Health / South Korea Grants Niger N9.7m For Covid-19 Response by JosEast(m): 6:58pm On May 23, 2020
The South Korean Government through the United Nations Habitat Programme (UN Habitat) has donated $25,000, nearly N9.7 million, to support Niger State response to the coronavirus pandemic.

Chair of the state’s task force on Covid-19, Ahmed Matane, has said the money would also pay for two demonstration projects to curb spread of coronavirus. One is a smart-metered solar-powered borehole to supply water to the COVID-19 Isolation Centre at the General Hospital, Minna. The other is to provide protective gear, face shields and hand sanitisers for frontline health workers dealing with the outbreak.

Matane, in a statement, said the Korean ambassador to Nigeria would formall open and hand over the projects to Niger once when are done.

The Niger State Urban Support Programme worked to secure the grant.

The South Korean government had earlier approved $900,000 grant to the Niger State Government for the preparation for the State Urban Policy.

A Sokoto based Islamic Scholar, Malam Bello Yabo has been arrested by the police for allegedly making disparaging remarks against the Governor of Kaduna state, Malam Nasir El-rufa’i.

Yabo was arrested around 4pm on Friday and according to a reliable information he was transported to Kaduna where he would be charged. Malam Abdullahi Abubakar Yabo who claimed to be the nephew of the scholar told our reporter that some plain-clothed policemen came to his residence while they were saying their Asr prayer and immediately after the prayer, they called him aside and showed him a paper which turned out to be warrant of arrest issued by a Magistrate court in Kaduna.

“After reading the paper, Malam did not utter a word, he just moved into his house, came back and entered their vehicle. It was after they left that he called and notified us about the arrest , that the Attorney General of Kaduna state had written a petition against him over his recent remarks against their Governor,” Abdullahi Said

Abdullahi later told our reporter on phone, that Malam called again and told them he would be taken to court after the Sallah break. Yabo was in a video clip believed to be recorded in one of his Ramadan preaching, condemned Governor El-rufa’i and scholars of Kaduna state for the continuous ban on religious gathering in the state.

Yabo in the video, disparaged the Kaduna state council of Ulamah for allowing what he described as a ‘small bird’, referring to El-rufa’i to be dictating to them.


However, spokesman of the Sokoto state Police Command, ASP Muhammad Sadiq could not be reached at the time of filing this report but an officer privy to the arrest, said it was carried out by men of the Kaduna Police Command with the support of the Sokoto Command.

This was not the first time, the scholar was arrested at the instance of a sitting Governor, as it would be recalled he was arrested and detained during Governor Attahiru Bafatawa’s tenure in Sokoto state over a similar offence.

The House of Representatives has warned Ministries, Department and Agencies (MDAs) against tampering with the 2020 budget. Chairman House Committee on Appropriation, Muktar Aliyu Betara gave the warning in a statement saying that such acts will not be condoned by the National Assembly.

The chairman gave the warning as the House received the revised 2020 budget proposal submitted to the National Assembly by President Muhammadu Buhari after its downward review. He said any MDA or official found to be engaged in such illegal practices will be sanctioned appropriately

He said MDAs have no powers to tinker with the budget, adding that only the National Assembly is statutorily empowered to review, adjust, consider and pass budgets. He said, there were reports that following the downward review of the budget from N10.59 trillion to N10.52 trillion due to the COVID-19 crisis and the dwindling oil prices, some MDA’s were allegedly adjusting the budget proposal to suit their needs. “I want to warn that no other arm or department of government has any power over budget except the legislature, which is the National Assembly. It is only the National Assembly that can review the budget and we have begun the process,” he said.

According to him, the 1999 Constitution and Fiscal Responsibility Act, 2007 provision vested on the National Assembly the power to amend the Appropriations bill. “Section 80 (4) specifically provided that ‘no money shall be withdrawn from the Consolidated Revenue Fund or any other public fund of the Federation, except in the manner prescribed by the National Assembly.

Therefore, we shall not shirk in our responsibilities and we will also not hesitate to wield the big stick on whoever goes beyond his brief to tamper with the budget,” he said.

Muslims in Ogun State will celebrate Eid-el-Fitri under lockdown following another one-week extension of the lockdown on Friday. Governor Dapo Abiodun said the government was constrained to extend the sit-at-home order for the fourth consecutive week, after reviewing coronavirus cases in the last one week.

