He has been doing so unashamedly since this year or thereabout.

Before, previous sitting governments used to invite 3 or 4 traditional rulers from across the major ethnic groups, and that includes the Sultan of Sokoto, the Oni and the Obi of Onitsha. That stopped with Tinubus government. For whatever reason, his government seem to be desperate to replace igbo presence in the federal level with the minorities. When you see Tinubu appoint people like Bayo Onanuga to sensitive government positions, it is not a coincidence.
