(PHOTO) Cultist, Who Drowned Friend, Threatens To Kill More by ishowdotgmail(op):
A suspected cultist, Anu Olokodana, who is wanted by the police in Lagos for allegedly killing his friend, Adeleke Awosiga, has reportedly threatened to unleash terror on residents of his area.

PUNCH Metro had reported on Tuesday that Olokodana, said to be a member of the Buccaneers Confraternity, drowned a childhood friend, Awosiga, in a swimming pool at the Royal Hotel in the Isheri, Ojodu Berger area of Lagos during a birthday party.

It was reported that the cause of the killing, which took place on Saturday, June 13, was because Awosiga, 20, refused to join the cult group.

On Tuesday, PUNCH Metro visited the Famuyiwa, Mowe area, where the deceased and the suspect lived.

It was learnt that Olokodana, who was still in hiding with members of his cult group, had made calls to some residents, threatening to mobilise his cult group to kill more people.

A resident, who gave his name only as Rashidi, told our correspondent that Olokodana called, saying his gang was not afraid of the police. He was quoted to have said the cult members were planning to come back for residents who narrated Awosiga’s killing to the press.

He was quoted as saying, “We are not a cult group that fights and cannot come back. We are coming back to kill more people. You have the guts to go and put me on the newspaper.”

PUNCH Metro learnt that the two cult members, who were arrested by the police the day after Awosiga’s killing, had come to spy on the area when they were apprehended by residents.

A resident, who spoke on condition of anonymity, said Awosiga was the third person in the area who the cultists would kill in recent times for refusing to join their group.

He said, “The second day after the man was killed was a Sunday. In the afternoon, we saw two young men entering a church near Awosiga’s family house. They were dressed in Yellow shirts and caps. They were caught eavesdropping on people’s conversations.

“When we challenged them, they attempted to run away, but the residents rounded them up and took them to the Mowe Police Station.

“The cult group’s threats are very real. Awosiga is the third person they would kill in the Mowe area for refusing to join their group. They have hideouts in the Lotto area, and they boasted that even the police could not arrest them. The birthday party that Olokodana held was actually their yearly anniversary and they must kill someone at the party to mark the event.”

At the Awosiga’s family house, the deceased’s mother, Ololade, told our correspondent that her son was not a violent child, adding that the police should investigate the matter, and bring the culprits to book.

She said, “He is my second son. After he finished secondary school, he learnt how to lay tiles so he could work and save money to gain admission for further studies. He and his boss were going to several places to work in Ogun and Lagos states.

“He was not a violent boy. I cannot express my sorrow. I lost his father about 10 years ago. My children have been my succour. I want the police to fish out his killers."

An argument between two All Progressives Congress Senators, Kabiru Marafa and Tayo Alasoadura, degenerated into a physical combat on Tuesday as a last minute attempt by the party’s caucus in the Senate to select the principal officers ended in a stalemate.

The meeting of the caucus was convened in Abuja by the Senate President, Bukola Saraki, to unite members of his group, the Like Minds Senators and those loyal to Senator Ahmad Lawan, the Senate Unity Forum.

The meeting was also aimed at arriving at a common position on the selection of principal officers.

Trouble was said to have started immediately after Saraki had delivered his speech and urged his colleagues to dissolve into zonal caucuses to produce their representatives for the posts of Senate Leader, the Deputy Senate Leader, the Chief Whip and the Deputy Whip.

It was at that stage that Senator Suleiman Hunkunyi, got angry on hearing Saraki’s call on members to dissolve into zonal caucuses.

Hunkunyi disagreed openly with Saraki on the issue and insisted that the meeting should rather ratify the names already sent to his (Saraki) office by the APC leadership on Tuesday.

According to him, the party had forwarded a letter which recommended Senator Ahmad Lawan as Senate Leader; George Akume as deputy leader; Olusola Adeyeye as Chief Whip; and Abu Ibrahim as deputy whip.

The action of the Kaduna State-born senator infuriated some of his colleagues in the Saraki camp, who disagreed with the list allegedly sent by the APC Chairman, John Odigie-Oyegun. They maintained that the Senate caucuses would determine their representatives.

During the commotion, Tayo Alasoadura, an APC senator faulted the choice of Adeyeye and wondered why the party did not choose Senator Ajayi Boroffice, who, according to him, is also qualified for the position.

It was at that stage that Marafa, who felt that the Like Minds senators were trying to scuttle the party’s position , reacted angrily to the opinion expressed by Alasoadura.

Marafa pushed Alasoadura.

It took the intervention of Senator Rafiu Ibrahim and others to prevent Marafa and Alasoadura from further fighting each other.

Both Marafa and Alasoadura could not be reached for their comments but Ibrahim who was one of the senators that settled the quarrel, confirmed that the altercation was fallout of the disagreement during the meeting.

He, however, said that the matter was being amicably resolved.

The meeting ended abruptly with the APC senators dissolving into their various zonal caucuses to perfect the selection process. This also ended in a stalemate as of the time of filing this report.

