The Comptroller-General of Customs, retired Col. Hameed Ali, on Tuesday said the service would auction seized vehicles belonging to Imo Government, brought into Nigeria without payment of customs duty. Ali said this during an oversight visit by the Senate Committee on Customs in Abuja. According to him, many cars on Nigerian roads use fake customs papers, adding that most of the cars were smuggled. “We (customs) are giving Nigerians with fake customs papers grace to pay their duty or risk confiscation of their vehicles. “I am waiting for the President, Muhammed Buhari, to give me the permission to ban importation of cars through land borders to curb smuggling. “Vehicles imported should only come through the sea ports; this will boost our revenue collection,’’ Ali said. Ali accused car dealers in the country of being responsible for high rate of smuggled cars. He said that sometimes customs considered innocent buyers of fake papers on vehicles to pay fees so that their vehicles could be released to them. Ali said many scanners at Nigeria’s borders were non-functional, and assured of procurement of functional ones soon. Ali said that the NCS generated N570 billion in nine months. He said Nigerians were the most non-compliant in the world, adding that “all we need is full compliance of the law”. Ali said the service was working on increasing its surveillance over the borders. “We have two helicopters right now for surveillance; we need more. According to him, the Nigeria Customs Service (NCS), since the beginning of the year, has not received any form of intervention fund to boost its operations. “We believe this happened because of the scarcity of fund the country is experiencing. We need intervention fund for effective service delivery; we are not expecting too much. Ali said full automation in customs would stop revenue leakages. Chairman, Senate Committee on Customs and Excise, Sen. Hope Uzodinma, expressed displeasure that the revenue generation of the service was dwindling. Uzodinma said that the NCS might not generate enough revenue this year due to decline in customs revenue. “The NCS must find avenues to block all leakages,’’ Uzodinma said. He pledged the commitment of the Senate to customs by making laws that would enhance its revenue generation. ATTEMPTS by the current administration to
shove up its non-oil receipts may face a major
setback, following threats of a major exodus of
some experienced officers of the Nigeria
Customs Services who have threatened to dump
their service uniforms on account of poor
remuneration and working-conditions,
investigations by Nigerian Pilot have revealed.
“We can’t continue to work in such a harsh
environment, with our take-home pay barely
enough to meet our basic domestic needs”
revealed a Deputy Superintendent in Apapa, who
craved anonymity. This newspaper has it on
good authority that the on-going recruitment
drive by the board of the Federal Inland
Revenue Service, FIRS, may have provided the
much needed tonic for the planned exodus of
some highly competent and trained staff of the
Nigerian Customs Service. “Don’t forget we
perform basically the same roles as our
colleagues at the FIRS,” said an Assistant
Superintendent of Customs at the Tin Can
Island Port. Investigations revealed that the
customs officers are the most poorly paid
among parastatals under the Federal Ministry of
Finance. An average customs officer is also the
least paid when compared with other
parastatals in the maritime sector like the
Nigerian Ports Authority, NIMASA and Nigeria
shippers. A retired Comptroller of Customs who
also spoke on condition of anonymity opined
that something had to be done urgently before
the impending exodus of these highly skilled
officers. “How can anyone explain why the
workforce of such a high revenue generating
agency are treated as second class citizens in
their own country? The police, the military and
even the recently created Nigerian Civil Defense
Corps are better remunerated than the customs.
Don’t we go to the same market? Apart from oil,
the customs and the FIRS remain the highest
contributors to the federation account. “Is it not
an insult that an Area Controller of Customs
who is an equivalent of a Police Commissioner
takes home less than 400,000 monthly, as
against a police CP who is paid about
N1.2million monthly. Go to NPA and find out; a
Level A officer in that establishment earns same
pay as a Controller of Customs; that is just not
acceptable,” said the retired officer. Also, an
officer in one of the border stations said “we
are poorly paid. Officers are crying every day,
seeking for good postings just to get extra
monies for themselves due to the poor pay.
