Zamfara State Governor Bello Matawalle has advised his Niger State counterpart, Abubakar Sani Bello, to emulate him in initiating a peace deal with bandits in the state.

Addressing State House reporters in Abuja after meeting with President Muhammadu Buhari, he said he realised that not all of bandits were criminals after his decision to initiate a peace deal with the bandits.

He said: “I’ve been calling my colleague the Governor of Niger State, to sit down with all stakeholders and find out the root cause of the crisis so that they can be able to dialogue and initiate reconciliation so as to also achieve what I’ve been able to achieve in my State.

“Most of the criminals that caused trouble in Zamfara, were not form my State. Two months back, we had some repentant bandits who submitted their weapons to the State government. One was fromm Yobe State, two from Kaduna, two form Niger State; so, you see, it’s a gang.

“In any case, we’re in discussions with the governor of Niger State and he’s following the steps so as to initiate a peace deal and very soon we shall see an end to such crisis.”

Matawalle said the current challenge might not be resolved if the herders continued to move from one state to the other in search of greener pasture.

The Economic and Financial Crimes Commission (EFCC) has dismissed corruption allegations against its chairman-designate, Abdulrasheed Bawa, by an online publication.

President Muhammadu Buhari had on Tuesday asked the Senate to confirm Bawa as the anti-graft agency’s substantive Chairman.

But an online publication had run a story alleging that the 40-year-old was arrested and consequently detained by the EFCC over illegal sale of 244 forfeited trucks to proxies in Port Harcourt under Ibrahim Magu, the agency’s immediate past chairman.

In a statement, however, the EFCC described the allegations as “illogical”, explaining that the sale of the forfeited oil trucks at its Port Harcourt Zonal Office was not carried out by Bawa.

The agency added that the oil trucks was among issues that led to the sack of its officers following findings of the Justice Ayo Salami-led panel.

It called on the public to disregard such allegations, stating that they were “sponsored by mischief makers to impugn the integrity of the EFCC Chairman-designate.”

The statement read: “The attention of the Economic and Financial Crimes Commission, EFCC, has been drawn to a report by an online publication, Peoples Gazette, alleging that Mr. Adulrasheed Bawa, the Chairman-designate of the Commission, was arrested and detained by the Agency under former Chairman, Ibrahim Magu, over illegal sale of 244 forfeited trucks to proxies in Port Harcourt.

“The publication claims that the illegal sale was uncovered by the suspended Secretary to the Commission, Ola Olukoyede, who alerted the former chairman, Ibrahim Magu, leading to Bawa’s detention and subsequent redeployment to the EFCC Academy, Abuja.

“The Commission wishes to state categorically that, Mr Bawa was never arrested or detained over sale of any assets. As Zonal Head of the Port Harcourt Office of the Commission in 2019, Bawa’s responsibilities did not include the sale of assets as the Commission has a full-fledge Directorate of Assets Forfeiture and Recovery Management, which remit such matters reside.

“For the avoidance of doubt, the disposal of finally forfeited trucks in the Port Harcourt Zonal Office through public auction, was conducted after the exit of Bawa as Zonal Head. It is therefore illogical for him to have been indicted over an auction that was not superintended by him.

“The auction of trucks at the Port Harcourt Office was among the issues examined by the Justice Ayo Salami Panel, leading to the suspension of some officers of the Commission.”

Irate youths shopping around a mini market at Brighter Road in Minna on Tuesday destroyed the private residence of Niger State Deputy Governor.

Eyewitnesses around the area who spoke to our correspondent explained that the irate youths carried out the attack in protest against the demolition of shops by the state urban development board.

One of the shop owners in the area, Malam Muritala, who was weeping over the demolition, lamented that the state government never gave him any notice about the demolition that was executed yesterday.

He said that he was not allowed to remove his cash, goods and valuables from the shop before it was demolished.

Moses Dunia, whose shop was also demolished, accused the Niger State government of making life difficult for the common man in the area.

Reacting to the incident, the acting General Manager, Urban Development Board, Muhammed Bawa, described the allegation as baseless.

Bawa said all illegal structures in the area were duly served with notification of the impending demolition exercise.

He said some of his men were attacked in the process of discharging their duties.

The Public Relations Officer of the Nigeria Security and Civil Defence Corps, Nas Abdullahi, confirmed that the staff of the board were attacked during the exercise.

President Muhammadu Buhari’s appointment of Abdulrasheed Bawa as substantive chairman of the Economic and Financial Crimes Commission (EFCC) has generated some dust.

Bawa, 40, was on Tuesday named to head the anti-corruption agency by Mr President, seven months after the suspension of the former acting chairman, Ibrahim Magu.

But immediately after the appointment, several allegations of infractions have surfaced against the nominee, whose name has been forwarded to the Senate for confirmation.

Why Buhari settled for Abdulrasheed Bawa

President Buhari, in a letter to President of the Senate Ahmad Ibrahim Lawan, said he was acting in accordance with Paragraph 2(3) of Part1, CAP E1 of EFCC Act, 2004.

A presidential spokesman, Femi Adesina, in a statement issued on Tuesday said Bawa is a trained EFCC investigator with vast experience in the investigation and prosecution of Advance Fee Fraud cases, official corruption, bank fraud, money laundering, and other economic crimes.

Adesina said the nominee had undergone several specialized training in different parts of the world and was one of the pioneer EFCC Cadet Officers in 2005.

