As President Muhammadu Buhari’s 100 days in office approached, a curious drama opened when Femi Adesina, the president’s special adviser on media and publicity, claimed after 75 days that Buhari’s party and not the president it was that promised a public declaration of his assets. The crisis in the National Assembly had purportedly been predicated on party supremacy, so Adesina’s point was not quite clear. What was clear was that the president seemed to have second thoughts about the matter! Within days of inauguration, Garba Shehu, the other presidential spokesman (by the way, does anyone know how Adesina and Shehu’s duties are demarcated?), tried to extricate Buhari from the promise by asking anyone interested in the declaration to make a Freedom of Information (FOI) request to the Code of Conduct Bureau (CCB). Shehu’s position was disingenuous because CCB’s position that it could not entertain such FOI requests until a specific law is enacted was well known.

Days to the anniversary, Shehu then wrote an article disclaiming two documents which underpinned expectations of public assets declaration – “One Hundred Things Buhari Will Do in 100 Days” and “My Covenant With Nigerians” – while APC spokesman, “omnipresent” and “omni-speaking” Lai Muhammed, suggested on TV that Buhari made no promises whatsoever to Nigerians! When protests hit the public space due to these shocking statements, Buhari’s strategists executed an about-turn as the president released a list of his possessions without ascribing value to the non-monetary assets. So the president owns houses in Abuja, Kano, Kaduna and Daura as well as plots of land in Kano and Port-Harcourt, but we have no idea of their value! He has 270 cows and a “variety” of “birds” also of unspecified value. When some newspapers reported Buhari’s worth as “less than N30 million” based only on cash in the bank, it was deliberate falsehood! In my most charitable assessment, the whole affair rises to the level of duplicity and deception![/b][/color]

The attempt to disclaim expectations from Buhari’s first 100 days was in any event misplaced – even if candidate Buhari and/or his party made no 100-day promises, citizens and analysts would still examine the president’s early performance; as they say, morning shows the day!

Meanwhile, having contradicted himself on the record multiple times, few intelligent people are likely to believe any statements made by Garba Shehu in the future!

Buhari appears to have made some good appointments – I think Ibe Kachikwu is a good fit at NNPC and has the right insights about reforming the corporation and the sector.[/color][/b] It is unfortunate that Buhari pre-empted him by arguing against fuel subsidy removal and privatization of refineries, probably prompting Kachikwu to toe the same line in relation to the refineries, but if Kachikwu comes to a similar conclusion on subsidies, at a time oil prices are below $50 per barrel, his credibility would be lost. The selection of Tunde Fowler to reform federal taxes is also a good choice as he helped turn Lagos into the country’s most effective tax state. The appointment of service chiefs has been well-received and the appointees appear to be credible professionals who can help resolve Nigeria’s critical security challenges.

I cannot say the same for controversial appointments at Department of State Security (DSS), Independent National Electoral Commission (INEC), Asset Management Corporation of Nigeria (AMCON) and Customs! The reservations about the constitutionality of some appointments (INEC and AMCON) are well-grounded and some (INEC and DSS) appear tainted with nepotism.[/color][/b]

Generally, Buhari appears to be re-validating his record as a regional chauvinist given the pattern of his appointments. Having constituted the apex of his administration, he has centralized power in the North; it is probably naïve to hope the perceived lopsidedness will be redressed in future appointments – you are unlikely to redress power imbalance at the top with inferior appointments! Appointment of ministers from the 36 states is a constitutional mandate and cannot redress imbalance in powerful discretional appointments. We recall that during his US visit, Buhari articulated a “97 percent and 5 percent” theory and noted that he had no choice regarding spread of some constitutional positions. It is strange to justify predominance of Northern appointments based on merit because such pattern is not replicated in the private sector, professions, corporate sector and academia!

I’m sure some will be surprised when I say that I am yet to observe any war against corruption! All I see thus far is a continuing media campaign against ex-President Jonathan and his team! When a war against corruption commences, a credible attorney-general will be appointed; prosecution of corrupt persons across the political spectrum will commence; and structural and strategic actions such as enactment of a Whistle Blower Protection Act and other intelligent actions to deal with, and prevent, corruption will be embarked upon. Unsubstantiated announcements by party spokesmen, governors and sundry persons about “one minister stole $6 billion”, “trillions of naira missing”, “billions of dollars were stolen”, “Chinese loan was diverted”, etc. are not evidence of a war against corruption. I hope government will soon commence effective steps to hold people accountable for past, present and future corruption; and assume what we are witnessing is perhaps “pre-war” mobilization of Nigerians for the anti-corruption war to come.[/color][/b]

Thankfully, a war against “Boko Haram” is now evident, but the terrorists have killed probably up to 1,000 Nigerians in Buhari’s first 100 days! I do not yet see any strategy beyond the conventional domestic and multinational military approach, whereas the conflict has again evolved requiring in addition a focus on an intelligence-led counter-insurgency strategy. I expect Buhari to suppress the military might of the terrorists within a short while, but government must penetrate and destroy the group and disable its ability to blow up people. Most critically, government must not allow Boko Haram migrate outside its current base.

