True, you can give it to an individual or charity. It still doesn't guarantee proper use of your money though. The owner of the charity could be using such funds for personal gain without your knowledge. He could be building a mansion in the village or sending his kids to school's in the UK.

You give a beggar on the street some money. He could be using it for drugs. Or may even be building a house in his village while you are still a tenant. None of it is foolproof.

Everyone has a choice and they should be free to exercise it. That's my take on this whole tithing issue. Your money, your choice.

Tithing is good but Jesus emphasize more on giving. Tithing restrict you cos its under law but giving cheerfully is the best cos it gives you an opportunity to give more than 10%.

My take is that, irrespective of how the Pastor use the offerings drop every Sunday, it didn't discourage us from giving offering the next Sunday. Same goes for tithe, let those that are led to give continue to give