He said Bawa holds a B.Sc. degree in Economics, and a Masters in International Affairs and Diplomacy.

The EFCC chairman-designate hails from Jega Local Government Area of Kebbi State.

Allegations of oil trucks sale in Port Harcourt

There have been allegations, during forfeiture proceedings in court, of the auctioning of 244 trucks been proceeds of corruption worth N20 to 30 million while Bawa was zonal head in Port Harcourt.

Impeccable sources told Daily Trust that Bawa was removed as EFCC’s zonal head in Port Harcourt by the Ibrahim Magu leadership of the commission following controversy around the trucks recovered by the zone.

However, a source said yesterday, that Bawa was not indicted of misconduct as no truck was sold or diverted by him.

The source attributed “administrative lapse created by communication gap for which Bawa was unfairly transferred out on a punitive posting to Karu. He was actually sent out for respecting court orders.”

In December 2019, Bawa was transferred to head the Capacity Development Division of the EFCC Academy in Karu from his post as head of Port Harcourt zone.

Two sources, privy to what transpired then, separately told Daily Trust that Bawa was punished for releasing some tankers to their owners as directed by the courts.

Also, multiple sources at the commission said Bawa was never detained at any time.

“Bawa was close to Magu, just like he was with Lamorde. They all utilised him very well for his proficiency. In fact, it was a shock that Magu even removed him. Many of us couldn’t believe it, looking at their closeness,” a senior EFCC officer said.

Bawa stepping into EFCC’s top vacancy

On November 20, 2020, the retired Justice Ayo Salami-led Judicial Commission of Inquiry into allegations against Magu recommended that in appointing a new chairman of the EFCC, consideration should be given to candidates from other law enforcement or security agencies and core staff as provided in the EFCC Establishment Act of 2004.

The Salami panel revealed the recommendation while submitting the report of the team on the investigation of Magu at State House, Abuja.

The retired Justice of the Court of Appeal noted that the four chairmen of EFCC since inception were from the police.

“Your Excellency, our thinking here is that whoever you are appointing other than a core EFCC staff, should be in transitional capacity of two years during which period, arrangement would be made for appointment of any of the core staff who has been commended by the National Crime Agency, UK and other international law enforcement for their professionalism,” Justice Salami had said.

He said Magu and 113 witnesses appeared and testified before the commission, adding that 46 petitions and memoranda were presented by individuals and organisations with complaints against the suspended acting chairman, EFCC.

President Buhari had constituted the panel led by the former President of the Court of Appeal in July last year to probe various allegations levelled against Magu, following petitions by the Attorney General of the Federation (AGF) and Minister of Justice, Abubakar Malami (SAN).

Malami’s memo allegedly accused Magu of diversion of recovered loot.

The memo contained 22 allegations against the former EFCC acting chairman.

Magu was suspended during the course of the probe and the agency’s Director of Operations, Mohammed Umar, was appointed to oversee the activities of the commission pending the conclusion of the investigation.

Magu’s issue not resolved -Lawyers

Lawyers to Magu, Wahab Shittu Esq and Tosin Ojaomo Esq have expressed disappointment over the treatment of the former EFCC czar, arguing that the matter was not resolved before the new appointment was made.

Although the lawyers admitted that the appointment is the prerogative of Mr President, there were still some concerns.

“The fact still remains that the issue of Magu has not been completely disposed of. Don’t forget that it is not just Magu alone, are were other people that were suspended from the commission. The issue ought to have been laid to rest before a new appointment is made,” Ojaomo said.

He said with all the issues of injustice on ground, the morale of the officers and the person being put at the helm will be affected.

Let the Senate determine allegations against him

Reacting, Dayo Akinlaja (SAN) said the EFCC Act prescribes that the chairman must be a serving member of any government security or law enforcement agency not below the rank or Assistant Commissioner of Police or equivalent.

“The law is very clear and unequivocal. Our country is immensely blessed in terms of the abundance of human resources. On the strength of these, it should not be difficult to have the office legitimately and legally filled by someone with the requisite criteria. Of course, if the gentleman nominee is qualified for the office, good luck to him as there should be nothing to stop him from being confirmed by the Senate,” he said.

On his part, Ahmed Raji (SAN) said any complaint or observation about the nomination of Bawa as EFCC chairman can only be handled by the Senate which now has the role to vet the appointment.

Investigate allegations against appointee – Southern, M’Belt leaders

The Southern and Middle Belt Leaders’ Forum (SMBLF) yesterday queried the nomination of Mr Bawa as new EFCC chairman.

The forum called on President Muhammadu Buhari to investigate and clear the air on the allegation of corruption against the new EFCC chairman nominee.

The forum made this position known in a statement jointly endorsed by spokesmen of the group, Yinka Odumakin (South West), Chief Guy Ikokwu (South East), Senator Bassey Henshaw (South-South) and Dr. Isuwa Dogo (Middle Belt).

“The anti-graft war has suffered so much damage of mismanagement under this regime and this may be the last straw to break the back of its camel,” they said.

The Southern, Middle Belt leaders said the president, despite proclaiming anti-corruption as one of its cardinal programmes, the administration had been tainted with several corruption cases.

“But walking the talk has been a challenge for the president as his first nominee, Ibrahim Magu, remained unconfirmed in almost five years because of the damming report of the DSS on him which showed he is a man that should be running from anti-graft instead of looters running for him.