However, one of our correspondents learnt that the pro-Saraki senators had produced a list containing the names of Senator Ali Ndume as Senate Leader; Ahmed Sani – Yerima, as deputy leader; Olusola Adeyeye as Chief Whip; and Francis Alimikhena, as deputy whip.

Speaking with journalists, Senator Abu Ibrahim said the aim of the meeting was to reconcile the Unity Forum and the Like Minds groups whose members had not met since the inauguration of the Eighth Senate.

He said, “One should expect this misunderstanding because the two groups are meeting today(Tuesday). The meeting should have been allowed to ratify the party’s position and it is absolutely wrong for some people to say we are responsible for that.

“The party has always been responsible for that since I have been coming to the Senate; this is the first time, ..It is always the party that gives the other positions.

“What some of us are saying is that we have no power to zone in that meeting, it’s the party that should take that responsibility. As far as I am concerned, this was never done.

“I was a principal officer in the last Senate; the party gave our names and that’s how I became a principal officer.

“This issue will be sorted out in the next 24 hours. The party needs to wield the big stick against anybody who has gone against its directive.

Also, Hunkuyi, who allegedly caused the commotion maintained that the leadership of the party should decide on who occupied the four positions in the Senate.

He said, “An attempt here to do otherwise is the cause of this rancour. We were just coming from the national headquarters of the party and we were aware that the leadership of the APC is doing all it can do to curb part of what should not have happened in this chamber now.

“We were coming from the national headquarters of the party. They are not aware. The meeting broke up without achieving its desired objectives. There is no way it can achieve any result.”

Senator Ibrahim Danbaba said he did not hear exactly what Alasoadura said because “I just came around and met the rowdy situation.”

He said, “There were two groups before the election and we all agreed that now there should be no faction within the APC. You know we had the Like Minds and we had what you call the Unity Forum.

“Virtually most of us were around until around 11.30pm yesterday (Monday) when the former leader of the Unity Forum, Senator Barnabas Gemade came to say that there was need for the meeting to be postponed till today(Tuesday) and that was the reason why that meeting was put to 2pm today.

“On the floor of the Senate Chambers, the President of the Senate made an announcement to say that all the APC senators were supposed to meet at Room 301 by 2pm and in line with that arrangement that was made yesterday, and what was reinforced today on the floor of the Senate by the Senate President, we all assembled for the meeting.

“About 40 of us were around. Until towards the tail end of the meeting, when the likes of Senator (Hunkuyi), who just finished making statements came into the meeting.”

“ But the APC insisted on Lawan as the majority leader; George Akume as his deputy and Adeyeye as chief whip.

It was gathered that the problem was compounded when the party dropped Alimikhena for a senator from the North-West, Abu Ibrahim.

Investigations showed that the North-West caucus had rejected the post of deputy chief whip and the choice of Ibrahim.

A senator, who spoke to one of our correspondents, said, “Saraki’s proposal almost sail through, except for Lawan’s case.

“But the insistence of the party on having the principal officers from the Lawan group compounded the problem. The North-West has rejected chief whip.

“If Akume is picked as deputy senate leader, that means the senate president and deputy senate leaders are from the North-Central. The South-South has been dropped.”

Tragedy struck in the Kemta, Idi Aba area of Abeokuta, Ogun State, on Monday after a passenger died inside a taxi on his way to buy herbal remedies.

The passenger, later identified as Michael Hogan, was said to have boarded the taxi from Odeda in the Odeda Local Government Area and was on his way to Idi Aba in the Abeokuta metropolis, when the incident occurred.

Our correspondent gathered that the driver of the taxi knew that his passenger was dead when Hogan could not alight from the car on getting to Iyana Mortuary junction, Idi- Aba.

The driver consequently raised the alarm that attracted other motorists and passersby.

Hogan, who had been ill for some time, was said to be hurrying to the home of a vendor of herbal remedies in Abeokuta, when he died on the way.

Passersby were said to have encouraged the driver to take the remains of the passenger to the nearest police station ─ Kemta-Idi Aba Police Division.

At the police station, the police had to contend with the curious crowd that besieged the station to catch a glimpse of both the driver and the corpse.

The state Police Public Relations Officer, Muyiwa Adejobi, confirmed the incident and said the driver discovered that Hogan had died in his car at the Iyana Mortuary area around 7.45am, adding that the driver went to the nearest police station to report it.

Adejobi, a Deputy Superintendent of Police, said the family of the deceased, had been contacted, and they claimed Hogan had been ill for a long time.

He said, “The family said Hogan left home early in the morning for Abeokuta to collect herbal remedies, not knowing that would be his end.

“The police will soon release the corpse to the family for burial after due process must have been followed.”

Three weeks after his May 29 inauguration, President Muhammadu Buhari on Sunday evening relocated to the Presidential Villa, Abuja.

He joined his wife, Aisha, who had moved in on Thursday.

