It is only the President and Vice President of Nigeria, governors and deputy governors who are covered by immunity. While in office, they cannot be prosecuted. Under the law, what DSS did can be done. But when you look at it, it is not proper. Sometimes, there are people whose positions and offices you respect. When you give the go ahead that the home of the Senate President should be raided, then it is not him alone who is being attacked. The Senate as an institution is being attacked as well as Nigerians.

Invading the homes of Supreme Court judges at midnight and breaking down their doors has done more damage to the principle of separation of power and to the little that is left of the international glory of Nigeria on the fight against corruption. Remember the damage done to the image of Nigeria in 1984 when the current President authorised the smuggling of a drugged Umaru Dikko in a bag from London to Nigeria. When you say you want to raid the homes of the justices of the Supreme Court, then it goes beyond fighting corruption and, to me, it is not proper. It is the National Judicial Council that is competent to look into misconduct of judges.

There is corruption in the judiciary but pulling it down and making it look disrespected is no way to fight corruption. Judges all over the country have now been made to look small in the eyes of people. The image the international community has of the Nigerian judges and its judicial system is so bad. The principle of separation of power under which we function should be separated and respected. This is a bigger injury done to the judiciary than the corruption that is being fought.

It is wrong to go to peoples homes in the middle of the night searching for evidence. But if they have evidence that at that time there might be things that would implicate the judges, then they can apply for search warrant and do it in a manner that will not generate controversy instead of the way they ended up going about it. Nigerian lawyers and judges have to put their acts together and remove the bad eggs among them.

In our efforts to bring glory to the politicians and political parties we support, we should be careful not to remove the little glory Nigeria presently has among civilized people and nations. That some lawyers support the operation of the DSS is shocking to many people I know. The DSS should re-strategise on how to carry out sting operations that will remove them from controversy such as this so that they (DSS)can be well respected.

The economy

Things have gotten so bad. Nigerians have never suffered like this. It has never been so in terms of economic hardship. Landlords are on the neck of their tenants who probably do not have money and these landlords need the money to take care of their families. A vicious level of poverty is being unleashed and I find it very dangerous when it is being unleashed on a nation and on families. It is only those people who are so wealthy that do not feel it. The prices of food items have gone high within such a short time, and people now find it difficult to cope. The president knows that things are not good which is why he has been appealing for calm.

Mobilizing to stop recession

What surprises me is that the ruling party has the brains and the people that can be mobilized to turn things around. Several nations have passed through worse situations than ours and emerged stronger. Roosevelt on his wheelchair was able to take America out of recession. In as much as we pray, at times like this we need brains. Prayer alone does not solve the problems of a nation such as Nigeria where people live in faith. I also know that even a sinner with brain can turn things around because the brain is the most natural thing that God gave to us. There is the spiritual and then the mental aspect of life. These are the two things with which destinies of nations are being aspired.

Religious angle

On the religious front, let us see how we can use the gift that God gave to us. I believe that if they have the people we need to turn this nation around in some states, and the states were able to harness their human resources to find solution to problems, why can it not be so at the federal level? Why can things not be harnessed, mobilized, put together to find lasting solution at the federal level?

Using a think tank to get things right

If this government can get this right and get their best brains together even if they are not in APC, we will be close to ending this economic recession. Now let us forget about campaign promises and apologize to Nigerians that these promises cannot work for various reasons, and that this is the reality and this is what we can do. I am surprised they do not want to be honest.

I am equally surprised that they are unable to harness brains. I wonder why this ruling party keeps going about their campaign promises and, each time they promise to deliver on the promises, things get worse. An honest man should be able to apologize and say what can work, lay a new foundation and tell us it is achievable. People should be bold enough to tell the president. Some states have been able do this because we have radical people who can think to get things right.

South -South leaders had stressed before the Abuja merger the need for them to meet with President Buhari and brief him on the actual problem of the region and how he could resolve it.

PORT HARCOURT- AT last, President Muhammadu Buhari has invited the Pan Niger Delta Forum, PNDF, established by Niger Delta leaders, penultimate Friday, to a meeting, next week Saturday, October 29, in Abuja for talks before commencing an acceptable dialogue with the stakeholders and representatives of militant groups.

Vanguard learned that President’s Buhari’s invitation to the meeting was conveyed to the PNDF, by former Federal Commissioner for Information, Chief Edwin Clark, at the weekend.

It was also gathered that because of the importance of the inaugural meeting of PNDF with Buhari, Chief Clark, might likely head the team.

Former governor of Akwa Ibom state, Obong Victor Attah and former military governor of the defunct Rivers state, His Royal Majesty, King Alfred Diette-Spiff, chairman of the former Niger Delta Contact and Dialogue Group, NDCDG, which merged with the Pan Niger-Delta Coastal States Consultative Forum, October 7, Abuja, are co-chairmen of the Central Working Committee, CWC of PNDF.

Members of the coalition recently convened by the Minister of Transport, Hon Rotimi Amaechi, Traditional Rulers of Oil Producing Communities of Nigeria, TROMPCON, and other groups, who merged together form PNDF are also part of the October 29 delegation to Abuja

Secretary of PNDF, Mr. Ledum Mitee, confirmed to Vanguard at about 6.00 pm, yesterday, that he was aware of the invitation by President Buhari to meet with PNDF on October 29.