“As they are managing to clean up the Magu mess, he has put forward Mr Abdulraheed Bawa as a replacement.

“But facts coming out about his latest nominee show that the whole anti-corruption war is a joke that can only impress the unwary.”

Dr Ngozi Okonjo-Iweala, Nigeria’s former Finance Minister, says she was surprised that the administration of President Donald Trump could stand in her way of leading the World Trade Organisation (WTO).

At a press briefing monitored by Daily Trust, the new Director-General of WTO said she did not see it coming.

She said she felt she had a good understanding with the US government which interviewed her about the job twice.

“I think I was quite surprised when that came (opposition from Trump) because there was no indication that there was any problem with the US.

“I had two good interviews with the authorities and with the administration so it was a surprise. But that’s the way life works. When things happen, you take them in your stride and you move on.

“It was absolutely wonderful when the Biden/Harris administration broke that logjam. They joined the consensus and gave such a strong endorsement to my candidacy. They joined the other 163 members to endorse my candidacy,” she said.

The United States government had last week announced its endorsement of Mrs Okonjo-Iweala for the top job.

It became clear earlier on Friday that Okonjo-Iweala, a former World Bank executive, would clinch the coveted post after her final challenger, South Korean Trade Minister and candidate, Yoo Myung-hee, announced her withdrawal.

Although 163 member countries had elected Okonjo-Iweala in October, the US under Trump was critical of WTO’s handling of global trade, saying South Korea’s Yoo Myung-hee could reform the body.

The four-month selection process for the next WTO director-general hit a road block when Washington said it would continue to back South Korea’s trade minister.

The US had said WTO “must be led by someone with real, hands-on experience in the field”.

“Ms Yoo has distinguished herself as a trade expert and has all the skills necessary to be an effective leader of the organisation.

“This is a very difficult time for the WTO and international trade. There have been no multilateral tariff negotiations in 25 years, the dispute settlement system has gotten out of control, and too few members fulfill basic transparency obligations. The WTO is badly in need of major reform,” said the office of US Trade Representative, which advises Trump.

Governor Dapo Abiodun of Ogun State on Sunday blocked the leadership of the National Road Transport Workers (NUTRW) in the state from resuming collection of dues and revenues on behalf of the government at motor parks and garages in the state.

Abiodun had banned the NURTW from collecting dues and revenues at parks following internal wrangling within the ranks of the union over leadership.

However, the leadership crisis has been laid to rest with the taking over and re-opening of the union’s secretariat in Asero, Abeokuta, last year, under the chairmanship of Mustapha Ismail.

But Abiodun, who spoke through the Commissioner for Information and Strategy, Abdulwaheed Odusile, on Sunday, warned the leadership of the NURTW and their operatives to stay away from all parks and garages in the state to avoid incurring the wrath of the law.

According to him, the warning became necessary in view of intelligence reports that the union was planning to resume collection of dues and revenues on behalf of the government at the motor parks and garages in the state.

That, he said, is “against the existing decision of the government banning the activities of the NURTW in all motor parks and garages in the State.”

“It will be recalled that following crisis in the leadership of the NURTW in the state that threatened the security of lives and property, particularly public transport in the state, the House of Assembly in June 2020 passed a resolution suspending the activities of the union in the state.

“The government subsequently banned the activities of the union in all motor parks and garages in the state,” Odusile quoted the governor as saying.

The governor said security agencies had been ordered to arrest and prosecute any NURTW member that went against the warning.

Nobel Laureate Prof. Wole Soyinka has called on President Muhammadu Buhari to address the nation and declare that he is not in support of criminal activities of some herdsmen in parts of Nigeria.

Soyinka made the call in an interview with BBC News Pidgin.

He urged Buhari to state categorically that: “Yes, I (the president) am a patron of cattle rearers association, I’m a rancher, and it’s a business I engage in on business terms. I do not rape, torture or displace people to occupy their land.

“I warn everyone in the food commodity chain, and cattle rearers that anyone seen illegally occupying or trespassing other people’s property should be prosecuted and the army as well as other security forces to back efforts of citizens to flush them out.”

Soyinka said the country might enter a phase of serial skirmishes “which may get more and more violent and develop – I hate to use the word – may develop into a civil war and a very untidy and messy one at that. That is my biggest fear.”

He advocated a civil mobilization to tackle the herdsmen crisis as “it is now at the doorstep of the Southwest region.”

He further warned that “waiting for the problem to be handled by the Federal Government, we are all going to become, if not already, slaves in our land. That, for me, is intolerable and unacceptable.”

The Oyo State Government on Sunday raised alarm over plot by some members of the public, especially politicans to cause religious and ethnic crises in the state, with a view to derailing the state government from its focus.

Department of State Security (DSS) had recently released an intelligence report that some people were planning to cause religious and ethnic crises in Oyo and some other states in Nigeria.

But the Chief Press Secretary to Governor Seyi Makinde of Oyo State, Mr. Taiwo Adisa, who made the revelation in Ibadan on Sunday, warned individual and group of the people engaging in such unholy dealings against the growing false security alarms in the form of fake audio and video posts on social media.

The governor’s aide warned against raising false alarms on the security situation in Ibarapaland and parts of Oke-Ogun, adding that security agencies will readily deal with anyone seeking to cause ethnic tension.

