Kirigidi:
It should be we [Niger-Deltans] giving "Abuja" a defined percentage of our wealth and not the Federal Government taking our resources after which they give us a minute percentage in form of allocation. That is injustice! Why must every other region [NE, NW, NC, SW, SE] depend on Niger Delta resources for sustenance? The rest of Nigeria should go develop their own resources.
The last time I checked, you didn't put gas under your feet, you may not have known it was there if not for the exploratory investment that cost millions of usd, an amount you contributed nothing, furthermore, the project cost must be running into billions of Usd yet again you contributed nothing, despite all these, you think the gas is yours for the taking? despite giving you 13% of it and 3% of our total contribution to the Federation account in the name of NDDC? only God knows the percentage of our federation account given to you in the guise of Amnesty.

If you continue with this obnoxious mindset, then, You are either a grown an ars@ thief or a thief apprentice. When you are willing to contribute investment cost, the FG will be glad to allow you to control a percentage that does not compete with the FG, that way we could continue the global best practise of equitable distribution of wealth. On a lighter note, if by any means you don't seem to like the idea, please feel free to approach any embassy of your liking for a Visa. grin grin

First step of diversification done, next step is to expand the NLNG by an additional train or commence operations at the Brass NLNG project.
1 ton of LNG is $480, Once we can liquify as much gas as possible, Nigeria can gladly kiss oil good bye, Kachikwu is a genius!!

You are missing it! I have been talking about AMENDMENT!! You are talking about drafting an entirely new constitution!!

Section 9 of the 1999 Constitution provides as follows: " The National Assembly may, subject to the provisions of this section, alter any provisions of this Constitution"

What I'm saying is that a "proviso" can be added to Section 2 of the constitution where the constitution earlier stated that - "Nigeria is one indivisible and insoluble sovereign state..."

An example of proviso is thus - "(2)Nigeria is one indivisible and indissoluble sovereign state to be known by the name of Federal Republic of Nigeria;

(a) provided that where a region of the country calls for secession, a referendum must be conducted to decide whether that region will remain part of the country or form their separate country.
until that happens, the illiterates from the east are wasting their time and effort.

How long are we gonna continue being fed lies by enemies of Nigeria masquerading as freedom fighters?
Politics › History Of The Nigerian Constitution And Its Subsequent Amendments by jpphilips(op): 4:45pm On Aug 23, 2017
Since the sinus of lies and outright misinformation that has pervaded our social media space, I have taken it as a duty to educate Nigerians on the history and steps that birth the various constitutions recognised globally as the current Nigerian constitution.

The first body of written law for the area that later became known as Nigeria was the Act of 1862 which provided for the colonial administration of Lagos. This was followed by the Southern Nigeria Act of 1906 and the Amalgamation Act of 1914. The Clifford Constitution of 1922, named after the Governor, Sir Hugh Clifford, was however the first Constitution by the name. The Constitution was made following agitation by nationalists at that time. With the introduction of the Clifford Constitution, for the first time in the history of the country, local subjects were elected into the Legislative Council of 46 members (three from Lagos and one from Calabar).

After the Second World War, the wave of the struggle against colonialism reached our shores. In response, a review of the Clifford Constitution was initiated by Britain. In 1946, the Richards Constitution named after Governor Sir Arthur Richards was adopted. An uproar was sparked in civil society and nationalist circles following their non-consultation during the drafting of the Richards Constitution. This led to a series of activities that culminated in the making of the Macpherson Constitution of 1951 also named after the then Governor Sir John Macpherson. Having learnt from the experience, the British ensured that process was given due attention and before the Macpherson Constitution was promulgated into law, the draft was debated at village, district, provincial and regional levels. In addition, there was a general conference held in Ibadan to discuss the draft. On the 9th of January, 1950, a General Conference of representatives from all parts of Nigeria started a meeting in Ibadan to map out the future system of Government in Nigeria with the recommendations of the Regional Conferences as the working documents.

The Macpherson Constitution ran into a crisis of implementation, leading to the 1953 London Conference and the 1954 Lagos Conference culminating in the promulgation of the Lyttleton Constitution in October, 1954. Under that Constitution, Nigeria became a Federation of three regions: Northern, Western and Eastern regions, removing the elements of unitarism contained in the 1951 Constitution.

In preparation for independence, the London Constitutional conferences of 1957 and 1958 were held, leading to the 1960 Independence Constitution. In 1963, the Republican Constitution was made. The 1979 Constitution was prepared by a Constitution Drafting Committee made up of 49 men, and later reviewed by a Constituent Assembly while the draft of the 1989 Constitution was debated by an elected Constituent Assembly (with one-third of the members appointed by the Military regime), and fundamental alterations to their draft were effected through another review process undertaken by the regime.

