Defer Assessment Of 2012 Budget Performance To Year's End - Experts Financial experts have urged the National Assembly (NASS) to properly assess the performance of the 2012 budget and its impact on Nigerians at the end of the year. They spoke with the News Agency of Nigeria (NAN) on Wednesday, in Lagos, against the backdrop of the controversy surrounding the level of implementation of the 2012 budget. The Coordinating Minister for the Economy and Finance Minister, Dr Ngozi Okonjo-Iweala, said on Monday that the government had achieved 56 per cent implementation of the 2012 budget. Okonjo-Iweala also urged the NASS to be more interested in how much of the budget the government was able to implement. However, when the Senate invited her on Thursday to an interactive session over the matter, the minister was unable to attend because of other official engagements. Just like the minister, Mr Emmanuel Ijewere, former President, Institute of Chartered Accountants of Nigeria (ICAN), said that the NASS should be interested in how much of the budget government had implemented at the end of the year. According to him, the NASS is not competent to state the percentage of the budget that has so far been implemented. However, he noted that it was the duty of the legislature to keep an eye on the implementation of the budget. The former ICAN president said that the NASS had no power to give what he described as rhetorical data or figure on budget implementation. Ijewere, who said that criticisms of the budget would have no positive impact on the citizens, described the debate on its implementation as unnecessary diversion. Hesaid that it would be better if the National Assembly could offer advice on how best the budget could be effectively implemented. Ijewere said that what should be of greater concern to the NASS was how the budget would have a positive impact on the citizens in terms of basic infrastructure. He urged the NASS to tell the government to improve on education, fix roads, and improve the power sector. Dr Osi Itsede, former Director of the West African Institute of Financial and Economic Management (WAIFEM), said the NASS should be concerned with the impact of the budget on the Nigerian masses. Itsedesaid that the issue of what percentage of the 2012 budget had been implemented should not be of concern for now. He said it was the Federal Ministry of Finance that had the sole right to state the level of implementation of the budget. ``World over, the Ministry of Finance has the responsibility of managing the nation’s economy,’’ he said. Mr Oluyombo Onafowokan, a lecturer in the Department of Financial Studies, Redeemers’ University, faulted the government's pronouncement that it had implemented 56 per cent of the 2012 budget. Onafowokanurged the government to justify its claim, arguing that the economy had been moving at a slow pace. Dr Kazeem Bello, of the Department of Economics, University of Ibadan, also faulted the Federal Government’s position on the level of implementation of the budget. Bellosaid that under normal circumstances, the government could have achieved 40 per cent by now if funds were made available. He suggested the timely disbursement of funds to ministries and parastatal agencies for necessary expenditures for the year. Bello said that from economic indices, the 2011 budget performed below 50 per cent. Mr Wole Olowu, General Manager, True Bond Micro Finance Bank Ltd., said that most of the capital projects took a much longer time to execute, saying that there was, therefore, no way that the claim by government could have been possible within the short period. United Nations Secretary-General Ban Ki-moon has announced the members of a High-level Panel to advise on the global development agenda beyond 2015, the target date for achieving the anti-poverty targets known as the Millennium Development Goals (MDGs). “I have asked my High-level Panel to prepare a bold yet practical development vision to present to Member States next year,” Mr. Ban said in a news release. The Panel will hold its first meeting at the end of September, in the margins of the annual high-level debate of the General Assembly. It is expected to submit its findings to the Secretary-General in the first half of 2013, and those findings will inform his report to Member States. “I look forward to the Panel’s recommendations on a global post-2015 agenda with shared responsibilities for all countries and with the fight against poverty and sustainable development at its core,” Mr. Ban said. The eight MDGs, agreed on by world leaders at a UN summit in 2000, set specific targets on poverty alleviation, education, gender equality, child and maternal health, environmental stability, HIV/AIDS reduction, and a ‘Global Partnership for Development.’ According to a recent study – the 2012 Millennium Development Goals Report – progress has been made in some areas, with three important targets on poverty, slums and water met three years ahead of 2015. It added that meeting the remaining targets, while challenging, is possible – but only if Governments do not waiver from their commitments made over a decade ago. The High-level Panel is part of Secretary-General Ban’s post-2015 initiative, mandated by the 2010 MDG Summit, at which UN Member States took stock of the progress made in achieving the MDGs. here is a more comprehensive report Economic and Financial Crimes Commission has withdrawn charges of alleged fraud in the fuel subsidy payments against Durosola Omogbenigun and Peter Mba along with their firms. Counsel for the EFCC, Mr. Oyedepo Rotimi, told a Lagos High Court in Igbosere on Tuesday that the charge tagged, ID/122C/2012, was mistakenly instituted against Omogbenigun, his company Integrated Resources Limited, like Mba and his Pinnacle Oil and Gas firm. According to the lawyer, the charge had not been served on the defence as Tuesday’s proceedings. Justice Samuel Candide-Johnson struck out the charge following an application by the EFCC. The EFCC, in the charge, alleged that they conspired on different occasions to fraudulently collect over N2bn from the Federal Government under the Petroleum Support Fund, purporting the money to be payments for importing certain litres of petrol). The four were charged with four counts of conspiracy to obtain and obtaining property by false pretences. The anti-graft body said the offences were contrary to Section 8 and 1 (3) of the Advance Fee Fraud and other Fraud Related Offences Act 2006. However, Rotimi said he was instructed by the Attorney-General of the Federation and Minister of Justice, Mohammed Adoke, to withdraw the case. He said the EFCC found out after a review that the suspects did not commit the offence for which they were to be arraigned. Rotimi said, “We have information (charge) dated July, 20 2012 before this court. I have the instruction of the Attorney-General to withdraw the information. “The information has not been served on the defence. I urge the court to strike out the charge.” He added, “The charges preferred against the defendants in this case were misconstrued by the prosecution and were inadvertently filed against the said defendants. “A review of the prosecution’s case and the evidence available to the prosecution clearly showed that the defendants did not commit the offences for which they are charged. “The complainant/applicant in consideration of the above fact has decided to withdraw the criminal charge before this Honourable Court against the defendant and substitute it with an information already filed at the registry of this Honourable Court in suit No. ID/122C/2012 – Federal Republic of Nigeria vs. Oluwaseun Ogunbambo and others. “Withdrawing the charge against the defendants will meet the interest of justice in the case.” The judge said, “At the instance of the prosecution, the information, having been withdrawn, is struck out.” In its application dated July 26, the EFCC premised on Section 73 of the Administration of Criminal Justice Law of Lagos State 2007, Rotimi sought an order granting the EFCC leave to withdraw the charge “against all the defendants.” Meanwhile, spokesman for the EFCC, Wilson Uwujaren said, “The withdrawal of the charges against Pinnacle Oil and Gas Plc and others was deliberate.