Adisa particularly mentioned that some viral social media video and audio messages in which false and inciting claims were made about Ayete, Igangan, and other parts of the state have been on the rise in recent weeks.

He said “some of such unfounded and baseless posts include the claim that Amotekun Corps killed some Fulani herdsmen, which amounts to a hoax; the claim that an imaginary 200 houses were razed by hoodlums in Labiran, Ibadan, which the Police vehemently denied; and the claims that the insecurity situation in Ibarapa has escalated, which is outright falsehood.

He said, “Our attention has been drawn to a grand plot to precipitate unrest in Oyo State through the use of fake news in the social media.

“This plot seeks to promote false alarms, misinformation and sponsored fake news through audio, video and Facebook messages and it is with a view to making the state ungovernable.

“As a government, the contents of some of these audio and video releases have been investigated and mostly found to be outright falsehood, baseless claims and products of hate speech, targeted only at discrediting the government and inciting the people.

“As a proactive government, the Makinde-led administration has risen to the occasion on the issue of insecurity and we are already winning the war against criminality, with several measures rolled out to tackle kidnapping and banditry in Ibarapa and some parts of Oke-Ogun, while efforts have also been increased to tame the violent gang wars in Ibadan.”

The Kano State government says it has arrested 500 beggars for allegedly violating the law that bans street begging in the state.

The State’s Commissioner for Women Affairs and Social Development, Dr Zahra’u Muhammad-Umar, made the disclosure while repatriating the beggars in Kano on Friday.

Muhammad-Umar said that the beggars were arrested in Kano metropolis with 70 per cent being women and children, and 30 per cent men.

“Those arrested included women, children, men and Almajiris. The children don’t go to school and have no good food to eat,” she said.

According to her, the decision to arrest the street beggars is to safeguard their future and make Kano and Nigeria a better place for all.

“We noticed that bad behaviour is mostly found within the beggars.

“We will continue to arrest them to ensure sanity and rid the streets of all forms of crimes,” she said.

Muhammad-Umar explained that a 70-year-old woman was also arrested with cigarette and matches found in her possession.

“This kind of woman could spoil our children’s behaviour and the society at large.

“Street begging affects the lives of our children, especially when you employ Almajiris to work in your house,” she stated.

She commended Gov. Abdullahi Ganduje for supporting the ministry to empower the beggars.

“We have taken down their names, local governments, phone numbers and repatriated them back to their various homes and states, while they will be empowered.

“For those beggars repatriated to neighbouring states, an agreement letter will be written by their Ward head and any one arrested for the second time would be charged to court,” she said.

The commissioner said the ministry would soon begin the evacuation of street hawkers, especially young girls hawking on the streets.

She urged the people of the state, especially women, to take care of their children to be good citizens.

“As long as I remain the commissioner, I will make sure Kano is free from street begging,” she said.

She further revealed that the ministry would also go to Islamic schools and repatriate the Almajiris to their homes and neighbouring states, especially those who go out to beg for food.

“The government has since met with Tsangaya teachers not to let their students roam on the street in other to address the lingering problems of begging,” she said. (NAN)

Mr Femi Adesina, Special Adviser To The President on Media and Publicity, has shared an experience on how President Muhammadu Buhari elevated Yakubu Pam, former Chairman of the Christian Association of Nigeria (CAN) in Plateau State, who was allegedly denigrated by ex-President Olusegun Obasanjo.

In his weekly article, the Presidential Spokesman recalled an encounter between Obasanjo and Pam in 2004.

He said when the former president visited Plateau over a religious crisis in the state, he talked condescendingly on Pam, whom he allegedly described as a “total idiot”.

“Let’s go back in time to May 2004, when the lands of Yelwa-Shendam, in Plateau State, had turned crimson. Primitive fury and hatred were unleashed, leading to internecine bloodbath. Hundreds and hundreds of people were killed along religious lines.”

“While the place was turned into killing fields, the then President Olusegun MATTHEW Obasanjo (emphasis on that middle name) visited, and met with the different stakeholders.

“During the dialogue session, the then Chairman of Christian Association of Nigeria (CAN) in Plateau State asked a question the President found offensive. And the Owu man, a retired Army General, flew off the handle. He let out this fusillade:

“What role have you played to bring about peace as CAN Chairman in Plateau State? CAN, my foot! What kind of CAN Chairman are you? Did your own Christianity teach you about revenge? You are an idiot. A total idiot. And I have no apologies for that.

“Pin-drop silence. Strange things do happen in Nigeria. But it had never been seen like that. For a father of the country to publicly excoriate a religious leader? For a Matthew to call a preacher an idiot, “a total idiot?” It was sacrilege walking on two legs,” Adesina wrote.

Adesina, who described Pam as a man of peace, added that to worsen matters, security agencies had asked the cleric to apologise to Obasanjo over the encounter.

He said years later, Obasanjo left power while Pam moved to other issues until Buhari appointed him the Executive Secretary of Nigerian Christian Pilgrims Commission (NCPC) in 2020.

The Presidential Spokesman narrated how he and Pam were together at the presidential villa in Abuja.

President Muhammadu Buhari, on Thursday, extended the tenure of the Inspector-General of Police, Mohammed Adamu, by three months.

This is in contrast to the Police Act signed by President Muhammadu Buhari last year which pegs the retirement age of police officers at 60 or 35 years in service.

Section 18(cool of the new Police Act states: “Every police officer shall, on recruitment or appointment, serve in the Nigeria Police Force for 35 years or until the age of 60 years whichever is earlier.”

