Former President Olusegun Obasanjo has kicked against the plan by the Federal Government to obtain a $29.96 billion foreign loan, Sunday Tribune has learnt.

Obasanjo was said to have phoned the Minister of Finance, Mrs Kemi Adeosun, shortly after the media reported the loan bid, which the Federal Government explained would be used to finance critical infrastructure deficiency between now and 2018.

But the Finance Minister, it was learnt, told an alarmed Obasanjo that she would pay him a visit to explain the rationale for the plan, which has triggered mixed reactions on the necessity or otherwise of such loan.

The former president, Sunday Tribune gathered, spoke on the proposed foreign loan when he received members of a political association, The National Patriots’ Movement of Nigeria (NPMN), led by the national coordinator, Chief Dosu Oladipo, at his Hilltop residence in Abeokuta, the Ogun State capital, on Friday.

Obasanjo, it was learnt, not only opposed the loan bid, but also threatened to draw a battle line with the Federal Government should it go ahead to obtain the loan which he said could have far-reaching negative effects on the nation.

While some experts have advised the government to deploy part of the funds reportedly recovered from allegedly corrupt politicians in the last political dispensation to such purpose, others claimed the loan could be raised internally.

Many others are concerned about the wisdom in such loan when the government was being weighed down by huge domestic debt to local contractors.

Obasanjo had successful negotiated with Western nations to write off $12.5 billion foreign debt to the Paris Club, a body of European creditors during his tenure.

In justifying the proposal for the N429.96 billion external loan, President Muhammadu Buhari, had in a letter to the National Assembly said, “The total cost of the projects and programmes under the borrowing (plan) is $29.96 billion made up of proposed projects and programmes loan of $11.274 billion, special national infrastructure projects, $10.686 billion, Euro bonds of $4.5 billion and Federal Government budget support of $3.5 billion.”

But Nigeria’s foreign reserves have dipped lately, ostensibly owing to economic recession and intense pressure on Nigeria’s naira as a result of the scarcity of United States dollars.

OBJ speaks on third force

At the meeting, which lasted for about five hours, were more than 70 eminent politicians drawn from all the states in the South-West.

The purpose of the meeting, Sunday Tribune gathered, was to inform the former president of the aim of the group and seek his elderly advice.

The former leader used the occasion of the visit to bare his mind on the debate of the possible emergence of a third force, as the march towards 2019 general election progressed.

He was of the view that the precarious state of the PDP Peoples Democratic Party (PDP), coupled with the internal contradictions in the governing All Progressives Congress (APC) was a pointer to a ‘third force’ emerging in the nearest future.

He restated his position that while the PDP was already in the hands of undertakers preparatory to burial, the APC was at an intensive unit because its internal organs were seriously haemorraged.

He expressed delight at the calibre and integrity of the members of NPMN, which comprised former ministers, governors, members of the National Assembly, envoys, and other categories of professionals.

The three-time Nigerian leader said the initial report he got about the organisation was that it was being sponsored by a notable politician to prepare ground and serve as a launching pad for his (the Politician’s) presidential ambition.

Obasanjo urged NPMN leaders and members to neither be too slow nor too fast on the project they had embarked on but to sustain the tempo of their ongoing consultations and “footwork” before launching what he described as groundwork.

He promised that he would continue to identify only with groups with altruistic intentions for the overall unity and development of the country, just as he reaffirmed his status as a Yoruba man.

The national coordinator, Chief Oladipo, in his remark, said it was a political movement comprising people of integrity and who felt it was time for them to stand up to be counted at this period in the history of the country.

Speaking in an exclusive chat with Nigerian Tribune in Calabar at the weekend, Obla said Jonathan cannot be arrested by the Economic and Financial Crimes Commission (EFCC) because nobody has written a petition or lodged a complaint against him for any wrong doing.

Special Assistant to President Muhammadu Buhari on Prosecution, Chief Obono Obla has advanced reasons why the Federal Government has not invited former President Goodluck Jonathan for questioning over allegations of corruption levelled against him.

Speaking in an exclusive chat with Nigerian Tribune in Calabar at the weekend, Obla said Jonathan cannot be arrested by the Economic and Financial Crimes Commission (EFCC) because nobody has written a petition or lodged a complaint against him for any wrong doing.

The special assistant on prosecution said, “I am not aware that anybody in the country has written or lodged a complaint against former President Jonathan for any wrong doing with the EFCC or ICPC, or any other law enforcement agency.

“But let me make it very clear that this government is not afraid of anybody no matter how powerful, rich, and influential or clout, he or she has. Indeed, let me say for the second time that there are no sacred cows again.

“Anybody who has breached the law no matter how mighty he or she is will be arrested and prosecuted. The EFCC and other law enforcement agencies will not hesitate to arrest and prosecute anybody whom a criminal complaint is lodged against.”