Before he finally moved in, the President had, on Sunday afternoon, visited the Presidential Villa briefly.

Those who thought he had finally relocated to the seat of power were however shocked when Buhari left the premises after spending a few minutes.

He later returned finally in the evening.

Since their inauguration, Buhari and Vice President Yemi Osinbajo have yet to relocate to the Presidential Villa.

They have been operating from their private residences and the Defence House, Maitama, which is the official residence of the President-elect.

Surprisingly, however, the President’s wife on Thursday relocated to the Presidential Villa at a time when her husband was out of Abuja.

Buhari was at that time on a two-legged private trips to Kaduna and Daura, his hometown in Katsina State.

Multiple Presidency sources had said that the President would join his wife inside the Presidential Villa upon his return to Abuja after the trip.

However, when Buhari returned to the Federal Capital Territory on Saturday, he retired into his private residence in Aso Drive, from where he had been operating.

But on Sunday afternoon, the President reportedly visited the Presidential Villa, apparently to spend a few minutes with his wife as he prepared to join her.

“The President was here this afternoon (Sunday). He arrived at about 2pm and spent about 30 minutes before he left. He later returned in the evening. At last, the President has moved in,” a Presidency official said.

It was not clear at press time whether Osinbajo had also moved in.

With his relocation, Buhari is expected to operate from the President’s office for the first time on Monday.

The current crisis rocking the All Progressives Congress, worsened on Saturday when senators loyal to Senate President, Bukola Saraki, vowed to resist alleged moves by the APC National Leader, Asiwaju Bola Tinubu, and other party chieftains to impose Senators Ahmad Lawan and George Akume as the Senate leader and deputy, respectively.

Senators Ahmed Sani-Yerima and Danjuma Goje, who spoke with journalists in Abuja, specifically declared that the plans by the leadership of the APC to fill the remaining four principal-officer positions with ranking members of the Senate Unity Forum was totally unacceptable.

The Senators Unity Forum consists of loyalists of Lawan, who lost the Senate Presidency bid to Saraki.

The remaining leadership positions yet to be filled in the senate include, Senate Leader; Deputy Senate Leader; Senate Chief Whip; and Deputy Chief Whip.

Our correspondent learnt that the APC leadership had allegedly been perfecting an arrangement which would see Lawan emerging as the Senate leader and Senator George Akume as his deputy.

The pro-Lawan group, which has the backing of Tinubu, was also said to have picked Professor Olusola Adeyeye (Osun) as the Senate Chief Whip, while Senator Abu Ibrahim from Katsina State would be his deputy.

But Senator Sani-Yerima, a former Senate Deputy Minority Leader, and Goje, a former governor of Gombe State, insisted that the pro-Saraki Like Minds senators would resist imposition of principal officers on the chamber.

Sani-Yerima maintained that the election of the four principal officers was the exclusive right of the zonal caucuses in the Senate.

He said the move by the APC leadership was illegal, adding that “there can never be imposition of candidates on the chamber by the party leadership”

He said, “As far as I’m concerned, the party cannot impose leadership on us. It is unconstitutional and against the rules of the Senate.

“The Senate Majority Leader; Deputy Majority Leader; Senate Chief Whip; Deputy Chief Whip were elected by their zonal caucuses in the Seventh Senate and the case of the Eighth Senate cannot be different.

“The best thing the party can do, given the circumstances, is to give us directives. Any attempt to impose will be resisted and this will further divide the party.”

He also, insisted that the party must follow due process, stressing that the Senate Presidency of Senator Bukola Saraki was committed to protecting the interests of President Muhammadu Buhari.

He said, “We should follow due process. Allowing the party to impose a leadership on the Senate President is to make him to fail because he cannot be forced to work with his rivals.

“We are committed to giving President Buhari protection in the Senate. What we are doing is definitely not against the President.”

On his part, Goje warned the party against imposition of candidates, adding that such a move would likely further polarise the party.

He said, “By trying to impose another set of leaders on the National Assembly is to cause further crisis in the party. It will complicate matters and generate further crisis in the National Assembly.”

Spokesperson for the pro-Lawan senators, Kabir Marafa, described the argument of the pro-Saraki senators as incorrect and argued that the choice of other principal officers who are not elected on the floor of the Senate remained the sole business of the party leadership.

He said, “It is not possible for the executive of the party at the zonal levels to determine who will be made the Senate Leader, the Deputy Senate Leader, Chief Whip, and the Deputy Chief Whip. It has never happened and it won’t happen this time around.

“The party executive must determine all the occupants of the four principal offices. The party will write the Senate President. That is the tradition. It cannot be done at the zonal level. We must follow due process.”

President Muhammadu Buhari on Friday urged Nigerians to be patient as the nation continues to learn the democratic process.

Buhari made the call when he visited the Emir of his hometown, Daura, Katsina State, Alhaji Umar Faruk Umar, after attending the Juma’at service at the Low Cost Mosque in the town.

He said the nation was learning democratic tenets fast and that Nigerians should therefore be patient by avoiding mistakes made when studying the weaknesses and strengths of the Western nations.