The Act provides for a tenure of four years for the Inspector-General of Police. Section 7 subsection 2 of the Act provides that: “The person to be appointed as Inspector-General of Police shall be a senior police officer not below the rank of Assistant Inspector-General of Police with the requisite academic qualification of not less than a first degree or its equivalent in addition to professional or management experience.”

The section also pegs the tenure of the police IG as four years.

The Minister of Police Affairs, Mohammed Dingyadi, who announced the extension of Adamu’s tenure to reporters yesterday, explained that it was to give room for the proper selection of a successor and proper handover.

“Mr President has decided that the present IGP, Mohammed Adamu, will continue to serve as the IG for the next three months, to allow for a robust and efficient process of appointing a new IG.

“This is not unconnected to the desire of Mr President to, not only have a smooth handover but to also ensure that the right officer is appointed into that position.

“Mr President is extending by three months to allow him to get into the process of allowing a new one.

“There’s no lacuna. Mr President can decide to extend his tenure for three months,” the minister said.

In its reaction, the Northern Elders Forum yesterday described the three-month extension of the tenure of the Inspector-General of Police, Mohammed Adamu, as a big disappointment.

The Director, Publicity and Advocacy for the forum, Dr Hakeem Baba-Ahmed, in a chat with Daily Trust, said: “The president had all the time in the world, he knew the former IG was going to retire, he knew that there is a process for which a new IG should be appointed and so, extending his term by another three months under the excuse that he needs time to consider who will succeed him is disappointing.”

Baba-Ahmed said by extending Adamu’s tenure, “Buhari is seen to encourage and condone people staying in duty posts beyond the dates that are statutorily expected of them adding that such action causes a lot of problems.

“It affects morale, it affects careers of those below him (IG) and there is no reason and no excuse for this. Obviously, this is going to be a big disappointment for Nigerians.”

In the same vein, the pan-Yoruba socio-cultural organisation, Afenifere, yesterday rejected the extension of Adamu’s tenure, wondering if there was no officer within the police hierarchy that could be chosen as the next IGP.

Afenifere spokesman, Yinka Odumakin, in a chat with Daily Trust, described the president’s decision as “nepotism.”

“There are some of the nepotic agenda of this administration for the past six years.

“Is it that there is no more policeman who can take over from the retiring IG, no.

“It is the nepotistic agenda that have been taken to the next level that we are witnessing.

“Is it not the same police force? Are there no colleagues of him who can take over the position and continue from where he stops?

“For us, it’s nepotism, naked nepotism,” Odumakin said.

A security expert and Professor of Counselling and Criminal Justice, University of Ibadan, Oyesoji Aremu, said: “The nomination of the immediate past service chiefs as non-career ambassadors indicates in a very clear term that the Presidency still reckons with their services this time, as private citizens.”

A former assistant director at the Department of State Service, Dennis Amachree, said: “The extension of the tenure of the IGP is more of seeking extra time to scout for a suitable replacement.

“People are raising issues because the president would have been served a notice of retirement earlier and for the president to have taken a proactive measure of having a new IGP in waiting.”

Also reacting, Chairman, Media Committee, Coalition of United Political Parties, Chukwudi Ezeobika, said the extension of the IGP tenure was illegal and unconstitutional.”

Executive Director, CLEEN Foundation, Benson Olugbuo, said. though it is the prerogative of the president to appoint or extend the tenure of whom he wishes in the interest of the country, it is also the responsibility of the National Assembly to do its constitutionally assigned roles.

Minister of Humanitarian Affairs, Disaster Management and Social Development, Hajia Sadiya Faruk, at the weekend, disbursed N160m to 8000 rural women in Lagos State.

The Lagos edition is part of the Nationwide Grant for Rural Women Project.

Grant for Rural Women programme was introduced in 2020 to sustain the social inclusion agenda of President Buhari’s Administration.

Sadiya said the programme is consistent with the President’s national vision of lifting 100 million Nigerians out of poverty in 10 years. It is designed to provide a one-off grant to some of the poorest and most vulnerable women in rural and peri-urban areas of the country.

The minister was represented by the ministry’s permanent secretary, Mallam. Bashir Nura Alkali. The grant, Sadiya explained was the Federal government gesture and support towards alleviating the trauma caused by the covid-19 pandemic.

According to Sadiya, the social investment programme, which was introduced in 2016 has impacted positively on the lives of the poor and vulnerable in Nigeria as over 12 million households have benefitted from NSIP interventions in the last 5 years.

This included payment of a monthly Conditional Cash Transfer (CCT) of N5,000.00 to 1 million indigent Nigerians to protect them against economic shocks and elevate them out of poverty.

Also, 1,092,405 micro and small business owners accessed loans to boost productivity, increase income and reduce poverty under the Government Enterprise Enhancement Programme (GEEP).

The N-Power programme provided temporary income-generating opportunities for 500,000 unemployed youths while 8,612,457 primary 1-3 pupils in public schools are receiving one meal per day under the National Home-Grown School Feeding Programme.

“It is in view of this, that President Muhammadu Buhari graciously approved the expansion of the programme to touch more lives and lift more Nigerians above the poverty breadline,” she said.

The grant, Sadiya explained, among many other programmes in the ministry, is being restructured and revamped to respond to peculiarities of different parts of the country, to ensure the right beneficiaries are targeted, and to enhance the impact on beneficiaries.