Eventually, not everyone could get such good
postings.” Commenting on the development,
president
of the National Council of Customs Licensed
Agents, Mr. Lucky Amiwen said the problem of
the customs was “self- afflicted.” He added that
“when the last administration came up with a
presidential committee to reform the customs,
what did the then management do? They
frustrated the committee; we couldn’t do our
job. Let them tell Nigerians what they did with
the intervention fund and the seven percent
deduction from source. Let them embark on
‘self-cleansing’ and stop blaming the
government,” Mr. Amiwen said. In his reaction,
customs spokesman, Wale Adeniyi said, “I’m not
aware of any mass exodus of customs
personnel to FIRS who are currently recruiting;
but if at all there is any such move, it should be
seen as a personal decision of such officers. “It
is true that the condition of service of the FIRS
is better than that of the customs, that is why
the current management of the service is
engaging government to ensure that the
condition of service of the Nigerian Customs
Service is at par with such high revenue yielding
agencies like the CBN, NNPC and FIRS, and I
can tell you categorically that the response we
have gotten so far from government is very
favourable and in no distant future, the average
customs officer would smile home at the end of
every month,” Wale concluded. Industry experts
believe that the high rate of corruption in the
service is attributable to the poor remuneration
and welfare package of officers. A Chief
Superintendent Customs in Abuja who pleaded
for anonymity told our correspondent that
“many of my colleagues are considering leaving
the customs for the new FIRS ongoing

Operatives of the Economic and Financial Crimes Commission (EFCC) have begun investigation into how the National Commission for Refugees, Migrants and Internally Displaced Persons allegedly awarded 10 contracts to companies in one day, Daily Trust gathered yesterday. According to top EFCC sources, the agency is looking at documents alleging that the former House of Representatives chairman, Appropriation Committee, Abdulmumin Jubrin, padded the 2014 budget with projects domiciled within the National Commission for Refugees Migrants and Internally Displaced Persons and other agencies. Copies of the letters of award of contracts made available to Daily Trust showed that on September 26, 2014, the Refugees Commission in one day awarded all the contracts to front companies allegedly provided by Jibrin. He was copied in each of the 10 award letters signed by one Engr. Lawal A. Rasheed on behalf of the federal commissioner of the agency. Sources said the contracts were awarded to the benefit of Kano State without naming the locations. Those to receive items to be supplied in each contract were not named, so was also the constituency, the source said. The EFCC investigators are also trying to establish Jibrin’s relationship to the projects. They are also looking to unravel why the N418m contracts were given an execution period of just two weeks, the source added. The companies which received the contracts on September 26, 2014 include Eleku Construction LTD, which was to supply Bricks/Block machines worth N49m, Sabiti NIG LTD to supply farming tools to Kano for N28m, and Sabiti NIG, to supply Kano a variety of nursery bred seedlings worth N30m. Global Legend Integrated LTD got a contract for the supply of golf cars to Kano State worth N48.7m, Eleku Construction LTD got another contract for the supply of maize and millet to Kano State worth N44m, Sabiti NIG was awarded another contract to supply Bajaj Tricycles to Kano State for N49m. Global Legend International was also to supply Butterfly sewing machines to Kano State for N42m, Shafaha Enterprises LTD was to supply Welding Machines worth N36m. There was a mild drama last Saturday at NNPC Mega filling Station situated along Jos road in Bauchi, according to a source the Speaker of the Bauchi State House of Assembly, Hon. Kawuwa Shehu Damina, with his long convoy has driven to the filling Station to fill in their vehicle when a mild drama ensued between him and other customers who were in a queue waiting for their time. As gathered the Speaker who thought with his position as the Speaker of the State House would be able to drive inside the filling station and filled the tank of his vehicle and other vehicles on his entourage met a brick wall as he was resisted by the customers who were also at the filling station queuing to also buy fuel. According to a close source who confided in this medium stated that all efforts and pleading by the Speaker to get his car tank filled was rebuffed by the angry customers at the filling station who insisted the Speaker must