I agree with what justcool wrote and he backed it up with a quote from the Grail message. The Grail message said,

A great insight regarding what is evil and what is wrong, is given in the 1931 edition of the Grail message. From the lecture, MYSTERY OF LUCIFER we read:

“Nor should one call the principle he employs the evil principle, but the wrong principle; wrong in the sense of incorrect, not unjust.” (Abdruschin) (Color change, mine)

The key word here, which solves our puzzle is “incorrect, not unjust.” One can equally rephrase it in his view as ‘incorrect, but not lacking in justice. Or one can say, ‘lacking in love, but not lacking in Justice’.

Hence we recognize that for any action to be correct, or as willed by God, it has to swing in both LOVE and JUSTICE. These are the major pillars of all that emanate from God, the attributes that all that conforms to His will must bear and express. Perhaps, I must mention the third one: PURITY! Hence we have LOVE, JUSTICE, and PURITY. The trinity of God, which all that accords perfectly with the Will of God must have.
Unification or attainment of these attributes gives rise to Holiness; something which only the Almighty possess, because only He is LOVE, JUSTICE and PURITY unified as one. Man can only portray an imitation of Holiness which is chastity, or righteousness; because man can only express the spiritual version or spiritual reflections of Love, Justice, and Purity of God. Hence, at best a human being can become chaste(Free from all guilt or evil) or righteous, but never HOLY; because God alone is HOLY.
The human being in the developing in the world of matter is learning how to portray or reflect this trinity in all that he does. A spirit that has matured enough to reflect these attributes of God in the right manner becomes chaste. I.e. He becomes free from all guilt and based on the law of attraction of homogenous species will be drawn to the homogenous realm of chastity—Paradise. Such a one is able to reflect perfectly, the LOVE, JUSTICE, and PURITY of God; however, in this case they are only spiritual reflections which of course cannot be compared with those streaming directly from God Himself. The love that a creature, be it the most developed spirit or Divine substantiate being, cannot be as portent as the LOVE that God is. Neither can the justice expressed or embodied in any creature compare with the Justice of God Himself, nor can any creature ever possess the Purity that is embodied in God Himself. Hence what we find in creatures, are reflections (Divine substantiate reflections, Primordial spiritual reflections, spiritual reflections, animistic reflections etc) of the actual LIVING LOVE, JUSTICE, and PURITY of God. Hence creatures can only be chaste, righteous, faithful etc., but never Holy because the concept of Holiness is reserved to God alone. But sometimes for the lack of a better word and due to the deficiency of our language, we use the word ‘holy’ in regards to a creature.

As the human spirit develops in the world of matter, sometimes he doesn’t develop these qualities equally; hence he may be able to reflect a certain limited love but fail to reflect or express justice. Actions that bear love but lack justice and purity are not evil; yet they are not correct because they do not fully conform to the will of God with demands that love, justice, and purity must be unified as one in every action. To the set of humans beings, who can express a certain love but not justice, belongs a lot of women on earth. Look around you and you will easily observe.

Example: A woman “loves” her son so much, that she is willing to do anything to make him happy. She works hard, denies herself pleasure and expensive things, so as to provide for her son. She gives him whatever he demands for, just to make him happy and cannot bear to see him cry. She lives to make his earthly physical life easy. She would never allow him to suffer, and when he makes a mistake, she happily takes the blame and suffers for him. We cannot say that this woman’s “love” for her son is evil; but it is wrong. We cannot say that this woman’s “love” for her son is evil because it is aimed at making him happy; and the desire to make another human being happy, to bring joy to him, to wait hand and foot on him, is right; but it should be tamed with justice which demands that all, not only one individual should be taken into account. But in this woman’s case, Justice is lacking for all, because by taking the blame and suffering or paying for her son’s mistakes, she is being unjust to herself. She is also unjust to her son because by suffering for him and paying for his mistakes, she has denied him the spiritual recognition which the suffering may have awakened in him. Not only the physical earthly needs should a mother consider, but his spiritual needs too.
This “love” that this woman expresses for her son is not the LOVE that mature or chaste spirits reflects. Real love directs itself primarily at the spirit; it will take earthly physical comfort in consideration, of course, but never at the expense of the spirit!

Another example of love without justice is the case of a young girl that falls in love with a man. She loves this man so much that she cannot stand seeing him upset. She will never condemn his actions because it may upset him and he may end the relationship; rather than confronting him about his actions she will silently fast and pray for him. Yet every night she falls upon her knees praying that God should make this man repent. She gives him her body whenever he wants it, even though intuitively she feels she shouldn’t, but she does it anyway, not out of lust, but just to make him happy.
We cannot say that this girl’s “love” is evil, however it is wrong because it is lacking in justice and purity. One must put God before all else and should be able to face losing anything that does not accord with His Holy will. She should not give this man her body, just to make him happy even though she feels intuitively he is lusting after her; rather she should demand that he free himself of lust and let genuine love arise in him before considering physical copulation with him. Therefore, she is being unjust to herself by allowing another human being to lay lustful hands on her.