[b]Buhari has ruled Nigeria for 100 days without a cabinet; in effect, a de facto sole administrator, and many states have followed his example. I do not think this development is positive for our democratic development. It has allowed Buhari to singularly decide all appointments; make policy (including deciding to start a national airline!) and, most critically, absence of a policy team and coherent policy direction has had severe economic costs in declining capital markets, pressure on currencies, slowdown of foreign investment and falling output. In the absence of fiscal and economic policy, CBN has become sole theatre of policy formulation executing trade, industrial and broad economic policy. Nigeria’s GDP growth rate is declining precipitously and jobs figures are getting worse, not better! It seems clear that cabinet constitution was delayed simply to outwit other factions in the ruling APC in favour of the president’s core. Nigeria has paid a high economic cost for political subterfuge. I support the fiscal stimulus represented by the “bail-out” of the states given the state of the economy and in the interest of workers whose salaries had not been paid for several months, but it may have been useful if the fiscal reprieve came with some “conditionalities” to prevent recurrence in future! I support the Treasury Single Account as a public financial management tool, but no one is calibrating implementation to prevent dangers to financial sector stability, or measuring the implication for monetary policy.[/b]

My sense is that in the first 100 days, President Buhari has missed several opportunities – an opportunity to leverage massive domestic and international goodwill into economic advantages through policy reforms and massive FDI; while coherent policy remains lacking, a de facto trend towards regressive, government-controlled, neo-nationalist economic policy is emerging; an opportunity to become a national leader and unifier rather than provincial champion is been spurned and Buhari is receding into usual regional patterns; he visited the US without a cabinet (instead with Governors Okorocha, Oshiomhole and Al-Makura) and without policy except for help to recover an inchoate $150 billion loot. It is possible to reclaim these missed opportunities in the weeks and months to come.

Vice- President Prof. Yemi Osinbajo said the President Muhammadu Buhari’s administration would soon commence giving primary school children free meals.

The vice president said the free feeding scheme was a core project of the Federal Government that would in turn yield about 1.14 million jobs and increase in food production. Osinbajo said this at the 45th Annual Accountants Conference in Abuja.

He said the government would be investing more in the people, education and job creation.
Speaking on the topic “Repositioning Nigeria for
Sustainable Development: From Rhetoric to
Performance,” Osinbajo said that the multiplier
effects of the introduction of the school feeding scheme would help to create 1.14 million new jobs; increase food production by up to 530,000 metric tonnes per annum, as well as attract fresh investments up to N980bn.

He said, “One of the most important interventions required in the education sector is capacity building to improve teacher quality.
“This programme is intended to drive teachers’
capacity development; boost basic education; attract talents to the teaching profession. Better educated population increases economic potential for productivity.”

“The All Progressives Congress has made a
commitment to provide one-meal-a-day for all
primary school students; that would create jobs in agriculture, including poultry, catering and delivery services.”

The vice president decried the high rate of
employment in the country in spite of the fact that Nigeria had recorded high oil prices, Gross Domestic Product and foreign reserves during the previous administrations.
This, according to him, has made it clear that such figures, including a rise in revenue by itself, do not create jobs or significantly reduce poverty level in the country.

“So, why are most (of our people) poor despite rising revenues and GDP growth? Our main revenue earners, the extractive oil and gas economy, do not by themselves create many jobs. Such is the irony of a top-down economic model; when the major revenue earner is extractive and the value chain is poorly developed,” he argued.
Osinbajo also said there was need for the
government to improve the power sector and have a one-stop shop for approvals of investments.
Other areas of focus in the Buhari economic plan, as espoused by his deputy, are innovation and fighting piracy; diversification of the economy in the areas of agriculture to achieve self-sufficiency in rice and wheat (staples) production; manufacturing; entertainment and technology.
On the power sector, he noted that “despite the
challenges, there have been measurable
improvements over the past three months (June to August 2015).”

