AHEAD of Wednesday’s (today) inauguration of 36 ministers-designate, there were indications on Tuesday that President Muhammadu Buhari, had reduced the number of federal ministries to 25 from about 29. Under the new dispensation, the ministries of police affairs, aviation and special duties appear to have been scrapped while ministries of Lands, Housing, Urban Development and Works have been merged to become Ministry of Works and Housing. Also, the information, culture, national orientation and tourism ministries have been collapsed into one Ministry of Information and Culture. Also, the Ministries of Sports as well as Youth Development have also been merged to form Ministry of Sports and Youth Development. The Ministry of Aviation is now under the Ministry of Transportation, among other mergers. The development came even as the President on Tuesday retired 17 permanent secretaries and announced the appointment of 18 new ones. In fact, indication that the President had settled for just 25 ministries was contained in the announcement of the appointment and deployment of permanent secretaries by his Special Adviser on Media and Publicity, Mr. Femi Adesina. The permanent secretaries and their ministries, according to the list released by Adesina, are Dr. Shehu Ahmad (Agriculture and Rural Development); Mr. Sunday Echono (Communications); Alhaji Sabiu Zakari (Transportation); Mrs. Ayotunde Adesugba (Information and Culture); Ambassador Danjuma Sheni (Defence); Dr. Shade Yemi-Esan (Education); Mrs. Fatima Mede (Budget and National Planning); Alhaji Mahmoud Isa Dutse (Finance); Ambassador Bulus Lolo (Foreign Affairs); and Dr. Amina Shamaki (Health). The permanent secretaries were led to the closed-door meeting with the President by the acting Head of the Civil Service of the Federation, Mrs. Winifred Oyo-Ita. A Presidency source told our correspondent that most of the affected permanent secretaries were those who had been seniors to Oyo-Ita in the civil service. Buhari had appointed Oyo-Ita in acting capacity recently following the exit of Mr. Danladi Kifasi. One of the affected permanent secretaries told our correspondent that Oyo-Ita broke down in tears when the President made his intention known during the meeting. Another source told The PUNCH that the Presidency would not make any formal pronouncement on the sackings until when the affected officials might have received their letters. Two principal members of the Senate Unity Forum, Senators
Suleiman Hunkunyi and Kabiru Marafa, on Tuesday demanded the
immediate cancellation of the additional eight committees created
last week by Senate President, Bukola Saraki, on the grounds of
illegality.
They also sought the review of the entire process which led to the
appointment of chairmen and vice chairmen of the committees,
claiming that the selection committee, headed by Saraki, was not
properly constituted.
The SUF is made up of All Progressives Congress senators who
worked against the emergence of Senator Bukola Saraki as
president of the upper chamber.
Hunkunyi, the Secretary of the group and Marafa, the
spokesperson, made the demand while raising different points of
order on the floor of the Senate, to protest the announcement of
the committees by Saraki last week Wednesday.
They argued that the senate leadership erred by not seeking the
approval of the entire senators before making public the new
committees despite the fact that necessary sections of the nation’s
constitution and the senate rules made adequate provisions for that.
Marafa, who was appointed chairman of the newly created National
Identity & National Population, and Hunkunyi, the Vice-Chairman of
the committee on Federal Character & Inter Governmental Affairs,
expressed their determination to relinquish their appointments with
immediate effect.
While Saraki ruled that the observations of Marafa would be noted
by the selection committee, he ruled Hunkunyi out of order since he
had already addressed the issues as raised by the spokesperson of
the SUF.
Not satisfied with the ruling of the senate president, both senators
addressed journalists after plenary.
Marafa (APC-Zamfara Central) said the committees were not
subjected to the approval of all senators in plenary, explaining that
Section 62 (4) of the constitution stated that all committees must
be approved by all senators.
He explained that another development, which made the committees
null and void, was the increment of committees from 57 to 65.
According to him, some sections of Order 97 of the Senate
Standing Rule specify that only 57 committees shall be constituted.
The lawmaker also noted that the leadership of the committees was
lopsided as it did not reflect even representation of the six
geopolitical zones.
He further pointed out that the Selection Committee, the
committee saddled with the responsibility of constituting the
standing committees, was itself not properly constituted.
He said the selection committee was made up mainly of new
senators, flouting the standing order which specified that it should
be constituted based on ranking.
He said, “What we are witnessing today in the National Assembly
and the Senate in particular is legislative tyranny, where impunity
wants to be the order of the day. Laws are meant to be respected
and if we can treat our Order with impunity then we have no
business being here.
“There is no committee. They are not legally constituted and they
cannot function. Any further action is unacceptable to Nigerians
and I have discharged that responsibility.”
Similarly, Hunkuyi (Kaduna North) said there were procedures for
constituting standing committees, insisting that there was no
resolution on the committees at plenary.