A Constitutional Conference was convened to discuss the 1994 Constitution. However, the election into the conference was boycotted in the South-West, as a result of protests against the annulment of the June 12, 1993 election. More than one-third of the membership of the conference was appointed by the Gen. Sani Abacha regime. The 1999 Constitution was promulgated into law by the military regime of General Abdulsalami Abubakar after the Constitution Debate Co-ordinating Committee led by Justice Niki Tobi submitted its report. The Tobi Committee had barely two months to consult with Nigerians before submitting its report.

On 19th October, 1999, President Obasanjo inaugurated the Presidential Technical Committee on the Review of the 1999 Constitution, to co-ordinate and collate the views and recommendations from individuals and groups for a review of the 1999 Constitution. At the time of submission of its report, the word technical had dropped out of the name of the committee, obviously in response to the criticism that constitution-making should not be regarded as a purely technical affair. The Committee, which was initially made up of eighteen members (six from each of the registered Political parties: People’s Democratic Party, All Peoples Party and Alliance for Democracy) was increased to twenty-four to accommodate more women.

Having learnt from these experiences, Constitution Review Committee of the National Think Tank will examine all provisions of the 1999 Constitution, identify those clauses that do not meet the country’s needs at this time, suggest new articles, and make recommendations on the processes required to canvass further country-wide opinion to produce an acceptable Constitution. The aim shall be to produce a document that will provide for the achievement of a stable political and constitutional order that promotes development and aids the conquest of poverty, hunger, disease and ignorance, while also guaranteeing citizens the rule of law as well as acting as the bedrock for a strong, united and democratic Nigeria.

Members of the Constitution Review Committee, who are gathered, are renowned experts in constitutional law, Senior Advocates of Nigeria, distinguished legal practitioners and prominent members of other professions. They will review thoroughly, all the materials and proposals emanating from the National Political Reform Conference, the Presidential Technical Committee on the Review of the 1999 Constitution, the National Assembly Joint Committee on Constitutional Reform and the pro-National Conference Organizations (PRONACO). They will also examine international experience in constitution-making in emerging democracies, canvass opinions and memoranda throughout the country and amongst all spectra of civil society, governments at all levels, political parties, organized labour and academia.

The report of the Constitution Review Committee of the National Think Tank, along with the expected huge volume of appendices, will be made available to the National Assembly, as a solid basis for any Government programme to review the 1999 Constitution. That is to say, we envisage that the report of our committee will be an invaluable aide memoire for the apparatus of government to locate its bearing in making the requisite constitutional amendments without seeking to, as it were, reinvent the wheel. This exercise is the National Think Tank’s contribution to Nigeria’s earnest desire to make a document which will unite, uplift and guide us as a Nation, and be true to the declaration in the existing document’s preamble: “We the people of Nigeria… do hereby make, enact and give to ourselves the following Constitution”.

This was the rigorous process that birth the 1999 constitution as amended by the Obj administration.

There was little process. The 1999 constitution was the product of the Abacha-led Provisional Ruling council (after suspending all earlier constitutions). It was a constitution he was preparing to succeed himself before his sudden demise. The military also were not fools to allow a people's constitution. They knew that a people's constitution would take them to task on their past misdeeds. Infact It is on record that several politicians eager to take power from the military, never even saw a copy of the constitution until they were sworn in in 1999! shocked Obasanjo who took over from the PRC blew the chance to give us a people's constitution by just pandering to the interest of his benefactors for 8 years. The rest as they say is history. Every lie has an expiry date.
So your understanding of the 1999 constitution is that Abacha and his PRC sat and drafted it right? if that is really your thoughts, then you are not worthy to be called a Nigerian, try Benin republic maybe, people like you say nonsense with confidence on the web to deceive gullible minds with no serious education. I dont blame you shaa, i blame cheap phones and free data!

YOU ARE A BIG EDIOT!! The people is greater than the constitution! The constitution was made by man not God! The constitution was made by the military! The constitution is amendable! The present National Assembly has been amending certain sections of the constitution! In conclusion, the constitution can be amended to include "Referendum"; Secession, etc!!
I accept my rank as "Ediot in chief" but before I capitulate completely, can you explain to your global audience how the Nigerian constitution was written?