He said, for instance, there had been a 26 per cent increase in operational generation capacity (June to August 15, 2015 compared to January to May 2015); decrease in pipeline vandalism, boosting of gas supply; and a 10 per cent reduction in transmission losses.

Other achievements in the sector, he said, included reduction in red tape to remove delays; blocking the 450MW Azura-Edo IPP and the 500MW Exxon Mobil Qua-Iboe IPP; and the imposition of a September 2015 deadline for the submission of the DisCos’ revised tariff trajectories.
The vice president said there was no going back on the Treasury Single Account policy of the Federal Government, saying the TSA would address issues of non-transparency, especially among revenue generating agencies.

He frowned at the activities of revenue generating agencies of government that did not remit funds into the Federation Account as and when due.

Dark matter is a plausible thesis and also under physical realm. The history of dark matter, from when it was first observed in the 1930s by Fritz Zwickyin was dismissed because of no empirical evidence to back it up but not that it is not plausible.

My problem is not that supernatural may or may not exist. My concern is taking the idea of supernatural to the extreme and also assuming logical absolute to it as a reality. Why not stop believing and wait until the time science prove it so that you will have good reasons and justifcations to believing such. You don't just presume the illusion of something that seemed extra-ordinary as a justification for holding an idea as absolute true without the possibility of it being false.








That's the beauty of science, science is always open to changing their mind as soon as new evidence continue pouring in. Reasons being that we are human prone to errors and bias to some certain degree. Faith is i know it because i know it and still know it that god is real. Absolutism don't make a headway to science.
We are the only intelligence responsive matter in this planet, we discovering new things everyday, we ought to make sure that we separate facts from fantasies to the best our human capability.

Independent National Electoral Commission (INEC) has disclosed that the much-awaited report on the 2015 general elections would be made public next month, noting that the comprehensive report is almost ready.

National Commissioner of INEC, Ambassador Lawrence Nwuruku, who made the disclosure in Abuja yesterday at a workshop on post-election lessons, also revealed that the commission would certainly use the controversial card reader machine in the Bayelsa and Kogi states governorship elections, assuring that the commission was almost ready for the poll.

Asked what was responsible for the delay in the release of the 2015 general election report, Nwuruku replied: “I want to assure you that the report will be ready soon. We have prepared them but we are just dotting the Ts and Is of the report. It has not been easy preparing it but we will soon release it at least within the next one month from now.”

Giving an update on the Bayelsa and Kogi elections especially on the use of card readers and updating of the voters register, he said: “We have learnt a lot of lesson from using card readers during the last election and I don’t think we will have any problem again using them for the Bayelsa and Kogi elections. It will certainly be used for the elections.

The retraction nonetheless created doubts among critics on the president’s credibility in fighting corruption as he initially swaggered.

President Buhari, it may be recalled, had consistently vowed to investigate and bring to book, all persons who looted the country’s funds. Consequently, he made a threat to arrest and prosecute past ministers and other officials who stole Nigeria’s oil and diverted government’s money to personal accounts.

The President’s request for collaboration with the United States, however, prompted an alleged reaction by President Obasanjo considered as one of Nigeria’s most corrupt past leader by most western countries. The United States has indicated it would help Nigeria’s new leader track down billions of dollars in stolen assets – a move that might expose previous fraudulent engagements in the Obasanjo’s regime.

Atiku was implicated by a US Grand Jury which report detailed his fraudulent involvement with Congressman, William Jefferson to secure a business deal in Nigeria. Jefferson was sentenced to 13 years on November 13, 2009, the longest sentence ever handed down to a congressman for bribery.crumbly economy.

From fraudulent privatization of state-owned enterprises; filthy oil deals; bribery associated with Halliburton, Siemens, and Transcorp, rushed terminal contracts, to personal loans for his farms business, embezzlement of Excess Crude Account, and Petroleum Trust Development Fund (PTDF), Chief Obasanjo’s regime has been considered the most fraudulent in Nigeria’s history. “For Buhari to claim that he would not waste time digging into the far past, simply signals a red flag about his involvement in the whole thing,” confided a source close to Washington.

Last week, International Guardian reported how President Obasanjo was the only one to rightly expose President Buhari’s negative past records of public accountability, revealing his readiness to hit the blogs with documents that would shock the nation. The story also narrated how Buhari as the chairman of the Petroleum Trust Fund (PTF) between 1998-99, failed to account for a missing 25 billion naira, confiscating all related documents and obstructing all investigative channels. Buhari’s alleged plea to Obasanjo, therefore, was timely. “When it comes to being vindictive, you know Baba does not waste time and Buhari should have known better,” a source close to the All Progressives Congress (APC) told our newsroom.