He said, “This is one of the three issues that we are contending. We
are blowing the whistle, educating those that do not know and
then throwing light on those areas that we feel require Nigerians to
know.”
However, in a reaction, the Spokesperson for the Senate, Senator
Abdullahi Sabi, said the committees were approved during the
adoption of votes and proceedings.

There has always been a tight controversy between keeping a laptop packed with the battery plugged-in at all times, or not. Many have wondered if this overcharging process, if we are allowed to call it so, may reduce the battery life over the years or, even damage the product in some way. As a laptop owner myself, I had troubles choosing a side but, after a long search on the web, I have gathered all the results I have found under the same roof and today, I’m about to make them public. Taking a deep plunge into the mystery which has wrapped many laptop users in darkness, by not knowing whether they should keep their device plugged-in with/without a battery or simply use it as a smartphone, and charge it whenever the energy is depleted, we set ourselves to present the most relevant motives of each side, while helping you take a decision, by yourself. https://cdn.techpp.com/wp-content/uploads/2012/10/charging-laptop.jpg How should a laptop battery be used Although highly unlikely, you may not be aware of the damages brought over the years to a plain old laptop battery. In some cases, depending on the manufacturer of the battery and even of the one that assembled the laptop, a brand new shiny product which was guaranteed to supply between two and three hours of juice on a regular charge can degrade very fast. We have heard cases when laptops, mostly from Dell, had a battery so bad that after a year, the user could only squeeze around 5 minutes of life – meaning that he would have to use a power outlet at all times. Besides on the pure use of a battery, there are also other factors which influence the long-life of this product, like the laptop’s own settings. If the manufacturer was so kind to include power saving modes or settings to stop the battery from charging when it’sabove 93%, let’s say, then you are in luck. If not, here’s a tale of the most known theories and how you must react: 1. Exercise the battery – as a product meant to be used, the battery should not be kept in dark place for a long time, without being drained once in a time. Those who wish to use the laptop solely on the power transmitted directly from the AC plug, should insert the battery at least once in a month, let it charge and then drain it up to 15%. This will ensure that the battery is getting some action from time to time and the chemical substances within will surely appreciate it. 2. Store the battery when stationary – those who are certain that they are not going to use the battery in the next couple of months, because they rely just on the power plug, without moving the device at all, should best charge the battery until 33%-40% of the maximum juice and then store it inside a refrigerator or a cold place (but not colder than 32F or 0 Celsius). If the battery is taken out of the fridge once in a while it will damage the product more than ever. 3. Don’t let it discharge completely– a fact that I wasn’t aware of until a couple of hours ago was that whenever the laptop battery went under the 15% mark, it suffered quite some complications. It seems that it is mandatory to shut down the equipment or plug it under this limit, this being the main reason why batteries are slowly killed. Moreover, if a battery is discharged below the 5% mark or even completely, permanent faults will occur and the product looses a significant amount of capacity. Discharging completely is only allowed on older batteries (not Li-ion) with memory effects. 4. Using the laptop while charging the battery – the myth that a battery will have to suffer under these circumstances is absolutely busted, at least for notebooks. While charging, a part of the juice will go into actually powering the device while the spare will be instead into replenishing the battery. The only disadvantage is that the cells will be recharged slower. 5. Fast batteries can be somewhat fixed – those with batteries that die out prematurely can be somewhat saved, by leaving to power the laptop until the operating system complains, pulling it and recharging it, but only after the battery has cooled down. The recharging process must be done while the laptop is offline, to avoid any extra thermal stress. Repeat the procedure a couple of times and improvements should be seen. Laptop battery cycles Just like we’ve explained in a previous article – Why has iPhone’s battery life remained the same – every battery has a life cycle. Thus, if your iPhone can last for, say, 400+ recharge cycles, then obviously, your tablet’s or laptop’s battery will also have a similar thing. Here’s another explanation: You shouldn’t technically leave your laptop plugged in all the time, but you certainly don’t need to deep-cycle it a few times a week. Furthermore, the recommendation for monthly battery usage isn’t just for capacity preservation: it’s mostly so the charge indicator can maintain accuracy as the battery’s capacity decreases naturally over its lifespan. Therefore, when you buy a laptop, don’t just look at how many hours its battery can last, but also check how many cycles it actually has. Remember, a cycle is from 100% fully charged to completely depleted. A moderate use, it seems, will make your battery degrade by 30% during a year and the battery should “live” for about 350 charging cycles. But, this is just a ballpark figure. Should the battery be kept inside the laptop or not? Indeed, that is the question. After acknowledging all the advices presented above, the short conclusion is that you should definitely keep the laptop battery plugged at most times. This will ensure that the product is exercised and because many laptops have astop-charge function, which protects the product from overcharging (when the level