The governor equally foreclosed any relaxation before the Sallah, possibly on Sunday, maintaining that the window of relaxation fixed for Monday, Wednesday and Friday, stands. He expressed concern that the running week recorded highest number of COVID – 19 cases so far, while the level of compliance to safety measures has not improved.

I have to state that after all considerations, we are constrained to take the painful but necessary decision to continue the eased lockdown of Ogun State for another one week till Sunday, 31st, May, 2020.

“As we have always maintained the delicate balance between lives and livelihood, we will continue to have our window of relaxation, from 7am to 5pm on Monday, 25th May, 2020; Wednesday, 27th May, 2020 and Friday, 29th May, 2020. We must also bear in mind that the daily curfew from 8pm to 6am and the ban on non-essential inter-State travel as directed by Mr. President still stand,” he said.

The governor hinted that officials of the Nigeria Centre for Disease Control (NCDC) have arrived the state to inspect and possibly certify the State Molecular Laboratory, which was purchased and installed barely a month ago.

He expressed hope that the lab will be certified and ready for full operation in the next few days.

Sri Lanka lifted a ban Friday on wedding receptions as part of an easing of coronavirus restrictions, but grooms may not kiss the bride — at least in public. The country’s well-heeled usually hold wedding celebrations with thousands of guests, and the festivities can last for days with much eating, drinking, dancing and singing.

But under the new guidelines there should be no more than 100 guests, all of whom must stay a metre (three feet) apart and wear masks — including the happy couple. “Guests should not be allowed to kiss, hug or shake hands,” said the latest health ministry rules seen by AFP. “Greeting each other should be done without any touching.”

Sri Lanka imposed a nationwide curfew on March 20 that ruled out gatherings of any sort, but the restrictions have been eased in many districts that are not considered high-risk. Religious gatherings remain banned while only the bereaved family are allowed at funerals.

The capital Colombo and the neighbouring district of Gampaha, where the main international airport is located, remain under a 24-hour curfew that entered its third month on Wednesday. However, offices have been allowed to open with reduced staff to carry out essential services.

The Minister of Information, Culture and Tourism, Lai Mohammed, has urged traders and transporters not hike their prices as the nation battles the COVID-19 pandemic.

The minister, during the briefing of the Presidential Task Force on COVID-19 in Abuja yesterday, asked the National Union of Road Transport Workers to ensure that transportation fares were not hiked.

He said: “This is a time people are giving back to the society. We call on our compatriots not to take the opportunity to oppress the people,” he urged.

Some lawyers have said President Muhammadu Buhari is permitted under the Constitution to delegate any person to conduct a state function on his behalf.

This is coming on the heels of criticism of the Secretary to the Government of the Federation (SGF) and the chairman of the Presidential Taskforce on COVID-19, Boss Mustapha’s announcement of President Buhari’s extension of the two weeks ease of lockdown measures. The Peoples Democratic Party (PDP), through its spokesman, Kola Olagbondiyan, had said the development was “a manifestation of abuse of statutory offices arising from the abdication of responsibilities by President Buhari since the last five years, which had also become more pronounced in this fight against COVID-19.”

Speaking on the matter, Paul Ananaba (SAN) said there is no constitutional duty that the president must address Nigerians all the time. “If the president is disposed to talking to us, we will be willing to listen. “I don’t believe it’s an issue. “There are statutory days he must address the nation such as on Democracy Day and Independence Day,” he said. Also, Obioma Ezenwobodo Esq. said there is no aspect of the Constitution which stated that only the Vice President can exercise the President’s functions on behalf of the President.

“Section 148 of the Constitution 1999 (as amended) clearly provides that the President may in his discretion assign to the Vice President or any Minister responsibility for any business of the Government,” Ezenwobodo said. “Section 171 equally provides for the appointment of the Secretary to the Government of the Federation by the President to help him in exercising his power. “It, therefore, presupposes that the President can comfortably, amongst other persons, assign or delegate any of his functions to the above mentioned persons,” he added.

Presidential address could show emotional support Also speaking, E.M.D. Umukoro Esq. also said there is no legal impediment for the president to delegate his speeches. Umukoro said the president, however, ought to do the address in critical periods such as COVID-19 as an emotional support to the people. His absence could fuel further speculation about his health, he added. “As much as Nigerians appear to criticize Mr. President, it feels better to hear him speak and address the nation.