Yes you are right technically, only that you conveniently forgot to mention that what we have for a constitution is clearly a MILITARY decree (and NOT a people's constitution) one that cannot stand up to any scrutiny in any part of the world. That is why the separatists will get their referendum if they so earnestly desire.
Based on your statement, Can you explain to us the process that birth the Nigerian constitution?
Politics › Re: Aba To Get 24/7 Power Supply In 5 Months by jpphilips(m): 3:16pm On Aug 23, 2017
josephni12:
https://www.businessdayonline.com/geometric-power-light-aba-5-months/

Geometric Power/Aba Power Limited promises it will light up Aba, the commercial hub of the South East region five months from now. The next two months will be used to resolve its outstanding financial obiligations, while the remaining three months will be used for servicing the machines which have been idle since 2013 when the facilities were installed.
“Our power plant is done. Everything is ready. It is just to get the ring fence back, so that we can begin the process of commissioning. That is what is left. Anybody who has gone to Aba will see that the power plant is totally finished”, said Bath Nnaji, a professor and chairman, Geometric Power/former Minister of Power, on the sideline of a conference organised by the Association of Energy Correspondents of Nigeria (NAEC) held in Lagos recently.
During the 2013 power sector privatisation exercise by the Bureau for Public Enterprises (BPE) in what was described as an “administrative error”, the BPE did not take into consideration the pre-existing agreements on Aba ring-fence and thus, did not excise it from Enugu DISCO sphere. The ring fence remained part of Enugu DISCO acquired by Interstate Electrics.
“Right now, we are raising funds to pay back the money Interstate, which owns Enugu DISCO, used to buy Aba ring fence”, Nnaji said, adding that Geometric is going to pay back $26 million, even though Interstate actually paid $11 million for it.
Nnaji also lamented the huge cost his company is incurring as a result of the previous government’s lack of respect for sanctity of contract it entered into with the Federal Government.
“Our power plant which was completed in 2013 has been lying idle and for that reason, we will need to run some checks on the machines before commissioning. There is no place in the country where this can be done, so we will have to take back all the machines to the original manufacturers for the checks, after which they will give us necessary guarantees. This is going to cost millions of dollars”, Nnaji said.
It will be recalled that on May 11, 2004, the Federal Government, the now defunct National Electric Power Authority (NEPA) and Geometric Power Limited (GPL) entered into and executed a Memorandum of Understanding (MOU) under which GPL was granted the exclusive right to construct a 3 x 35 MW open cycle gas turbine power plant and designated sub-stations in Aba, Abia State, which would generate electric power for distribution by Aba Power Limited (APL) to residential and commercial customers and to industrial clusters in a ring-fenced island in Aba.
The government, NEPA and Aba Power Limited (APL) executed a lease agreement on April 28, 2005 for the distribution of power to the ring-renced residential and commercial consumers in Aba. By the terms of the agreement, NEPA assigned its right to distribute electric power in the ring-fenced area of Owerri-nta, Osisisioma, Ogbor Hill, Factory Road and Port Harcourt Road in Aba and also leased its distribution facilities within the contract area.
A supplementary agreement was made on August 31, 2006 between the Federal Government, represented by the minister of power and steel, Transmission Company of Nigeria (TCN) and Enugu Distribution Company (EDC) and Geometric Power Limited. EDC and TCN were substituted for NEPA, as parties to the lease agreement of 2005 and assumed their respective obligations.
The $500 million Geometric/Aba Power Plant has capacity to produce and distribute about 141 megawatts (MW) of electricity in its first phase, with new distribution lines, four new sub-stations and three rehabilitated sub-stations. Each plant is to produce 47 MW of power, supported by a 60 MVA per transformer. The power plant is to be powered by gas from Shell company flow station at Owaza in Ukwa West Local Government Area of Abia State. The company has also laid a pipeline spanning 27 kilometers from the flow station to the power plant at Osisioma
Jonathan's greed really finished this country, GPL has secured the distribution fencing contract with NEPA in 2005, what is the wisdom in selling the same cluster to interstate again in 2013 in the name of privatization? meanwhile the so called Emeka offor's interstate is controlling all the 5 states in the South east, why not exclude Aba from the cluster? since nnaji has already sunk in millions of usd in investment? each day i pass that plant i always wonder why it is not working.
Now interstate can not even deliver the 5 states it took, let alone Aba, jonathan was a financial demon!!

The state government has the right to create agencies a la LASTMA or LAWMA of Lagos, and the sharia that is state law enables the creation of such sharia police to monitor compliance. Abia or Anambra or Imo, also have state agencies that range from traffic, to sanitation etc. States also have some measure of input in the security setup that exist within their respective boundaries.

States have authority.