The President, who spoke in Hausa, warned that if Nigerians decided to be too hasty, some avoidable mistakes could be made. He also urged them to accept democracy not as a system of government, but as a lifestyle in order to ensure development of the country.

The President said, “If Nigerians continuously follows the tenets of democracy, the country will always be at peace since democracy on its own with its institutions has the mechanism for resolving conflicts peacefully.’’

Buhari attributed his success in the March 28 presidential election to the grace of God.

He recalled that when he joined politics in 2012, many people did not give him a chance because of his antecedents as a military officer.

The President added that the result of the 2015 polls showed that it is God that chooses who becomes a leader.

“It is not by power, it is not by wealth but by the Grace of God that I won the election,” he said.

Buhari said he did not contest the election with the aim of amassing wealth or to be served.

He explained that his decision to contest was as a result of his desire to serve the people.

The President, however, promised to fulfil his electoral promises to the people.

Earlier, the emir hailed Buhari’s integrity, saying he had always returned home penniless after his previous national assignments.

The authorities of the Yaba College of Technology, Lagos State, on Friday said the institution had expelled four students over examination misconduct during the second semester of the 2013/2014 academic session.

This is contained in a circular dated June 18, and signed by the Deputy Registrar of the college, Mrs. Titilayo Obadimu, in Lagos.

According to the circular, the academic board approved the expulsion of the students while considering the report of examination malpractice cases for second semester 2013/2014 full-time academic session.

It said that the four students were in HND 1 Business Administration (Full-time), ND II Mass Communication (Part-time), ND I Mass Communication (Full-time) and HND II Computer Science (Full-time).

Meanwhile, the Man O’War, YABATECH Command, also said it had dismissed one of its officers who was guilty of misconduct, gravely inimical to the good name of the club.

A 25-year-old woman, Nnena Okoro, has been arrested by the police after she reportedly lured a 14-year-old girl, Faith (pseudonym) to a hotel, where a man raped her.

Okoro lives in Sumoratu Estate, off Ojo Road, Lagos State, where the victim resides. She was said to have been Faith’s confidant.

PUNCH Metro gathered that on the noon of May 16, when the girl’s aunt, with whom she lives, was not around, Okoro approached her and requested that she accompanied her to the Barracks area to buy mangoes.

It was learnt that Okoro rejected the mangoes available in the area and went to Wowo, a nearby street, where the hotel was located.

Our correspondent was told that Okoro, who had allegedly collected an undisclosed amount from the fleeing rapist, lured Faith into a room in the hotel and shut the door.

Faith said her mouth was covered, as Nnena aided the man to rape her.

She said, “Aunty Nnena (Okoro) said I should follow her to buy mangoes in Barracks Lane. She did not like the mangoes they had there and she said we should go to Ojo Road. We went to a hotel and met a man, who she called her friend. Aunty Nnena told me to enter a room. Suddenly, both of them dragged me to the bed. Nnena held my hand and covered my mouth with a cloth. The man pulled off my trousers and raped me. He left the hotel immediately he finished doing it and said he had paid Aunty Nnena.”

“I went outside crying. It was one woman around the area that helped to clean the blood coming out from my private parts when she saw me. She later took me to the Layeni Police Station.”

In her statement to the police, Okoro, who hails from Abia State, confessed to taking the girl to the hotel. She denied coercing the victim into the act and claimed that she had never met the man prior to the incident.

She said, “Faith is my friend. On the fateful day, we both went to buy mangoes on Ojo Road. On getting to a hotel at Tolu, one man called her. They both discussed and the man paid N500 to the hotel attendant and they entered the room. I later left them inside the room to ease myself. It was when I came back that she told me that she was raped. I did not know that she was a virgin. We have never discussed anything like that before. Her pants were stained with blood. I have never seen the man before that day, but I can recognise him if I see him again.”

PUNCH Metro learnt that Okoro had been arraigned before an Apapa Magistrate’s Court on two counts bordering on the crime, while the police said they had launched a manhunt for the suspect.

The charges read, “That you, Nnena Okoro, and one other male, now at large, on May 16, 2015, at about 3.20pm, at Graziela Hotel on Wowo Street, Tolu, Ajegunle, in the Lagos Magisterial District, did conspire to commit felony to wit; defilement, and thereby committed an offence punishable under Section 409 of the Criminal Law of Lagos State of Nigeria, 2011.

“That you, Nnena Okoro, on the same date, time and place in the aforementioned magisterial district, did hold the hands of 14-year-old Faith to the bed and allowed one other man at large to have unlawful carnal knowledge of her, and thereby committed an offence punishable under Section 137 of the Criminal Law of Lagos State of Nigeria, 2011.”

The accused pleaded not guilty.

A police prosecutor, ASP Olusoji Ojaokomo, said a medical test conducted on the girl revealed that her hymen had been ruptured.

The defendant’s counsel pleaded with the court to grant bail to his client.

