Members of the Senate Committee on Foreign Affairs yesterday fumed when an ambassadorial nominee from Edo State, Yamah Mohammed Musa, told the panel his contribution to All Progressives Congress (APC) in the state.

At the commencement of screening of the 41 non-career and one career ambassadorial nominees, the committee chairman, Senator Adamu Muhammad Bulkachuwa (APC, Bauchi North) had asked the Edo nominee to explain his contribution to APC in his state.

Musa ran into trouble when he told the committee that; “I was in the forefront of party members who conducted primary elections for all our House of Representatives candidates in the South West, one of whom is the Speaker of the House of Representatives, Femi Gbajabiamila.

“I also led the committee that conducted the APC primaries in Akwa Ibom aside other national assignment which contributed to the success of the party at the polls,” he said. His submission did not go down well with the committee members.

Senator Ibikunle Amosun (APC, Ogun Central), told the nominee that what he described as achievement was sham. “Please such exercise is not something you should be referring to as achievement because as party members, we knew what happened then and those behind it.

“We don’t want you to carry this type of mind set to foreign post if eventually confirmed, so the earlier you erased such unbecoming assignments as personal achievements, the better”, he said .

Senator Rochas Okorocha (APC, Imo West), shouted on the nominee to sit properly and warned him not to make such submissions anywhere again as achievements.

The Chairman of the committee, however, rescued the nominee, appealing to his colleagues to allow him take a bow and go.

Vice President Yemi Osinbajo has stressed the need for Nigeria to change its tactics in the fight against corruption.

Osinbajo spoke on Tuesday at the 20th Anniversary Africa Regional Webinar of the Independent Corrupt Practices and Other Related Offences Commission, ICPC, themed “Combating Corruption and Illicit Financial Flows: New Measures and Strategies”.

This is coming amidst the ongoing investigation of the suspended acting chairman of the EFCC, Ibrahim Magu, over allegations of corruption.

According to Osinbajo, there was no magic bullet to ending corruption, stemming IFFs or promoting asset recovery and return. He said: “We simply must work hard at it and be determined to succeed.

“We must make corruption expensive for those who engage in it and send the unequivocal message that corruption simply does not pay. “Domestically, we must also be prepared to change, to some extent, our tactics in the fight against corruption.

“Listening to Edward Kallon (The UN Resident Coordinator in Nigeria who spoke earlier), I’m convinced that there are many practical steps that can be taken.”

The vice president called for the democratization of the fight against corruption. While noting that Nigerians were interested in the fight against grand corruption, he said grand corruption cripples the economy.

“But they also want to see action in what would be regarded as petty corruption – in their interfaces with government officials either in the search for certifications, approvals of any kind, licenses, and all of that. “Many want to see that corruption at that level is tackled effectively.

“And I think that we must begin to look at innovative ways of doing so.

“Secondly, we must protect, even more, whistle-blowers – persons who come forward with information against corruption.

“We must protect those who are ready to fight against corruption and who are prepared to do so without necessarily disclosing their identities and even those who are ready to disclose their identities.

The Federal Government spent N1.25 trillion between January and May 2020 on debt servicing, the Minister of Finance, Budget and National Planning, Mrs. Zainab Ahmed has said. Nigeria’s current debt stock is over N33trn.

She gave the figures on Friday during virtual consultative session with CSO’s, the organised private sector and the general public on the draft 2021 – 2023 Medium Term Expenditure Framework/Fiscal Sustainability Paper (MTEF/FSP).

Giving an update on the initial 2020 budget performance between January and May, she said on the expenditure side, N9.97 trillion was appropriated (excluding Government-owned enterprises and Project tied loans), while N3.52 trillion (representing 84.8% of the prorata N4.16 trillion) was spent.

Of the expenditure, she said N1.25 trillion was for debt service, and N1.32 trillion for personnel cost, including pensions. Thus as at the end of May 2020, only N253.33 billion had been released for capital expenditure, a situation she attributes largely to the budget revision exercise.