“It is soothing and reassuring,” he said. However, Hamid Ajibola Jimoh Esq said a further presidential address on the ease of the lockdown was unnecessary given the extensive address he gave earlier while easing the lockdown. “‘Further more, I do not view any wrong in the Secretary to the Federation addressing or broadcasting presidential address,” Jimoh said.

“Section 5 of the 1999 Constitution of Nigeria is clear that the functions of the President may be performed by himself or through any of his Ministers or public servants.

“The Secretary to the Federation is appointed by the President to perform part or some of His Excellency’s functions which, in my view, includes ceremonial functions such as addressing and or conveying the address of the President to the citizens or the public. “So, there is no wrong, legally speaking, done by the broadcast of the Presidential address by the Secretary to the Federation and Chairman of the COVID-19 Taskforce,” Jimoh added.

Despite assurances from power firms on improved services during the five-week lockdown over the novel coronavirus (aka COVID-19) in Lagos, Ogun and Abuja, scores of consumers have berated the services, with 2,715 consumer complaints out of which 953 were not immediately resolved. However, others rated the services of the Distribution Companies (DisCos) as satisfactory.

Daily Trust conducted a survey of consumers in Abuja and across some states on their experiences. The Nigerian Electricity Regulatory Commission (NERC) opened a ‘Situation Room’ for its officials to monitor power complaints from 6th April, a week after the lockdown began.

Records for these complaints collated for 20 days of the situation room’s operation, from 18th April till 7th May 2020, showed that consumers filed 2,715 complaints and the DisCos are yet to resolve 953 of them. At least 2,089 complaints were on service interruptions across the networks of the 11 DisCos of which 1,279 were resolved. Abuja DisCo had the highest with 577 complaints. It resolved 452 while 125 complaints are pending. It was followed by Ibadan DisCo with 353 complaints: it resolved 194 and is left with 159 complaints.

Kaduna DisCo recorded the lowest complaints during the period with 66, but it resolved less than 50 per cent of the cases. Only 23 complaints were cleared and 43 others were unresolved when the records were obtained last week. Outages, high bills worry consumers At new Karu, New Nyanya, Ado and Mararaba Gurku towns in Nasarawa State, customers said the downtime for clearing faults on their power lines took Abuja DisCo longer, leaving them in outage for days. Okoko Darlington who lives in New Karu said: “We had an outage that lasted for four days in April during the lockdown. I

learnt it was due to some poles that fell during a rainstorm but AEDC could not clear it immediately for some reasons.” Alhaji Nura Aliyu, a resident of Mararaba said, “AEDC tried in my area initially when the lockdown started but by mid-April, we had gotten used to darkness as they only bring supply for four hours in the night. “There are days that we wouldn’t get power supply completely despite the stay-at-home order and the promise of improved power supply by Abuja DisCo,” Femi Olushola, a resident of Nyanya town in Abuja noted. “Fault clearing was quite fast in my area.

“There was a time we just tweeted a fault to AEDC and in less than two hours they cleared the fault and restored power to us in Gwarinpa part of Abuja,” Mrs Margaret Ekpenyong noted. Cases of epileptic power supply and power rationing abound in Ugbokolo, Otukpo and Makurdi towns in Benue; in Jos (Plateau) and even in Bauchi which are under Jos DisCo, our reporter found.

“We were used to ‘power rotation’ before we heard of plans for better supply but that never manifested for us at Rayfield,” said Okolie George, a resident of Jos. However, some residents of Kaduna lauded Kaduna Electric for regular supply. Gabriel Akogu who resides at Ungwan Television said: “You can almost predict when they will take the power.

“There was a day we had nearly 22 hours of power supply in April. “For me, they did well and should sustain it.” NERC published the Capping of Estimated Billing Order with effect from 20th of February 2020 to deter the 11 DisCos from the long tradition of what power consumers described as ‘crazy’ monthly electricity bills. But customers said despite the order, their bills returned high.

The All Electricity Consumers Protection Forum (AECPF) in Lagos noted some of its members’ complaints. A consumer in Abule Egba, Lagos who was expecting 135 kilowatts hour (kwh) as R2S was given 257 which is about N7,500 instead of N3,700 by the NERC template. Another customer in Mpape, Abuja who ought to receive a bill of N1,980 got over N3,000 contrary to AEDC template. In Mowe, Ogun State, a customer said he got N14,234 as against the amount stipulated in the IBEDC template. Some consumers also recorded non-response to their meter applications.