As with love, so with justice. A man can also be just but lacking in love. Actions resulting from such will not necessarily be called evil, yet they are wrong. Think about the principle of temptation which I discussed in my reply to Merverick09. There is nothing unjust in the principle of temptation; it swings in justice, but lacks love and hence it is wrong. A person that tempts is not really being unjust, because a strong person will not be diverted from the right path by temptation, and it can even make the strong stronger; but it offers no support for the weak ones; therefore it lacks love and hence wrong. This is the principle introduced by Lucifer. It is indeed a very effect full way of separating the strong from the weak but the resultant is that all that is weak are in danger of being lust from the outset. This principle is very easily observable in the world of today, as it is practiced, not only by the law enforcement agencies, but in all institutions of learning.
An example is schools where they use multiple choice exams(OBJ exams). A question is asked and five answers given, out of which the student must choose one. Out of the five answers, only one is correct. This is an effective way of testing students, it is thought out by the brain and works well in material earthly matters or studies; but one should not employ such in spiritual matters! The idea of putting wrong answers next to the right one, from which the student must choose is a form of setting of snares, hence employs the principle of temptations. There is no injustice in it; indeed it can serve to strengthen the knowledge of the strong, but offers the weak no loving support. A weak student, who has a certain fascination or affinity with a certain wrong answer given, will easily choose it as the correct one. It also allows the possibility of one guessing his way through; hence a bad student may make a lucky guess and pass through without deserving it. This is lacking in love for the student is then promoted to the next class or given a certificate to where he will be faced with challenges he is not equipped to deal with. In spiritual matters this type of examination should not be applied. When a student is asked a question, he is not given wrong answers along with the right one. God does not give us multiple choices, He gives us His Will alone, which we must understand and live. If you approach Jesus with a question, while he was on earth, He will only give you the Truth! He will only give you the correct answer or in the case where you are not spiritually ready to absorb it, He will keep quite. He will not place some lies next to the Truth so that you can sought out the Truth from the lies! Because that involves a spiritual battle to which the weak is lost from the onset. Hence, the idea of multiple choice testing is not evil; but it is wrong as it is lacking in love.

Another similar example is the much praised system of casting votes to choose leaders: The much praised democracy. Indeed, in regards to choosing a leader, Democracy remain best system thought out by the brain; but it cannot be compared by that which emanates from the intuition and hence in accord with the Will of God. Democracy was thought out by the best intellectuals, with the purest intentions, and hence we cannot call it evil; but it is wrong. The mistake lies in using the brain, a material tool, to invent a system for human beings who are actually spiritual beings. All that the brain thinks out, even with the best intentions, will only be good for material things, but when applied to matters involving spiritual welfare, they become terribly inadequate and hence wrong. And a government designed or human beings must take spirituality, the true nature of humans, into question. Democracy gives us multiple choice! People vote based on what they see or hear! This at best is just a game of guessing! And this is not what leadership as willed by God should be. God gave us the ability to perceive intuitively, an ability which if kept pure does not permit guessing; it knows the Truth from the onset. Hence when a servant of God is sent to lead, mankind will recognize him immediately with their intuitive perception. This is how we are designed to function! However, mankind have trampled this gift o intuitive perception underfoot and substituted it with intellectual guessing games. Remember the Ishmanites and the people of Izra, they did not cast votes to decide their king. If they had done so, they would have definitely missed Him Who was sent from the Light to lead them. The guessing game called Democracy allows the opportunity of an imposter being chosen, because he pretended to be what the people needed. Hence it allows the setting of snares; because every imposter contesting for leadership is a snare or a trap into which the people may blindly fall. Also, people will always chose what is at their level off development; and this defeat the purpose of leadership because a true leader should stand half a step above the people he leads.

The principle of temptation was introduced by Lucifer in his quest to do his work fast and return to his origin. This principle is indeed effective, as it is widely applied today in the various institutions and governments of the modern era; however, this principle is not unjust, it swings in justice, but deficient in love. The fact that it is not unjust, was part of the reason why it(it’s embodiments or volitions of Lucifer) was able to climb up the heights in creation; but it could not gain a mainstay in above subsequent creation, as it was made powerless because the servants of God there are too alert to fall into any temptation. This fact of it not being unjust, hence being consistent to a certain extent with justice, coupled with the abilities that the origin of Lucifer endured him, made it possible for him to send embodiments of this principle so high in creation, this is also why he was able to temp servants of God even Jesus Himself. But he remained powerless in the kingdom of God the beings there remained steadfast to the Will of God. After his struggle with the Primordial queen and the infant son of man; he was banished from the kingdom of God. Angel Michael and a host of angels drove his volitions out of the kingdom of God. Only in subsequent creation did mankind yield to this principle by falling into temptations; this way, mankind empowered Lucifer and material creation became the field of operation of this loveless principle. But even today he has been banished from the entire creation, even the world of matter. When the time came, God sent His Holy Sword, the son of man, into the realm of Lucifer and bound him; by binding, he is unable to send his volitions into any part of creation, even material creation. The evil we encounter today in the world of matter originates from human beings who succumbed to the temptation of Lucifer. Mankind still employs this principle of temptation which will always give rise to evil when one falls for it.

The question remains, “What then is evil?” Evil is that which has no bearing to either love, Justice or Purity. That which is evil lacks in all of these three attributes. It is meant to hurt another from the unset and has no desire to help or for the benefit of another human being. That which is wrong initially can stem from genuine good intention; only that it is lacking either in Love or Justice. That which is evil was born totally out of bad intention and was never meant for any good. All that is wrong will in time, if not corrected, become evil, give rise to evil or make its participants evil; because overtime the individual who is doing wrong is shown, either through the reciprocal effect resulting from the laws of creation or through some other means, that what he is doing is wrong. If afterwards, he continues, he becomes evil! However, at the very beginning that which is wrong can possess certain, although dimmed purity, if done with good intention. Where there is learning, schools like in the world of matter, wrong actions are speculated to probably arise from the students as the students are still learning. However, evil is totally not expected and should not arise at all. Evil is totally inexcusable! It is related to the concept of wickedness. Evil has it’s origin in mankind. Lucifer himself has the greatest contempt for evil men; hence he sees them as deserving nothing but complete destruction. However, these evil men are victims of his principle.