The presiding m agistrate, Mr. P.A. Adekomaya, admitted her to bail in the sum of N100,000. He adjourned the case till June 22, 2015. Copyright PUNCH.

Ahead of the relocation of President Muhammadu Buhari to the Presidential Villa, arrangements have been concluded for the Nigerian military to take over the activities of the Strike Force, The PUNCH has learnt.

The Strike Force, which is a special security outfit saddled with the responsibility of protecting the President and the seat of power, is currently comprising only officials of the Department of State Services.

A top Presidency official, who pleaded anonymity, told our correspondent on Tuesday that soldiers might take over their responsibility very soon.

The source said a Lieutenant who will be leading 21 other military personnel had already been transferred to the Strike Force with an instruction to take over from the DSS officials.

He said, “DSS officials are the ones that have been serving in the Strike Force. “With this development military personnel will take over from them henceforth.

“We are aware that the situation is causing a palpable tension as there is a possibility of a showdown. But we are working hard to ensure that the situation did not degenerate.”

Operatives attached to the Strike Force are always trained abroad on counter-assault and other techniques aimed at making their jobs easier.

In explaining their duties, the source said its operatives were the ones former President Olusegun Obasanjo erroneously referred to as snippers in his widely-publicised open letter to former President Goodluck Jonathan.

Another official, who is aware of the arrangement, also said that machinery had also been put in place to change the new Presidential Villa’s Administrative Officer, who was deployed by the DSS about two weeks ago and replaced with a military officer.

He said all DSS officials currently serving inside the Presidential Villa were not sure of their fate yet.

“The truth is that we are not sure of anything yet. Whichever way, we will only act based on signals from our headquarters whether to leave or remain inside the Villa,” he said.

Meanwhile, a major disagreement broke out on Friday between DSS officials drafted from the Presidential Villa, Abuja to the National Mosque, Abuja and some officials of a private security firm.

The PUNCH had reported last week that DSS officials were having a running battle with officials of the security outfit who were reported to have been securing Buhari before he was inaugurated as the President on May 29.

Their two earlier encounters in the same mosque were settled amicably with officials of the firm asked to leave the premises for DSS officials.

Our correspondent, however, learnt that trouble started again last Friday when DSS officials also sighted the officials of the private firm in the mosque.

A source claimed that trouble started when one of the officials of the firm was asked to identify himself.

“The DSS officials had asked the private guard to identify himself. One thing led to the other and the private guard was said to have held the necktie of one of the operatives. That led to a fisticuffs. It took the timely intervention of senior officers for the situation to be brought under control,” the source said.

Two cooks, who are nationals of the Benin Republic, Victor Hounkpe and David Amusu, have been arrested by the police in Lagos for allegedly poisoning their employers’ meal in the Lekki area of the state.

PUNCH Metro learnt that the employers ─ Mr. Nwogu Chinaka, and his wife, Omowunmi ─ were taken to a hospital outside the country after eating the poisoned meal.

Our correspondent gathered that apart from the couple, the security guards and other domestic workers who ate the poisoned meal became unconscious and were hospitalised.

It was learnt that on Wednesday, April 22, at about 5pm, Hounkpe, who had stayed for about a month in the house, prepared a vegetable soup for the family.

Our correspondent gathered that all members of the family, including the security personnel in the compound ate the soup which was served by the cook for dinner.

Minutes later, the husband, Nwogu, reportedly developed a severe stomach ache and collapsed, while Omowunmi rushed him to a nearby hospital.

The wife, however, also became unconscious and fell at the gate of the hospital after she allegedly had a severe stomach pain. The couple was treated in the same hospital.

Our correspondent gathered that two security guards in the compound were brought to the hospital later in the day.

It was gathered that Hounkpe and Amusu reportedly fled from the house during the incident.

The police said the couple later wrote a petition to the Commissioner of Police, Kayode Aderanti, on the matter, and after investigation by the Department of Criminal Investigation, Yaba, the runaway cooks were arrested.

Speaking with PUNCH Metro, 34-year-old Hounkpe said he put the substance in the family’s soup to make everybody fall asleep so that valuables in the house could be easily carted away.

“I am from the Benin Republic. I came to Nigeria in 2007. I have always worked as a cook in Lagos. David was the agent who brought me to the couples’ house. He was the one who gave me the substance to put inside the soup. He told me the substance was a sleeping pill. The plan was that everyone would fall asleep.

“They wanted to steal gold and other valuables. I put the substance inside the vegetable soup. It was a powdery substance. I had worked with them for about a month. The couple did not offend us. They were to pay me N50,000 monthly. We just wanted them to sleep off. I ran to the Ogudu area after the incident to pick up another job. That was where I was arrested.”

Amusu, 33, added that the gang was about raiding the couples’ apartment when the duo became unconscious and was rushed to a hospital.

He said, “I was a former cook in the house. I was the one who brought Victor (Hounkpe). On the fateful day, when Victor finished cooking the soup, he called me to say the job had been done. But then, we learnt that the couple was rushed to a hospital after falling unconscious. So, we fled the area.”