join the queue like others at the station. The source also stated that the irate customers at the filling station told the Speaker that he has now remembered he can use his position as Speaker to get what he wanted, speaking further they stated that the Speaker and other persons in place of authority will not want to use their position to get things done for the people who are entrusted into their hands. The Speaker was accused by the customers that he has not used his position to do anything since coming into office, on what looked like a transferred aggression, the accused the Speaker of not doing anything that favours the people, for instance he was also accused of not doing anything to all the numerous petitions sent to the State Assembly for consideration. He was also accused of sweeping of all the petitions under the carpet, as he has not the taken time to address or look into any of them. Corroborating, what the irate customers stated, the source told this medium that it is true that the Speaker has not done what is expected of him. He stated several petitions have been sent to the House for consideration, but the House has not looked at any one of them. For instance, there has been petitions on the issue of the N4 billion loan, has been written to him to investigate, but that has been swept under the carpet. Not only that, several petitions have been written concerning the issue of the approval of the Substantive Chief Judge but he has remained mute on that. Email Whistle-blower Jibrin In Fresh 3 Over N17b Money Laundering Scandals; Runs From Pillars To Poles For Cover-up The whistle-blower and the embattled former appropriation chairman in the House of Representatives, Mr. Abdulmumin Jibrin, might be arrested and charged to court by the anti-graft commission anytime from now as he is reportedly in fresh 3 money laundering charges, which have been revisited by the anti-graft agency, the Economic and Financial Crime Commission, EFCC, report according to Punch Newspaper suggests. According to our source, Mr. Abdulmumin Jibrin, was already seeking cover from possible arrest by the police and the Economic and Financial Crimes Commission in a fresh twist to his budget ‘padding’ allegations against the Speaker, Mr. Yakubu Dogara, and three other principal officers of the House of Representatives. Contrary to claims by Jibrin that he was invited by the EFCC to shed light on his petitions on budget padding against Dogara and three others, he was actually being grilled by the anti-graft agency over his past financial transactions and several petitions against him, Punch Newspaper's investigation revealed. JIBRIN'S REPONED MONEY LAUNDERING CASES: In 2012, the EFCC was said to have investigated and charged Jibrin to court over money laundering allegations and contract abuses in his Bebeji/Kiru Federal Constituency in Kano State. There was also a money laundering charge of N15bn against him and a former Governor of Nasarawa State, Mr. Aliyu Akwe-Doma, wherein the two were arraigned by the EFCC. Another case involved N2bn, which he reportedly laundered in the name of Green Forest Investment Limited, a firm he owned. However, the charges were later abandoned. It was learnt that when Jibrin appeared before the police and the EFCC over the budget padding allegations, his money laundering charges were revisited, as he was reportedly asked more questions on his 2012 case. On leaving the premises of the agencies, Jibrin proceeded to an Abuja Federal High Court to seek injunctions against possible arrest. He filed two suits, one against the Inspector-General of Police, and the second, against Dogara and 13 other respondents. In the suit he filed against the IGP, he also joined Dogara; the House of Representatives; the Federal Capital Territory Police Commissioner; Lasun; Ado-Doguwa; Ogor and 10 other lawmakers. The suit had reference number, FHC/ABJ/CS/539 and was filed on August 9. “Upon receiving signals that he (Jibrin) may soon be charged to court by the EFCC, he rushed to court on Thursday August 9, 2016, seeking injunction restraining the police and other anti-graft agencies from arresting or charging him to court,” Punch Newspaper was told Findings also showed that, while before the public, Jibrin stepped up campaigns for the reconvening of the House so that Dogara and others would be probed, behind the scenes, he filed a second suit seeking to stop his likely suspension, should the House reconvene. In the said suit number, FHC/ABJ/CS/539, Jibrin prayed the court not to allow a plan by Dogara and 13 other members of the House to “suspend” him. He claimed that the 14 members met on August 3, following which they agreed to reconvene the House with the plan to suspend him. But, in the open, Jibrin