International Civil Aviation Organisation, ICAO, has rated Nigeria high on safety on its aviation industry and the safety oversight supervised by the Nigerian Civil Aviation Authority, NCAA.

This came barely two months after the ill-fated Dana air crash on June 3, 2012, which killed over 163 people.

A letter signed by the President of ICAO, Mr. Roberto Kobeh Gonzalez, said Nigeria was one of the 13 countries out of 54 in Africa whose Level of Effective Implementation, LEI, of the eight critical elements of ICAO safety oversight was above the world average.

He said: “ICAO maintains that NCAA has satisfactorily established and implemented the eight critical elements in a consistent way, scoring 86 per cent in compliance during the audit exercise conducted by its officials”

According to the letter, the eight critical elements are legislation, regulation, organisation, technical staff and training, technical guidance and tools, licensing, certification, approval, continuous surveillance and resolution of safety concerns.”

It will be recalled that International Air Transport Association, IATA, and ICAO in July reiterated confidence in the ability of the Director-General of NCAA, Dr. Harold Demuren.

In a letter jointly signed by the President and Secretary General of ICAO, Mr. Roberto Kobeh Gonzalez and Raymond Benjamin respectively with the reference number E1/1.109 E.ANB/SS145236 written to President Jonathan and copied Minister of Aviation, Princess Sella Oduah and the representatives of Nigeria on the council of ICAO, said it recognised the safety efforts of the country in recent time.

The letters made available to newsmen by a source close to the Ministry of Aviation, however expressed hope that the outcome of the investigations into the Nigerian cargo plane accident in Ghana and Dana air crash in Nigeria would be implemented by the government to serve as a guide for future accidents

The ICAO letter reads in part, “At a time, we would like to reinforce our ongoing confidence in your strong leadership and commitment to aviation safety in Nigeria and indeed in Africa as a continent. We have personally witnessed your tireless work over a number of years to improve Nigeria’s regulatory capability and to share this good work with other Directors-General throughout Africa.

“Please know that ICAO stands ready to assist you in any way as you investigate these accidents and has every confidence that you will personally implement any recommendations emanating from the accident investigations.”

Also, IATA in its letter to Jonathan, which was copied to Oduah and Demuren promised to support the country during this difficult period.

IATA maintains that aviation remains the safety means of travel anywhere in the world, but despite this, accidents still occur in the sector.

IATA said that the country should be proud that the commitment of the government to the safety and security of air transport system had resulted in an impressive overall safety record in the Nigerian aviation industry.

Jamaican Prime Minister, Portia Simpson Miller and Nigeria President Goodluck Jonathan have signed a series of cooperation agreements following bilateral talks in Kingston.

The agreements covered  energy, trade, culture, air services and education, along with technical scientific cooperation.

“We are looking to further cooperation through the conclusion of an air service agreement allowing for Jamaica to serve as a gateway for Africa into the wider Caribbean region, as well as, a hub for goods and services,” Simpson Miller said.

The two countries will also look to resume the Nigeria Technical Aid Corps programme, which allowed Nigerian professionals to be deployed to Jamaica to assist with training in areas like nursing, energy, sports and education.

The Jamaican Prime Minister said: “Cultural and educational exchanges, the sharing of best practices in sport and the boosting of trade, business and investment between our two countries are also areas in which we have agreed to explore for further cooperation”.

Jamaica will also participate in the First African Global Diaspora Summit, she said, as Jamaica supports the “movement towards greater cooperation, solidarity and involvement of the African Diaspora in the development of the continent.”

President Jonathan thanked Jamaica and its people for the opportunity to visit the country, saying Nigeria was committed to supporting Jamaica in any area of interest.

The Trade Union Congress (TUC) in Lagos on Friday warned the House of Representatives against its threat to impeach President Goodluck Jonathan.

Mr Peter Esele, the TUC National President, who spoke at the end of the Congress National Executive Council (NEC) meeting, said that the threat was a distraction to the polity.

Esele said that rather than impeach Jonathan, the lawmakers should proffer solutions to Nigeria’s economic problems.

He said that though the NEC in session was in support of the House of Representatives' position on the issue of budget implementation, it disagreed with the purported threats to impeach the President.

The TUC president, however, urged the Federal Government to ensure the implementation of all aspects of the budget.