“We are working tirelessly to address some of the socio-economic problems that are bedevilling all parts of the country by strengthening the humanitarian-development-peace nexus.

“A cash grant of N20,000.00 will be disbursed to about 125,000 poor women across the 36 States of the Federation and the Federal Capital Territory.

“Our target in Lagos State is to disburse the grant to over 8,000 beneficiaries across all Local Government Councils. The grant is expected to increase income and productive assets of target beneficiaries.

“It is our hope that the beneficiaries of this programme will make good use of the grant to generally contribute towards improving their living standard.

“We believe with the complementary effort of the Lagos State Government, the target beneficiaries will be adequately covered within the next few days.

“I am optimistic that with the support and cooperation of Your Excellency and other stakeholders present here, we will remain on the track of lifting 100 million out of poverty by 2030,” she added.

The Lagos State governor was represented by his deputy, Dr Kadiri Hamza, who helped in disbursing the grants to the beneficiaries.

A 19-year-old has been arrested in Anambra for child trafficking, along with his 10-year-old accomplice.

The principal suspect, Chinecherem Odurukwe, from Ogboro Isiala village of Ihiala is said to use his 10-year-old accomplice, Chinedu Adom, from Umuozu village of Nwangele council area of Imo to lure children, according to police investigation.

The pair operated in markets, schools and other isolated places where they lured children with biscuits before taking them to Imo to be sold for N100,000.

Police began investigating the pair after a mother, Charity Azubuike of Afam Ezialla village in Ihiala reported her two-year-old missing in the market.

They were arrested in the course of police investigation in Imo with help of Imo police command, said Anambra police spokesman CSP Haruna Mohammed.

Both have confessed to the crime, said Mohammed.

The missing child has been reunited with his mother.

Meanwhile, the Commissioner of Police in Anambra State, CP John Abang has urged parents and guardians to always monitor their children and caution them against collecting items or following strangers in order not to be victims of child-stealing syndicates.

The Chief of Air Staff, Air Marshal Sadique Baba Abubakar, has said that the Boko Haram elements have been seriously decimated by the young officers and men of the Nigerian Air Force (NAF) Special Forces.
Abubakar was speaking at the combined graduation ceremony of 676 officers and men of the Air Force from five special forces training at the Regiment Training Centre in Kaduna on Saturday.

Air Marshal Abubakar said, the Air Force can now boast adequate trained men who are capable of protecting the Air Assets.
He stressed that Boko Haram and other criminal elements no longer have the capacity to attack the Air Force base like they did in Maiduguri in 2013.

While stressing the importance of Air Assets protection to national security, the Chief of Air Staff said the Air Force can only protect Nigeria if it can adequately protect its assets.

He said, “We are focusing on training of Special Forces elements because we cannot give what we don’t have.

“Today, our young officers and men are making it difficult for Boko Haram to operate freely because of the training they have received.

“Our special forces are doing an excellent job and the best way to know is with the performance of the regiment personnel deployed to the various conflict areas. Look at those protecting our bases.

“Our base in Maiduguri was attacked in December 2013, but today nobody will try that because we have all the skills and what it takes to defend our bases.

“That is one clear indication that the quality of training is good.

“Apart from that, in some of the conflict areas, the excess capabilities that we have, we have deployed them in support of internal security operations; in Operation Whirl Stroke in Benue, we have over 300 Special Forces elements, and that has helped to keep Benue State quiet.

“There was a time when coffins were just displayed everyday, today, by the grace of God and the hardwork of this team, including our own Special Forces, the place is generally quiet. We have them in Agatu, which was a battle zone.

“In Taraba State, we have another team, dealing with the internal security and keeping close eyes and working with the Army and other security agencies to ensure the ambazonian guys they might want to infiltrate our country are repelled.

“Also in Zamfara State, we have over 300 Special Forces working hand in hand with other security agencies. They are making sure they clear the bandits that are making troubles there.

“In fact, with the results we are getting , so many countries are now indicating interest in having their troops trained here as Special Forces.

“So, we are doing well and we are going to consolidate on that,” the Air Chief said.

Earlier in his welcome address, the Air Officer Commanding Ground Training Command, Air Vice Marshal Idi Amin said a total number of 676 students comprising 3 Students of Basic Regiment Officers Course, 40 students of Regimental Sergeant Major Course, 55 students of Advanced Regiment Airmen/Airwomen Course, 114 students of Intermediate Regiment Airmen/Airwomen Course and 464 students of Basic Regiment Course were trained.

He said with the exception of the Regimental Sergeant Major Course, all the aforementioned courses were also trained on Force Protection in Complex Air Ground Environment (FP-CAGE), a package which he said was hitherto handled by the British Military Advisory and Training Team (BMATT).

He however disclosed that 14 students did not graduate, adding “three were withdrawn for medical reasons, nine were withdrawn for disciplinary reasons while two failed the course.”

The Police in Ogun State have arrested a 32-year-old commercial driver, Tunde Bello, for allegedly kidnapping and raping a 29-year-old woman (name withheld).

The Police Public Relations (PPRO) of the command, DSP Abimbola Oyeyemi, disclosed Friday that the suspect was arrested on Saturday, January 16.

Oyeyemi said the suspect was arrested following a complaint by the victim at the Mowe Police station.