stepped up campaigns, saying that Dogara and the 13 others were not ready to reconvene the House over the fear of the allegations he levelled against them. In his sworn affidavit, Jibrin actually expressed concern that Dogara and the 16 others were not stopped, he (Jibrin) “would be suspended as a member of the House and this will greatly prejudice him and thousands of his constituents who rely on him to afford them their due representations in the Federal legislature.” Saturday PUNCH made efforts to get Jibrin’s reactions but he could not be reached as of 8.30pm on Friday. He also did not reply to a text message one of our correspondents sent to his mobile phone. Jibrin had alleged that Dogara and three other principal officers requested the inclusion of N40bn projects in the 2016 budget, besides sundry projects in sums ranging from N20bn to N30bn. He claimed that his refusal to oblige the four principal officers and his opposition to several financial infractions, were responsible for his sacking by Dogara on July 20. Jibrin later said he petitioned the EFCC, ICPC, the police and the Department of State Services. In his reaction to the development, a Senior Advocate of Nigeria, Robert Clarke, said the appropriate thing any lawmaker facing investigation should do is to resign from his office. He said, “Any lawmaker, including the Speaker of the House, Yakubu Dogara, only enjoys immunity within the Chamber, but does not enjoy such outside of the Chamber. The immunity they enjoy is different from the one governors enjoy. “Therefore, if any lawmaker has committed an offence outside of the Chamber, they can be grilled by the EFCC and if found guilty, should be charged to court. “So, there is nothing wrong for the EFCC to investigate Jibrin and Dogara for any financial-related offences committed outside of the Chamber. They should be investigated.” The Coordinator of the Socio-Economic Rights and Accountability Project, Mr. Adetokunbo Mumuni, asked Jibrin to resign his seat following the alleged money laundering offence and probe by the EFCC. He said, “He should face investigation. That is how it should be. Any public office holder under investigation should step down. It is only in Nigeria that public office holders want to cling to their office even when investigated for an offence. “Let Jibrin resign from the House and face the corruption charges by either the EFCC or the Independent Corrupt Practices and Other Related Offences Commission.” Also, the Executive Chairman, Coalition Against Corrupt Leaders, Mr. Debo Adeniran, said Jibrin deserves to be punished if the allegations against him are found to be true. He accused Jibrin of using the budget padding allegations against Dogara as a distraction. He said, “If indeed Jibrin was accused of N17bn fraud, the EFCC and the Independent Corrupt Practices and Other Related Offences Commission have the rights to investigate the veracity of the allegation and if he is found culpable, then he should be thoroughly punished. “It is like he wants to cover up the crime he had committed and remain the chairman of the appropriation committee at all cost. The reason why he is orchestrating the padding shenanigan is because he has something to hide. “If the allegation that Jibrin is involved in N17bn fraud is correct, he should be diligently investigated to establish the authenticity or otherwise of the allegation.” On the move by Jibrin to stop his planned suspension, Adeniran said, “Jibrin is just wasting his time. I have said it before that Jibrin did not have any good ground to raise any allegation because he raised it at a wrong time. He raised it when the appropriation bill had already become a law. We got married a year ago we have a son that is a year old, I m a civil servant same as my wife, we live in Lagos where house rent is not very expensive but can chop deep in to an average civil servants income.. We started with one car on our 6 month of marriage some one blessed us with another car... All my plan was that I will sell 1 and build a small room and parlour in a nearby family peace of land I inherited... Before that could be done the My Mother inlaws came that I should give her one of the cars she's going somewhere I thought its something that won't pass 1 week its now 10months I became very crazy and angry when I discover that this month even the money for day care I couldn't pay because of house rent and the Lady is not even talking about bringing back the car + my wife is not helping matters she won't talk to her Mother to bring the car back. if I talk she will say this is her mother how do I want her to do. meanwhile I told her that my own parents can never do that and she knows they won't. pls help me out... what should I do ? |