Sunday Oyiji said his application for MAP meter in Abuja was on hold as he was not getting any response from AEDC to go and pay for his meter despite applying for nearly a month.

“The restriction on movement affected the MAP process as many of the installers are not working directly with AEDC, so they were not able to go and install at customers’ premises,” an official of AEDC at Mararaba Business Unit in Nasarawa State explained.

Niger state government has ordered contractors back to site to continue projects that have been halted in the wake of the coronavirus pandemic. Governor Abubakar Bello gave the directive while inspecting road projects under construction in Minna, insisting life could not be put on hold because of coroanvirus. Bello said normal life had to continue, since it was not definite when the pandemic would be over. But he called on contractors to observe all precautionary measures in place to avoid contracting and spreading the virus.

The governor said any contractor found to be defaulting in executing their work in line with specification would have their contract terms terminated. The governor reiterated his administration’s readiness to prioritize ongoing projects and ensure high quality delivery. This is coming on the heels of shortfall in revenue generation as a result of the outbreak of COVID-19 as he embarks on assessment tour of ongoing projects in the State.

While at the re-awarded 10km Tagwai Dam road project site in Tungan Goro, Chanchaga, Bello said his administration is taking inventory of all on-going projects, so as to complete the ones that have attained appreciable level of completion, maintaining that no project would be left uncompleted as that will mean going backward.

The Federal Government has said that the Madagascar herbal remedy for COVID-19 will be subjected to the normal regulatory processes before it can be administered for use in Nigeria. The National Coordinator, Presidential Task Force (PTF) on the COVID-19, Dr. Sani Aliyu, said this on Tuesday in Abuja at the 30th joint national briefing of the taskforce.

According to him, following the presidential directive that the herbal remedy be airlifted to Nigeria, it will be subjected to thr stringent regulatory process within the legal frameworks of the country concerning such circumstance. President Muhammadu Buhari, had ordered the airlift of the Madagascar herbal medicine for the prevention and treatment of COVID-19 from Guinea Bissau where Nigeria’s portions were dispatched to for onward delivery to Nigeria.

“I want to start briefly by talking about the Madagascar cure. As directed by the President, I want to state that any medication coming into the country whether it is herbal cure or concoction or normal drug. It has to be subjected to the normal regulatory process.

“The Madagascar cure will be subjected to the normal process we expect within the legal frameworks and guidelines that we have. More importantly, not only to establish its efficacy but for it to be legally registered. “So this drug would go through the normal regulatory process which can be stringent before it can be administered in the country,” Aliyu said.

President Muhammadu Buhari has given an order for Nigeria’s allocation of the Madagascar syrup, reportedly effective for the COVID-19 treatment, to be airlifted into the country.

The Secretary to the Government of the Federation (SGF) and Chairman, Presidential Task Force (PTF) on COVID-19, Boss Mustapha, said this on Monday in Abuja at the 29th joint national briefing of the taskforce. He said Nigeria had not taken delivery of the Madagascar COVID-19 solution yet.

Daily Trust reports that the Madagascan President, Andry Rajoelina, weeks ago, launched a locally produced medicine he believes can prevent and cure patients suffering from COVID-19 ailment.

The drug was developed by the Malagasy Institute of Applied Research and branded COVID Organics. READ: 253 Nigerians arrive from UK, taken to isolation centers President Rajaolina while presenting the drug to the media, said it contains Artemisia, a plant cultivated in the country to fight against malaria. “All trials and tests have been conducted and its effectiveness in reducing the elimination of symptoms has been proven for the treatment of patients with COVID-19 in Madagascar,” President Rajaolina had said.

However, the SGF while responding to a question on if Nigeria had ordered for the syrup said: “Madagascar has made allocations to various countries. It has been sent to Guinea Bissau by the President or Prime Minister of Madagascar and certain allocations have been made to different countries. We have an indication of the quantity that has been allocated to Nigeria and we are supposed to make an arrangement to freight it out of Guinea Bissau to Nigeria.

“I have received instructions from Mr. President to make arrangements to freight it home, with a clear instruction that I should subject it to the validation process similar to what will happen to any other medicine or syrup or vaccine that is discovered or created internally. So, it will be subjected to the same process before it is put into any form of use. There will be no exception for that.”