On revenues performance she said as at end of May 2020, FGN’s retained revenue was N1.48 trillion, 56% of target while non-oil tax revenues totalled N439.32bn (65% of revised target).

According to Mrs. Ahmed, other revenues amounted to N339.51 billion, of which independent revenues was N80.22 billion (21% of target).

Recoveries and Stamp duty collected during the period are yet to be booked in the fiscal accounts. On the MTEF projections, she said the projected FG net revenue is N6.71trn in 2021, N7.8trn in 2022 and N8.6trn in 2023.

She however said a fiscal deficit of N5.16trn in 2021 is anticipated. On key assumptions, she said from 2021-2024 the oil benchmark price is projected at $40, and exchange rate at $360/$1.

She also said the production is projected at 1.8m barrels per day in 2021, 2.09m in 2022 and 2.38m in 2023.

On GDP projections, she said “oil GDP is expected to contract by 12.96% in 2020, year on year, causing an economy-wide drag resulting in slower growth in non-oil GDP by -3.6%, year on year. “Based on this, real GDP is expected to decline by 4. 2% in 2020.

“The nominal GDP is expected to increase from N130,836.1 billion in 2020 to N132,125.4 billion in 2021 and then up to N138,415.8 billion in 2023.

“Similarly, consumption expenditure is projected to stay flat at N118,735.2 billion in 2020 and N118,468.7 billion in 2021 and grow to N124,358.5 billion by 2023, reflecting a gradual steadiness in the recovery.

“Inflation, however, is expected to remain above single digit” she stated.

Governors of the 36 states have advocated N2 trillion Nigeria Infrastructure Investment Fund to stimulate the economy. This was part of the outcomes of the Wednesday’s meeting of the Nigeria Governors’ Forum.

In a communique released Thursday by the NGF Chairman and Governor of Ekiti State Kayode Fayemi, the governors also underscored the need to revitalize Nigeria’s Mortgage Bank to support the government’s ambitious housing programme.

They also resolved to collaborate with the Ministry of Petroleum Resources to support the implementation of the National Gas Expansion Programme through a state-wide adoption of liquefied petroleum gas, easing gas pipeline right of way applications; and encouraging the micro stove assembly for small businesses, including facilitating training for gas operators.

They also agreed to collaborate with the Ministry of Petroleum Resources and the Federal Roads Maintenance Agency to ensure the implementation of the 5% user charge on the pump price of petrol and the international vehicle transit charge to better fund road projects in Nigeria. “The COVID19 pandemic and the new strategy being rolled out by the Presidential Taskforce to address the spread of the pandemic.

“LGAs with high burden of diseases (Hotspot) have been identified and targeted with interventions such as increased testing, and promotion of non-pharmaceutical intervention including hand hygiene, respiratory etiquette, mandatory masking in public and partial or total lockdown restricting movement.

“The PTF will reach out and work with the Governors of the respective States to implement the strategy. “Other matters of concern including deductions from the federation account to fund the North East Development Commission, stamp duty collection, ownership of the Nigeria LNG Limited as well as the contentious Executive Order 10,” the communiqué read in part.

The Federal Government says it can no longer bear the burden of petrol subsidy. The Minister of State for Petroleum Resources, Timipre Sylva, said this in a statement on Thursday.

He said the government had realised that it was unrealistic to continue with the burden of subsidising petrol to the tune of trillions of naira annually. The minister said the subsidy was largely benefiting the rich. He also said the government did not promise to keep the pump price of petrol permanently low.

“After a thorough examination of the economics of subsidising PMS for domestic consumption, the Federal Government concluded that it was unrealistic to continue with the burden of subsidising PMS to the tune of trillions of naira every year, more so when this subsidy was benefiting in large part the rich, rather than the poor and ordinary Nigerians,” the minister said.

He said deregulation meant that the government would no longer continue to be the main supplier of petroleum products, but would encourage the private sector to take over the role of supplying the products across the country.