Narrating her ordeal in the hands of her assailant, the victim said she boarded the suspect’s vehicle from Ogunrun road Mowe to Lagos while going to her office last September.

She said on getting to Mowe junction, the driver of the car made a detour to Ibadan road and drove her to a bush along Lagos-Ibadan express road where he beat her mercilessly before forcefully having carnal knowledge of her.

Not satisfied with that, the suspect held her hostage and asked her to call her relations to send the sum of N140,000 to him as ransom before she regains her freedom.

She further explained that she called her brother who transferred the money to her account which she subsequently transferred to an account given to her by her abductor before she was released.

The PPRO said, upon the report, the Divisional Police Officer (DPO), Marvis Jayeola, detailed his detectives to go after the suspect with the view to getting him arrested.

“The intelligence and technical based investigation embarked upon by the detectives yielded positive results when the suspect who had been under surveillance was apprehended on the 16th of January 2021,” Oyeyemi said.

The suspect, according to the PPRO, had confessed to committing the crime, adding that the Commissioner of Police, Edward A. Ajogun, has ordered the transfer of the suspect to the Anti kidnapping unit of the State Criminal Investigation and intelligence department for further investigation and prosecution.

There are many cattle markets in Nigeria, but the one at Wudil is said to be the largest. Daily Trust Saturday reports what makes the market the most popular, even in West Africa.


Wudil is one of the major cattle markets in Kano State; and it is popular for that. Located about 39km from Kano city, the market, it was gathered, has existed for decades. It is believed that in West Africa, the market is a place where one can buy the best breeds.

According to Alhaji Nasiru Muhammed Wudil, the Chairman of the Association of Amalgamated Livestock Traders, Wudil branch, no fewer than 60 truckloads of cattle arrive and leave the town every market day.

For the people of Wudil, every Friday is a busy day, as thousands of people leave their homes from far and near to participate in the business of livestock buying or selling, business agency and other engagements.

The acting Sarkin Karan Wudil, Alhaji Rabi’u Garko, said the market was the largest in Nigeria and probably West Africa, adding that commercial activities usually start on Wednesday night and continue till Friday.

He also said the market was established almost a century ago, but it was in a different location. He added that it was relocated to its present position because of a misunderstanding that was said to have erupted between cattle herders and residents of the town over an issue related to the health of the animals.

“When this market started, it was not in its present location, but the people of Wudil and the business community around the area started having disagreement with Fulani herders. The herders took the case to the then district head of Wudil, saying their cattle were dying of a strange illness because they were sold in the market.

Based on the allegation and to allow peace reign, the district head ordered for the relocation of the market to its present position. With time, everybody came to the present location,” he said.

He also said the mode of operation of cattle business in Wudil differed from that of other markets. According to him, not everybody has the right to just walk into the market and display his cattle for sale.

“We have our own way of operation. We give every agent a number, which becomes his trademark for life. And the number will be written on all the cattle that belong to him or his sales list. No one would be given that number in this market again. In the case of death, if his children wish to continue with the business in the same market, they would be given the same number their father had,’’ he added.

Similarly, Alhaji Abdullahi Muhammed, the assistant secretary, Association of Amalgamated Livestock Traders, Wudil branch, said one of the amazing things associated with the market was the availability of all types of cattle breeds, either for consumption, rearing or breeding.

Cattle from Sokoto, Mubi, Jalingo, Bauchi, Jigawa, Maiduguri, as well as neighbouring countries like Niger and Cameroon, are traded here, he said.

A cattle merchant in the market, Malam Umara Bello Makanwachi, who goes to other parts of Nigeria, revealed that all the six geopolitical zones of the country get their livestock supply from the market.

He takes cattle to Lagos, Benin, Port Harcourt, Aba and Calabar for sale.

“This market has been the centre for livestock supply to all parts of the country. As a merchant, I have been to various livestock markets across the country and I can authoritatively tell you that Wudil offers the best livestock in terms of breeds, as well as prices. That is why, for decades, I have been patronising this market without any regret,’’ he said.

Another livestock merchant, Alhaji Bara’u Nura, told Daily Trust Saturday that the reason cattle are cheaper in the market is because the potential buyer has a range of varieties.

“We sell different varieties of cattle here – young, old and even calves. Moreover, most of the time, cattle prices don’t depend on the size of the animal; rather, it depends on the breed. Their prices range from N80, 000 to N320, 000 per bull. As a businessman, what we do here is to buy these cattle from the owners and display for other merchants to buy from us,” Nura said.

Alhaji Nasiru Wudil further said that among other amazing things in the market, cattle are always available. According to him, this has built confidence in merchants and their allies.

He commended the concerned authorities for abolishing excessive taxes hitherto imposed on cattle traders across the states of the federation, adding that members now conduct their businesses without much harassment.

He further called on the Kano State Government and Wudil Local Government officials to, as a matter of importance, upgrade the market to modern status, with enough toilets, good road network and bigger drainages to make business easier.

A 60-year-old woman resident of Amachai community in Okpanam town, Oshimili North Local Government Area of Delta State was Thursday morning found dangling on a tree.

The deceased, one Mrs. Okenyi, was seen last on Tuesday when she left her home with a bag containing her farming tools, heading for her farm.

Sources said she did not return from the farm that Tuesday, which prompted a search party to comb her farm and the surrounding bushes.

Up till Wednesday, efforts of the search party were still futile, only for her corpse to be found hanging on the tree on Thursday.