The police added that the plan was to use Hounkpe as an insider to give free access to the robbery gang. Amusu was to lead the gang members into the compound. They added that the plan was foiled.

The CP, Aderanti, who paraded the suspects, advised residents of Lagos to always do background checks on people employed into their homes and places of work.

He said, “They have both confessed to the crime. The couple has been flown abroad for treatment. I want the public to always be careful about the people they bring into their homes. In Lagos, there is no place for criminals to hide.”

A middle-aged woman, Mr. Agnes Uchendu, and her son, Ikechukwu Uchendu, of Arochukwu Street, Umuahia, are in police net for allegedly inflicting injuries on their domestic helps with hot electric iron.

The Police Public Relations Officer, Mr. Ezekiel Onyeke, said the suspects were picked up based on a petition by the International Federation of Women Lawyers, Abia State Chapter, led by one Florence Igwe.

He explained that the suspects allegedly tortured their maids ─ Hope Ajunwa, 11; and Ngozi Ajunwa, 9.

He said, “Upon the receipt of the petition, operatives proceeded to the address and arrested both suspects and rescued the victims, who were covered with injuries which were inflicted on them by the suspects with a hot pressing iron. One of the victims, Ajunwa, also had injuries in the sole of her foot.

“Upon interrogation, Ikechukwu said he disciplined the minors with iron for stealing N100.”

He said the victims had been admitted to the Nigeria Police Clinic Umuahia, for medical attention.

Onyeke said the case was still under investigation, adding that the suspects would soon be arraigned in court.

Some suspected thugs said to be working for
the ‘OCHA Brigade’ also known as ‘Operation
Clean and Healthy Anambra,’ on Wednesday
invaded the Onitsha office of The PUNCH,
carting away a generator and a plasma television
set.
The thugs claimed that they were at the office
to enforce the payment of “business premises
fees.”
They said they were working for the Anambra
State Government.
The Sales and Marketing Representative of The
PUNCH in Onitsha, Mr. Linus Ogbo, who was
present during the incident, said the thugs,
numbering about seven, stormed the office in a
Toyota Hiace bus.
Ogbo said he was pushed aside by the thugs
when he tried to stop them from making away
with the items.
He listed the looted items as one Honda EB
3000S generator and one LG LCD 32 inch
television.
When contacted by our correspondent, a member
of the brigade, Udekwe Ugochukwu, claimed they
were not thugs but “civil servants.”
According to him, the state government
mandated them to assist the ministry of industry
and investment to recover outstanding debts
owed to the state.
Ugochukwu explained that the items would be
returned upon payment of the said business
premises fees, which, he said, was N45,000.
Asked whether the ‘brigade’ has the powers to
loot office items in the course of the said
assignment, Ugochukwu told our correspondent
that they have been taking similar actions in
other offices.

Forty-one graduates of the University of Port Harcourt will receive the prestigious First Class grade at the institution’s 30th convocation holding on Saturday.

The Vice Chancellor of the university, Professor Joseph Ajienka, who disclosed this on Monday while briefing newsmen in Port Harcourt, said 10 of the First Class graduates were from the Faculty of Humanities.

Ajienka explained that others who graduated with First Class grade were from the Faculty of Social Sciences, Education, Management Sciences, College of Engineering, College of Natural and Applied Sciences, Faculty of Agriculture and the School of Science Laboratory Technology.

Describing the forthcoming event as a combined 30th convocation, which covered the 2011/2012, 2012/2013 and 2013/2014 academic sessions, the vice chancellor stated that a total of 18,363 students would receive First Degrees, Post-graduate Diplomas, Masters and Doctorate Degrees.

“A further breakdown of the figure shows that in the undergraduate category, 41 graduands earned the First Class (Honours) Degree. Out of this number, 10 are from the Faculty of Humanities,” he said.

He also disclosed that renowned industrialist, Mazi Samuel Ohuabunwa, would on Thursday deliver the 30th convocation lecture of the University of Port Harcourt at the Ebitim Banigo Auditorium.

Ajienka, who would soon be replaced by a new vice chancellor, gave the title of the 30th convocation lecture as “Nigeria: From Consumption to a Production-oriented Economy.”

about his love for music

◆Your recent song, Sade, is a romantic ballad.
What was the inspiration behind the song?

The song is my story. I asked a girl named Sade,
out on a date three years ago but she didn’t
accede to my request. She said she was not
ready even though I really liked her. The song is
about her and everything I narrated in the song
is true, aside from the part where I said my
parents were disturbing me. That did not
happen.

◆How would you rate the success of the song
since its release?

It’s been amazing how people accepted the
song. Sade is everywhere on the streets and in
homes. I’m really excited about it. It is one song
I never knew would be a hit. People say the
lifespan of a hit song in Nigeria is three months;
I released it in December 2014 and it is more
than three months old already. I feel loved and
God has proven to me that He will always be
with me. I have always wanted to be heard.

