On page SEO refers the content update, title tags, meta description, creating XML sitemap etc while off page refers the link building procedure.

Built it with wordpress; Custom hand-coded theme with individual section templates. Chose wordpress because of the so many plugins available and because it is a site just for information only. Joomla or Drupal would have been overkill in my opinion.