It was not clear if it was the Minister of State for Petroleum, Dr. Ibe Kachikwu, that notified PNDF of the meeting, but a source said: “It could be him because he has been working behind the scene with the leaders to ensure that the Niger Delta quagmire is resolved.”

Vanguard learned that a 35-man, including members of the CWC was likely to make the delegation to be selected from all ethnic nationalities that make up the Niger Delta coastal states.

Members of the CWC include the former Provost Marshal of the Nigerian Army, Brig. General Don Idada Ikponmwen (retd); former Special Adviser to the President of Niger Delta, Chief Timi Alaibe; Professor G.G. Darah; Professor Lucky Akaruese; Nella Ewan, SAN; and Dr. Alfred Mulade.

Also in the CWC are ex-military governor of Akwa Ibom state, Air- Commodore Idongesit Nkanga,Engr. Don Ben; T.K. Ogoriba; Ken Robinson; former Permanent Secretary, Amb. Godknows Igali; Tony Uranta; Amb Nkoyo Toyo; former national president of Ijaw Youth Council, IYC, Dr Chris Ekiyor.

They do not believe that militarization of the region would solve the problem, but they also deplored bombing of oil pipelines by militants from the region.
The leaders also want President Buhari to head the negotiation team and know that Niger-Delta was not a conquered territory and would want to remain as a part of the country despite the threat by militants, if treated fairly.

The main militant group in the region, the Niger Delta Avengers, NDA, had since August, surrendered its power of attorney to Niger Delta leaders, led by Chief Clark, which the Movement for the Emancipation of Niger-Delta, MEND, which initially claimed to be discussing with the federal government, had also bowed to the leaders.

Rice worth over $3 billion meant for the Nigerian markets are said to be stuck in various warehouses in Benin Republic due to the federal government’s policy banning importation of the commodity through land borders and fierce customs anti-smuggling drive, THISDAY investigation has revealed.

THISDAY findings revealed that the annual routine of importing rice into the neighbouring countries from July to December to make massive sales in Nigeria during yuletide has hit a brickwall as the Comptroller General of the Nigerian Customs Service (NCS), Col. Hameed Ali (rtd) has insisted that his men tighten the borders.

Nigeria shares major borders with Benin Republic at Seme Border (Lagos), Idiroko (Ogun State), Shaki (Oyo State),Chikanda (Kwara State) and other smaller openings. Prominent among them is Seme where the highest volume of trade and largest smuggling opportunity exists because of its easier access to Lagos, Nigeria’s commercial capital city.

Seme border, which hitherto was a major transit point for foreign rice importation and smuggling also became a no go area for the commodity as almost daily seizures of 50kg bags of it have taken a good portion of the government warehouse .

A competent source in Benin told THISDAY that most of the warehouses where the bagged rice are kept before shipment into the country are now battling for space.

According to the source, who does not want his name in print, “some consignments of imported rice into the small West African country that had no space at the usual and popular stores were moved to makeshift storage areas and are exposed to rains, weevils and other unhygienic forms of storage.

The source said: “Popular warehouses no longer receive rice shipments as thousands of bags earlier delivered to them since July could not be evacuated into Nigeria as planned and as the usual case in previous years. Popular Cherika warehouse in Akpakpa near Cotonou with a capacity to hold 25,000 bags is fully loaded with Thailand rice with no hope of evacuating them into Nigeria except government relaxes its policy disallowing rice imports through border or customs softening their round the clock enforcement in Seme.

“Defezi warehouse close to the Cotonou Port with is filled with over 40,000 units of 50kg bags of Indian and Thailand rice. Defezi got occupied earlier due to its proximity to the port but was not evacuated as the owners could not risk entering Nigeria with it. Cica warehouse in Missebo area of the Cotonou outskirts that suffered lack of patronage in the past due to distance from Seme border and bad road presently have over 15,000 bags. Some are getting moulded, caked with their bags torn and quantity reduced while under storage in several odd arrangements endlessly awaiting shipment into Nigeria.”

THISDAY checks revealed that while hope of smuggling them into Nigeria gets dim by the day, there is a conscious efforts at attempting the smuggling of the commodity without using bags.
The unwholesome methods, our findings revealed, require pouring grains of rice into various compartments of vehicles like the booths, bonnets, inner part of the doors, under the seats and other spaces meant for spare tyres and tools.

Sources disclosed that attempts to try bringing in some hundreds of bags failed as the smuggling bags ended up inside the customs warehouse in Seme and Idiroko as seizures.

The seized rice, some of which are closed to expiring and unwholesome for human consumption have become bad and unqualified for donation to Internally Displaced Persons (IDP) camps as was done in the recent past.

Numbers made available by the NCS revealed that over 37,000 bags of rice have so far been seized in Seme and Idiroko between January and September 2016 with a recent clamp down on 13 vehicles at a go in the Ogun State area all laden with smuggled rice.

Nigeria Customs had in an October 2016 press statement reiterated government’s ban on rice importation through the borders. The statement signed by customs spokesman, Wale Adeniyi, reinforced its resolve to protect government’s attempt to improve local rice capacity.

According to him, ”We like to reiterate the position that importation of Rice remains banned through our Land Borders, and we have the commitment of Partner Government Agencies and Stakeholders to enforce this restriction. While this restriction is in force, Rice imports through the Ports are still allowed subject to payment of extant charges.”