He also advised that the cost of governance should be cut down to ensure the growth and development of the economy.

``No country can develop where its recurrent expenditure is over 70 per cent of its national budget. Our cost of governance is very high,’’ Esele said.

On fuel subsidy scam, the TUC president called on the Federal Government to ensure that the trial of those indicted should be seen to a logical conclusion.

``The probe may not have been perfect but we urge the government to ensure that those indicted are brought to justice,’’ he said.

Esele further said that the TUC would not support any State Government that pays below N18, 000 minimum wage signed into law.

``We will not support the plans to remove the minimum wage from the exclusive list in the ongoing plans to amend the 1999 constitution.

``We advice the lawmakers to ensure that the plan is not carried out and that the rights of the ordinary Nigerians are respected. ’’

Esele noted that the government agreed to pay the minimum wage after series of dialogue with the organised labour.

He warned that any attempt to remove the issue of workers’ wage from the exclusive legislative list would lead to crisis as the minimum wage could barely meet the needs of the people.



The TUC president said that while the congress in council was not against privatisation of the electricity sector, it, however, insisted that all the benefits and entitlements of workers must be paid.

He further said that the congress would not support the handover of the power sector to those who were incapable of providing steady electricity supply.

He noted that the development of the country’s economy through the realisation of steady power supply was not only crucial but achievable with political will

UN chief Ban Ki-moon on Tuesday named Nigeria’s finance minister, Ngozi Okonjo-Iweala, a queen, a former president, a Nobel Peace prize winner and a corporate mogul to a 26-strong panel to recommend new global social and environment goals.

Ban has given the panel a year to draw up what he called “a bold” new development vision to put to the 193 UN member states to replace the Millennium Development Goals after 2015.

Presidents Susilo Bambang Yudhoyono of Indonesia and Ellen Johnson Sirleaf of Liberia and Prime Minister David Cameron of Britain had already been appointed to head the search.

Ban on Tuesday named personalities ranging from Queen Rania of Jordan and German former president Horst Kohler to Tawakel Karman, the 2011 Nobel Peace Prize winner for her activism in the uprising in Yemen, and the mayor of Istanbul Kadir Topbas.

Japan’s former prime minister Naoto Kan, Grace Machel, wife of South Africa’s legendary leader Nelson Mandela, three serving foreign ministers — Kim Sung-Hwan of South Korea, Patricia Espinosa of Mexico and Maria Angela Holguin of Colombia — and two finance ministers Ngozi Okonjo-Iweala of Nigeria and Emilia Pires of East Timor — are also on the panel.

The corporate world is represented by Paul Polman, the Dutch chief executive of Unilever and Betty Maina, chief executive of Kenya’s Association of Manufacturers.

“I look forward to the panel’s recommendations on a global post-2015 agenda with shared responsibilities for all countries and with the fight against poverty and sustainable development at its core,” Ban said.

The Millennium Development Goals aimed to halve extreme poverty and eradicate many preventable diseases and stop the spread of AIDS by 2015. Many of the eight targets will not be acheived however.

Four herdsmen were arrested in Nasarawa for possessing sophisticated arms and ammunition, the Police Public Relations Officer of the Nigerian Police Command in the state, Michael Ada, said on Friday.

Ada said the items recovered from the suspects were a PMSG sub-machine gun, one locally made rifle and nine rounds of live ammunition.

He said that two of the suspects from Kwala Village in Quanpan Local Government Area of Plateau were arrested on 26 July, in Lafia by detectives attached to the State Intelligence Bureau (SIB).He said the arrest of the suspects followed suspicious behaviour exhibited by them.

He said that upon interrogation the suspects provided useful information leading to the arrest of two others, Tukur Usman and Hamza Tukur of Gada-Gwari village in the Kuje Area Council of FCT.

He said that the suspects confessed to being in possession two other rifles, which they buried in a farm at the boundary between Nasarawa and Plateau states.

“Based on the confessional statement, the police followed them to the location and recovered the weapons,” Ada said.

He said the suspects were being detained at the Criminal Investigation Department (CID) for further investigation to ascertain the source of the weapons and other possible accomplices.

The PPRO urged members of the public to always be vigilant and report any suspicious movements in their neighbourhood to security operatives for prompt action.