According to him, market forces will henceforth determine the prices at the pump. This, he said, is in line with global best practices where the government will continue to play its traditional role of regulation to ensure that the commodity is not priced arbitrarily by private sector suppliers.

He explained that the regulatory function in the oil sector is like the role played by the Central Bank of Nigeria in the banking sector, “ensuring that commercial banks do not charge arbitrary interest rates”.

The minister said petroleum products were refined from crude oil and therefore the price of crude (the feedstock) for the refining process would affect the price of the refined product.

“When crude oil prices were down, government, through its regulatory functions, ensured that the benefits of lower crude oil prices were enjoyed by Nigerians by ensuring that PMS was lowered. At that time, we indicated that an increase in crude oil prices will also reflect at the pump”, he added.

He said one of the reasons the country had been unable to attract the level of investments desired into the refining sector had been the burden of fuel subsidy.

The Redeemed Christian Church of God (RCCG) has excommunicated Gideon Bakare, one of its assistant pastors, over alleged adultery. In a viral video, Bakare was caught sitting half naked in a compromising position with a woman who is described as a wife of a member of the church’s branch in Akure, Ondo state capital.

Olaitan Olubiyi, RCCG spokesperson, in a statement on Wednesday, said Bakare, by his act, had put the church in a bad light.

“The Redeemed Christian Church of God has excommunicated Mr Gideon Bakare and relieved him of all ministerial duties in the Mission, “Bakare, who was an Assistant Pastor in the Church was recently accused of attempted act of adultery with a woman in her matrimonial home in Akure, Ondo State.

“The Church dissociated itself from such immoral act of Mr Bakare and described it as being completely contrary to the core values, doctrines, beliefs and practices of the RCCG and the undiluted word of God.

“The Church, after reviewing the report of her investigation, noted that by his conduct, Bakare has not only tainted his personal reputation but has portrayed the Church in a bad light.

”Mr Bakare has therefore been directed to return all official items in his custody and stay off all associated connections with the Mission with immediate effect,” the statement read.

The Senate, on Thursday, said it has uncovered how the Interim Management Committee (IMC) of the Niger Delta Development Commission (NDDC) shared the sum of N1.5 billion among staff and the Nigerian Police Force as COVID-19 relief package. The National Assembly is currently probing allegation of misappropriation of N40 billion by the Interim Management Committee (IMC) of the commission.

The Chairman of the Senate Ad hoc Committee on Investigation of the alleged Financial Recklessness in the NDDC, Senator Olubunmi Adetunmbi, gave the details of how the money was spent at the ongoing investigative public hearing in Abuja. He said the sum of N10 million was given to one staff, N7 million each to two staff and N5 million each to three staff.

He said N3 million each was given to 148 staff, N1.5 million each to 175 staff, N1 million each to 495 staff, N600,000 each to 464 staff and N475 million to the Nigerian Police to buy face mask and hand sanitizers. In his response, the commission’s Acting Managing Director, Kemebradikumo Pondei, said the money were given to the staff as COVID-19 relief fund to ease the effect of the pandemic on them.


“We have to take care of the staff, who are also the representatives of the people from the nine states of the Niger Delta region,” he said. On the N475 million given to the police to buy face mask and hand sanitizers, he said the Commission received the request from the police high command and the management approved it. “We work very closely with the police. Without them, we can’t work.

“A request from the Police high command was made to us and the management looked at it and approved. “We gave the money to Police high command and they have not given us the record of how the money was spent,” he said.

A politician, Christopher Ogah, has been caught in the act while defiling two girls in his house in Obi Local Government Area of Nasarawa State. A witness, Oyikobi Ambassador, said the suspect is the chairman of the All Progressives Congress (APC) in Obi Ward.’

He said that the girls were aged 12 and 13 years respectively. Another source, who preferred anonymity, said the politician lured the girls when they entered his house to fetch water in a well. He said it was alleged that was not the first time the suspect was arrested for such an act.

Chairman of the local government, Alhaji Mohammad Oyimoga Oyigye, confirmed the incident, saying he saved the suspect from being lynched by angry youth and handed him over to the police, and that he has been transferred to Lafia to forestall breakdown of peace in the area.