The SGF said that Nigeria has only one National Response to the COVID-19 pandemic.

Travel / COVID-19: 160 Nigerians Return From USA by JosEast(m): 6:24am On May 11, 2020
One hundred and sixty stranded Nigerians in the United States of America arrived the Nnamdi Azikiwe International Airport, Abuja, yesterday following their evacuation. An update by the Ministry of Foreign Affairs said an Ethiopian Airline ET 8509 conveyed the returnees to Nigeria.

The evacuees comprise 92 males, 60 females and eight infants. The evacuation was originally planned to take place on Friday with an Ethiopian Airline flight ET509, but was later moved by a day to Saturday, and the flight changed to ET 8509 according to a circular by the Nigerian Consulate, in the United States.

The plane departed the Newark International Airport, New Jersey on Saturday around 8:20 p.m. local time (1:20 a.m. in Nigeria on Sunday). It was gathered that the Federal Government had stationed five luxury buses and a coaster bus at the airport to move the returnees to isolation centres as soon as they disembarked from the plane.

The Minister of Foreign Affairs, Geoffrey Onyeama, had last week, said the Federal Government had made arrangements for hotel accommodation in Lagos and Abuja where the evacuees would undergo a mandatory 14-days supervised quarantine.

The minister had also said the hotels had been inspected by the Port Health Services, the Nigerian Civil Aviation Authority, the Nigerian Centre for Disease Control, the Office of the National Security Adviser, the Ministry of Foreign Affairs and the IPC.

The governor of Bauchi State, Bala Mohammed has declared a total lockdown of Katagum, Giade and Zaki Local Government Areas following reports of deaths and community transmission which has increased the positive cases of COVID-19 to 181 in the state. The governor who addressed newsmen, Sunday, said the total lockdown of the three LGAs was necessary to curtail the rapid community transmission. He said the lockdown which would last for a period of 10 days, would start on Tuesday, May 12, 2020. Govt, residents disagree over reported death of 300 in Azare Bala said “Total lockdown on the 3 LGAs is necessary; we just got result of about 66 cases, 42 of which were from Azare alone. And we have found out that most of the cases from Azare is as a result of community transmission; people are not adhering to guidelines in that axis, because there have been transaction going on between the people of Azare and Kano were the covid-19 pandemic is high.”

The governor directed the State Deputy Governor Senator Baba Tela to relocate to Katagum axis to properly coordinate response that will ensure massive contact tracing and testing to enable the state government establish the actual number of people who contracted the disease. He added that “We mean business and we are serious, that is why I asked the Deputy Governor to relocate to Katagum while I take charge at the centre.

I had a conversation with the commissioner of Police to ensure total compliance. “We have already contacted the traditional leaders in the 3 LGAs and we have obtained their buy-in,” the governor explains. Bala also directed the committee on palliatives to ensure that the people of the affected LGAs are supported with food items to ease hardship during the lockdown.

The governor also said the state government will fumigate the 3 local government areas during the lockdown, which he hopes will reduce the reported community transmission. He appealed to the Jos testing centre at Vom to help Bauchi state intensify testing and timely release of results pending when the state’s test centre will be ready.

On the issue of the actual number of people that have died in Azare as reported in some section of the media, the governor said “it’s 150 people that have died in the last 30 days, and not 300 people as reported in the media.”

Health / COVID-19: Kaduna Discharges 210 Returned Almajirai After 2-Week Quarantine by JosEast(m): 5:14pm On May 10, 2020
Kaduna State Government has discharged 210 Almajirai out of the 680 returned from neighbouring states due to Cornavirus pandemic. The children were freed to go home after completing their two weeks quarantine period in the state.

The commissioner for Human Services and Social Development, Hafsat Baba, who addressed the children said they tested negative from the virus. She explained that discharged children were among those repatriated from Kano , Plateau, Bauchi, Gombe and Niger state.

She said the children would be handed over to their local government chairmen to hand them over to their parents. “These children were from Kudan, Makarfi, Ikara, Giwa and Zaria local Government Areas of the state and were brought back from states like Kano, Bauchi, Gombe, Niger and Plateau States.

The Fulani community in Okpanam town, Oshimili North Local Government Area of Delta State has appealed to security agencies to properly investigate the burning of their settlement and bring the perpetrators to justice. The leader of Fulani residents in the area, Abubakar Haruna, said youths from the community invaded their camp and destroyed property on the presumption that they were responsible for the killing of some vigilante members.