The Peoples Democratic Party, PDP, says it strongly supports President Muhammadu Buhari on his war on corruption. However, the party warned that due process must be followed in fighting the menace in the country.

This was made known in a statement issued on Tuesday by the party’s National Publicity Secretary, Olisa Metuh, in Abuja.

Metuh advised the Buhari-led administration not to use his anti-corruption campaign as a “guise to victimize innocent citizens and curtail the freedom of Nigerians.

“Democracy has come to stay in Nigeria and no citizen, irrespective of political, religious or ethnic affiliation should be denied access to due process and the rule of law in the process,”

Furthermore, the party said that, “In the same vein, we want to state categorically that the anti-corruption war, whilst targeted at the immediate past administration should not by any means be blind to the impunity of the present leaders of the country either in terms of borrowing and spending without recourse to the statutory arms and organs of government and dictates of transparency and accountability, or in terms of nepotism in appointments in key institutions such as INEC and the DSS.

The relative stability in electricity supply and an all-time high power generation may lead to a system collapse that could plunge the nation into a blackout, New Telegraph has learnt. Investigations showed that the nation’s weak national electricity grid built severely decades ago was the weakest link in the transmission infrastructure.

The grid, which was built with capacity to retain about 4, 000 Mega Watt (MW), is now serving as a storage for over 4,500 Mega Watt (MW). Nigeria had last week broken a new record in power transmission, as the National Grid Transmission recorded another peak of 4, 656 Mega Watt (MW) a few days after it broke the last record. An engineer with the Transmission Company of Nigeria (TCN) told our correspondent at the weekend that the grid is “currently over-laboured” by the new peak in power transmission. The company’s management, he said, was aware of the danger to its achievements in the last three weeks and had deployed engineers “to ensure that the good news on the power transmission is not short-lived.”

Although the system operations (SO) of TCN had secured spinning reserve contracts of 295mw to provide stability and cushion the system in the event of a sudden load/generation changeover, the facility, which is cardinal to electricity mega watts (MW) storage and transmission, he said, “was built some decades ago and is in dire need of total overhaul.”
The TCN confirmed at the weekend that the grid had suffered 35 failures in two-and-a-half years. It, however, said the collapse was majorly caused by gas supply and not necessarily transmission constraints. But General Manager, Public affairs of TCN, Mrs. Seun Olagunju, said in a statement that the company only suffered four system collapses in the first two quarters of 2015. “Unlike 2013 and 2014 when the sector had persistent records of collapses; 22 in 2013 and nine in 2014, all of which resulted in degrees of power cuts in the system, (Nigeria) has only had four from January to June following upgrades in the system,” she added. Two of the four incidents, she said, occurred in May and resulted in low generation of about 1,400 megawatts (mw). Olagunju also explained that most of the collapses had come from shortages in gas supply and not necessarily from transmission constraints.
“It is public knowledge that the frequency of system collapses has been going down drastically following several equipment and infrastructure upgrade by TCN besides aggressive capacity building of the system operators,” Olagunju said. She stated that in 2013, there were 22 instances of system collapse and in 2014, this was drastically brought down to nine.
“This year, the transmission grid has experienced only four system collapses out of which two in May is attributable to extremely low generation of around 1400mw due to gas supply shortages. “In fact, majority of these collapses are due to shortages in gas supply, which creates serious load/generation imbalance. But there is a serious effort ongoing to reduce these collapses,” she said.
According to her, the system operations (SO) of TCN has secured spinning reserve contracts of 295 mw to provide stability and cushion the system in the event of a sudden load/ generation changeover. Olagunju, however, did not disclose the details of the spinning reserve contract, especially the particulars of the generation outfit that has been contracted for the spinning reserve.

But she said the TCN would continue to work at enhancing the transmission capacity and reliability of the national grid in order to provide improved and sustainable power delivery to public electricity distribution companies in the country. Although the Federal Government has privatised the generation and distribution strata of electricity and handed their assets over to new owners, the grid is still under government’s control due to its ownership of allimportant transmission system. The Federal Government is still engaged mainly in maintenance of the national grid, which is due for overhaul.

When it was said that gas supply network under GEJ was work in progress, they said it was for campaigns When the power plants were being commissioned by GEJ, They said he was playing to the gallery Today, there is improvement in power supply and yet they say its a one month old government without power minister and without direction that is responsible.