In his reaction, Nasarawa State Commissioner of Police, Mr Bola Longe said, “I have directed that the case be transferred to the State Criminal Investigation Department (SCID) in Lafia for discreet investigation after which the suspect will be charged to court. “The police, under my watch, are warning would-be rapists to have a rethink or face the wrath of the law.

“I am assuring the public of the police command’s commitment to arrest and prosecute anyone found wanting no matter how highly placed.”

Strict Protocols, Scanty Passengers As Airports Reopen With 4 Airlines

After about four months of suspension of domestic and international flights because of COVID-19 pandemic, operations commenced yesterday with low turnout and strict protocols.

No fewer than four airlines started operations flying from the Murtala Mohammed Airport to Nnamdi Azikiwe International Airport, Abuja. They included Arik Air, Air Peace, Max Air and Ibom Air. Other airlines are expected to start today and in the coming days.

The first flight from Lagos operated by Arik Air departed the General Aviation Terminal (GAT) popularly called MMA1 by 7:15 am with 78 passengers.

The passengers boarded under the supervision of officials of the Nigeria Civil Aviation Authority (NCAA). Air Peace flight PA47120 departed at 11:50 am with 103 passengers on board.

Max Air and Ibom Air on their parts departed from MMA2 private terminal operated by Bi-Courtney Aviation Services Limited (BASL). The federal government had announced the reopening of the airports today starting with the Murtala Muhammed Airport (MMA) Lagos and the Nnamdi Azikiwe Airport, Abuja.

The Nigerian Civil Aviation Authority (NCAA) had also approved many airlines for the recommencement of operations after fulfilling all the protocols and guidelines for the post-COVID-19 shutdown operations. Daily Trust observed passengers checking in and boarding in strict observance of social distancing as they stood on the clearly marked floors in and outside the terminal.

One of the passengers scheduled to travel on Max Air, Aishat Khalid said she was excited with the flight’s resumption, adding that she had patiently looked forward to the reopening of the airports. “I left home at 6: 00 am for this flight, that is to tell you how excited I am for the flight resumption,” she said.

Daily Trust reports that similar protocols were strictly observed in Abuja even as travellers were scanty on the first day of flight operations.

Our correspondent also reports that passengers conducted themselves in an orderly manner obeying all safety protocols. Sniffer dogs were also deployed to screen bags for contrabands and explosives ahead of the bags disinfection protocol.

A cross section of the passengers who spoke to our correspondent commended FAAN and the NCAA for the efforts to keep the terminals safe for travellers amidst the ravaging COVID-19 pandemic.

Toyin Adetunji, a passenger on an Air Peace flight to Lagos, told our correspondent that the experience was pleasing and commended the authorities for effective crowd control. “Before now, we would have found this entire waiting lounge so jam packed and crowded. But the initiative not to have so many airlines fly about the same time has helped to minimise crowd. If we had a crowd, it could create an environment for COVID-19 spread” he said.

Also commenting, a controller with the Nigerian Correctional Service, Mr. Ahmed Abu, said he feels safe at the airport. “We had to be here at least three hours before the scheduled time of the flight. We underwent strenuous protective measures to mitigate the spread of COVID-19 during the check-in processes.

* Suspect admits killing at least 7 people

A couple of weeks ago, residents of Mareri area in Gusau metropolis woke up to the gruesome killing of a medical doctor identified as Enoch Okpara in his residence. Dr Okpara, until his murder, was the consultant gynaecologist at the Federal Medical Centre Gusau, Zamfara State.

He was found dead inside his house after days of search by his colleagues who were worried over his absence from work. One of his colleagues at the FMC, Dr Kabir Sada, told Daily Trust that Dr Okpara’s murder shocked them. He described the situation as unfortunate and urged security operatives to unmask the killers.

“When he came to Gusau, he was residing in his house alone because he was yet to bring his family. Some criminal elements went and killed him for reasons best known to them,” he said.