While appealing to the government to provide them security, Haruna said they were law abiding citizens who would never contemplate taking the law into their hands no matter the level of provocation. The counsel to the Fulani residents, Mohammed Elunor, described the mob action as unfortunate, saying a petition had already been forwarded to the police to investigate the matter.

Elunor said it was wrong for Okpanam natives to tag Fulani settlers as criminals, insisting that it was a bogus allegation that kidnappers and killers were from the Fulani settlement. But the president of Obodogba youths, Christopher Agali, exonerated the youths of Okpanam from the mob action. The herders’ settlement in Obodogba community of Okpanam was alleged to have been burnt by some irate youths in a reprisal after the killing of a popular vigilante leader in Okpanam along with his subjects by gunmen.

The North East Development Commission yesterday distributed three ambulances, ventilators and infrareds as well as food items to the Adamawa State Government as part of its contributions to the fight against COVID-19 in the state.

NEDC Managing Director Paul Tarfa, represented by Director, Internal Audit, Yerima Gashiye, told reporters in Yola that the commission had handed over to the state government, three ambulances and 200 infrareds thermometers.

He said the commission had earlier sent 1000, Personal Protective Equipment, two pieces of ventilators, four pieces of multi parameter monitors,500 packets of ordinary face masks, 400 pieces of hand gloves and 400 pieces of hand sanitizers.

The Federal Government has admitted indicating interest to the World Health Organisation (WHO) to be part of the global solidarity trial of medicines being tried to tackle the COVID-19 pandemic, and efforts on to also conduct research too in the country.

The Minister of Health, Dr. Osagie Ehanire, said this on Monday in Abuja, at the 25th joint national briefing of the Presidential Task Force (PTF) on COVID-19. This is coming on the heels of the Officer in charge, WHO Nigeria and member of the PTF on COVID-19, Dr. Fiona Braka, who told Daily Trust in Abuja that Nigeria had signed up for drug trial. She told our correspondent that the four drugs that will be monitored in the solidarity trial are Remdesivir; Chloroquine or hydroxychloroquine; Lopinavir, and Ritonavir.

According to her, over 100 countries have joined the solidarity trial and that till date, over 1,200 patients have been randomized from the first five countries to evaluate the safety and efficacy full drug and drug combinations. She also said that 89 vaccines are being developed globally, including seven in clinical evaluation and several therapeutics in clinical trials to tackle the COVID-19 pandemic.

“We have indicated interest to the WHO to be part of the global solidarity trial of medicines being tried to tackle the COVID-19 pandemic, and efforts on to also conduct research here in Nigeria. Other drugs can be added to the trials based on emerging evidence. In all this, we shall ensure the maintenance of ethical standards and safety of our people,” Ehanire said.

He said that the nation is currently in community transmission mode and the government strategy is to take all persons who test positive to isolation, even if they have no symptoms, so that they do not risk infecting others, who may be more vulnerable, due to other diseases. “We need to protect, not only ourselves, but each other and our loved ones and make sacrifices today for a better tomorrow.

As we begin a new week and the prospects of gradual easing of the lockdown, I wish to remind citizens that this phase comes with added responsibility to be extra vigilant and compliant with the accompanying measures and guidelines that are meant to assure that we do not lose the health gains we have made so far.

“Since our COVID-19 statistics are of considerable concern, attention has also been drawn to the observation that countries who eased or lifted restrictions, suffered an increase in new cases,” the minister said.

Speaking on the Kano case, Ehanire said the Federal Ministry of Health is strengthening its support for the state Ministry of Health with service delivery and training, in consultation with the state Governor.

Four among returnees from Lagos State have escaped from their isolation centre in Isa Mustapha Agwa Polytechnic in Lafia, Nasarawa state after a protest over alleged neglect.

A witness, who prefer anonymity, said the four female returnees escaped during a protest over alleged neglect and poor feeding. The state commissioner of Police, Mr. Bola Longe, confirmed the incident and said that the police and NSCDC personnel contained the protest.

Similarly, the state Commissioner for Health, Pharmacist Mohammed Ahmed Yahaya denied alleged neglect of the returnees.

He said samples from about 50 of the returnees have been taken and sent for test.

House of Representatives’ member representing Darazo/Ganjuwa federal constituency of Bauchi State, Mansur Manu Soro has donated the sum of N1million cash to officials of All Progressives Congress (APC) in Darazo and Ganjuwa LGAs.

