I used my Access dollar card, payment was declined and I was debited immediately, no reverse up till now, I've called my bank for charge back and they promise 45 working days.
Meanwhile I've been using that particular card for many foreign transaction without issues.

Seems SA Evisa platform is not that reliable.

You will need a 3D secure card to make payment. Most Nigerian issued USD cards are not. As such, you would probably need someone with a foreign card to help with the payment.