◆Did you write the song yourself or you engaged
the services of a songwriter?

I wrote the song myself. It’s my story and I
wanted to be the one to tell it. I write all my
songs.

◆You are known for your Photoshop skills on
social media; how lucrative is it?

Photoshop is fun; I love the way it makes people
laugh and the attention I get. I do not like to be
the ordinary guy; I like to be known for
something. I made a picture of me hugging Tiwa
Savage from behind and when I posted it on
Instagram; I was overwhelmed by people’s
response. I decided to continue with it and as
time went on, bloggers started writing about me,
people started talking about it and that
increased my fan base. It has helped me meet
people that have assisted me with my music
career.

◆Which came first between music and your
Photoshop skills?

Music started a long time ago and I used to be
in the teens choir in my church. My dad used to
play classic songs by King Sunny Ade and
Ebenezer Obey while he drove us to school every
day. I developed interest in music from listening
to those men. Later I joined a band called The
Bridge. We released a lot of songs including
Norm Breaker featuring Skales, Make It Happen
featuring GtTheGuitarman, and All of Me which is
a cover. The band didn’t work out as we hoped it
would; it is usually not easy to get signed on
with a label as a solo artiste, let alone a band.
We each decided to go solo and see how things
would turn out. I launched out on my own in
2013

◆Did you feel awkward about going solo?

I am happy I took the decision to go solo. It has
paid off and is still paying off. I thank God for it.
It turned out that I made the best decision.

◆Are you still in touch with your partner?

I am still friends with him, we make music
together but I am a bit more visible now.
Do you have other songs in the pipeline?
I have new singles that I intend to release soon.
I am not in a hurry because I want to get it
right. I am also not under any pressure, except
that I am confused about which of my songs to
release next.

◆You have been rumoured to be romantically
involved with up-and-coming musician, Simi. Are
you in a relationship with her?

I’d rather not talk about that.
What qualities should your ideal woman have?
She must be hard-working, adventurous and a
lover of God.

◆Do you plan to get married before long?

I plan to get married, but I don’t know when.

◆How do you intend to cope with competition in
the industry?

I believe in being distinct and I think everybody’s
hustle is different. Everybody’s music genre
differs and I do not see any competition for me. I
intend to thrive with my new sound. Not many
people will do the kind of music I do and I am
not scared of doing what I do. I will continue
that way.

◆What genre would you classify your music?

I had delved into other genres before now and I
needed to do something different. I call my
sound Urban-Highlife and it is a fusion of Pop,
Folk and Highlife. Apart from the content, Sade is
not the typical Nigerian sound. It is a fusion of
international sound and our local sound.
The industry is saturated, do you see yourself
becoming very successful?
Following Sade ’s success, the sky is the starting
point for me. Sade is only a cover to Story of My
Life by One Direction and the least of my songs.
If it got me signed on with a label, that means I
have a lot of exploits. I am not perturbed, I only
pray for God’s grace to do well.
What measure would you take to remain relevant
on the music scene?
I’ll keep making good music, keep doing my
Photoshop images and keep making people
laugh. I will keep getting creative.
Which takes more of your time between
Photoshop and music?
Music does. Photoshop has always been easy
for me and I make sure I pay attention to details.

◆How lucrative is it for you?

I do not really make much money from it. It
brings me jobs sometimes because I am also a
graphic artist and brand developer, but I am not
into it for the money. Some people approach me
to fix their images in other people’s international
passports. I know I can do it but I don’t.
How did you get signed on with YBNL?
When I released Sade , Fuse and the rest of the
YBNL crew listened to and fell in love with it.
Fuse insisted Olamide signed me with the group.
He thought about it and because of the good
relationship they have, he called me and we
discussed the terms. I wanted to feign reluctance
when I was told the terms of the contract but I
could not help my excitement because it was a
good offer.

◆Which musician would you like to work with?

That would be Asa, because I love her sound. I’d
definitely work with her.

◆What course did you study in school?

I studied Art and Industrial Design at the Lagos
State Polytechnic. I majored in Graphics and I
was the best graduating student in my class. I
graduated in 2009.

◆What influences your style?

I love prints and vintage wear. I wear what looks
good on me and I am not addicted to brands.

President Muhammadu Buhari on Saturday said that the public release of his asset declaration is being delayed by the Code of Conduct Bureau.

According to President Buhari, his declared assets and those of Vice-President Yemi Osinbajo will be released to the public upon the completion of their verification by the bureau. Buhari hoped that the verification exercise would be completed before the expiration of the 100-day deadline within which he and Osinbajo said they would do this.

The President stated that he was under obligation to make his assets declaration public to fulfill one of his campaign promises.

The Senior Special Assistant to the President on Media and Publicity, Garba Shehu, who announced this in a statement on behalf of Buhari on Saturday, said, “The duly completed forms by both the President and the Vice-President were submitted to the CCB on March 28th, a clear day ahead of their inauguration.”