He over donated 700 bags of rice and spaghetti to vulnerable members of his constituency to cushion the effects of COVID-19.

The lawmaker, who was represented by his Senior Legislative Aide, Saidu Abdu Sade during the distribution of the palliatives on Sunday in Darazo said the gesture was to alleviate the suffering caused by the COVID-19 pandemic.

The member also embarked on the distribution of food items to the poor and vulnerable people in the constituency, saying “We are targeting 7,000 beneficiaries from the 22 federal wards of Darazo/Ganjuwa.”

UK says there are ‘questions that need to be answered’ after Donald Trump claims evidence

Downing Street said there are ‘questions that need to be answered’ about the origin of coronavirus after Donald Trump claimed to have seen evidence it came from a laboratory in the Chinese city of Wuhan. The US President made the explosive claim on Thursday night but refused to reveal what the evidence was.

Number 10 would not be drawn on the specifics of Mr Trump’s comments but again reiterated its desire for an international probe into the start of the outbreak.

UK scientific experts blasted Mr Trump for his claim as they said there is ‘no such evidence’ and accused the US President of using the ‘narrative that best suits his political position’.

They also said the scientific community had ‘very much moved on’ from the idea the disease may have been created in a lab and that it is ‘unhelpful for high-profile individuals to repeat the debunked conspiracy theories’.

It came as the World Health Organisation (WHO) said it would like to take part in Chinese investigations into the origins of the disease. The UN agency said it was hoping for an invitation from Beijing to take part in its probe into how the disease originated in animals, then jumped to humans.

Mr Trump told reporters that he had seen evidence that coronavirus started in a Wuhan virology laboratory as he then warned he could impose tariffs of $1 trillion on China in retribution for the pandemic.

But US intelligence has said it had found no evidence the virus was man-made or genetically modified in a lab.

Asked if Boris Johnson agreed with Mr Trump, the Prime Minister’s official spokesman said: ‘There are clearly questions that need to be answered about the origin and spread of the virus, not least so we can ensure that we are better prepared for future global pandemics.

The National Open University of Nigeria (NOUN) is to offer free virtual training programme on some selected digital short courses from May 4, to enhance academic activities.

A statement issued by Mr Ambrose Gowong, Communications Officer, Africa Centre of Excellence on Technology Enhanced learning (ACETEL), stated that the training programme would be anchored in conjunction with CISCO Academy amidst the COVID-19 lockdown. The statement quoted Prof. Grace Jokthan, Director of ACETEL, as saying that the training was part of the skill-based training at NOUN. Jokthan added: “ACETEL is expected to run academic programmes in Artificial Intelligence, Cyber security and Management Information systems all at post graduate levels.

“This short training on IT Essentials, Internet of things, and Get started by the University is part of ACETEL skill-based programmes aimed at identifying and reducing ICT skill-gap in the country thereby preparing the individuals for technology enhanced learning.

“In this regard, the University, through the Centre, will subsequently run other short courses to the public that are skill-based; these courses will include cloud computing, data analytics, artificial intelligence and so on.” Speaking further on the programme, NOUN Director of Learning Content Management System, Dr Adewale Adeshina, said the training would focus mainly on digital literacy. Adeshina, who is also the coordinator of short courses at ACETEL, said that each of the courses would require about thirty to forty hours depending on how fast participants can finish.

“Some can complete their courses in a week, two or three; for now, we are starting with three courses — IT Essentials which is basically about computer apprehension, Internet of things, which is a more trending computer science programme which anybody can take part. “The third is ‘Get Connected’, which basically is on the principles of the internet; how can people get connected to the internet.”

Also speaking, NOUN’s Director of Academic Planning, Prof. Nebath Tanglang said the training would be a revolving one, as the university would continue to admit and train more people after three to six weeks to ensure they are busy at all times. According to Prof. Tanglang, who is also the Coordinator, Academic Programme of ACETEL, NOUN is already having an online facilitation for students, as the university has not stopped running its programmes even at this period of COVID-19. “Let me also add that NOUN is ready and willing to partner with any university in this regard because the COVID-19 came as a surprise to many institutions that were not prepared.