reaches 90%, the power will be switched from charging the battery to supplying the laptop, and the charging process will stop) the battery will be kept safe. While the battery is inside the laptop, the following things will happen though: -High charge – unfortunately, the 90% mark is a bit too high for a battery. As we’ve mentioned earlier, an almost half percentage is ideal for this kind of product. While the battery is stored with this high charge, chemical process will react faster and the aging of the product will happen a bit faster. -High temperature – because the battery is situated to a 60 degrees hot laptop, the heat will disperse onto the battery itself, forcing it to degrade faster and making it lose precious life. Vice versa, the high charge of the battery will translate into higher temperatures that will heat the laptop itself. Although these two disadvantages cannot be overlooked, they usually damage the battery less than in cases where the product is not used. I have been using this tactic in the past four years and it has not failed me yet. Moreover, it protected me when power outages occurred. How about you? And you should always apologize for what you’ve done, but you should never apologize for who you are. Don’t apologize for sharing your opinion. Don’t apologize for being authentic. And certainly don’t apologize for being yourself. I used to say, “I’m sorry I love science” before sharing a relevant scientific study. Someone called me on it once by saying something like, “Don’t apologize for loving science, own it!” She was right. Now it’s your turn. Why? When you stop apologizing you start owning your opinions, beliefs and voice. For the next week, count all of the times you apologize unnecessarily. Examine the circumstances. Are you really sorry? Or are you just afraid? #3: Stop One-Upping That’s a funny story, but here’s a funnier one! That’s a great idea, but here’s a better one. Your smart, I’m smarter! One-upping is when you take someone’s idea and tell them how you did it better, smarter or longer than them. Why: Nothing takes the wind out of someone’s sails faster than a one-upper. Your one-upped story DOESN’T make you seem more impressive, it only makes you seem like a show-off—I know you don’t mean it that way, but that’s how it comes across. #4: Stop Exaggerating I almost called this one, “Stop Lying,” but I think that exaggeration is a more accurate behavior for most people. Harmless exaggerating for the sake of a good story isn’t what I am talking about here. I’m talking about stirring up gossip, worrying people or creating drama. Why? Gossip gives us power. There is a reason why so many people gossip. It feels good to be in the know. But exaggeration and gossip is one of the most inauthentic ways to interact because you are creating drama for yourself and others. One day my husband told me that I exaggerate too much. This happened right after I told him that, “The lack of organic produce in our local super market is killing me.” He was like, “Really? Is it killing you? Should I call an ambulance?” Point taken. Here’s my credo: Speak accurately, lie less, stop gossiping. #5: Stop Pre-Qualifying I know this might not be important, but…I’m not sure if this is right, but…How many times have you been in a meeting or a cla$$room and someone raises their hand to answer but spends the first 10 seconds pre-qualifying their answer? This happens when we are nervous that whatever we are going to say isn’t going to be good enough. Why? Not only does this diminish your idea (see #2 Apologizing), but it also cues others not to listen to your valuable opinion. This is bold, but here is the rule I have for myself that I hope you will consider implementing: If you have to say a pre-qualifier, don’t say anything at all. If you are so nervous that you can’t own your answer then maybe it isn’t ready to be shared! #6: Stop One-Downing If you think that’s bad, wait until you hear what happened to me! Have you ever shared some bad news or difficulty with someone and then they pounce with their own “even worse” story. One-downing is the flip side to one-upping and it SUCKS! If someone had a hard day, let them have their hard day and show them empathy. Why? When you one-down someone you are dismissing their feelings. You are dismissing their needs. You are dismissing them as a person. Not only does this make them feel terrible, you also miss a connection opportunity with them—instead of feeling bad for you they feel bad for themselves because you brushed off something that mattered to them. Special Note: Sometimes people think that by sharing their hardships they make the person feel like they are not alone. This is true to a certain extent, but there is a difference between commiserating and one-downing. You can tell someone you know how they feel, but don’t tell them that your feelings are more/worse/more notable. #7: Stop Pretending You don’t need to pretend to be anyone you’re not. Ask yourself if you ever pretend to be something you’re not. Is it around certain people? What places trigger you to feel less than? Figure out why you don’t feel that you are enough. Get rid of the triggers. Stop going to the places that make you feel like you have to pretend. Decide to own who you are. Why? When you show up owning who you are, people respect you and your authenticity shines through. When you pretend to be something you’re not, you miss out on the opportunity to genuinely connect with another person. Why do we engage in these behaviors? It all comes down to self-worth. When we feel we are not worthy of love, attention and connection, we one-up to prove ourselves, pretend to be something we are not or fish for compliments. I’m here to tell you that you are worthy— you just have to figure out why. So, here’s my challenge for you: Challenge: Write down the 3 things that you are most proud of. These can be skills, attributes, past events or things in your life. The qualities, successes and things in your life that you are most proud of are where you get your inner worth.
