The Abuja Chamber of Commerce and Industry says the Senate proposal to effect a N5 levy on imported petrol and diesel will further worsen the plight of the masses.

The President of ACCI, Tony Ejinkeonye, in a statement on Friday in Abuja, said that the proposal would cause untold hardship to the citizens, if implemented.

Ejinkeoyen quoted a media report that a Senate Committee had recommended fuel levy of N5 chargeable per litre on any volume of petrol and diesel products in Nigeria to fund road projects in the country.

According to the report, other sources of revenue for the Road Fund include: International Vehicle Transit Charges and Road Funds Surcharge of 0.5 per cent tax on the assessed value of any vehicle imported into the country, among others.

Nigeria, the biggest economy in Africa, is down on its knees following the sharp drop in the prices of crude oil, the country’s major foreign exchange earner.

Since June 2014 when the prices of oil fell from about $110 per barrel to the current average of $50/barrel, the fortunes of the world’s fifth largest exporter of oil has nosedived sharply.

With a major fall in economic growth from a six per cent average to the current negative position, jump in inflation from nine per cent to 17 per cent, and severe weakening of the naira from 150/dollar to 305/dollar on the official market and 380/dollar on the parallel market, the economy is believed to be on a life support.

This, according to experts, is evident in the massive job losses, factory closures, biting inflation, loss of consumer and investor confidence, erosion of disposable income and general lull in economic activities.

Nigeria’s presidency and lawmakers are still in talks over the record 7.44 trillion naira ($24.45 billion) budget for 2017, a government official said on Wednesday, nearly three weeks after the spending plans were passed by the Senate.

The budget aims to drag the OPEC member, which has Africa’s biggest economy, out of a recession that was brought on by low global oil prices that have slashed government revenues, weakened the naira currency and caused chronic dollar shortages.

Both chambers of parliament agreed to a bigger budget than the 7.298 trillion naira draft spending plan submitted by President Muhammadu Buhari in December.

The economy has contracted for five quarters in a row, data showed last week, in Nigeria’s first recession in 25 years. The downturn has been driven by low global oil prices, low production levels – output has fallen by as much as a third – and a shortage of hard currency.

On support for local contents in public procurement by the Federal Government.

All Ministries, Departments and Agencies (MDAs) of the FGN shall grant preference to local manufacturers of goods and service providers in their procurement of goods and services.

Any document issued by any MDA of the FGN for the solicitation of offers, bids, proposals or quotations for the supply or provision of goods and services (Solicitation Document), in accordance with (1) above, shall expressly indicate the preference to be granted to domestic manufacturers, contractors and service providers and the information required to establish the eligibility of a bid for such preference.
All Solicitation Documents shall require bidders or potential manufacturers, suppliers, contractors and consultants to provide a verifiable statement on the local content of the goods or services to be provided.
Made-in-Nigeria products shall be given preference in the procurement of the following items and at least 40% of the procurement expenditure on these items in all MDAs of the FGN shall be locally manufactured goods or local service providers:
Uniforms and Footwear;
Food and Beverages;
Furniture & Fittings;
Stationery;
Motor Vehicles;
Pharmaceuticals;
Construction Materials; and

Nigeria’s Senate passed a long-awaited oil governance bill on Thursday which the president of parliament’s upper chamber said would improve transparency in the OPEC member’s energy industry and stimulate growth in the sector.

The Petroleum Industry Governance Bill is one part of proposed reforms that make up the sprawling Petroleum Industry Bill (PIB), aimed at overhauling Nigeria’s energy sector which has been hobbled by corruption and mismanagement for decades.

The PIB, which has been discussed for over a decade following several redrafts, is central to President Muhammadu Buhari’s reform plans because oil sales provide 70 percent of government revenue in Africa’s biggest economy.

Fobes was hired by the district’s risk-pool insurance group to assess whether the district had legal standing to deny the temple’s application.