He said the so-called selective war against corruption was a diversionary media propaganda stratagem contrived by looters and corrupt political elites to discredit the government efforts to rid the country of corruption and graft.

“Why is it that poor people that are arrested and prosecuted and jailed every day do not complain of selectiveness? It is only when the political and business elites are asked to render account for their conduct that we will start hearing that the government is selective.

The Deputy National Chairman (South) of the All Progressives Congress (APC),
Segun Oni, has said if he were a Supreme Court judge and the Minister of Transportation, Rotimi Amaechi, attempted to influence court judgments through bribery, he would have been arrested.

In an interview with journalists, Oni according to The Cable, said the allegations by the judges against Amaechi would not be taken seriously because of late timing.

Justices Sylvester Ngwuta and John Okoro, both of the Supreme Court, had accused Amaechi of attempting to bribe them.

“I am not in the position to defend Amaechi, but I feel very very sad. I am very sad that a justice of the Supreme Court could come up much later to say somebody attempted to bribe him,” he said.

“If I am a justice of the Supreme Court, that person would not spend another week before he is arrested. So, because it is a crime, if you see somebody committing crime and you keep quiet and now you are talking about it, do you want people to take you seriously?
“It’s like somebody saying I saw somebody committed rape last year and I didn’t do anything about it. I don’t think that sounds wise. I am not exonerating anybody and there can be investigation.”

The Minister of State for Petroleum Resources, Dr. Ibe Kachikwu, has said that the reforms embarked upon by the government are targeted at cutting petroleum products’ importation by at least 60 per cent by 2018 and thereafter position the country for net export by 2019.

The minister, who said this in Lagos on Monday at the 10th Oil Trading and Logistics Africa Downstream Expo, stressed the need to fully liberalize and deregulate the midstream and downstream sub-sectors such that the open market prices of petroleum products would be cost-reflective and market-driven.

Represented by his Senior Technical Adviser on Upstream and Gas, Mr. Gbite Adeniji, the minister highlighted the need to build refineries and run them as profit centres that would purchase crude at international prices and deliver products at export parity prices, saying, “This is the only viable basis for financing new infrastructure.

“Perhaps, the most important part of reforms in the midstream and downstream sub-sectors is creating a profitable products-to-market system for Nigeria and removing hindrances and bottlenecks through incentives and regulatory frameworks.”

According to Kachikwu, a key priority area in the road map for the oil industry is increase in local refining production capacity through the implementation of modular refineries and co-location.

He said the target “is to ensure that petroleum products importation is reduced by at least 60 per cent by 2018, and thereafter position Nigeria for net export by 2019.”

He stressed the need for a strong independent regulator to superintend activities in the sub-sector, “whose role is not price-setting but to develop and enforce open, fair and transparent rules in the downstream oil and gas sector.”

He added, “This ensures that pricing will be conducted on a market-derived basis. We need to establish an oil and gas infrastructure protection squad, with the responsibility for dealing with crude and products theft, vandalism and general criminality, which is currently on an upsurge in the entire industry.”

The Group General Manager, Crude Oil Marketing Division, Nigerian National Petroleum Corporation, Mr. Mele Kyari, said the government had resolved the challenge of foreign exchange availability facing marketers, but noted that some of them were rejecting the dollar supply provided by the government to facilitate the importation of the products.

He, however, said, “There is no way today you can take petrol to the retail outlets and sell it at N145. So, if that is true, and I believe that is true because we all go to the market and we know what is going on, why can’t we sell above N145?

“And I know today that it is impossible to announce tomorrow that petrol price is N150. This government cannot sustain it. It is unfair even to expect it to do that today. That is the truth. But all of us, including myself, are not ready to take that number. That is why Vitol, Northwest, Petrocam, and others, are not importing; it is not forex.”

Kyari said the government has created a niche market for forex, explaining thus, “We have ring-fenced all forex from the upstream such that those forex will be available at a fixed price; a price that the CBN has agreed. I am part of the people who are involved in making sure that the forex is available.

“I am part of the committee allocating those forex, and I know and I can see some of you here; we gave you forex, but you returned it. And the reason that was given was that the forex was not enough to import. But that is not the truth. The truth is that if you go to the market today and buy products and land here, you are required to sell it at N145 maximum. That is the main reason why people are not importing.

“As I speak to you today, we have stranded forex that nobody is ready to pick up. So, we have closed the chapter on forex.”

Kyari, however, said the NNPC was very comfortable and could sell petrol at N145 per litre.

He said, “We saw the challenges coming and we decided to take a very competitive and a long position in the market, meaning that we planned ahead. So, that is why our product is selling at N145 and below.