“Initially, there were wide speculations among the residents that his death might not be unconnected to cult activities with many people alleging that he might belong to a cult group. “The way and manner he was killed made us link his death to cult-like activities. The assailants did not take a dime from him. His valuables were intact, even his car wasn’t touched by the attackers.

“Apart from that, his body was cremated right inside his bedroom. None of the neighbours was aware of what had happened until a team of policemen arrived and went into the house,” he said. In the same vein, one of his neighbours told our correspondent that though he did not rule out armed robbery, but how the corpse was burnt made him think otherwise.

“Even though for some reason someone or group of individuals might send assassins after him, coupled with the fact that common thieves and or burglars normally beat up their victims if they don’t get what they want, but his gruesome murder tells entirely a different motive,” he observed.

The spokesman of the state police command, SP Muhammad Shehu, said for some days, colleagues of the deceased couldn’t reach him, and decided to check at his residence but found him dead.

They invited the police to investigate the matter. However, a new twist has been added to the mystery behind the murder of the medical doctor after a middle-aged man identified as Abubakar Namalika made a confession when he was apprehended by the police.

The state Commissioner of Police Usman Nagogo said on July 5, a team of policemen attached to Operation Puff Adder responded to a distress call and arrested Abubakar Namalika at Lalan area in Gusau. During interrogation, he said, the police discovered that Namalika was one of the prime suspects who participated in the murder of Dr Okpara at his residence in Gusau.

The suspect confessed that he and four other members of their syndicate, namely Alhaji Shehu Bagewaye, who is a leader of Maijan Ido bandits’ camp in a forest in Gusami district of Kauran Namoda LGA of the state; Iro Tsoho, known as Danhajiya Smally; Auwalu Banawa; and Muhammad Jansaidi, now at large, committed the act He further disclosed that Alhaji Shehu Bagewaye sent them to the doctor’s house to commit the crime under the guidance of one of his younger brothers now at large.

“We were sent by Alhaji Shehu Bagewaye, to rob the victim but he resisted our demand for money.

“When we struck, we asked him to give us money but he refused. We decided to take his life by macheting him and setting his corpse ablaze. “I have participated in several attacks on villages in the state and killed at least seven people. But I want to tell you that we have repented, we have renounced committing crime.

“I was getting only N5,000 after each of the armed robbery operations. Our masters usually go with the lion’s share of the money. And the rifles we used in the attacks belong to them.

That is all that I know about it,” Namalika confessed. The police commissioner further explained that efforts have been intensified to apprehend the fleeing suspects are charged to court.

Reacting to the murder, Zamfara State chapter of the Medical and Dental Consultants Association of Nigeria (MDCAN) appealed to security agencies to provide full security for medical practitioners as they strive to save the lives of citizens.

The chairman and secretary of the state’s branch of MDCAN, Dr Umar Abdullahi and Dr Tume Alfred, respectively, condemned the murder of Dr Okpara and called on security agencies to fast track investigation and bring the killers to justice.

The body stated that unveiling the killers of their colleague would further reassure them and other citizens of the safety of their lives and property.

The House of Representatives has resolved to summon the management of Nigerian National Petroleum Corporation (NNPC) and the Nigeria Liquefied Natural Gas (NLNG) over alleged withdrawals of $1.05bn from the NLNG dividends accounts.

This was sequel to the adoption of a motion under ‘Matters of Urgent Public Importance’ moved by the House Minority Leader, Ndudi Elumelu (PDP, Delta) during plenary on Tuesday.

The house mandated its committee on public accounts to invite the management of the NNPC as well as that of the NLNG to conduct a thorough investigation on activities that have taken place on the dividends account and report back to the house in four weeks.

Presenting the motion, Elumelu alleged that the NNPC, who represents the government of Nigeria on the board of the NLNG, had unilaterally tampered with the funds at the NLNG dividends account to the tune of $1.05 billion dollars, thereby violating the nations appropriation law.

He said the alleged withdrawals were without the required consultations with states and mandatory appropriation from the national assembly.