“Unless these institutions key into online or e-learning as the surest way to beat any further disruption of academic activities like strike, COVID-19 and other unforseen situations.” Dean, Post Graduate Schools in NOUN, Prof. Samaila Mande, said ACETEL, as a world class Centre assisted by the World Bank, was running the programme to keep the students abreast with what was expected of them. “Globally, people were asked to stay at home and observe the WHO instructions with regards to the outbreak of COVID-19; this has the potential of affecting the mental psychic of our students.

“So, as a means of keeping them abreast with what is expected of them, ACETEL is running these three short courses which is part of the centre’s mandate to get these students engaged and exposed to modern digital literacy. “You’ll need also to understand that ACETEL is basically to work towards enhancing learning by the use of science and technology with a mandate covering West Africa. “This is why the whole exercise is about working remotely. “Since the mantra now is about working remotely, there is nothing anyone can do about it other than embracing technology enhanced learning which is what we do at the NOUN.”

Greetings Nigerian Workers! It is 1st May – May Day today but we know that something is not right not just in our nation but globally.

Today is a day set aside for workers to celebrate the success of their historical struggles to have a “voice” in the world of work. It is equally a day to celebrate their partnership with relevant stakeholders to achieve sustainable development and contribute to the progress of nations in contemporary times. It is a day to mark and acclaim workers’ productivity in nation – building. But today, May 1, 2020, the usual pomp and ceremony characterized by sounds of drumming and march past by various Trade Unions and their Federations are missing in all the stadia throughout the Federation including our Abuja Eagle Square.

This is so because we are fighting an invisible enemy to humanity termed Covid-19 pandemic. In a bid to win this war, we set up a Presidential Task Force (PTF) made up of the relevant sector Ministers and highly skilled Health Technical Experts The government had to in a well-designed Expert Advice, lock down some States of the Federation where this pandemic is most prevalent – the Federal Capital Territory (FCT) Abuja, Ogun and Lagos States.

Lagos State was and still is the EPICENTRE of the disease and of late Kano had to follow because of the new eruptions of Covid-19 in the State.

Offices, businesses, and various forms of out-door activities have been put in abeyance so that “WE” as opposed to “I” factor may prevail so that we may live for tomorrow. Yes, it is a common problem and interest and it is at this time that we must be our brother’s keeper by ensuring that “I protect myself and protect others from me”. I, therefore, ask Nigerian Workers both in the Public and Private Sectors with her FORMAL and INFORMAL ECONOMY to bear the stringent measures for a while for our common good.

This would enable us put the ravaging pandemic under control and restore normalcy within the confines of relevant guidelines issued by health experts and the Government for safety against Covid-19 in order to curtail its spread. I acknowledge that it is not easy but nations globally are in a state of war against this pandemic and in a war situation, survival is paramount. Though the lock-down had been partially lifted in States aforementioned, except Kano State, workers are enjoined to observe subsequent rules and regulations issued to ensure the safety of all Nigerian citizens.

I understand the anxiety which has plagued the minds of workers over the possibility of job losses due to economic downturn caused by the pandemic and lock-down especially in the private sector. In this regard, the Government will ensure that no employer would retrench or lay off workers without going through due process of social dialogue which includes consultations with workers and with the Competent Authority – Federal Ministry of Labour and Employment.

Furthermore, I had earlier put in place a Presidential Economic Sustainability Committee (ESC) with the objective of developing a credible sustainability plan for repositioning the Nigerian economy now and post Covid-19 crisis period. The ESC is required to specifically explore ways and means of growing our non-oil sector – all in a bid to minimise the adverse effects of the current crisis and to also protect existing jobs and even create new jobs to help absorb the teeming army of the unemployed even before the crises.

I conclude by expressing my appreciation to Medical Doctors and Healthcare Workers as well as their respective organisations, the Nigerian Medical Association (NMA) and Joint Health Sector Unions (JOHESU). These Health workers are doing a great service for humanity. I thank you all.

I have directed that requisite incentives and hazard allowances enhancement and insurance for lives should be taken at these perilous times in favor of our Health Sector workers as a way of showing our appreciation. Also, personal protective equipment for their safety is also guaranteed.

Great Nigerian Workers, your resilience in times of adversity is not questionable. I appreciate you all and I know that with collective will and sense of responsibility, as a team, we shall triumph as a nation.

Observe all the Health Protocols as already established by the World Health Organisation (WHO), in terms of hygiene, wash your hands regularly, observe Social Distancing, and Stay Safe.
