I know kenya data very intimately. What you're quoting are data from road agencies website that they don't bother updating.

Kenya had about 11K road network in 2014.

And in the last few year - Jubilee gov has doubled the paved road network - adding annually 1,500-2000Kms of paved roads. These albeit are mostly low sealed volume roads.

As of 2018 - Economic survey data shows that growth in the length of roads built slowed to 9.5 per cent compared with 30.6 per cent the previous year, putting the country’s total paved roads at 18,655 kilometres.

As of 2019 - You can bet we are past 20,000kms as of now.