Shehu said the statement was warranted by the need to clarify some suggestions that Buhari and Osinbajo might not, after all, declare their assets publicly.

The statement said, “While such public display of concern is appreciated and valued, it must be said that it is a little precipitate. As required by law, the declaration and submission of documents to the CCB have been made, but there still remains the aspect of verification which the Bureau will have to conduct to authenticate the submissions made to it.

“In the circumstances, it is only after this verification exercise, and not before, that the declaration can be said to have been made and validated; and only after this, will the details be released to the public.”

According to the statement, the president and the vice-president are committed to public declaration of their assets within the 100 days that they pledged during the presidential campaign prior to the March 28 election.

“The President and the Vice President wish to thank Nigerians for their show of concern, and for the confidence they have shown in their leaders’ integrity, as evidenced by the high pedestal of uprightness and expectations on which they have placed them,” the statement said.

The late President, Alhaji Umaru Yar’Adua, also from Katsina State as Buhari, was the first and the only Nigeria’s President to have publicly declared his assets when he assumed office.

The Korean Association of Women Inventors Exhibition in Seoul, South Korea, has awarded Covenant University, Ota, Ogun State for some inventions during its recently concluded exhibition.

A statement obtained by Saturday PUNCH, on Friday, revealed that the awards were won based on two products designed by the university’s Renewable Energy Sub-cluster, an arm of its Electrical and Information Engineering Department.

One of the products, the Eco-friendly Energy Retention Bag, bagged a gold award, while the other, a solar-powered weather station, bagged a bronze award at the event.

While presenting the awards to the management, the leader of the university’s team, Professor Samuel Wara, said, “We took two products to South Korea, one of which is an Eco-Friendly Energy Retention Bag. The purpose is temperature conditioning. It maintains the temperature of whatever is put in it, hot or cold, (a single unit independently performs these functions) with varying degrees of efficiencies.

“There are other exhibitions coming up. It is important that we plan to be part of other exhibitions as they bring exposures which help in capacity building. The more we keep going out, the better our products become.”

The Vice-Chancellor of CU, Professor Charles Ayo, commended the efforts of the team and encouraged them to continue to improve.

He said, “There is no way this award would not add to the profile of the university. I can assure you that the management would encourage the faculty to go for other exhibitions to drive exposure.”

Another suicide bomber struck in Maiduguri, the Borno State capital, on Wednesday, killing four persons near a mechanic workshop along Baga Road.

Residents were already fancying the thought that the day was going to end without any tragic incident when the explosion occurred, leaving people running helter-skelter in a downpour that lasted several minutes.

It was gathered that several persons were injured in the latest attack.

The Borno State Commissioner of Police, Mr. Aderemi Opadokun, who confirmed the bomb attack, said four persons lost their lives in the incident.

The commissioner, in a test message to the enquiry of our correspondent said, “Yes, there was a bomb attack in Maiduguri around 5pm on Wednesday.

“There was an Improvised Explosive Device attack at a mechanic workshop by the NNPC Mega Filing Station along Baga Road, Maiduguri, as a suicide bomber detonated the IED strapped to his body.

“Four persons including one Dan Bulama, the owner of the workshop, died in the explosion while eight others sustained injuries.”

The text added, “The CP and a team of investigators visited the scene, corpses and the injured victims were evacuated to the hospital.”

There was mild drama at the Government House in Calabar on Monday as the new governor of Cross River State, Prof. Ben Ayade, on his first official day in office locked out civil servants that had yet to resume for work at 8.10am.

The governor, who resumed work at about 7.45am met an almost empty complex and directed the Head of Service, Mrs. Mary-Theresa Ikwen, to shut the gate to the Government House.

He also directed that henceforth, the gates to all Ministries, Department and Agencies, should be shut by 8.10am daily in order to curb lateness.

Civil servants were seen discussing in groups at the entrance to the government house.

Two civil servants declined to comment on the development, but a third one who craved anonymity, said workers would have to change their attitude.

“We would start resuming very early in order not to incur the governor’s wrath,” he said.

However, the governor, who ordered that the gate be reopened at about 8.40am, warned all heads of MDAs to live up to their responsibilities by ensuring that civil servants served in line with the prescribed civil service rules.

Ayade said, “If heads of MDAs could report to work as early as 8am, I see no reason why their subordinates should not be in their respective offices on or before that time. For those who are late today, we will pardon them but from tomorrow, all latecomers will be locked outside and sanctioned accordingly.”

He maintained that as a successful businessman, he would not fold his arms and watch civil servants who are supposed to serve the people relegate their work to the background.

“I am a change agent, in my younger years, I used to be addressed as a system purifier and I am here to do just that, focus exactly on production, expand the horizon and economic benefits and potential of my people.

“It is only private organisation that runs for profit but government’s profit is the social safety net, the welfare and well-being of our people. My profit therefore is the number of people I employ, my service to my people is the number of people I have engaged, so coming down to narrow the number of appointment will mean, I have already started with disservice.”