Eyewitness account told our correspondent that her farm bag purportedly containing her farming tools was lying a foot away from the tree where she was suspected to have hung herself.

“I do not believe this woman actually killed herself.

“The ropes look too short and her legs are too close to the ground.

“It is possible that someone killed her and came to hang her on this tree,” a suspicious resident alleged.

However, her farm, according to eyewitness, was farther away from the scene of the alleged suicide, creating speculations in some quarters of the community that she could have been murdered.

The thinking among some community folks was that her assailants cleverly brought the lifeless body and hung it on the tree, as a set up to mislead unsuspecting residents that she took her own life.

Meanwhile, the body of the deceased has since been taken to the mortuary of an undisclosed hospital.

The Police are yet to make any comment about the incident.

At least 13 died and several others were injured on Wednesday night when a Lagos-bound Iveco truck crashed along Kaita-Dankama Road.

Witnesses said the truck, conveying many people and small ruminant animals, was on high speed after leaving Dankama border market when it suddenly fell on its side.

At least 70 ruminants animals also perished.

It was reported that the remains of the 13 deceased persons were taken to the Katsina General Hospital where their relatives retrieved them for burial, except six who were from Niger Republic.

The vice chairman of the Association of Nigeriens in Nigeria, Katsina Chapter, who participated in the funeral prayers, expressed shock over the fatal incident and thanked Katsina state government for shouldering the burial rites and medication for the injured.

Katsina State Government sent a delegation to attend the funeral prayers of the six Nigeriens who were buried at Dan Takum Graveyard in Katsina metropolis, after the funeral rites at the hospital led by Imam Yahaya Haruna.

The delegation comprised of Commissioners of Local Governments, Alhaji Ya’u Umar Gwajo-Gwajo, Sports and Social Development Alhaji Sani Aliyu Danlami, Senior Special Assistant on Restoration Alhaji Sabo Musa and Head of Kaita Local Government Administration among others.

Similarly, the delegation sympathized with other victims who sustained various degrees of injury at General Hospital Katsina, Federal Medical Centre and Amadi Rimi Orthopedic Hospital.

The Nigeria Governors’ Forum (NGF) has distanced itself from the controversial comments from Governor Yahaya Bello of Kogi State, discouraging Nigerians from taking COVID-19 vaccines.

Governor Bello had in a viral video condemned the use of the vaccine, saying it is meant to kill people.

The governor had earlier in his New Year broadcast said Kogi will not respond to the second wave of the virus with “mass hysteria”.

A communique issued at the end of the 24th teleconference meeting on Wednesday by the NGF Chairman and Governor of Ekiti State, Dr Kayode Fayemi, but released on Thursday said the governors would not only continue to be informed and guided by science but also ensure that every decision was not compromised by conflicts of interest.

“On the ill-fated pronouncement made by a member of the Forum regarding the Covid-19 vaccine in a national daily, the Forum totally and categorically dissociated itself from the statement, emphasizing that the Forum will continue to be informed and guided by science and will ensure that every decision it takes retains public and professional trust and is not compromised by conflicts of interest,” the communique partly read.

The Forum set up a team of experts led by Professor Oyewale Tomori to advise State governors on the procurement and administration of coronavirus vaccines in the country.

The NGF Chairman had briefed State governors on a meeting with Dr Ngozi Okonjo-Iweala, Chair of the Board of Gavi, the Global Alliance for Vaccines and Immunization, on the rollout of the COVAX facility which is a global risk-sharing mechanism co-led by Gavi, the Coalition for Epidemic Preparedness Innovations (CEPI) and the World Health Organization (WHO) to facilitate pooled procurement and the equitable distribution of COVID-19 vaccines across developing countries.

The communiqué recalled that Nigeria is among 12 countries in Africa that had indicated readiness of the 92 qualified countries for the facility and will by end of February 2021 receive its first shipment of vaccines.

The governors also committed to increasing budgetary allocation to the water sector to boost hygiene and supporting the development of the Nigeria Agenda 2050 and the Medium-Term National Development Plan (MTNDP).

“The Forum received a presentation from the Minister of Water Resources, Engineer Suleiman Hussein Adamu and the World Bank Country Director for Nigeria, Shubham Chaudhuri, on the Sustainable Water Supply, Sanitation and Hygiene (SUWASH) results-based financing programme for States.

“The programme has become necessary given the state of the sector which has contributed to 73% of Nigeria’s total burden of enteric infections and over 255,000 preventable deaths in the country each year.

“State governors consequently committed to increasing budgetary allocation to the sector with the collaboration of the Federal Ministry of Finance, Budget and National Planning and the World Bank through the US$640 million investment finance and US$60 million technical assistance component which together will support and incentivize infrastructure investments and strengthen government policies and institutions in the WASH sector.

“A presentation was made by Dr. Sarah Alade, Special Adviser to the President on Finance and Economy, on the development of the Nigeria Agenda 2050 and the Medium-Term National Development Plan (MTNDP) which will succeed Vision 20:2020 and the Economic Recovery and Growth Plan (ERGP) 2017 – 2020.

“State Governors committed to supporting the development of the national plan by providing technical inputs which will ensure that the plan is inclusive, comprehensive, and reflective of the component development plans of each State in the country.

“State submissions will be made by 10th February 2021, and will underpin the use of credible data, social development, and economic diversification,” the communiqué added.
